Looking ahead to the French presidency of the European Union which will begin on 1st July 2008, the Robert Schuman Foundation, the Association Femmes, Débat et Société (Women, Debate and Society Association) together with the European Commission are piloting a communication project to raise awareness of European matters amongst women. Organised under the name "Femmes, passerelles d'Europe" (Women, bridges of Europe), the various information and awareness campaigns planned for 2008 began on 15 April with the launch of a bilingual Internet site.

Elections observatory - Italy

1 January 1970

Silvio Berlusconi, leader of the main opposition party, the People of Freedom Party (PdL) easily won the early general and senatorial elections that took place in Italy on 13 and 14 April. It won 46.81% of the vote in the general elections (340 seats) and 47.32% in the senatorial election (168 seats). Note that its partner, the Northern League, doubled its score, from 4.6% to 8.3% of the vote in the general elections and from 4.5% to 8.06% at the Senate. Walter Veltroni, leader of the Democratic Party (PD), won 37.54% of the vote in the general elections (239 seats) and 38.01% in the senatorial elections (130 seats). The Union of Christian Democrats (UDC) led by Pier Ferdinando Casini won 5.62% in the general elections (36 seats) and 5.69% in the Senate (3 seats). The Rainbow Left (sinistra arcobaleno), led by Fausto Bertinotti, collapsed, with only 3.08% in the general elections and 3.21% in the Senate. This party will not be represented in Parliament. Turn out was 80.4%.

Research

On 15 April, the 27 European Ministers for Research and the Commission launched a partnership known as the "Ljubljana process". They hope to improve exploitation of research potential in Europe and set up a European Research Area (ERA). The Ljubljana process should help to increase the competitiveness of European industries, a fundamental pillar of the Lisbon agenda. Ministers also stated that the dynamism and flexibility of small and medium enterprises were essential to the improvement of economic growth and competitiveness and called for greater European action in terms of company creation.

Health

The 27 European Ministers for Health, meeting on 18 April, underlined the need to implement structured cooperation between the Council and the European Commission as the key to achieving EU Health Strategy goals. Back in December 2007, the Council of Ministers responsible for health undertook to act in close cooperation with the European Commission in order to implement the EU Health Strategy. The Slovenian presidency presented its proposal for a structure enabling such cooperation, prepared in collaboration with Member States. This was confirmed by Ministers. The final agreement will be approved officially at the Council of Health Ministers meeting in June.

Financial services

Retail business by banks is responsible for 2% of the European Union's GDP. However transactions remain national: 90% of insurance premiums are collected by companies in the same country as the client and only 1% of Europeans purchase financial services from other Member States. In order to defragment this market and make it "European", the European Commission presented its Green Paper in April 2007. To promote competition between banking establishments and bring prices down on the financial products offered, banking legislation will first have to be harmonised. "The less the number of differences, the easier activities will be in another Member State" says the author of the report to the European Parliament, Othmar Karas (PPE-DE, AT). Acquisition of financial services over the Internet or by phone must also be promoted. 26% of Europeans use this possiblity in their own countries, but only 1% use these means of communication to purchase products from another Member State.

Any renegotiation of the economic partnership agreements (EPAs) already initialled with the countries of Africa, the Caribbean and the Pacific (ACP) would be a disaster, Trade Commissioner Peter Mandelson told members of the EP International Trade Committee on 17 April. MEPs asked specifically about progress in the negotiations, the impact of the EPAs on the development and regional integration of the ACP and the role of the European Parliament in the negotiations

According to a report published on 17 April by the RAPEX alert system commission (security network for the internal market), the number of dangerous products withdrawn from the European market in 2007 was up by 53% compared to 2006. This increase demonstrates the capacity for improvement in surveillance by member States. European consumers are better protected. Toys are by far the category of product that is subject to the largest number of notifications. In 2007 over half of all dangerous products discovered (700 notifications)came from China. This can be explained by the high number of products made in China that are imported into the European Union and by the increased attention paid to the authorities to surveillance of Chinese products.

