As part of the French Presidency of the Council of the European Union the Robert Schuman Foundation has established four partnerships to speak of Europe with its citizens; it has joined forces with L'Express.fr, Autoroute FM, the newspaper of the Saône-et-Loire and Ouest France.

Immigration

During a ministerial meeting in Cannes on 7th and 8th July the French Presidency presented a project to its partners for a European Immigration and Asylum Pact that was approved by all. This Pact aims to express strong political commitment linking the EU and its Member States to common principles that will provide a framework for migratory policies in a spirit of solidarity and responsibility. It aims to ensure better control of Europe's borders notably with the enhancement of the role played by Frontex, the European police agency for border control. The project is due to be adopted by Heads of State and Government during the European Council on 15th and 16th October next. The adoption of concrete measures were also put forward for the protection of vulnerable adults and children as well as the development of a common judicial culture of magistrates and European legal staff.

Mediterranean

The project for the Union for the Mediterranean launched by French President Nicolas Sarkozy which aims to enhance and develop co-operation between the two banks of the Mediterranean was inaugurated on 13th July during a Summit in Paris that rallied 43 States, Community institutions and regional organisations. Based on the idea that the differences in development are growing between the two banks, thereby increasing the risks of instability in the region, the French President and all of the European and Mediterranean participants pushed for new impetus in favour of a Mediterranean partnership. Using the acquis of the Barcelona Process as a base three principles provide the foundation of the project for a Union for the Mediterranean : the political mobilisation of heads of state and government every two years; equal governance embodied by a North-South presidency and a permanent secretariat; priority given to real, regional projects.

Employment/Social Affairs

On 11th July the 27 European Labour and Social Policy Ministers who met in Chantilly insisted on the need for social Europe to become more concrete and more visible in the eyes of its citizens and for it to improve its ability to rise to the challenges of globalisation and climate change. Europe must therefore be able to face up to globalisation by anticipating change and the requirements of the labour market. A European mobility framework must include the fight against poverty and discrimination as well as an enhancement of equal opportunities.

Treaty

During an informal meeting on 12th July the 27 European Affairs Ministers deemed it necessary to reach "constitutional clarification" after the victory of the Irish "no" to the Lisbon Treaty. They warned of possible "links between unresolved problems associated with the treaty and the European elections" planned for June 2009.

Parliament

Air Pollution

On 8th July an agreement on the proposed directive including air traffic in the emissions quota exchange system that was approved by the European Parliament 640 votes in favour, 30 against and 20 abstentions. In virtue of the new directive all flights starting and/or landing in Europe (including intercontinental flights) to be included in the ETS from 1st January 2012. As from that date the emission quotes granted to airlines will be limited to 97% of their average annual emissions between 2004-2006 and 95% in 2013. In addition to this 85% of the emissions certificates will be allocated for free according to a common European benchmark. The revenues generated from the auctioning of emissions allowances should be used to fund: climate change mitigation; research on clean aircraft; anti-deforestation measures in the developing world;low-emission transport. Rapporteur Peter Liese (EPP-ED, DE) said that this directive might serve a model worldwide.

Gas

1 January 1970

On 9th July Parliament approved the report by Romano Maria la Russa (UEN, IT) in favour the effective separation of production and transport activities in the gas sector. The amended text provides Member States with the possibility of choosing between total dissociation of ownership structures and the establishment of an independent transport network.

Nicolas Sarkozy

1 January 1970

French President Nicolas Sarkozy, president in office of the Council of the European Union, spoke to MEPs on 10th July presenting the priorities of the French presidency. Given the institutional crisis he called on leaders to adhere to their commitment with regard to the ratification of the Lisbon Treaty. The President, who is in favour of enlargement, believes that institutional reform represents a prerequisite. A several tiered Europe would, in his opinion, "be the last of any possible options". As for the priorities of the French Presidency (energy,climate, immigration, defence and agriculture), he called for collective work and the good will of all. Apart from these priorities the social aspect, the role of sport and culture as well as better co-operation in the fight against disease were mentioned.

