Rapport de politique internationale au comité national du M.R.P

La défense de la politique sarroise de la France.



Les Allemands nous disent : «Vous avez la Sarre et c’est la Sarre qui est la cause, non seulement du désaccord, mais aussi de l’impossibilité de résoudre le problème politique dans le présent». Mes chers Amis, ici comme ailleurs, nous devons dire en toute franchise que nous ne pouvons pas accepter qu’on nous dise cela, que l’on considère que les accords que nous venons de signer avec la Sarre soient réellement et sérieusement un obstacle à l’accord avec l’Allemagne. Je ne veux pas reprendre tous les débats, nous en avons parlé à deux, à plusieurs et en public ; nous aurons, à ce sujet, un débat au Parlement quand les accords sarrois seront discutés, et ce sera dans les toutes prochaines semaines. Je voudrais simplement rappeler pour votre usage quelques vérités et quelques faits :

1. Le Statut de la Sarre ne date pas du mois de décembre dernier ; il remonte à novembre et décembre 1947, et a été établi, publiquement, au vu et au su de tout le monde, y compris les Allemands ; il n’a jamais été mis en cause par qui que ce soit.

2. Ce Statut existe avec l’accord de la population sarroise, ce qui n’est pas vrai pour d’autres frontières, ni à l’ Ouest, ni à l’Est.

Nous avons admis et déclaré dès le début que la Conférence de la Paix sera saisie de l’ensemble du problème. Comme je vous l’ai dit, nous vivons par la force des choses, et à tous points de vue, sous un régime provisoire ; c’est vrai pour toutes les frontières. Nous disons avec la même franchise qu’au moment des négociations de paix, on tiendra compte à la fois, non seulement de la volonté des populations intéressées, mais aussi des résultats acquis dans le provisoire, et d’autre part, enfin, de la situation particulière et des droits de la France en ce qui concerne la Sarre. Mais ceci ne sera pas le fait d’un acte de volonté unilatérale ; ce sera le fait d’un Traité où auront la parole tous ceux qui auront à signer. Voilà notre position d’une rigoureuse logique, d’une franchise et d’une loyauté dont je voudrais que d’autres s’inspirent.

Il existe enfin un autre malentendu : nous ne demandons pas et nous n’avons jamais demandé au Gouvernement de Bonn de reconnaître le Statut de la Sarre, même lorsque Bonn entrera à l’ Assemblée de Strasbourg. Par ce fait, Bonn pourra garder et gardera sa liberté d’apprécier le Statut de la Sarre, qui est provisoire, qui a été établi sans l’accord de Bonn, jusqu’au moment du Traité de paix, quand les choses deviendront définitives et possibles à tout le monde. C’est donc un prétexte lorsqu’on nous dit : « nous ne pouvons pas entrer au Conseil de l’ Europe parce que, par ce fait même, nous reconnaîtrions le Statut de la Sarre et nous abandonnerions le droit de protester contre les empiétements de frontières qui ont eu lieu à l’est de l’ Allemagne ».