SME

On 17 April, the Commission approved 4 measures from the list for the programme "to cut administrative costs" for SMEs. They aim to make life easier for SMEs by cutting the burdens that weigh on them. The first measure abolishes the need to publish business data (relating to the formation of the company, its capital, etc.) in national gazettes, which will reduce costs for enterprises. A reduction in translation obligations is included, when subsidiaries are set up in other Member States. Moreover, a reduction in publicity obligations with regards to accounts for average sized companies will also reduce costs for SMEs. Finally, there will no longer be a need to prepare consolidated accounts for parent companies with subsidiaries whose interest is negligible.

Euro / Cyprus-Malta

According to a communication adopted on 18 April by the Commission on the introduction of the euro to Cyprus and Malta on 1st January 2008, the vast majority of the population of Cyprus and Malta (95% and 90%) consider that transition to the euro in their country has taken place both smoothly and efficiently. Vigilance by the authorities with regard to price conversions has controlled both prices and the perception of price increases by the population, even within the currrent context of higher inflation due to the increase in price of energy and food products, which is affecting Cyprus and Malta in the same way as in other countries in the euro area and in the rest of the world.

Internet

According to a report by the Commission on Progress with Action in the Information Technology and Communications Sector, presented on 18 April, over 250 million Europeans regularly use Internet. This report was drawn up within the context of the i2010 action plan. It shows that 80% of the European population have broadband connection and 60% of public services in the EU are fully available online. Also over 96% of schools in Europe are now connected to Internet and half of all doctors use rapid internet connections. However some areas in the Union are well behind and are not yet fully connected.

Visa / USA

1 January 1970

On 18 April the Council authorised the Commission to open negotiations with a view to signing an agreement with the United States regarding certain conditions of access to their Visa Waiver Program or WVP. Several conditions for implementation of the WVP fall within the jurisdiction of the European Community. This decision does not apply to either Ireland or the United Kingdom, since these Member States are not part of the joint policy on visas.

Forest fires

Within the context of a campaign to prepare for the combat against forest fires the European Union organised a major simulation exercise held in Sardinia from 16 to 19 April. As temperatures rise along the southern shores of Europe, the risk of forest fires increases. The European Commission and Member States are working closely together to prepare for the coming forest fire season, building on the lessons learnt from the tragic experiences of 2007. The exercise, SARDINIA 2008, forms part of a larger pilot project co-financed by the European Commission, which aims at developing the notion of a rapid European intervention force for disasters.

On 14th April, the 27 European ministers for agriculture and fishing debated ways in which to eradicate unlawful, unreglemented fishing which threatens, at world level, the survival of over a quarter of fish stocks. They adopted a regulation to adapt fishing quotas allocated to Poland for Baltic Sea cod for a 4-year period (2008-2011), in order to compensate for non-quota fishing by Polish fishermen in 2007. Poland also undertook to pay back for fishing over-quota over a 4-year period (10% in 2008 then 30% per year for the following 3 years). They also adopted a directive on air quality, aimed at guaranteeing better protection against the harmful effects of dust particles on health.

Treaty

The Council is putting on line the consolidated version of treaties on the European Union and on the functioning of the European Union as modified by the Treaty of Lisbon. To date 8 Member States have ratified this treaty, which is due to come into force on 1 January 2009. The Robert Schuman Foundation has an up-dated map detailing the results of ratifications on its Internet site.

Justice / Police

On 18 April, the 27 Interior Ministers charged the Commission with negotiating with Washington on conditions to enable all its nationals to enter the United States without a visa. They also decided that in 2010 Europol (European criminal police office) would become a European Union agency financed from the European budget in order to carry out its activities in terms of the combat against terrorism and organised crime. Finally, they adopted the European Union action plan drawn up by a group of experts on the security of explosives (ESETF), referring to the improvement of explosive security. This plan includes specifically the creation of a European system of data on terrorist attacks and an early warning system for explosives.

In a ruling dated 15 April, the European Court of Justice confirmed that fixed term workers will enjoy the same rights as workers with permanent contracts. Should any Member State not have transposed a clause setting out the principle of non-discrimination in its internal law, the said clause will be directly applicable. The Court also stated that Ireland is under obligation to transpose the directive relating to fixed term employment contracts.

