European Elections Monitor - Montenegro

1 January 1970

Outgoing Head of State Filip Vujanovic (Democratic Socialist Union, DPS) was re-elected as leader of Montenegro in the first round of the presidential election that took place on 6th April. He won 51.4% of the vote ahead of Andrija Mandic (Serb People's Party, SNS) 20.4%, Nebojsa Medojevic, chairman of the Movement for Changes(PZP), 15.7% and the leader of the People's Socialist Party (SNP), Srdjan Milic 12.5%. The participation rate rose to 69% ie well over the figure recorded during the presidential election on 11th May 2003 (+20.6 points).

European Elections Monitor

The Italians are being called to vote in early general and senatorial elections that are being held early on 13th and 14th April next. This election follows the resignation of the Romano Prodi led government on 24th January after the Senate refused him its confidence (156 votes versus 161). Since the attempts made by Giorgio Napolitano, President of the Republic, to form an interim government to modify the electoral law failed the Head of State was forced to convene early elections. Apart from Democratic Party led by Walter Veltroni and the People of Freedom Party led by Berlusconi (PD and PdL), nearly one hundred parties will be standing on 13th and 14th April next. The latest poll by DemosII, published in the daily, La Repubblica, grants Silvio Berlusconi's coalition (PdL-National Alliance and the Northern League) with 45.7% of the vote in comparison with 39.1% for Walter Veltroni. The Rainbow Left Party (Sinistra arcobaleno) is due to win 6% of the vote, the UDC 5.8% and the Right 2.5%.

The Robert Schuman Foundation together with the Europe Commission of the MEDEF is organising a conference/debate on 15th April called : "Does international finance need a European compass?". Participants will include Paul Betbèze, head economist for the Crédit Agricole, member of the Foundation's Scientific Committee, Gérard de la Martinière, chairman of the French Federation of Insurance Companies and Jean du Rusquec, who works with the Chairman of Total.

European Opinion

The Robert Schuman Foundation has published with Ligne de Repères, "European Opinion in 2008". This issue managed by Dominique Reynié includes articles by a number of specialists on topical subjects that show the emergence of European public opinion. It also includes a series of short texts called "coups de sonde" which provide factual information about the real situation in Europe. This work is available in bookshops and on the Foundation site for 19 euros.

Lithuania/Landsbergis

1 January 1970

The autobiography of former Lithuanian President Vytautas Landsbergis "A population comes out of prison" has just been published in French by UAB Baltijos Kopija with the support of the Robert Schuman Foundation. The former Lithuanian President reviews the highlights of his light and notably the period which brought him to power at the beginnign of the 90's during the procedure that took Lithuania to its independence after the fall of the Berlin Wall and the end of the Soviet Union.

Tourism

Tourism Ministers who met in Morocco on 3rd April stressed the importance of the development of tourism around the Mediterranean. Andrej Vizjak, Slovenian Economy Minister and Mohamed Boussaid, Moroccan Tourism Minister chaired this the first ministerial Euro-Med conference on tourism. Andrej Vizjak declared that he was glad "as a Mediterranean country Slovenia is well aware of the immense benefits that closer co-operation between the EU and its southern Mediterranean partners can bring to the further development of tourism in the region." Ministers also exchange views on the measures to take with a view to promoting the development of tourism as part of the Barcelona Process.

Lobbying

To introduce great transparency to lobbyist activities members of the Constitutional Affairs Committee adopted new measures on 1st April. Alexander Stubb's report (PPE-DE, FI) was approved 18 votes in favour, 1 against and 3 abstentions. It plans for the creation of a joint register of interest groups for the European institutions (Parliament, Commission and Council). From now on the registration of these groups will be obligatory. Lobbyists will also have to submit to a code of conduct. MEPs are calling for the monitoring of the way this code of conduct is respected and are asking for sanctions if it is infringed, together with sufficient resources to check on information that features in the register.

Healthcare

The Environment, Agriculture, Employment and Internal Market Committees at the European Parliament listened to the presentation of the new European Commissioner for Health Androula Vassiliou on 1st April. This audition is a forerunner to the vote by the European Parliament with regard to her appointment. MEPs will vote on Androula Vassiliou's appointment as European Commissioner for Health on 10th April next.

