Elections/Austria

1 January 1970

The major political forces in the country - the Social Democrat (SPÖ) and the People's Party (ÖVP) - both members of the outgoing government coalition led by Alfred Gusenbauer (SPÖ) suffered badly under the electorate's hand in the general elections that were held in Austria on 28th September. The Social Democrat Party did however come out ahead and won 29.71% and 58 seats (-10 in comparison with the general elections on 1st October 2006). It was followed by the People's Part led by outgoing Finance Minister Wilhelm Molterer which won 25.61% of the vote and 50 seats (-16). The Social Democrat Party achieved its highest results in Burgenland (40.42%) and in Vienna (35.78%); the People's Party rose to over 30% of the vote in the Vorarlberg (31.07%), in the Tyrol (30.87%) and in Lower Austria (31.94%).

Biomarine

1 January 1970

As part of the French Presidency of the EU the first Biomarine Forum will take place in Toulon and in Marseilles from 20th to 24th October. This forum will be opened by French Prime Minister François Fillon and the President of the European Commission José Manuel Barroso. Joe Borg, the European Commissioner for Fisheries and Maritime Affairs, Elisabeth Walaas, Norwegian Secretary of State for Foreign Affairs, Xavier de la Gorce, Secetary General for the Sea and Joao Mira Gomes, Portuguese Secretary of State for Defence and Maritime affairs will take part in the closing debate on the integrated European maritime policy - a debate that will be chaired by Jean-Dominique Giuliani, Chairman of the Robert Schuman Foundation. Enrolment will take place on-line before 12th October.

As part of the French Presidency of the EU, Jean-Dominique Giuliani, chairman of the Robert Schuman Foundation is taking part in a debate entitled "The EU on the international scene: what means for what goals?" on 30th September in the Finnish Parliament. Debate will focus on the CFSP, the consequences of enlargement, EU relations with the USA, China and Africa.

The 27 European Agriculture Ministers who met informally from 21st to 23rd September accepted the French proposal to launch debate on the future common agricultural policy (CAP) after 2013, whilst continuing debate on the CAP healthcheck. They agreed on the need to maintain the CAP but expressed their differences with regard to its content. Mariann Fischer Boel, European Commissioner for Agriculture indicated that "the time had come for discussions to start on the future of the CAP." The European Commission should put forward proposals on the subject next year.

Terrorism

On 23rd September MEPs adopted two reports aiming to fight against terrorism more effectively. The consultative report by Roselyne Lefrançois (PSE, FR) focusses on the "fight against terrorism" adding three new offences to European law:public incitement to commit terrorist offences, recruitment for terrorism, and terrorist training. The changes aim to produce a balanced text that can best serve those seeking to prevent radicalisation and the emergence of potential terrorists whilst affording maximum protection to fundamental rights. In this way MEPs would like to prevent abuse on the part of the police. Martine Roure's report (PSE, FR) focusses on the protection of personal data as part of police and judicial co-operation in criminal matters; the report tries to strengthen the text by proposing that Member States exchange data that has been processed nationally.

Maritime Security

1 January 1970

On 23rd September MEPs adopted six reports in the so-called Erika III package that aims to improve maritime transport security. These texts focus on ships' monitoring systems, investigations into accidents, the responsibility of companies transporting people by boat and even organisations who are authorised to undertake the inspection of ships. They introduced a number of amendments with regard to the Commission's proposals and refused to dilute the texts as some Member States wished. This is the second reading by the European Parliament; if the Council does not accept this an arbitration procedure is likely.

Telecoms

1 January 1970

On 24th September MEPs adopted three reports in view of the revision of the Telecoms Package. In order to achieve better consumer protection and to ensure the establishment of an IT society for all they voted in favour of the creation of the Body of European Regulators in Telecommunications (BERT)and the European co-ordination of radio frequency usage. BERT, funded by the EU and the national regulation authorities is to help the Commission to establish fair competition rules for players on the telecommunications market by delivering opinions and recommendations. MEPs pleaded in favour of co-operation between Member States and the European Commission with regard to the use of radio frequencies so thatinterference between various services can be avoided.