Combat / Inflation

In its monthly bulletin issued on 17 April, the European Central Bank underlined its determination to combat the risks of inflationist overheating in the euro area, backing up the idea that a fall in base rates will not take place in the near future. Expensive oil and the massive increase in food prices will keep inflation rates at "levels higher than initially forecast" warned Axel Weber, member of the monetary institute. He described as "worrying" the price increases seen in March in the euro area, which reached 3.6% for one year, a level never seen since the euro first came into being in 1999.

CDU-Greens coalition

In the city-state of Hamburg, the Christian-Democrats Union (CDU)and the Greens decided, on 17 April, to govern together after negotiations lasting five weeks. Although the CDU and the Greens already govern together in Kiel and Frankfut, this is an historic first at regional level.

Bulgaria

The resignation on 13 April of the Bulgarian Interior Minister, Roumen Petkov, whose administration has been rocked by a corruption scandal and who has acknowledged having had contacts in organised crime, opens the way for a reshuffle in the centre-left government. On 8 April the European Commission had called on Bulgaria to take "urgent measures" to combat organised crime in that country, after the assassination in Sofia of two leading figures, including the author of nine books on the birth of the local mafia. Bulgaria and Romania, which entered the European Union on 1 January 2007, are subject to a unique and strict surveillance mechanism in several fields, including the judicial system.

Food aid

On 18 April, French President Nicolas Sarkozy announced that France will double its emergency food aid this year, spending 60 million euros. He warned "We must act urgently to strengthen food security at a time when 37 countries are going through a very serious food crisis." In addition to "immediate responses", he called for the creation of a "world partnership for food and agriculture", encompassing international players in the public and private sectors as well as NGOs, and underlined repeatedly that the fight against hunger must go hand in hand with the combat against global warming.

Angela Merkel

On a trip to Dublin on 14 April, German Chancellor Angela Merkel promoted the Treaty of Lisbon on which the Irish people are to vote by referendum on 12 June. Before a meeting of the "National Forum on Europe" she said that this treaty makes Europe more efficient, stronger and more democratic and that it prepares for the future of the European Union. At their joint press conference, the Irish Prime Minister Bertie Ahern and Angela Merkel underlined the importance of German-Irish relations and the need to ratify the Treaty of Lisbon.

José Manuel Barroso

The President of the European Commission, José Manuel Barroso, went to Ireland on 17 and 18 April. He spoke to the National Forum on Europe in favour of ratification of the Lisbon Treaty, three days after the visit by the German Chancellor, Angela Merkel. In response to fears expressed by the Irish, he stated that this Treaty will maintain the rule of unanimity in terms of taxation and will preserve the military neutrality of Ireland. Much of the debate was devoted to multilateral negotiations with the World Trade Organisation (WTO), positions taken by the external trade commissioner, Peter Mandelson, being rejected by Irish farmers.

Legislative elections

Silvio Berlusconi, leader of the main opposition party, the People of Freedom (PdL), won the early legislative and senate elections held in Italy on 13 and 14 April with an easy majority. According to final results published by the Italian Interior Ministry, the People of Freedom (PdL) won 340 seats compared with 239 won by the Democrat Party led by the former mayor of Rome, Walter Veltroni. At the Senate, made up of 315 elected members and seven life-senators, the PdL/Northern League coalition won 168 seats compared to 3 for the Democrats and 3 for the UDC.

Sweden

From 15 to 15 April, the Grand Duke and Grand Duchess of Luxembourg, with the Luxembourg Foreign and Immigration Minister, Jean Asselborn, made a State visit to Sweden. A multi-sector economic promotion mission was also organised alongside this visit. Foreign Ministers from both countries discussed the agenda for the future Swedish presidency of the European Union in the second half of 2009.

Eufor

68 Polish soldiers of the total of 400 men that will make up the Polish contingent in Chad have been flown to that country within the framework of the Eufor mission. Deployment of Polish forces will happen over several months. The main group will leave for Chad in August so that the contingent will be operational in September. This contingent is Eufor's second largest, after that of France.

