On 26th July European Foreign Ministers launched Union’s new diplomatic service which should enable it to speak with one voice on the international stage. Catherine Ashton, EU High Representative for Foreign Affairs and Security Policy who will head this new service presented the organisation chart and the way the service will be run without announcing any appointments however. She asked for the financial and staffing rules as well as the 2010 budget to be modified as soon as possible so that the EEAS could be operational on 1st December ie one year after the entry into force of the Lisbon Treaty.
