Foundation

Referendum/Ireland

The outcome of the Irish referendum on 12th June on the Lisbon Treaty remains uncertain. Although all of the polls forecast a win for the "YES", turn out has become one of the main issues in the last days of the electoral campaign. A poll undertaken on 6th June in the Irish Times credited the NO with 35% in comparison with 30% for the YES; 28% were still undecided and 7% said they did not want to vote. It is the first time that the NO has emerged in the majority. The most recent poll published on 8th June by Red C for the Sunday Business Post grants a 3 point lead to the YES with 42% in terms of voting intentions in comparison with 39% for the NO and 19% undecided. The most recent poll confirms that the result will be a tight one but the movement in favour of the YES seems to be keeping its head above water. All will depend on convincing the undecided in a country where the electorate usually take last minute decisions and on attracting the Irish to the polling stations.

Elections/Macedonia

1 January 1970

As expected the Revolutionary Organisation-Democratic Party for National Unity (VMRO-DPMNE) led by outgoing Prime Minister, Nikola Gruevski won the early general elections that took place in Macedonia on 1st June. The party in power since 2006 won 48.21% of the vote forging ahead of the Social Democratic Union (SDSM), the leading opposition party led by Radmila Sekerinska which won 23.19%. The VMRO-DPMNE should take 64 of the 120 seats in the Sobranie (Parliament) ie the absolute majority. The Democratic Union for Integration (DUI-BDI), led by Alija Ahmeti is the leading Albanian party and won 11.23% slightly ahead of the Democratic Albanian Party (PDA-PDSh), member of the outgoing government coalition led by by Menduh Thaci with 10.33% of the vote. Turn out rose to 58.47% ie +2.49 points in comparison with that recorded in the general elections on 5th July 2006.

As part of the French Presidency of the European Union that will start on 1st July the Robert Schuman Foundation and the association "Women, Debate and Society" are organising an international conference "Women for Europe" on Wednesday 2nd July from 9am to 6:30pm at Sciences Po under the high patronage of the President of the Republic, Nicolas Sarkozy together with the European Commission and under the banner of the French Presidency. Enrolment to the conference is obligatory and can only be done via the Internet. On this occasion and in support of this project the Robert Schuman Foundation has created a web page entirely dedicated to women and Europe.

As part of the series of conferences "Les Rendez-Vous Bourgogne-Europe" Thierry Chopin, Research Director at the Foundation reviews the relations between France and the EU just as the French Presidency of the European Union is about to start. This conference will take place on 10th June in Dijon.

During an informal meeting on 5th and 6th June in Oslo Education Ministers adopted a final declaration on the contribution made by education to intercultural dialogue. In this declaration they stressed that "Europe was still extremely diversified. This is why discussions on intercultural dialogue, the promotion of multilingualism especially in the area of education are of greatest importance for our future."

Foreign Policy

On 5th June MEPs adopted two reports enabling an enhancement of parliamentary control and the democratic legitimacy of the Common Foreign and Security Policy (CFSP). Jacek Saryuse-Wolski's report (EPP-ED, PL) adopted by 520 votes in favour, 107 against highlights the need to harmonise the decision making process in the area of foreign policy, notably by introducing the qualified majority vote. He also insists on the diversification of energy sources, vital for the Union's independence with regard to unstable regions. Helmut Kuhne's report (PSE,DE) adopted 500 votes in favour, 106 against and 36 abstentions, addresses the Eurpean Security Strategy and suggests the consultation of Parliament before the launch of any military operations. Javier Solana, High Representative for the CFSP spoke to MEPs.

Fisheries

1 January 1970

On 4th June the consultation report by Marie-Hélène Aubert (Greens/EFA, FR) presenting the means to put an end to illegal, undeclared, unregulated fishing was approved by Parliament. MEPs suggest the prohibition of access to Union ports for ships involved in illegal trade and an obligatory certification of legal fish, the establishment of a European Warning System to detect illegal cargo and the prohibition of product imports from countries that do not co-operate with the European system.