Enlargement

In a report by Elmar Brok (EPP-ED, DE) adopted on 10th July MEPs confirmed the EU's commitment with regard to all of the candidate countries insisting on the consideration of the Union's absorption capacity. The report asks Member States to establish a more effective communication policy in order to inform public opinion of the positive effects of the previous enlargements. Finally it stresses the gulf that exists between the Union's neighbourhood policy and that of enlargement. MEPs plead for the creation of intermediary tools in order to meet the expectations of some countries in Eastern Europe and suggest the establishment of a co-operation agreement for the Black Sea.

ECB

1 January 1970

On 9th July the European Parliament adopted the Olle Schmidt report (ALDE, SE) which provided an overview of the European Central Bank's activities (ECB) in 2007. Welcoming its "excellent work" with regard to its management of the financial crisis the report stressed the need for "co-operation between central banks and the supervisory authorities". MEPs believe that the ECB should improve its macro-prudential supervision in the euro area. Prior to voting they discussed subjects such as inflation and interest levels, financial monitoring and growth perspectives and employment with in the EU with Jean-Claude Trichet and Jean-Claude Juncker, respectively chairmen of the ECB and the Eurogroup. Both men insisted in the ECB's independence and said there was no contradiction between price stability, growth and the creation of jobs.

Air Tariffs

In the near future all air passengers in Europe will be able to see exactly what they will have to pay when they buy an air ticket. Air fares as displayed will have to include all taxes, fees and charges added to the basic ticket price and known at the time of publication. Parliament approved this legislation after a report by Arunas Degutis (ADLE, LT) on the common rules for the use of air services in the EU. All of the parliamentarians' amendments were accepted by the 27 Transport Ministers on their joint position.

Food Safety

In a reporty by Åsa Westlund (PSE, SE), the new common authorisation procedure will help towards the free movement of food products but it will also help towards achieving high level protection of human health and the protection of consumers including the protection of their interests. Community authorisation will be granted transparently and in a centralised manner on the basis of the scientific opinion of the European Food Safety Authority (EFSA). The report by Åsa Westlund also focuses on additives such as sweeteners, colourings, preservatives, antioxidants, emulsifiers, gelling agents and packaging gases. The legislation states that a food additive may be authorized only if it is safe in use, if there is a technological need for its use, if its use does not mislead the consumer and if it has advantages and benefits to consumers.

Fisheries

Since 2002 marine fuel prices in the EU have risen by 240%. Therefore on 8th July the European Commission adopted emergency measures to encourage the restructuring of the European fishing fleet which have been hardest hit by the current fuel crisis. The core of the proposal consists of a regime of temporary derogations to the European Fisheries Fund (EFF), allowing funds to be targeted quickly where they are needed most to address the underlying causes of the crisis, and provide short-term support to the hardest-hit segments of the fleet. In addition to this the Commission has announced an additional sum of 600 million euros to fund this specific temporary action. The Council will look into how these measures are being adopted in July thereby enabling speedy their implementation.

Greening Transport

On 8th July the European Commission put forward a package for "Greening Transport" which is mainly based on the proposal to revise the Directive on the charging of heavy goods vehicle for infrastructure use - the "Eurovignette" - as from 2011 in the fight against pollution. Lorries will have to pay a toll proportional to the damage they cause to the environment which will be calculated when they pass through electronic portals: damage corresponds to air pollution, noise, road congestion - all of these elements will be taken into consideration according to lorry type, timetables and the route taken. This will encourage transport operators to use cleaner vehicles and to improve their logistics.

SME

On 9th July the European Commission presented an initiative for SME's inviting regions to allocate SME's with financial aid granted as part of the Cohesion Policy. According to Danuta Hübner, European Commissioner for regional policy "Small and medium enterprises are crucial to prospects for regions: 99% of businesses in the EU are SMEs, providing about two-thirds of all private sector jobs." An envelope of over 27 billion euros, part of the Cohesion Policy, is available for the creation and development of these companies over the period 2007-2013.

