Europe must find new ways to fund its rearmament to strengthen its security and strategic autonomy, despite public finances that are already under severe strain. This effort will need better coordination of investment, greater support for the European defence industry and a reduction in dependence on external suppliers, with a view to transforming the increase in military spending into genuine European strategic power.

Whilst the G7 leaders, meeting in Evian from 15 to 17 June, placed security, economic stability and geopolitical challenges at the heart of international discussions, Europeans, too, express strong expectations for protection and collective action in the face of contemporary crises. While they have greater confidence in the European Union, they still feel it is too detached from their concerns and are calling for more joint action on defence, energy, health and migration. This expectation reflects a wish to respond collectively to challenges that individual states struggle to manage on their own. To strengthen public support, the European Union must better showcase its achievements and engage more closely with its citizens.

Faced with the fragmentation of rules and procedures across Member States, the European Union is seeking to facilitate the creation and development of businesses through a single, digital legal framework: the 28th regime. This is the thrust of the communication presented on 18 March: EU Inc. The aim is to strengthen European competitiveness by reducing the administrative, financial and regulatory barriers that hinder innovation and investment. The Estonian experience (e-residency) appears to be a concrete model with which to test this reform. The success of the project will, however, depend on genuine harmonisation between countries and its ability to support business growth across the single market.

The war in Ukraine is a decisive issue for the future of Europe, since its outcome will have a lasting impact on the continent's security and stability. Lasting peace can only be achieved by preventing Russia from achieving its objectives, through increased support for Ukraine and greater economic pressure. The country's integration into European structures is a key strategic lever for ensuring future stability. More broadly, Europe must take greater responsibility for its own security and assert itself as an autonomous strategic actor.

European internal security increasingly relies on enhanced cooperation in the face of transnational, digital and evolving threats. Europol is establishing itself as a key player in supporting Member States through its capabilities in analysis, operational coordination and technological innovation. In particular, the Agency contributes to the fight against organised crime, terrorism and illicit financial networks. Its future development must balance operational effectiveness with respect for fundamental rights and the sovereignty of Member States.