Lazar Comanescu, former head of the Romanian mission to the European Union in Brussels, was appointed Foreign Minister on 15 April. He succeeds Adrian Cioroianu who handed in his "resignation of honour" after the death of a Romanian citizen in a Polish prison on 11 April.

Ulster

The Democratic Unionist Party (DUP), the leading Protestant party in Northern Ireland, elected Peter Robinson as its leader on 14 April, thereby assuring him of becoming the next Prime Minister of the British province at the beginning of May, replacing the Reverend Ian Paisley, who will be resigning. Peter Robinson, 59, former vice-president of the DUP, was the sole candidate. He was unanimously appointed by the 36 DUP members of parliament.

Sweden

Economic policy

In its draft law on fiscal policy, the Swedish government sets out its economic and budget policy guidelines. To meet the challenges facing Sweden in both the medium and long term, the Government announced measures on 15 April that will strengthen Sweden´s opportunities for growth and lead to higher employment and GDP. This document also provides for improved education, a strengthening of welfare provision and measures that will put Sweden in a better position to meet threats linked to climate change.

Bosnia-Herzegovina

Police reform

The upper house of Parliament in Bosnia-Herzegovina voted 10 in favour, 4 against and 1 absention for the two police reforms adopted on 10 February by the lower house. These two projects aim to place under joint management in the long term the police forces of the two entities making up the Republic of Bosnia-Herzegovina: Republika Srpska and the Federation of Bosnia-Herzegovina. The legislation will come into force a year after adoption of a new Constitution, debates on which are due to commence shortly. Bosnia-Herzegovina is now ready to sign the Stabilisation and Association Agreement (SAA), the first step towards joining the European Union.

Serbia

ICTY

On 17 April, Serge Brammertz, prosecutor at the international criminal tribunal in the Hague (ICTY) went to Serbia for the first time since he took up his functions on 1 January 2008. He is to evaluate efforts made by Serbia in the search for the 4 main fugitives accused of war crims: Stojan Zupljanin, Radovan Karadzic, Ratko Mladic and Goran Hadzic. Progress made with the search for Zupljanin could "influence the opinion of the Dutch government." The Netherlands is the only country to oppose the signature of a Stabilisation and Association Agreement for Serbia with the European Union, for as long as war criminals have not been arrested. Serge Brammertz will not comment on Serbia's cooperation with the ICTY unless changes are observed compared to the last evaluation made by his predecessor, Carla Del Ponte, who had judged cooperation to be insufficient.

Putin, party leader

At the 9th annual congress of the United Russia party held on 14 April, retiring Russian president Vladimir Putin, was appointed head of the majority party in Parliament. The 600 delegates present voted unanimously in favour of his appointment for 4 years. This appointment will come into force on 7 May, the date on which Dmitri Medvedev will be invested as president. Vladimir Putin also confirmed that he will become Prime Minister after leaving the Kremlin.

Abortion

On 16 April, the Parliamentary Assembly of the Council of Europe (APCE), which brings together members of parliament from 47 European States, adopted a resolution aimed at decriminalising abortion, when complying with a reasonable maximum gestation period, and at guaranteeing women "a right of access to safe, legal abortion." In the resolution, parliamentarians stated that it was necessary to ensure that women seeking an abortion are provided with both medical and psychological treatment and with adequate financial cover, as well as lifting restrictions that hinder access to safe abortion.

Growth in world trade could fall to 4.5% in 2008, compared to 5.5% in 2007, due to massive economic deceleration in developed countries, according to forecasts announced on 17 April by the World Trade Organisation (WTO).

According to figures published by Eurostat on 14 April, the annual rate of inflation in the euro area was 3.6% in March 2008, compared to 3.3% in February. In March 2007 it was 1.9%. The highest annual rates were recorded in Latvia (16.6%), Bulgaria (13.2%) and Lithuania (11.4%), with the lowest in the Netherlands (1.9%), the United Kingdom (2.5%) and Portugal (3.1%). The annual rate of inflation in the European Union was 3.8% in March 2008 compared to 3.5% in February. It was 2.7% in March 2007.