Education

A report presented on 10th July analyses the performance and progress made by education and training systems in the 27 Member States of the EU. It notably looks into the performance of each countgry in areas such as the completion of secondary studies, early school leaving, reading capacities, and the participation of adults in life-long training programmes. According to the results European countries are progressing in all areas except with regard to reading capacities. According to Jan Figel, European Commissioner for Education and Training progress has to be speeded up in most areas to achieve 2010 objectives.

Employment and Growth

The European Commission has adopted a Regulation, which will give automatic approval for a range of aid measures and so allowing Member States to grant such aid without first notifying the Commission. The Regulation authorises aid in favour of SMEs, research, innovation, regional development, training, employment and risk capital. The Regulation also authorises environmental protection aid, aid measures promoting entrepreneurship, such as aid for young innovative businesses, aid for newly created small businesses in assisted regions, and measures tackling problems, like difficulties in access to finance, faced by female entrepreneurs. As well as encouraging Member States to focus their state resources on aid that will be of real benefit to job creation and Europe's competitiveness, the Regulation reduces the administrative burden for public authorities, the beneficiaries and the Commission.

Internal Market

According to a latest scoreboard for the internal market Member States have never performed better in implementing agreed Internal Market rules into national law. On average only 1.0% of Internal Market Directives for which the implementation deadline has passed are not currently written into national law, down from 1.2% in December 2007. Eighteen Member States are either at or below the new target (1%), while Bulgaria is the first Member State to achieve a deficit of 0%. The overall trend is also positive as regards correct application of Internal Market rules: 15 Member States have managed to reduce the number of infringement proceedings against them. However, the overall number of these proceedings remains relatively high and it takes too long to resolve them.

Eurogroup

On 7th July during a Eurogroup meeting Finance Ministers from the 15 Member States of the euro area debated the economic situation in Europe, notably with regard to the development of oil and food prices. With regard to inflation all Eurogroup ministers said they were concerned about the present situation. They announced that economic growth in the euro area in the second semester would be much worse than in the first. Eurogroup president Jean-Claude Juncker stressed that the fight against inflation was not only the responsibility of the Central Bank but also that of the governments. As for oil prices Eurogroup believes that we shall have to get used to the idea that "prices will remain very high over the months to come." Finally Eurogroup continued its exchange of views on the European Commission's communication strategy, on the running of the Economic and Monetary Union now that it has been in existence for ten years.

On 8th July the 27 Economy and Finance Ministers approved the Commission proposal for Slovakia to adopt the euro as from 1st January 2009. They established the final conversion rate between the Slovakian Crown and the euro. They adopted opinions on the updated stability programme for Belgium and the updated convergence programme for Poland as well as a decision that closes the excessive deficit procedure against Poland. However they opened a deficit procedure against the UK. They discussed the situation of the oil markets and the development of oil prices. They finally adopted conclusions on issues of governance pertaining to the Council and on initiatives launched in the wake of recent financial market turbulence - particularly in terms of transparency issues and quotation agencies.

Immigration

German Home Minister Wolfgang Schäuble granted an interview to Deutschlandradio on 7th July focussing mainly on the EU's immigration and asylum policy. France, which is at present presiding over the Council of the European Union has made this one of its priorities and presented its "European Pact for Immigration" during the Justice and Internal Affairs Council on 7th July. Wolfgang Schäuble also spoke of the monitoring of the borders and illegal immigration, saying that "Europe is not a fortress".

Security

German Defence Minister Franz Josef Jung travelled to Strasbourg on 9th July to meet MEPs and the President of the European Parliament, Hans-Gert Pöttering. Discussions focussed on the development of the European Security and Defence Policy ESDP, and on the development of European military capabilities as well as on missions under European command in Afghanistan and in the Balkans. He believes that it would be wise to improve co-operation between these missions and the NATO missions, ISAF and KFOR. In his opinion EU security and defence capabilities are complementary with those of NATO; it would seem appropriate to strengthen co-operation between the two entities to strengthen the Atlantic Alliance. The minister then spoke of the ESDP to students at the ENA; the French National School for Administration.