Mediterranean

1 January 1970

On 5th June MEPs adopted 562 votes in favour, 50 against and 30 abstentions a resolution on the Union for the Mediterranean project. This would have three main goals: strengthening political partnership, better distribution of responsibilities in multilateral relations and fostering regional projects. They welcome the increased role played by the Parliament in this new project. The Euro-Mediterranean Parliamentary Assembly will be an integral part of the institutional framework and will be informed of the development of regional projects. They request more effort in contributing to peace and the stability of the region and to improve the status of women.

Agriculture

Whilst the number of farmers continuously decreases within the European Union and the share of young people in the sector slacks off significantly the Tommaso Veraldi report (ALDE, IT) approved on 5th June 571 votes in favour, 31 against and 39 abstentions stresses that Europe and agriculture need young people and suggests real measures should be made to make the agricultural sector more attractive to the under 35's. Improving the performance of set-up support policies, creating legislation that facilitates succession arrangements to non-members of the family, relaxing access to funding for young people and increasing support for training farmers during their entire professional life are all examples of suggestions made in the report with the upcoming CAP Healthcheck at the end of 2008 in view.

Georgia

In a resolution adopted on 5th June MEPs discussed the tension that is deteriorating Russian-Georgian relations. They disapprove of Russia's intention to establish official links with the institutions of the separatist authorities in South Ossetia and Abkhazia and recall the sovereignty and territorial integrity of Georgia within its internationally acknowledged borders. They have also asked Russia to withdraw the additional troops it sent to Abkhazia and demands that the Council dispatch a border mission (ESDP) in order to foster the peace process. Finally they invited the Commission and the Council to raise these issues during the EU-Russia summit on 26th -27th June next and to accelerate the opening of negotiations with regard to the visa regime between Georgia and the Union.

On 3rd June the European Commission stepped up its efforts to promote the use of the charge-free European emergency number 112 in the EU. 112 was launced in 1991 for all Member States to facilitate access to emergency services. Since 1998 all landline and mobile users can call 112 free of charge. As of today, the new website ec.europa.eu/112 will tell citizens how to use 112 and what to expect from it, particularly when they travel within the EU. It also shows how 112 functions in each Member State: how quickly calls are answered and in which languages.

Climate

An awareness raising campaign on climate change was launched by the European Commission in May 2006 - on 5th June it entered its final phase which is especially dedicated to five Member States - Hungary, Poland, the Czech Republic, Romania and Bulgaria. Launched on World Environment Day, this third phase of the "You control climate change" campaign aims to initiate pro-active dialogue on climate change in these five countries, where national campaigns have not yet been implemented. This stage of the campaign is centred around television advertising and a competition for young people that seeks to create a virtual community of 'Changers' committed to reducing greenhouse gas emissions by adapting their daily habits.

Fisheries

On 4th June the European Commission adopted a proposal for a Council regulation on technical measures to promote the conservation of fish stocks, to reduce discards and protect vulnerable marine habitats in EU waters outside the Baltic Sea, the Black Sea and the Mediterranean Sea. Amongst the measures introduced which aim to reduce discards feature the implementation by Member States of real-time closures of zones where high concentrations of young fish have been detected, together with the general application of the Northwest Atlantic Fisheries Organisation (NAFO) rule whereby a ship has to change gear or leave the zone when undersized fish account for more than 10% of the catch of a target species.

Meglena Kuneva, European Commissioner for Consumer Policy presented a report entitled "Evaluating Business Safety Measures in the Toy Supply Chain." The main conclusion of the research was to underline that product safety cannot be guaranteed by final product testing alone but that it has to be a key part of the "quality culture" of an organisation and needs to be embedded in the entire product supply chain. The report quotes certain weak points in terms of security and puts forward a series of practical recommendations which target all of the players in the supplier chain with the aim of strengthening security checks.

More than 2,000 students and 450 teaching staff from outside Europe have been selected to receive an Erasmus Mundus scholarship for the academic year 2008/09. These scholarships will allow them to study in Europe for one or two years and obtain a Master's degree from one of the 103 top-quality Erasmus Mundus Masters Courses offered by consortia of European higher education institutions. In 2008, a total number of 17 new partnerships of Erasmus Mundus Masters Consortia with higher education institutions in non-European countries were selected. Altogether, they encompass 62 universities from 28 different third countries.