Citizens/Debates

The European Commission presented a communication on 2nd April - Debate Europe - to increase citizen participation in the decision making process in the Union. This initiative is part of Plan D (Democracy, Dialogue, Debate) that was launched in 2005 to improve the Union's image amongst citizens after the NO vote to the French and Dutch referenda. With the help of a 7.2 million euro budget "Debate Europe" aims to foster permanent debate between citizens on a national and community level. An internet site has been created and many projects will be organised by civil society which will aim to enhance action on a local level.

Competition/Compensation

On 3rd April the European Commission published a White Paper putting forward a model to enable the payment of damages to consumers and companies who fall victim to infringements of competition rules. In most Member States there are major obstacles preventing consumers and companies in their requests for damages payments when they go to court for infringements of agreement rules and the abuse of dominant position. The White Paper puts forward proposals that aim to increase the efficacy of compensation requests lodged by victims whilst guaranteeing the respect of European legal systems and traditions. The model put forward by the Commission is based on the principle of a single payment for damages incurred.

Neighbourhood Policy

In 2007 the European Union enhanced its relations with its neighbouring countries and supported their work to make democratic and economic reforms by means of the European Neighbourhood Policy. On 3rd April the European Commission adopted a European Strategy Document that draws up an overview of the real progress achieved by partner countries in the co-operation policy, trade, migration, flexibility in the delivery of visas, energy, research as well as the mobility of students and young people. The Commission looks at the areas in which work still has to done and encourages greater relations with some partners who have proven that they have specific ambitions and capabilities. This process has already been started with the Ukraine, and the Commission suggests an intensification of work with Israel, Moldova, Morocco, Georgia and Armenia.

Work/Posting

On April 3rd following its communicatin published in June 2007 on the posting of workers, the Commission called on the 27 governments to improve the conditions applied to posted workers. A worker is said to be "posted" when he is sent by his employer to work temporarily in another Member State. The Commission would like to avoid Member States implementing their own measures and national instruments to control service providers. The Commission's recommendation includes three axes: better administrative co-operation between the Member States, in particular through a more effective system for exchanging information; better access to information for service providers and posted workers; exchange of information and best practice among Member States through a High-Level Committee. There are about one million posted workers.

Internet

According to figures published by the Commission on 4th April 2.7 million .eu internet addresses have been created since the launch of this extension two years ago. At the end of 2007 the .eu address came fourth in terms of international domain names behind .com, .net and .org. It is in Germany where .eu has been most successful: nearly one third (31.4%) of name registrations whilst the German population represents 16% of the population of the European Union. In France the success rate is mitigated with 7.31% of total registrations for 13% of the population. According to the European Commissioner for Information Society, Viviane Reding, "the .eu should now become the natural choice of all Europeans."

On 4th and 5th April Economy and Finance Ministers of the Euro Area expressed their concern about the ongoing tensions in international financial markets and the appropriate policy response. They decided to enhance financial stability and adopted to this end a Memorandum of Understanding on co-operation in financial crisis situations. According to Eurogroup chairman Jean-Claude Juncker "the winds blowing against growth have materialised as we forecast", but there "is no danger of recession in Europe," contrary to the USA. He is "extremely worried about inflation levels." On this point the Chairman of the European Central Bank Jean-Claude Trichet asked governments to do everything they could to halt inflation in the Euro Area. Ministers adopted a joint position in view of preparing meetings at the International Monetary Fund (IMF). They debated necessary reforms to initiate a sustainable social redistribution system within the European Union.

Pensions

On 1st April the Court of Justice of the European Communities gave a favourable opinion to homosexual couples who have concluded a life partnership. It was in the case of Tadao Maruko that the Court said it believed that a life partner of the same sex is entitled to a widower's pension as part of the professional insurance regime (directive 2000/78/CE). The judges believed that this pension could be assimilated to pay: it is part of the application of the European law against discrimintation in terms of employment and work.

Laws

On 1st April several new laws came into force in Germany. The amendments made to the legislation on fire-arms will make it possible to strengthen domestic security and to improve the control of arms sales. With regard to filiation families will now be able to establish that of a child without going to court. Thanks to legislation on genetic engineering, research and agriculture will improve in terms of transparency and consumers will be better protected. Finally procedures with regard to social and labour litigation courts will be simplified.