Austria

Early Elections

Austrian Chancellor Alfred Gusenbauer has convened early general elections for 28th September. Relations between the social-democrats and the conservatives who have been part of a right/left coalition since 2006 have declined preventing most of the proposed reforms to be validated. The Chancellor also announced that he would not stand in these elections leaving Werner Faymann at the head of the SPÖ list. The only major reform undertaken by the coalition has been that of the electoral law adopted in June 2007, which extends an MP's mandate to five years and brings the legal voting age down to 16. It is the social-democrat programme with regard to European policy that notably includes a referendum on the future EU treaties "which affects the fundamental interests of Austria", that started this government crisis, finally leading to early elections.

Ukraine

Austrian President Heinz Fischer received Ukrainian President Viktor Yushenko on 8th July assuring him of his support in the Ukraine's bid to join the EU. Both men spoke of the EU-Ukraine Summit on 9th September, the future enhanced partnership between the two entities and energy issues. The two presidents stressed how good political and economic relations were between the Ukraine and Austria.

Belgium

Treaty Ratified

On 11th July Belgium completed the parliamentary ratification process of the European Lisbon Treaty thereby becoming the 22nd Member State to validate the text. The treaty still has to be formally signed by the King for ratification to be complete. Resignation

1 January 1970

On 14th July Belgian Prime Minister Yves Leterme went to the Palace to present his resignation to King Albert II. The government agreement established by his party set 15th July as the final deadline to find agreement on a vast plan to reform the State. Various options including the association of the Regions to institutional negotiations were put forward in the accomplishment of these reforms. However since the deadline was not adhered to Yves Leterme preferred to put forward his resignation. The King can accept, refuse or agree to a new deadline.

Greece

During a trip to Greece on 10th July the head of the Spanish government José Luiz Rodriguez Zapatero met with Greek Prime Minister Costas Caramanlis. They addressed economic co-operation between Greece and Spain, illegal immigation, renewable sources of energy and price rises. Costas Caramanlis laid emphasis on issues relating to imigration and asylum rights. Jose Luis Zapatero demanded that rich countries honour their commitments made against poverty in Africa. Hundreds of Africans aspiring to the "European Eldorado" die every year when they try to cross over to the coasts of Europe. He repeated that "Europe could not become a fortress", that legal and illegal immigration should be better organised.

Czech Republic

On 8th July Anne-Marie Idrc, Secretary of State for Foreign Trade and Member of the Board of the Robert Schuman Foundation and Martin Riman, Czech Industry and Trade Minister launched the Franco-Czech Economic Year in Paris showing their mutual desire to increase economic exchange between the two countries.

The military parade of 14th July in France was placed under the banners of the European Union and the UN, with its Secretary General Ban Ki Moon as "guest of honour". 56 planes and helicopters took part including 11 from the EU Member States and 2 MIG flying the colours of Romania and Slovakia, both NATO and EU members.

Due to the world economic crisis and the deterioration of the building sector Irish economic growth will be less than planned in 2008. If no measures are taken public finances are due to worsen and draw close to the 3% GDP limit established by the Stability and Growth Pact. The Irish government therefore decided on 8th July to undertake a certain number of measures designed to prevent the economic situation deteriorating too much in Ireland and to recover a potential growth level of 4%.

Lithuania

Energy

On 14th July the Lithuanian parliament voted in favour of a referendum in order to delay the closure of the nuclear power plant Ignalina that provides 70% of the country's electricity - this measure has been requested by the EU and is planned for the end of 2009. 87 MPs voted in favour of a referendum on 12th October at the same time as the general elections. Only 5 MPs were against. "After the closure of Ignalina the price of electricity will be multiplied by four," declared Vyautas Bogusis, the MP at the source of the referendum, adding "in 2010 the situation will be catastrophic." The referendum will be symbolic because its result will have no legal value - however the aim is to strengthen Vilnius's position in its negotiations with the EU to achieve a new deadline for the closure of the plant. Lithuania is worried about the possibility of finding itself totally dependent on Russia in terms of energy, whilst relations with Moscow are extremely tense.