According to figures published by Eurostat on 17 April, production in the construction sector rose by 1.2% in the euro area and by 2.2% in the European Union in February 2008, compared to the previous month. Compared to February 2007, production showed, in February 2008, an increase of 4.3% in the euro area and 5% in the EU. Among Member States construction output rose in ten Member States and remained stable in the Netherlands and Slovakia. The most significant increases were recorded in the United Kingdom (+7.1%), Romania (+5.2%) and Poland (+4.6%). The building sector rose by 0.7% in the euro area and by 1.6% in the European Union; civil engineering increased by 3.2% in the euro area and by 3.9% in the European Union.

External Trade

According to figures published by Eurostat on 17 April, external trade for the euro area was in surplus in February (0.8 billion €). In January, the trade deficit increased to reach 11 billion €, which was in part due to the massive rise in the price of imported raw materials, particularly oil. For the European Union external trade remained in deficit in February (15.3 billion €). European Union trade with most of its main partners was oriented upwards, with the exception of exports to the United States (-2% in January 2008 compared to January 2007). The largest increases were seen in exports to Russia (+28%) and China (+27%).

Data protection

According to the Eurobarometer on "The protection of data within the European Union: citizens' perceptions", 64% of European citizens are concerned about data protection, believing that awareness and information in this field still leave a lot to be desired. Most data processing managers in private companies think that legal data protection standards should be drawn up in order to guarantee a high level of consumer protection and the fundamental rights of citizens. However, half of them also believe that legislation will be unable to deal with the increasing volume of personal information being exchanged.

Lisbon Strategy

The report from the mission on "Europe's place in globalisation" was submitted on 15 April to the French Minister for the Econmy, Christine Lagarde. The document, written by Laurent Cohen-Tanugi, opens with an overview of the Lisbon Strategy. Its results are contrasted depending on the country and mainly mitigated for the European Union due to mediocre performance levels by major economies in the Euro area (France, Italy). Finally, the document shows that in the medium and long term the Lisbon Strategy is no longer a sufficient response to globalisation because the European Union is now faced with new challenges (competition from the emerging world, energy and climate problems, effects of enlargement, international financial crisis). The final section defines a new European strategy for the period 2010-2015 required to face up to globalisation, based around two aspects, "Lisbon Plus" and "EuroWorld 2015".

The "Internationale Politik" review devotes its latest issue to the new world order in oil. It looks at questions of oil supply, renewable energies, climate change, the governance of world energy, the combat against CO2 emissions and links between Russia and the European Union in terms of energy.

The Danish Institute for International Relations (DIIR) has published two studies by Annika Björkdahl and Maria Strömvik on the ESDP. The first describes the process for setting up a mission, from decision-taking through to action. The second looks at European operations on peace support and concludes that these missions are faced with major challenges in terms of planning, finance and personnel.

Children aged 9-14 can learn to protect their environment by hunting down "eco-criminals" on the "Eco Agents" site created by the European Environment Agency and available in 24 different languages.

The German Institute for International Affairs and Security (SWP) has published a study on "The Implementation of the European Union Energy Plan". Oliver Geden demonstrates that decisions taken at the European Council in March 2007 must be translated into a legal binding form. He underlines the fact that the Union's energy strategy suffers from a lack of ranking of priorities.

Internet

According to a study by the Austrian Institute GfK, 88% of Iceland's population uses the internet followed by Finland (81%), Norway (76%), Denmark (76%) and Sweden (73%). Malta comes bottom of the table with 25% of its population using the internet preceded by Spain (35%), Portugal (43%) and Ireland (45%). Austria (67%), Great Britain (63%), Germany (61%), France (56%) and Italy (53%) come at the middle of the table. This study shows that, with the exception of Slovenia (61%) and Estonia (60%), less than one person in two uses the Web in countries from the former Soviet block.

Four themes are addressed: liberalism, Europe, the economy & sustainable development and world politics.
