If you have moved house this year, if you are EU citizen or if you will be turning 18 before 1st March 2009 registered with your townhall before 31st December 2008. It is vital to do this if you want to vote.

Financial Crisis

Germany

1 January 1970

On 16th December German Chancellor Angela Merkel announced to the Centre for European Economic Research in Mannheim that her government would undertake new economic recovery measures in January, probably to a total of several billion euros. If the new American President Barack Obama succeeds in pushing through his economy recovery programme Germany will then start a new recovery programme. Angela Merkel wants to lay down a programme that includes various carefully planned elements," notably suggesting specific investment projects. She said that the State could not bring the economic system out of the crisis alone but that economic players also had a role to play. Finally she intends to watch how public debt develops so that a reasonable path can be found again and to avoid other crises.

IMF

1 January 1970

In a speech delivered on 15th December in Madrid to commemorate the 50th Anniversary of the Spains accession to the IMF Dominique Strauss-Kahn, Director General of the IMF said that "global perspectives continued to worsen". He suggested to act on three fronts to prevent the present recession turning into one that affected the whole world: co-ordinated intervention by States on the financial markets to boost loans and to help recapitalise banks; budgetary measures to compensate for the sharp fall in private demand; injections of liquidities into emerging markets to reduce the negative impact of widespread capital outflows. In an interview on the BBC on 21st December he encouraged governments to inject money into the economy to reduce the effects of the crisis. Considering that the deficit is a "solution which is slightly less of an evil" than recession he believed that it would require 2% GDP investment worldwide ie 1.2 billion dollars.

Finland

1 January 1970

Economic forecasts for the fourth quarter published on 18th December by the Finnish Finance ministry indicate that the economy is to slow in 2009. Whilst growth forecasts in 2008 lay at around 2.5% growth will now be reduced to 1.5% and the decrease is to continue. Although the economic fundamentals in Finland are higher than average due to continued domestic demand the Finnish economy will however be severely affected by the international economic recession. Employment was maintained in 2008 but unemployment is due to rise drastically in 2009 likewise the deficit.

Ireland

1 January 1970

The Irish Prime Minister Brian Cowen presented a new plan for economic recovery; it aims to establish realistic, long term solutions to restructure the Irish economy and to set the foundations for a new phase of economic growth. The main actions in the short and mid term notably involve the stabilisation of public finance, the improvement of competitiveness and the enhancement of research and development. According to Brian Cown innovation comprises one of the main elements to improve living standards in Ireland.

Italy

1 January 1970

By October and over one year industrial orders had collapsed by 12.2% in Italy according to figures released by the National Statistics Institute, Istat on 19th December. Italy, whose economy is organised around a structure of industrial SME's, recorded a decline in industrial production in October, a sign that the recession was continuing into the fourth quarter. This collapse of industrial orders is the worst since December 2001 (a decrease of 13.5%). Italy entered a recession during the third quarter that was to worsen in the fourth quarter and in 2009 according to many forecasts. Confindustria is forecasting a decline of 0.5% of the GDP this year and 1.3% next year whilst the OECD is expecting a decline of 0.4% this year and 1% in 2009; the IMF is expecting a reduction of 0.2% in 2008 and 0.6% in 2009.

Ireland

1 January 1970

On 21st December the Irish government announced that it would inject 5.5 billion euros into the three main Irish banks as part of the recapitalisation process. The plan includes an initial investment of 1.5 billion euros for the Anglo Irish Bank and 2 billion euros for the Bank of Ireland and Allied Irish Banks according to a release issued by the Finance Ministry. A week ago the government announced a recapitalisation plan of 10 billion euros in support of the country's six main banks. The main aim of this recovery plan is to ensure the long term viability of the Irish banking sector and "support its contribution to the real economy thanks to credit availability for private parties and companies," said the Finance Minister.

Latvia

1 January 1970

A group of creditors including the IMF, the EU and the Nordic countries has agreed to lend 7.5 billion euros to Lativa that is suffering the effects of the financial crisis indicated the European Commission on 19th December. The EU "plans to grant mid-term financial aid to Latvia to a total of 3.1 billion euros" indicated the press release. "This support will be provided together with the IMF (1.7 billion euros), the Nordic countries (Sweden, Denmark, Finland and Norway, 1.8 billion euros in all) and the World Bank (0.4 billion euros)." "The European Bank for Reconstruction and Development, the Czech Republic, Poland and Estonia will also provide a total of 0.5 billion euros, which will bring the final total to 7.5 billion euros over a period that will extend to the first quarter of 2011."