Financial Market

On 23rd September two initiative reports demanding the Commission to legislate in the area of financial market supervision were adopted by MEPs. The report by Poul Nyrup Rasmussen (PSE,DK) demands more legislative measures with regard to hedge funds and private equity investors contrary to the European Commissioner for the Internal Market, Charlie McCreevy who says that hedge funds do not have a share in the roots of the present financial crisis. MEPs plead in favour of more regulation and monitoring of debt and funding sources of all players on the financial market. Klaus-Heiner Lehne's (EPP-ED, DE) report asks the Commission to propose new rules that aim to ensure greater transparency of investment policies governing hedge funds and private equity.

Multilingualism

On 26th September the European Language Day took place - the aim was to enhance the cultural heritage of European languages. In Paris the European Commissioner for Multilingualism Leonard Orban took part in the "Etats généraux du multilinguisme" organised at the Sorbonne by the French Presidency of the EU. Debate focussed on Member States' policies that aimed to enhance citizens' linguistic competence. In Brussels the Commission and the Parliament opened its doors for people to meet its translators. Events were organised in Member States.

Sciences/Technologies

On 24th September the European Commission proposed a European strategy for international scientific and technological co-operation notably with regard to information technologies and communications (ITCs). The aim is to help towards long term development worldwide via co-operation with third countries on issues such as climate change or the digital divide; this includes improving Europe's competitiveness which is a major ITC exporter. The Commission invites the Member States to define together priority areas for the European joint strategy instead of continuing the present activities undertaken by the Member States and the Commission which sometimes lead to duplication or to a waste of resources.

Citizenship

1 January 1970

The European Commission has launched a new information campaign designed for citizens to inform them of their rights as they are defined in the EU Fundamental Rights Charter. The campaign entitled "European citizenship is not just words, but also concrete rights" will take the form of a roadshow. EU-labelled tents will be erected in public places offering quizzes and information sessions. The campaign will start in Romania where the roadshow will travel to 40 towns between 23rd September and 4th October. It will then go on to Germany in October 2008, Bulgaria in November and then on to Slovakia and Slovenia in 2009.

EU/USA

1 January 1970

On 24th September José Manuel Barroso, President of the European Commission gave a speech to the University of Harvard (USA) in which he called for a deepening in relations between the EU and the USA with a new transatlantic agenda. The "letter from Brussels to the next President of the United States of America" describes all of the challenges both Europeans and Americans have to face together. Whilst rejecting the idea of multilateralism based on rivalry and competition José Manuel Barroso called for a strengthening in international dialogue with the new emerging powers. The European Commissioner for External Relations, Benita Ferrero-Waldner gave a speech to the UN in New York on 24th September on the theme of energy security in which she highlighted the need for transatlantic co-operation.

Internet

As part of a re-examination of access to universal service as planned in the directive on universal services 2003 the European Commission published a report on the telecoms market on 25th September. According to the reprot there is no need to impose universal service obligations on mobile operators. The competitive broadband markets also make it possible for widespread access to the Internet at a reasonable cost for Europeans. However given the broadband access difficulties experienced in some rural areas the Commission launched a consultation with other institutions, suppliers, associations and private parties on the means to achieve the objective which is to enable access to all Europeans by 2011. This consultation will give rise to a communication on the part of the Commission by the end of 2009.

SMS/Tariffs

1 January 1970

On 22nd September the European Commission suggested a decrease in SMS roaming prices to a total of 60% as from July 1st 2009. Europeans travelling in the EU Member States should not have to pay more than 0.11 euro maximum per SMS, whilst the average price at present is 0.29 euro. The Commission wants to increase transparency for those surfing on the web and who download data onto their mobile phone when they are not in their own country.

Immigration

27 European Home/Immigration Ministers met on 25th September and agreed on the European Immigration and Asylum Pact. The Pact will now be submitted to the European Council on 15th and 16th October next for adoption. They also looked into a draft directive addressing the terms of entry and residency of citizens of third countries who seek highly qualified work. This directive, called "Blue Card" aims to organise legal immigration and make the EU more attractive than the USA for the highly qualified.