The Netherlands

Treaty Ratified

On 8th July the Dutch Senate (Eerste Kamer) adopted by a wide majority (60 of the 75 members) a law opening the way to the ratification of the Lisbon Treaty. The lower chamber of parliament (Tweede Kamer) had already ratified the Lisbon Treaty on 5th June. Now it remains for the Queen Beatrix to sign in order for the ratification process to be totally complete. The Netherlands is the 21st country to ratify the treaty. Bronislaw Geremek

Bronislaw Geremek, MEP, a major figure of the Polish anti-communist opposition and former Polish Foreign Minister died on 13th July. Many European leaders lauded "the exceptional European," a major figure of the construction of Europe and of the reunification of the continent" and emphasised the fight he had undertaken within Solidarnosc in support of Polish democracy.

Aleksander Milinkevich

On 8th July Aleksander Milinkevich, head of the democratic opposition in Belarus and European Parliament Sakharov Prize Winner 2006 accused the State's leaders of being at the source of a bomb attack in which dozens of people were injured in Minsk last week.

During a conference of donors in Brussels the international community promised on 11th July to provide Kosovo with 1.2 billion euro to revive its economy. Most of the donations are for the period 2008-2009 and some donors said they were prepared to provide for the period 2010-2011.

Serbia

New Government

Nearly two months after the general elections the Democratic Party led by President Boris Tadic and the Socialist Party came to agreement on 7th July to form a government in Serbia. The new government comprising 27 members including 6 women has a four year mandate and was supported by 127 of the 164 MPs present. Its aims it to draw closer to European institutions after the crisis provoked by the unilateral declaration of independence on the part of Kosovo. Serbia intends to obtain candidate status for accession to the EU by the end of the year or at the start of next year. It already signed a Stabilisation and Association agreement in April; this was the first step towards acession.

Ukraine

Malta

Ukrainian President Viktor Yushenko welcomed his Maltese counterpart Edward Fenech Adami on 9th July during an official visit to Kiev. This visit gave rise to the signature of two intergovernmental decisions: one on the fight against organised crime and the other on co-operation in terms of tourism between the two countries. The Maltese president promised to support the Ukraine's bid to join the EU amongst the other Member States.

Intercultural Dialogue

During a tripartite meeting between the Council of Europe, the UN and the OSCE on 7th July the three organisations recalled that intercultural dialogue and the management of cultural diversity were two of their priorities. Intercultural dialogue relies on the promotion of Human Rights and should lead to the prevention of conflict. Religious institutions have an active role to play in the fight against radicalization. Greater co-operation and better co-ordination will be established between the three institutions to improve the integration of minorities and to fight against terrorism.

Summit

The G8 that brought together the eight most powerful economies in the world (USA, Japan, Germany, UK, France, Italy, Canada and Russia) took place between 7th and 9th July in Japan. The environment was the focus of a joint agreement to reduce world CO2 emissions by 50% by 2050. With regard to the economy the countries expressed their concern about the rise in oil and foodstuffs prices. They called on oil producing countries to increase production and refinement to put a halt to price rises. They reiterated their promise of aid to Africa in the areas of access to water, healthcare and education. They called on Iran to suspend its uranium enrichment activities and to have a constructive diplomatic attitude in the region's stabilisation process; they recalled their support of work undertaken in Afghanistan and the negotiations between Israel and Palestine.

Reforms

IMF Director General Dominique Strauss-Kahn announced on 7th July a series of major reforms in the working programme of the institution by focussing on four main objectives. Firstly the idea is to help member countries face up to imminent crises, to learn from financial market crises and improve supervision. The tools for international loans also have to be reformulated for countries facing the volatility of financial flows and who only have limited access to private capital. New organisation tools also have to be established and working methods have to be renewed. Finally progress has to be made in the area of IMF governance.