Unemployment

According to figures published by the Federal Agency for Employment in Nuremberg, the unemployment level dropped in March 2008 to lie at 8.4%. The number of unemployed dropped by 76,000 in the Western Länder reaching 2,271, 000 and by 34,000 in the East for a total of 1,236,000. According to the Federal Minister of the Economy, Michael Glos, the labour reforms undertaken over the last few years have clearly help to improve the labour market. Employment has risen in all Länder and in all areas of activity. The posts available are increasing, at present 1.07 million ie 180,000 or 20% more than last year at the same time.

Biofuels

On 4th April Germany had to give up one of the pillars of its environmental policy - the massive development of biofuels. "Together we underestimated the problems," admitted Environment Minister Sigmar Gabriel. An admission that condemns E10, the new fuel that Berlin wanted to use as from next year and that contained 10% of ethanol mixed with traditional petrol. For technical reasons too many cars running in Germany are unable to take the new fuel; over three million according to the latest figures, ie far from the one million mark set by the Minister.

On 4th April Belgian Prime Minister, Yves Leterme received his French counterpart, François Fillon in Brussels for a working visit as part of the preparation for the French presidency of the European Union. During the meeting the French Prime Minister recalled France's priorities, ie environment and climate, the European immigration policy, defence and the future of the Common Agricultural Policy (CAP). Yves Leterme called for a European position with regard to work on the climate "given the competitive position of industry," so that it is not too heavily penalised in comparison with companies that lie outside of the European Union.

Cyprus

Opening

A crossing point at the heart of Nicosia, the Cypriot capital was opened on 3rd April in Ledra Street heralding an symbolic step in work towards the island's reunification. The opening of Ledra Street which had been closed since 1963 was welcomed by the international community. UN Secretary General Ban Ki-Moon qualified this as a "symbol of a new era of hope."

Finnish Foreign Minister, Ikka Kanerva who was forced to resign has been replaced by Alexander Studd MEP since 2004. Alexander Stubb supports his country's full membership of NATO and has often said how surprised he is about the official non-alignment policy of Finland.

French President, Nicolas Sarkozy says in a letter addressed on 2nd April to the President of the European Commission José Manuel Barroso that he believes that the conditions for a balanced agreement for the European Union with regard to the agricultural and industrial pillars (being discussed) as well as for the general economy were not "met" in the Doha Round undertaken by the WTO. He "calls on the European Commission to be extremely careful and asks it to start working towards balancing out the negotiations" and to "reach real reciprocity with regard to market access commitments."

Agriculture

French President Nicolas Sarkozy spoke to FNSEA members, the leading farmers' union in France. He explained his vision of the reform of the Common Agricultural Policy by 2013. He pleads in favour of "renewed community preference". The future CAP will have to ensure European foodstuff security, take part in world food balance and help in the fight against climate change. The French president mentioned the issue of the distribution of agricultural aid that is one of the most important points of the CAP reform. He is against an historic distribution of aid and pleads in favour of re-balancing production sectors. In his opinion the reform of the CAP has to lead to a "real, sustainable simplification of the policy to prepare for 2010 when the budget will be reviewed and for 2013 when it will be the turn of the CAP.

Mediterranean

On 1st April the French Secretary of State for Foreign Trade, Anne-Marie Idrac and also member of the Foundation's Board travelled to Tunis. She spoke in favour of "pragmatism" in the implementation of the Union for the Mediterranean project that has been promoted by France together with the diversification of economic relations between Mediterranean countries. Discussions focussed on a new economic and financial agreement that is designed to support the competitiveness of the Tunisian economy in the face of international competition - talks also focussed on contracts in the civilian nuclear and transport sectors.

Hungary

Government Crisis?

The ruling government coalition in power since 2006 in Hungary, deeply divided over the reforms that are vital to balance the budget, has given itself a month to come to an agreement otherwise it will implose. On 30th March Hungarian Prime Minister Ference Gyurcsany officially dismissed Health Minister Agnes Horvath to take effect as from 30th April. "There is a deep conflict within the coalition, that is in danger of turning into a crisis," declared the Prime Minister.

Resignation

Irish Prime Minister, Bertie Ahern, who is under investigation with regard to allegations of corruption announced on 2nd April that he would hand in his resignation on 6th May next. He will also resign from the chairmanship of his party, the Fianna Fail. He is due to be replaced as Prime Minister by the present Finance Minister, Brian Cowen the only person to have stood up to take over the management of Fianna Fail.

