As negotiations on the European Union's future economic recovery plan continue, many references are being made to Europe's "Hamiltonian moment". For the first time, the European Union might be able to supplement its budgetary resources with funds raised on the capital markets to finance grants and loans to countries affected by the crisis. Jean-Guy Giraud returns in this text to the 1790 agreement between Alexander Hamilton and Thomas Jefferson on public borrowing, which helped transform the United States into a genuine political federation. The text contains an introductory statement by Alain Lamassoure.

Outgoing Andrzej Duda is re-elected by a hair’s breadth to lead Poland

The outgoing President of the Republic Andrzej Duda (Law and Justice, PiS) won by a narrow margin the second round of the presidential election held in Poland on 12 July with 51.22% of the vote, beating Rafal Trzaskowski, Mayor of Warsaw, the Civic Platform (PO) candidate, who secured 48.78% of the vote. Less than 500,000 votes (out of a total of more than 20 million) separated the two men. Never before has a presidential election been so close in Poland.

Outgoing Prime Minister, Andrej Plenkovic’s Democratic Union (HDZ) wins the general elections in Croatia

Outgoing Prime Minister Andrej Plenkovic's wager for the Democratic Union (HDZ) was won in the 5 July parliamentary elections in Croatia. The party took 61 seats in the Hrvatski Sabor, the single chamber of parliament. Voting, originally scheduled for December, was brought forward by six months. The head of government had wanted to capitalize on his management of the health crisis caused by the coronavirus pandemic which had boosted his popularity. Prime Minister Andrej Plenkovic therefore chose the appropriate strategy and managed to distance himself from the Social Democratic opposition at a time when the two camps were neck and neck in opinion polls.