Competitiveness/Space

The 27 Ministers responsible for Competitiveness and Space met on 25th and 26th September to debate the means for sustainable consumption and prodcution. They adopted a resolution on the ways to fight against counterfeiting. They also spoke of the role played by small and medium sized companies and the measures to take to boost growth. With regard to space they adopted a resolution maintaining the need to create adapted tools and community fund programmes to help towards increasing competitiveness and to lead to long term funding, notably with regard to space infrastructures. Finally they launched new initiatives in areas of monitoring space waste as well in exploration and climate change.

Auditors Court

Energy

On 23rd September the European Auditors' Court published an assessment report of the "Intelligent Energy for Europe" Programme between 2003 and 2006. This programme to a total of 250 million euros aims to promote energy efficiency, the use of renewable energy sources and energy diversification. The Court has made several positive observations. However it criticises the Commission for not effectively targeting its spending, inadequate assessment and monitoring and for placing too much importance on administrative costs. It has therefore drawn up some recommendations to remedy this.

Germany

Financial Market

On 22nd September German Chancellor Angela Merkel demanded increased transparency of the international financial markets and the establishment of stricter rules. When she chaired the G8 in 2007 Germany worked towards greater transparency and better regulation of the financial markets; at the time the G8 achieved the adoption of a good conduct code on the part of credit rating agencies and personal commitments with regard to high risk hedge funds. The Chancellor stressed the importance of the present issue: the very confidence of the people in the market. The present crisis might have repercussions on the German economy but specialists see no reason to doubt the strength of the German financial system. On 25th September German Finance Minister Peer Steinbrück spoke to the Bundestag on the state of the financial markets.

Security

On 24th September German Home Minister, Wolfgang Schäuble presented the Bundestag with the future guidelines for the EU's internal security policy during a joint session between the Internal and European Affairs commissions. The European Commission is working at present on the writing of a pluriannual programme (2010-2014) on security, freedom and the law that it is to present in the spring of 2009; heads of State and Government are to approve this in the second half of 2009. In January 2007 a high level working group comprising notably the German minister and his Portuguese, Slovenian, French, Czech and Swedish counterparts as well as the former European Commissioner Franco Frattini was created to look into the future guidelines in this area. Wolfgang Schäuble took advantage of the meeting at the Bundestag to present the main conclusions of this.

Bavaria

1 January 1970

The Social Christian Union (CSU), the Bavarian ally of the Christian-Democratic Union (CDU) led by by Chancellor Angela Merkel lost its absolute majority, which it had held for the last 46 years, in the regional elections in Bavaria on 28th September. The CSU won 43.4% of the vote in comparison with 60.7% in 2003. The CSU's collapse was not to the benefit of the Social Democratic Party (SPD) which won 18.6% in comparison with 19.6% in 2003. However the small parties, especially the Liberal Party (FDP), the Greens and those with no particular label recorded significant wins. The CSU won 92 seats in comparison with 124 in 2003 and will have to find a coalition partner to continue government.

Austria

General elections

The Social Democrat Party (SPÖ), the ÖVP's partner in the outgoing government coalition took the lead in the early general elections that took place in Austria on 28th September - they won 29.7% of the vote and 58 seats ahead of the ÖVP which won 25.6% (50 seats), the far right party (FPÖ) 18% (35 seats), the populist party led by Jörg Haider (BZÖ) 11% (21 seats) and the Greens 9.8% (19 seats). The small parties did not win the vital 4% of the vote in order to be represented in the Austrian parliament that has 183 seats. Turn out rose to 71.4% in comparison with 78.5% in 2006. The Social Democrat Party (SPÖ) won the election in spite of a significant decline; it achieved the worst score in its history. Both far right parties (FPÖ and BZÖ) achieved significant progress. Who will comprise the next government coalition?