Poland

Treaty Ratified

On 2nd April after Hungary, Slovenia, Malta, Romania, France and Bulgaria, Poland became the 7th country to ratify the Lisbon Treaty. The text was adopted on 1st April by the Diet (Polish lower chamber) by 384 votes in favour, 56 against and 12 absentions, and by the Senate - 74 votes in favour, 17 against and 6 abstentions. The Robert Schuman Foundation has an updated map detailing the ratification results by country on its internet site.

UK

Environment

Just as he launched a series of initiatives to make housing more ecological on 2nd April British Prime Minister, Gordon Brown indicated that the fight against climate change required the government co-operation together with that of companies and citizens alike. The aim of these measures comprises the improvement of energy efficacy and the reduction of waste and water consumption. Over the next three years 100 million pounds will be given to the Energy Saving Trust that will then be able to improve its advisory programme to make housing more ecological. This package of measures also includes the launch of an on-line advisory site called Act on CO2.

Treaty/Parliament

During a debate at the House of Lords on April 1st the Lords rejected the idea of a referendum on the Lisbon Treaty. House of Lords President, Baroness Ashton of Upholland indicated that the exemption clauses that the UK enjoyed enabled it not to commit to initiatives contrary to the country's interest. She indicated that in line with a report published on 28th March by the constitutional committee of the House of Lords the treaty made it possible to enhance co-operation between Member States, adding that the European Union should allow the UK to improve the application of its foreign policy. This report concludes that the new treaty would not have any major repercussions on British sovereignty but that it significantly clarified the limits of the European Union's powers. The date of the final vote in the House of Lords has not yet been established.

Sweden

Vodka/Debt

The Swedish government accepted the sale of the State company "Wine and Spirit" on 30th March - it is notably the owner of the vodka Absolut; it was sold to French group Pernod Ricard for 55 billion Swedish crowns (5,626 billion euros). This sum will be used to pay back Sweden's public debt. The Swedish Financial Markets Minister, Mats Odell said that "Wine and Spirit will still be a Swedish company with its main office in Sweden and a Swedish management." The sale of this company does not bring into question the monopoly of the State over the distribution of alcohol applied in Sweden.

Postal Merger

The Danish and Swedish authorities signed a protocol agreement planning for the merger of the postal services of both countries in order to strengthen them in the face of the competition said the Swedish post on 1st April in a press release. "The Swedish Industry Minister, the Danish Transport Minister as well as CVC Capital Partners signed a protocol agreement in view of a merger between Posten AB (the Swedish post) and "Post Danmark". This rapprochement aims to "face up to the growing challenges of the market thanks to an increase in the common group's competitiveness." The new entity will have an annual turnover of around 45 billion Swedish crowns (4.87 billion euros) and will have slightly over 50,000 employees.

Bosnia-Herzegovina

Police/Reform

Bosniak Prime Minister, Nikola Spiric threatened on 31st March to resign if the reform of the police forces failed - this reform is vital if the signature of the Stabilisation and Association Agreement with the EU is to go ahead on 28th April. During a session in Parliament on 2nd and 3rd April MPs did not come to an agreement on the means to adopt the two laws included in the reform. The two main parties (Party for Bosnia-Herzegovina (SBiH) and the Independent Social Democratic Party (SNSD))hold the majority but the adoption of these laws is still uncertain due to the obstacles caused by the last minute amendments lodged by the SDA (Democratic Action Party), the SDS (Serb Democratic Party) and the SDP (Social Democratic Party).

Presidential Election

Outgoing President, Filip Vujanovic was re-elected on 6th April during the first round of the presidential election with 52.3% of the vote. He came out ahead of Andrija Mandic who won 19.3%, Nebojsa Medojevic who won 17.3% and Srdjan Milic, 11.1%. Turn out rose to 69% ie very much in excess of that recorded during the presidential election on 11th May 2003 (+20.6 points).

Cybercrime

To reinforce the fight against internet-based crimes – from child pornography and racism to identity theft, fraud and cyber terrorism – a Council of Europe conference in Strasbourg on 1st and 2nd April gathered experts from all over the world, as well as representatives of governments, police forces and the Internet industry – including Microsoft, eBay, Symantec and McAfee. After the conference a series of measures were adopted to help security services and internet suppliers to structure their work together in terms of investigations in this area.