On 2nd June during the Eurogroup meeting, Finance Ministers of the 15 Member States of the euro area agreed to Slovakia's accession to the zone on 1st January 2009. They also had a discussion with Alessandro Leipold, Director of the European Department of the International Monetary Fund who announced a rise of growth in the euro area. With regard to the rise of oil prices Jean-Claude Juncker, Prime Minister and Finance Minister in Luxembourg and also Chairman of the Eurogroup, said, "We think that oil prices like food prices will remain high and that short term tax measures will not significantly alleviate the burden of the effects of oil price rises.

On 3rd June the 27 Economy and Finance Ministers finalised procedures for excessive deficit started by the Council in 2004 and 2005 against Italy, Portugal, the Czech Republic and Slovakia. These countries have brought their public deficit below the 3% threshold of the GDP established by the Stability and Growth Pact. In addition to this given the problems affecting the banking sector Ministers spoke of solutions that may improve the running of the securities settlement systems. These systems may play a major role in the reimbursement of securities to a certain amount. Ministers adopted conclusions on the settlement and clearing of securities and on harmful tax competition.

Justice/Internal Affairs

On 5th June the 27 Home Ministers discussed the proposed directive on joint standards applicable in all Member States with regard to the return of citizens of third countries living illegally in the Union. This directive plans for the harmonisation of standards and procedures relative to the return of illegal immigrants. They also discussed the issue of terrorism. They confirmed the guidelines with regard to Frontex, the future management of the Union's borders and the implementation of a European border monitoring system. They finally signed an agreement with Australia on the exchange of air passenger data. On 6th June the 27 Justice Ministers came to an agreement on a draft Framework Decision on enhancing the procedural rights of persons and fostering the application of the principle of mutual recognition in respect of decisions rendered in the absence of the person at the trial (trials "in absentia").

Environment

The 27 Environment Ministers looked at the third energy package and spoke of the reduction of C02 emissions in cars. They discussed authorization procedures for genetically modified organisms and adopted, without discussion, a regulation on the import and export of dangerous chemical substances.

During the Transport, Telecommunications and Energy Council on 6th June the 27 Ministers agreed on the main details to be included in the legislative package on the internal energy market. In addition to this a public debate was held on the Energy-Climate Package and notably on a proposed directive relative to the promotion of renewable energies. Finally without debate the Council adopted six common positions on the proposals made by the Commission relative to the 3rd Maritime Package.

Discrimination

Following an incorrect decision with regard to the interpretation of article 12 of the European Treaty the Court of Justice of the European Communities said on 5th June that community law was against Member State legislation that excludes victims of crimes from compensation if they come from other Member States and yet live and work in a Member State other than their own just because of their nationality. This unfair treatment, simply based on nationality comprises direct discrimination that cannot be justified.

Unemployment

According to figures published on 29th May the Federal Office for Employment (BA), the number of unemployed continued to drop in May in Germany. Unemployment dropped by 131,000 people in gross figures to reach 3,283 million, a figure that has not been seen since 1993. Germany has 529,000 unemployed less than a year ago and an unemployment rate of 7.8%. More than one million jobs remained vacant in May.

The ninth Franco-German Ministers' council took place on 9th June in Straubing (Germany) under the chairmanship of Chancellor Angela Merkel and President Nicolas Sarkozy. This council that was dedicated to energy and climate issues was especially concentrated in nature. France and Germany are determined to do everything they can for the EU to reach agreement on the Energy-Climate Package by the end of the year; they also intend to enhance the security of energy supplies. The Franco-German council of Ministers also discussed other issues of the French Presidency of the EU: the results of the CAP Health Check, the European Pact for Migration and the European Security and Defence Policy. Several bilateral co-operation projects were also discussed such as the second tome of the Franco-German history manual.

Kosovo

On 5th June German MPs approved the extension of the Bundeswehr's mandate in Kosovo as part of the mulitnational NATO force KFOR. Only 53 MPs from the far left party, Die Linke, voted against after having lodged a complaint the day before with the Constitutional Court against the commitment of German soldiers. Germany has deployed some 2,870 soldiers as part of KFOR.