No referendum

A resolution to modify the Constitution was delivered on 24th September by the far right party (FPÖ) which planned for the obligatory use of the referendum for "any fundamental change" made to the EU. This resolution was supported by the far right party led by Jörg Haider (BZÖ) and the Social Democrat Party (SPÖ) in power. The three parliamentary groups represented the absolute majority of MPs but since the ÖVP and the Greens voted against the motion the vital 2/3 majority to be able to modify the Constitution were not achieved.

Belgium

Future?

Belgian Prime Minister, Yves Leterme received the massive support of his party (CD&V) on 27th September with regard to starting major negotiations with the French-speakers in October on the future of the country and on remaining in government. 82% of the registered members in Flanders' leading party approved the motion, giving the greenlight to the party's participation in discussions that are to start up again on 8th October; talks aim to provide Flanders, the Dutch-speaking part in the north of the country with more autonomy. A wide majority (70.7%) also rejected the motion calling for the party to quit the federal government. By accepting to start these negotiations the CD&V caused the collapse of a political alliance that it had formed with a small, separatist party in Flanders, the NVA. This scission will allow the moderates in the Flemish camp to free themselves of the more radical elements thereby leading the way to the end of the negotiations blockade.

Fortis

The Belgian government met on 28th September together with the European banking authorities to try and find a solution to the crisis experienced by the Belgian-Dutch bank Fortis. On 26th September Fortis shares lost over 20% of their value, dropping to 5.20 euro. After the crisis meeting Belgium, the Netherlands and Luxembourg announced the part nationalisation of Fortis, providing 11.2 billion euro. Belgian Prime Minister, Yves Leterme said that he saw a good example of co-operation between the three Benelux countries in this operation.

Denmark

Energy

According to statistics from the Danish Energy Authority, the share of energy emanating from renewable sources such as wind and biomass rose from 15.6% to 17% between 2006 and 2007. This is a major step towards attaining the 20% goal established for 2011. Improvements in energy efficiency mean a decrease in energy consumption in the manufacturing industry (-1.6%) and in the sector of trade and industry (-1.5%). However consumption increased by 4% in the transport sector which contributed to an overall increase in energy consumption of 1.4% in 2007. Finally these figures show that 29.3% of electricity is provided by renewable energies.

Budget

The Spanish government which is facing a severe slowing in the country's economic growth adopted an "austere" draft budget 2009 on 26th September. Although it shows a deficit it will not affect social spending and still try to support the economy. "It is the harshest budget that the country has seen in many years," admitted Economy Minister Pedro Solbes. The draft budget 2009 lays stress on "spending" that may help the economy recover (infrastructure, research and development) and protect the weakest from the effects of the crisis.

EuropaNova has invited Jacques Barrot, Vice-President of the European Commission for Justice, Freedom and Security to a citizen's audition on 2nd October at the House of Europe in Paris at 7pm. The jury will comprise Laurent Giovannoni, Secretary General of CIMADE, Laurent Hincker, lawyer and Chairman of the Atelier Européen and Pierre Barge, Chairman of the AEDH.

French President Nicolas Sarkozy defended the economic policy undertaken by his government on 25th September. He acknowledged the size of the financial crisis and promised to protect the French. He recalled that the financial crisis "was not a crisis of capitalism but of a system that has grown apart from the fundemantal values of capitalism." In his opinion the present crisis must encourage the French and the rest of the world to "re-create capitalism based on ethics of effort and individual responsibility."

Budget

On 26th September the French government adopted a "crisis" budget for 2009. In a threatening economic situation this is designed to help employment as well as deficits, debt and growth especially as the storm crossing the world's financial world may get worse. The draft budget which was examined during the council of ministers revealed growth forecast at 1 to 1.5%, a rise in the number of unemployed and a deficit of 52.1 billion euros in 2009.

On 23rd September Jacques Barrot, Vice-President of the European Commission for Justice, Freedom and Security declared that the European Commission was looking into the legal compatibility of the "Italian security package". He indicated that "the draft decree with regard to the transposition of the free movement directive (2004/38) presents problems of compatibility with community law as it stands" and that also the existing transposition decree posed the same problem as far as rules on the automatic expulsion of EU citizens were concerned. He stressed that both draft laws relative to family reunification and procedures with regard to the acknowledgement of refugee status were not a problem "given the details provided by the Italian authorities on the Commission's request."