NATO

Summit/Bucharest

At the NATO summit on 2nd and 4th April in Bucharest the 26 Heads of State and Government of the Atlantic Alliance spoke of NATO's enlargement. Albania and Croatia achieved candidate status, whilst Macedonia suffered Greece's veto since the latter did not want to recognise the former under this name. The integration of the action plan in view of Georgia and the Ukraine's accession was postponed. NATO's strategy in Afghanistan as well as the debate on the antimissile defence system in Europe were discussed. French President Nicolas Sarkozy announced the full reintegration of France into the integrated military command of NATO in 2009 and the dispatch of 700 additional French soldiers to Afghanistan. Russian President Vladimir Putin took part in the NATO-Russia Council on 4th April. The 60th NATO Summit will be organised by France and Germany in Strasbourg and Kehl in 2009.

WTO

EU/USA/Canada

A special WTO group condemned the sanctions imposed by the USA and Canada on European exports in response to the restrictions applied by the European Union on hormone treated meat imports. The European Union criticises the fact that Canada and the USA maintain these measures unilaterally although the Union has in the mean time undertaken a new scientific evaluation to show that meat treated with hormones presented unacceptable dangers. The report by the special group published on 31st March confirms that the USA and Canada established rights that violated WTO rules. The European Union has asked them as a result to lift their retaliatory measures.

Unemployment

According to Eurostat figures published on April 1st the euro area seasonally-adjusted unemployment rate stood at 7.1% in February 2008, unchanged compared with January. It was 7.6% in February 2007. The European Union unemployment rate was 6.7% in February 2008, compared with 6.8% in January. It was 7.4% in February 2007. Eurostat estimates that 15.970 million men and women in the European Union, of which 10.909 million in the euro area, were unemployed in February 2008. Compared with January 2008, the number of persons unemployed decreased by 130,000 and 59,000 respectively. Compared with February 2007, unemployment was down by 1.5 million in the European Union and by 0.7 million in the euro area.

According to figures published by Eurostat on April 1st in February 2008, compared with January 2008, the volume of retail trade fell by 0.5% in the euro area, but grew by 0.3% in the European Union. In February 2008, compared with January 2008, "food, drinks and tobacco" fell by 0.2% in the euro area, but increased by 0.5% in the European Union. The non food sector fell by 0.8% and 0.1% respectively. Among the Member States for which data are available, total retail trade rose in thirteen Member States and fell in three. The highest increases were observed in Estonia and Luxembourg (both +3.2%), Belgium (+3.1%) and Finland (+2.8%), and the largest decreases in Germany (-1.6%) and Poland (-0.3%).

The Centre for European Reform (CER) has just published a study on "France, NATO and European Defence". Tomas Valasek indicates that France and the UK are about to come to an agreement that will lead to significant improvement in NATO/European Union relations. For a long time France privileged the EU and tried to obstruct NATO's work but French President Nicolas Sarkozy has said that he wants to see France re-integrate the integrated military command of NATO. The UK now has to respond to the French proposal and accept the reinforcement of the ESDP.

The Institute for Public Affairs in Poland has published a study entitled "Democracy in Poland 2005-2007" which describes the changes undertaken by the Law and Justice Party (PiS) during the period when Jaroslaw Kaczynski was Prime Minister.

Survey

According to a survey by Harris Interactive for France 24 and the International Herald Tribune published on 4th April Germany is seen by Europeans as the leading country in Europe. This opinion is shared by the French (68%), the Spanish (57%) and the Germans (57%) whilst the British and the Italians are divided between Germany and the UK. 63% of the Americans believe that the UK is the leader in Europe. When they are asked to indicate which personality they believe to be the most influential in Europe, the Europeans quote German Chancellor Angela Merkel, who is clearly ahead of French President Nicolas Sarkozy including amongst the French. She would win more "votes" in terms of the election of a European president but this idea planned for in the Lisbon Treaty is not really approved of.

Asko Europa-Stiftung has just published a book entitled "European Values, an educational project for young people." The Franco-German manual aims to provide young people with vital knowledge about the origins and development of European values; it invites them to think critically and familiarise themselves with the European idea. European construction has become a difficult concept to understand especially for the young generations because many "European values" are now an obvious part of daily life for those who have grown up in countries where there is peace, freedom and material well-being. This publication looks into the role played by European values for each of us and the idea of a European identity.

Liverpool/Theatre

As from 7th April the international theatre company of Liverpool (Dreamthinkspeak) is starting performances of a show called "One step forwards one back." The show will be played at the Cathedral to provide the drama with greater originality. The event is part of the town's programme as European capital of culture 2008.