Denmark

On 4th June Danish Finance Minister, Lars Løkke Rasmussen made critical attacks on the main banks of Denmark for their criticism of the euro, adding that it was "extremely dangerous" to express doubts about the established exchange rate between the Danish crown and the euro because this may lead "to disruption on the markets". Although Denmark meets the adoption criteria for the euro two negative referenda in 1999 and 2000 prevented the single currency from becoming legal tender. Prime Minister Anders Fogh Rasmussen announced that in August he wanted to launch a campaign designed to do away with the four exemption clauses that Denmark benefited from (euro, defence, justice and citizenship).

Three weeks before the start of the French Presidency of the Council of the European Union and as part of the "Paroles d'Européens" on 13th June in Marseilles the French Foreign and European Affairs Ministry invites you to learn something new. Many personalities will attend to debate the environment, the European social agenda, culture, energy, youth mobility and agriculture. Amongst the guests will be Jean-Pierre Jouyet, Secretary of State for European Affairs and Jean-Claude Gaudin, the mayor of Marseilles. Bernard Kouchner, Foreign Minister, Jacques Barrot, Vice-President of the European Commission for Justice, Security and Freedom, and Jean-Dominique Giuliani, Chairman of the Robert Schuman Foundation, who will close the session by looking into what is stake during the presidency of the Union.

For its 15th anniversary the European TV channel, Euronews is being revamped: a new visual identity, new decor, new Internet site, new communication campaign. The new "Euronews" was launched on 4th June. The Internet site (www.euronews.net) is presented in seven languages: English, German, Spanish, French, Italian, Portuguese and Russia (it will appear in eight languages as from 12th July with the addition of Russian).

On 6th June in Athens French President Nicolas Sarkozy suggested the creation of "a new Franco-Greek alliance". He told Greek MPs who are to adopt the Lisbon Treaty shortly that their ratification would be "an important step towards convincing all Europeans." He especially laid emphasis on the "European Pact on Asylum and Immigration" whilst reassuring Greece, which is the destination for a massive in-flow of immigrants en route towards other parts of Europe, that its problem was also shared by France. He said he supported a system of European border-guards, a long-standing request on the part of Athens - and "even a system of coast-guard ships shared between France and Greece." He signed a "strategic partnership for security and defence" with Greek Prime Minister Costas Caramanlis.

On 3rd June the executive committee of the Irish Farmers' Association that has 85,000 members, unanimously decided to support the treaty reforming the European institutions indicated Padraig Walshe, Chairman of the IFA as he spoke on the Irish state radio station RTE. The call to vote YES during the referendum on 12th June was made possible by Prime Minister Brian Cowen's assurance to the IFA "that he was ready to use his veto if an unacceptable agreement for Ireland was submitted to vote" during discussions with the WTO. The Irish Creamery Milk Suppliers Association (ICMSA), the second biggest farmers' association has also called to approve the treaty.

WTO

French and Irish Foreign Ministers, Bernard Kouchner and Michael Martin met on 4th June to discuss the present state of WTO negotiations. The two ministers said that Ireland and France want the Doha Round to end successfully. However at this critical moment in the procedure both countries have serious concerns about the lack of balance in the negotiations notably with regard to agriculture and market access for non-agricultural products. They recalled that a WTO agreement has to be unanimous with the approval of all Member States and the obligation for unanimity will continue to apply in the future with regard to the conclusion of the main agreements in terms of international trade.

According to a poll published on 7th June a narrow majority of YES votes is now emerging in Ireland with regard to the referendum on 12th June on the Lisbon Treaty. The survey by RedC for the Sunday Business Post grants a three point lead to supporters of the YES with 42% of voting intentions in comparison with 39% for the NO. It was undertaken amongst 1000 people. This is the last poll that can be published before the vote.

Latvia

Baltic Sea

On 4th June in Riga France asked for the status of full membership of the Council of the Baltic Sea States (CBSS) during the summit of this regional co-operation organisation. The French Secretary of State for European Affairs, Jean-Pierre Jouyet, justified this request because of the main issues at stake in the region - energy, environment, maritime security, the fight against organised crime etc ... and that these concerned other European states that did not border the Baltic. The Council, the main intergovernmental co-operation organisation between the region's countries, has 11 members to date including the European Commission. Not all lie on the Baltic: Norway and Iceland, Germany, Poland, Denmark, Finland, Sweden, Estonia, Latvia, Lithuania and Russia are all members. For the last ten years France has had observer status in the same way as the USA, Italy, the Netherlands, UK, Slovakia and the Ukraine.