From 22nd to 24th September Irish President Mary McAleese was in Romania on a State visit. She was the guest of her Romanian counterpart Traian Basescu and spoke with Prime Minister, Calin Popescu Tariceanu. With regard to the Irish "no" to the Lisbon Treaty the Irish President said in Bucharest that "the Irish government was trying to find an answer at present but that it was too early to say what that would be."

Recession

The Irish GDP decreased in the second quarter in comparison with the previous one for the second time running said the Central Statistics Office on 25th September - which is the definition of the start of a recession. The CSO which privileges a comparison with the same quarter the previous year indicated that the Irish GDP, emerged down by 0.8% in the second quarter in comparison wtih the same quarter in 2007; it stressed that this is the second time running that this has happened, after -1.3% (revised by 0.2 points) in the first quarter in comparison with the first quarter of 2007. In comparison with the previous quarter the GDP, adjusted to seasonal variations, has decreased by 0.5% and it dropped by 0.3% in the first quarter in comparison with the fourth quarter of 2007.

On 22nd September British Foreign Minister, David Miliband spoke at length on the UK's foreign policy. He notably spoke of the situation in Georgia, Afghanistan and Zimbabwe before moving on to the peace process in the Middle East and the importance of defence and the fostering of democracy. He also took part in a debate published in the magazine Prospect on 24th September with regard to the importance of achieving "a world that was based on rules" and the promotion of democratic rules in the world so that violent conflict could be reduced.

Security

On 25th September British Home Minister Jacqui Smith presented the prototype of the biometric ID card that will be delivered as from November to foreign non-European residents then in time to British citizens. These ID cards will help to fight "against ID fraud and illegal work, to reduce the use of multiple IDs in organised crime and terrorism, to punish those who try to abuse their position and they will also make it easier for people to prove who they are," she declared.

Sweden

Budget

The Swedish government presented its draft 2009 budget on 22nd September. Reforms rising to a total of 32 billion crowns have been planned to relieve the effects of a drop in economic activity (1.5% growth in 2008, 1.3% in 2009), to increase sustainably employment levels and to strengthen the Swedish Welfare State. With this the government would not only like to solve present problems but also to prepare Sweden's future.

Belarus

General Elections

The Belarusians voted on 28th September to elect their representatives; turn out was high: 75.3%. According to the chair of the Central Election Commission Lidia Ermochina, the 110 MPs were elected in one round. Not one candidate from the opposition was elected. The opposition has now denounced these elections as non-democratic saying that the signs of opening on the part of President Lukashenko were not credible; he has led the country since 1994. On the closure of the polling stations several hundred people met in the centre mof Minsk to denounce the electoral farce and to criticise the authoritarian regime in power. According to a OSCE co-ordinator the elections do not "correspond to OSCE standards" although they presented "improvements" in comparison with the previous elections.

Georgia

UN

On 23rd Septebmer Georgian President Mikhail Saakashvili exhorted the UN not to allow Russia to flout its principles. He said that the Russian offensive which led to Georgia's explusion from the two separatist, pro-Russian territories in August was "a major test." He said he wanted an independent, international survey on the five day war undertaken by the Russian troops in South Ossetia and asked the UN to guarantee the respect of the ceasefire agreement and the peaceful settlement of the separatist Georgian conflicts.

EU/Mission

The EU has started to deploy its observers as part of its mission in Georgia that will start its work on October 1st. The number of observers has also been revised and now more than 300 instead of the initial 200 will be dispatcheed. The European mission aims to check that the Six Point Agreement signed by Russia and Georgia on 12th August is respected. In addition to this and as a result of the conclusions of the extraordinary European Council on September 1st that aimed to increase EU/Georgian relations, the Commission suggested to the Council on 25th September to launch negotiations with Georgia via an agreement in view of facilitating the issue of visas together with a readmission agreement.