Price Rises

According to a study published by the IMF at the beginning of July the effects of oil and food price rises are particularly damaging to the economies of the poorest countries. Some have reached "the point of plunging into the abyss" according to Dominique Strauss-Kahn, Director General of the IMF. He said that it was necessary to adopt a more flexible approach based on co-operation between the countries involved, fund providers and international organisations. The means of co-operation would differ from country to country but the poorest countries have to rise to the same challenge - that of "feeding the hungry without compromising the macro-economic stability that has been achieved with difficulty." The IMF is working together with member countries on budgetary, trade and exchange rate measures as well as on other strategic means to palliate the effects of the price rises.

NATO Member States signed Albania and Croatia's accession protocol on 9th July, a new stage before the entry by these two countries into the Atlantic Alliance in 2009. Macedonia's candidature remains at stalemate given the dispute with Greece over the use of the name "Macedonia".

Growth

According to figures published by Eurostat on 9th July Euro area and EU GDP grew by 0.7% in the first quarter of 2008 compared with the previous quarter. More precisely, Slovenia (+2.2%) recorded the highest growth rate compared with the previous quarter, followed by Slovakia (+2.1%) and Malta (+1.7%). In addition to this household final consumption expenditure increased by 0.2% in the euro area and by 0.3% in the EU. Investment grew by 1.6% in the euro area and by 1.0% in the EU. Finally exports rose by 1.9% in the euro area and by 2.0% in the EU. Imports increased by 2.0% in the euro area and by 1.7% in the EU.

According to figures published by Eurostat on 11th July the inhabitants of the EU made 438 million trips of four nights or more in 2006. Of those trips, 61% were domestic (made within the country) and 39% outbound (made in other countries). Over three quarters of trips made by the population in Greece (89%), Romania (88%), Spain (86%), France (83%), Poland (81%), Portugal (79%) and Italy (75%) were domestic trips. On the other hand, over 70% of all trips were outbound trips in Luxembourg (99%), Belgium (81%), Ireland (77%) and Slovenia (72%). 30% of trips of people aged 65 or more are made abroad.

Justice

According to a Eurobarometer on the role of the EU in the area of justice policies, freedom and security 81% of Europeans think that it is necessary for more decisions to be taken on a European level in terms of the fight against terrorism, and 76% believe the same with regard to the exchange of police and judicial information between Member States. This also applies to the fight against organised crime.

Youth/Drugs

Eurobarometer has published a study on young people and drugs. Amongst the 15-24 year olds 80% to 94% of young people interviewed believe that heroin, cocaine and ecstasy are a major health risk. Cannabis is seen differently since only 40% of young people see it as a high health risk and 14% associate it with a low health risk. To deal with drug problems in society 63% of young people would prefer severe measures against dealers. But 47% of the 15-24 year olds would prefer information and prevention campaigns as well as the treatment and rehabilitation of delinquents (33%) rather than severe measures against drug consumers (23%). Finally between 94% and 97% of 15-24 year olds think that heroin, cocain and ecstasy should remain banned. 67% of young people would like to maintain the ban on the use of cannabis.

Author, Thomas Bauer explains that the West has to redefine its strategic goals in order to rise to common challenges which both the EU and the USA are facing in a time of globalisation.

The Center for European Reform has published a Guide to the French Presidency of the Council of the European Union which started on 1st July. It presents the situation after the Irish "no" to the referendum, the chances of Nicolas Sarkozy's success, the presidency's priorities (climate change and energy, immigration, security and defence) but also other topical themes such as economic issues and the budget, enlargement, the Union for the Mediterranean and the foreign policy.

On the occasion of the French Presidency of the European Union the INA and Culturesfrance have opened an audiovisual website on cultural Europe comprising an extensive interactive panorama of around 300 videos on artists, creators, objects, places or cultural events that have been significant for each of the 27 countries of the EU over the last fifty years. Thanks to French TV archives this site shows how French culture has intermingled with the cultures of other member countries and how a European culture is now emerging.