France has committed to participating from time to time in the monitoring of air space over the Baltic with NATO until 2011 said Lithuanian Defence Minister Juozas Olekas on 5th June in Vilnius. "France will take part twice in policing the sky in 2009/2010 and in 2011," he said after a meeting with French Secretary of State for Defence, Jean-Marie Bockel. Paris will support this mission until the Baltic States can find their own solution."

The Netherlands

On 2nd June Dutch Foreign Minister, Maxime Verhagen approved the main guidelines of the French project for a "European Immigration Pact" during the Franco-Dutch Co-operation Council. This is the project that France would like to submit to the EU during its presidency. "We agree with the future presidency on the need for an immigration pact. There are things that we need to discuss, but in the main we agree," he said.

On 4th June the British Lords started debate on amendments to the draft law on the European Union as part of the ratification procedure of the Lisbon Treaty. Debate is to go on until 9-11th June before a third reading takes place in the House of Lords on 18th June. The House of Commons adopted the law on 11th March last. Both Houses of the British Parliament have to approve the law for the Lisbon Treaty to be legally binding in Britain.

On 5th June the Assembly of Northern Ireland officially appointed moderate Protestant Peter Robinson,former Finance Minister as Prime Minister of Ulster in replacement of the Reverend Ian Paisley. Martin McGuiness was appointed Deputy Prime Minister. On 6th June he launched the first negotiations with Gordon Brown, the British Prime Minister.

Slovenia

According to a press release from the European Commission the European Community Urgent Radiological Information Exchange (ECURIE) was launched on 3rd June after an incident which occurred in a Slovenian nuclear power plant in Krsko which demanded the total shutdown of the site. According to the Slovenian Nuclear Security Bureau technicians at the plant detected "a leaking in the reactor's coolant system and shut it down manually." According the Bureau "the leakage was detected in time" and "no radiation escaped into the environment." In Brussels Maja Kocijancic, the Slovenian EU Presidency spokesperson said that "there was no danger for the population or the environment" stressing that "the leakage did not involve any type of radioactive substance but that it was only water."

The roadmap clearly indicates the measures to be taken by the Albanian authorities so that all of the country's inhabitants can travel without a visa.

Russian President Dmitri Medvedev met President Horst Kohler in Berlin on 5th June - Chancellor Angela Merkel and a number of political, parliamentary and civil society representatives were also at the meeting. The Russian President, on his first visit to Europe, took this opportunity to suggest the conclusion of a European Security Treaty that would address issues of arms security and control in Europe.

Ukraine

During the Summit in St Petersburg on 6th June, Russian President Dmitri Medvedev warned his Ukrainian counterpart, Viktory Yushenko that the Ukraine might breach its friendship treaty with Russia if it joined NATO. He invited him not to take any unilateral decision to put an end to the presence of the Russian navy at the naval base in Sebastopol. During the Atlantic Alliance Summit on 2nd April in Bucharest Ukrainian leaders received the promise from NATO that their country would integrate the organisation long term. This decision irritated Russia which is very hostile to this development.

181 countries took part in the UN Summit for Food and Agriculture in Rome between 3rd and 5th June. A final declaration adopted on 5th June by consensus demands that the international community increase its help to developing countries especially to the least advanced and to those particularly affected by price rises.

According to Eurostat figures published on 2nd June since July 2007, food prices in the European Unino have increased more rapidly than overall inflation. In April 2008, the annual increase in food prices in the EU was 7.1%, compared with 3.6% for overall inflation. In the euro area, the annual increase in food prices was 6.2%, compared with 3.3% for overall inflation. March and April 2008 recorded the highest annual increases in food prices in both the EU and the euro area since the beginning of the series in 1996. However, between 1996 and April 2008, food prices have risen in total at a similar rate to overall inflation: +31% and +27% respectively in the EU, and +30% and +27% respectively in the euro area.