On 24th September Serb Prime Minister, Mirko Cvetkovic, Home Minister, Ivia Dacic and the European Commissioner for Enlargement, Olli Rehn met in Brussels to discuss the future of Serbia within the EU, each hoping that Serbia will achieve candidate status in 2009.

Georgia

From 23rd to 25th September a delegation from the Parliamentary Assembly of the Council of Europe (PACE) travelled to Russia and Georgia on a fact-finding visit and to seek out the opinions held on both sides. Since the two countries involved belong to the Council of Europe the conflict in South Ossetia in August 2008 will be the focus of debate during an upcoming plenary session of the Assembly that will start work on 29th September. During a press conference, Luc van der Brande, the PACE President called for an international inquiry into the circumstances of the war between Georgia and Russia.

General Assembly

From 23rd to 29th September the 63rd Session of the UN General Assembly took place. Food and energy crises and the turbulence on the banking markets were the focus of discussions. The French President Nicolas Sarkozy called for a meeting before the end of 2008 with the most directly affected Heads of State and Government in order to meet the challenges of the financial crisis. British Prime Minister Gordon Brown called for a new world financial order to put an end to the present economic crisis. Georgian President Mikhail Saakashvili insisted on the immediate adoption of a non-acknowledgement policy of the two separatist provinces in Georgia. Boris Tadic, the Serb President announced the presentation of a project that calls on the General Assembly to request a consultative opinion of the International Court of Justice with regard to the legality of the unilateral declaration of independence by Kosovo.

Eurobarometer

European Elections

According to a Eurobarometer survey published on 25th September, 16% of the Europeans interviewed between March and May 2008 knew that the next European elections would take place in 2009 (six months earlier this figure was only 10%). Only 8% of Europeans are really interested in these elections whilst 22% are not interested at all. With regard to campaign issues economic concerns come out ahead (more than 40% of those interviewed), notably unemployment (47%), economic growth (45%) and buying power (41%). Institutional issues and European policies are not greatly quoted (10-20%). Positions adopted by candidates with regard to national interests count for 37%, and their attitude towards European interests 36% in the choice of candidate. However this survey reveals that the Parliament is still the institution in which Europeans have the most confidence (52%) in spite of a slight loss of three points since autumn 2007.

According to figures published by Eurostat on 23rd September in July 2008 in comparison with June the euro area industrial new orders index grew by 1.0% and by 2.3% in the EU. However excluding ships, railway and aerospace equipment, which experienced a sharp rise of 10% in the euro area and 17.4% in the EU industrial new orders fell by 1.4% in the euro area and by 3.6% in the EU. The highest increases were recorded in Estonia (+9.9%), Italy (+5.9%) and France (+4.3%), and the largest decreases in Lithuania (-2.6%), Sweden (-2.2%) and Poland (-2.1%).

According to Eurostat estimations published for the EU-India Summit on 29th September trade between the EU and India more than doubled between 2000 and 2007: exports rose from 13.7 billion euro to 29.5 billion ie 2.4% of the EU's exports, while imports increased from 12.8 billion to 26.3 billion, ie 1.8% of EU27 imports. As a result, the EU surplus in trade with India increased from 0.8 billion in 2000 to 3.2 billion in 2007. This increased surplus was mainly due to a surplus in manufactured goods, which rose from 0.9 billion in 2000 to 4.7 billion in 2007. India is the EU's 9th most important trading partner and the former's most important trade partners in the EU are Germany, Belgium and the UK.

Corruption

On 23rd September the organisation Transparency International published its annual report on corruption in the world. Using its Corruption Perceptions Index Transparency International assesses the perceived level of corruption affecting civil services and the political classes. Denmark, New-Zealand and Sweden achieve the best mark with 9.3, Finland achieves 9, the Netherlands 8.9, France lies 23rd, behind Germany (14th), the UK (16th), the USA, Belgium and Japan (both 18th) but ahead of Spain (28th) and Italy (55th). This index reveals the vicious circle linking poverty, the collapse of the institutions and corruption.

Immigration

The Swedish Institute for European Policy Studies (SIEPS) has just published a report on the effects of the free circulation of workers from the new Member States in Sweden. This type of immigration is still marginal in comparison with total immigration - most of the new immigrants come from Poland. Since May 2004 there has been an increase in the number of migrant men who now outnumber women migrants from the new Member States. Until 2006 women migrants had always been greater in number in Sweden. The new arrivals are over represented in agriculture and building work.

Employment

On 22nd September the Commission published its quarterly report on the labour market in the EU. The report bears witness to a slowing in employment growth - only 0.2% in the second quarter of 2008 in the wake of the overall general economic slowing. The average unemployment level in the EU seems to be settling at around 6.8%. However the total number of jobs created increased by 2.9 million in comparison with the second quarter of 2007. Moreover the situation varies between Member States with good results in Poland, whereas unemployment has started to rise again in Spain.

Energy

1 January 1970

On 22nd September McKinsey & Company, a business consulting company released a report in Brussels on the techniques to capture and store CO2. According to the report the cost in capturing and storing CO2 produced by coal fuelled power stations which are extremely pollutant could be reduced thanks to technological progress; these techniques may compete against other technologies that are low in CO2 emission, notably renewable methods by 2030. Such technologies may help countries such as Germany and Poland to achieve the goals that have been set to reduce CO2 emisssions and enable them to keep their power stations. This report was received favourably by the European Commissioner for Energy, Andris Piebalgs who recalled the Commission's support for such technologies to reduce CO2 gases.

The German Society for Foreign Policy (DGAP) published a study on 24th September on the reform of universities in France. Author, Harald Schraeder believes that in order to remain competitive internationally long term, new competences have to be transferred by the State over to universities and the autonomy included in the reform has to be increased.

Lisbon Treaty

The European Policy Institute Network (EPIN) has published a study by Piotr Maciej Kaczynski, Sebastien Kurpas and Peadar ó Broin on "The Ratification of the Lisbon Treaty: Ireland is not the only problem." The authors analyse the legal and political problems with regard to the Lisbon Treaty in Ireland but also in the Czech Republic, Germany and Poland.

This work offers the reader thematic analyses and reference points to understand world geopolitics.

Publisud has published a bilingual work by Elin Bengtsson and Carolin Boudergue entitled "We the peoples of Europe-Les bonnes pratiques qui font l'Europe" with a preface by Pat Cox. This work is the first in a series of three and describes the practices and daily life of various European populations.

Robert Schuman

1 January 1970

The publishing house Fayard has just released an historical biography of "Robert Schuman" by François Roth, emeritus university professor of the Franco-German wars 1870-1871 and 1914-1918. This work leads to a better understanding of this discrete and little known man who was at the origin of the historical project that was to change Europe forever. He was the Father of Europe, in that on 9th May 1950 he launched the European Community of Steel and Coal, the precursor of the present European Union.

Exhibition/Germany

The Jewish Museum in Berlin welcomed an exhibition for the first time in Germany on the hundreds of objects and works of art that were confiscated by the Nazis from their Jewish owners during Hitler's dictatorship. Via 15 works of art and objects the exhibition tries to follow the history of the objects since their confiscation by the Gestapo until the settlement of their restitution to the descendants of their owners. The exhibition will continue until 25th January 2009.

Literature/Germany

From 24th September to 5th October the International Literature Festival will take place in Berlin. Around one hundred authors will host some 230 public readings, debates and concerts including Hungarian Péter Esterházy, Norwegian Jon Fosse, Indian Amitav Ghosh, Frenchman Gilles Leroy, Duthman Geert Mak, Italian Mario Calabresi, German/Bulgarian Ilya Trojanov and Germans Uwe Timm, Ingo Schulze, Irina Liebmann, Ulrich Peltzer and Jenny Erpenbeck. This year Africa will be the star feature. African authors will be present on 28th September and will be the guest of Federal President Horst Köhler at the Bellevue castle, where he lives. The main tribune of the festival will be Festival House in Berlin in Wilmersdorf.