According to Eurostat figures published on 3rd June, euro area and European Union GDP grew by 0.8% in the first quarter of 2008, compared with the previous quarter.During the first quarter of 2008, household final consumption expenditure increased by 0.2% in the euro area and by 0.3% in the European Union. Investments grew by 1.6% in the euro area and by 1.0% in the European Union. Exports rose by 1.9% in the euro area and by 1.7% in the European Union. Imports increased by 1.8% in the euro area and by 1.1% in the European Union. Compared with the first quarter of 2007, seasonally adjusted GDP rose by 2.2% in the euro area and by 2.5% in the European Union.

According to Eurostat figures published on 4th June in April 2008, compared with March 2008, the volume of retail trade fell by 0.6% in the euro area and by 0.4% in the European Union. In April 2008, compared with March 2008, "food, drinks and tobacco" decreased by 1.0% in the euro area and by 0.6% in the European Union. The non-food sector fell by 0.5% and 0.2% respectively. The highest increases were observed in Lithuania (+4.9%), Latvia (+2.3%) and Poland (+2.2%), and the largest decreases in Sweden (-1.8%), Germany (-1.7%) and Luxembourg (-1.5%).

On 2nd June Eurostat published its 2008 Yearbook; this is the 12th version of the statistical directory. The 2008 version includes 15 chapters: demographic change,economy, education, health, living conditions and welfare, labour market, industry and services, agriculture, forestry and fisheries, international trade, transport, environment, energy, science and technology, Europe's regions. The last chapter is dedicated to links between statistics and European policies.

Chemical Products

The European Chemicals Agency (ECHA) was inaugurated on 3rd June in Helsinki. It aims to manage the implementation of REACH with regard to registration, assessment, authorisation and restriction procedures of chemical substances. It officially started work one year ago with preparatory work, notably the recruitment of staff and the establishment of support structures and procedures. Since 1st June 2008 two key processes of REACH entered into operation: Registration of chemicals and pre-registration of the some 30,000 chemicals currently in use (e.g. acids, metals, solvents, surfactants). Manufacturers or importers of chemicals have to pre-register them by 1st December 2008 if they want to continue manufacturing or importing them without interruption.

Studies

Climate

The Brussels Centre for European Policy Studies published a study entitled "Adaptation to Climate Change: Why is it needed and how can it be implemented?" on 4th June. The study looks into the role granted to the EU in this area and advises for strong public action and assesses the socio-economic and monetary dangers of extreme climate events. Finally one part is dedicated to uncertainties associated with climate change.

Single Market

The Centre for European Policy has published a study by Marie-Hélène Fandel on the state of health of the single market. The author compares the effects of poor financial governance with those caused by climate change. In her eyes they might be just as bad. She thinks that the single market has to be protected to avoid the dangers of fragmentation between Member States.

Balkans

The June edition of the German magazine 'Internationale Politik' is dedicated to the Balkans. This copy reviews the situation and assesses European policy with regard to the Balkans which the authors criticise quite heavily: "contradictory", "not clear" "a disconcerting number of programmes and projects," "the threat of disaster in Kosovo". The Balkan policy adopted by the EU has to be developed, better co-ordinated and be more coherent. In addition to this the authors believe that we have to realise that the entire Balkan area is an integral part of Europe and is part of the European Union.

The 'Documentation Française" has published a study by François-Xavier Priollaud and David Siritzky on the Lisbon Treaty. This work presents comments, paragraph by paragraph, of the European Treaties (the Treaty on the European Union and the Treaty on the functioning of the European Union), showing how they will be changed by the Lisbon Treaty.

The Documentation Française has published "Radioscopies de l'Allemagne 2008". The paper, written under the management of Claire Demesmay and Hans Stark, draws up an overview of the socio-economic and political situation of Germany in terms of globalisation - it then looks into the German foreign policy, notably with regard to Africa. The paper looks at major issues of the German Presidency of the Council of the European Union in 2007: saving the Constitutional Treaty, the European Neighbourhood Policy, Euro-Russian relations and energy policy.

Cultural Season

On the occasion of the Presidency of the Council of the European Union in the second semester of 2008 France will be launching "a European Cultural Season". This "Season" was inaugurated on 3rd June in Paris by French Culture Minister Christine Albanel and Foreign Minister Bernard Kouchner. The European Cultural Season will bring together the cultures of the 27 EU Member States for six months - during this time there will be hundreds of artistic events, in all art forms (dance, theatre, cinema, music, heritage, history, gastronomy etc ...) in France and in other European towns.