Spain

Uncertainty with regard to the world economy is "total" and a "major depression" is possible" warned the governor of the Bank of Spain, Miguel Angel Fernandez Ordoñez. "The lack of confidence is total. The interbank market is not working and is causing vicious circles: consumers are not spending, companies are not employing people, investors are not investing and banks are not lending," he declared to the newspaper "El Pais". "There is nearly total paralysis which no one can escape," according to the governor who indicates that global economic recovery, that is forecast at present for the end of 2009 beginning of 2010 might be delayed due to lack of confidence. "Rapid recovery may be possible thanks to a fall in oil prices and a decrease in rates," he admitted. But we might "enter a vicious circle in which consumers do not spend, companies lay people off and banks will not lend. This will take us into a major depression."

Results

On 16th December Nicolas Sarkozy presented the results of the French Presidency of the Council of the European Union to MEPs. This presidency, which has been a success in terms of its ability to manage various crises, was based on the need for a strong and united Europe. With regard to the Russo-Georgian crisis, Europe succeeded in achieving the withdrawal of Russian troops without launching into an aggressive policy with regard to Russia. Confronted by the financial and economic crisis Nicolas Sarkozy stressed that only Europe's unity had lead to a recovery plan for the European banks, a real model worldwide. With regard to the energy/climate package he said that Europe had succeeded in fulfilling its commitments. Finally with regard to the institutional question the Irish government has promised to submit the Lisbon Treaty to the Irish again by the end of Autumn 2009 after certain guarantees were given with regard to specific issues.

Croatia

1 January 1970

On 19th December during a meeting of the intergovernmental conference for the accession of Croatia the 27 Member States decided to conclude the four negotiation chapters heralding progress in the negotiation procedure. However whilst the Commission and the French Presidency wanted to open ten more chapters only one with regard to the freedom of movement of merchandise was opened due to a veto placed by Slovenia. The latter announced on 17th December that it would oppose the continuation of negotiations for Croatia's membership of the European Union. Slovenia is challenging the land and maritime borders it shares with Croatia as they are set in the documents presented by Zagreb to the European authorities. In spite of guarantees offered by the Croatian Prime Minister, the Slovenians fear that if these documents are accepted as such with regard to Croatia's future accession, Ljubljana would find this inacceptable in terms of the border issue.

Turkey

On 19th December during a meeting of the integovernmental conference on membership negotiations with Turkey the 27 EU Ministers and the Turkish Foreign Minister decided to open two new negotiation chapters with regard to the free movement of capital and information society and the media. Since the start of negotiations 10 chapters have been opened and one has been concluded. The EU stressed the conditions necessary for the conclusion of the other chapters in order to guarantee Turkey's administrative capability, its ability to apply the acquis and to complete legislative alignment. Turkey has to fulfil its obligation of full non-discriminatory implementation of the Additional Protocol to the Association Agreement - however Turkey is refusing to open its ports and airports to Cypriot ships and planes.

EU/Brazil

1 January 1970

The EU/Brazil Summit on 22nd December in Rio de Janeiro led to the adoption of a joint action plan highlighting political priorities and actions included in the EU/Brazilian strategic partnership launched in July 2007. This action plan includes a series of concrete commitments in terms of security, sustainable development, regional co-operation, research and new technologies, migration, education and culture. Moreover leaders discussed regional issues of interest and major global challenges.

Parliament

Working time

On 17th December MEPs rejected the extension of working hours in Europe on second reading. By adopting the amendments delivered by Alejandro Cercas (PSE, ES) they voted against the agreement concluded by the Council in June. This specified that working hours in the EU must be limited to 48 hours except if a Member State introduced an opt-out clause and if a worker decided to use this clause. In their agreement the 27 Labour and Social Affairs Ministers decided on the classification active and inactive on-call time. However if someone worked during their inactive on-call times this was not counted as working time. MEPs have asked for the opt-out clause to be abolished three years after the application of the directive and for on-call time to be considered as working time even if it occurs during an inactive period. Negotiations on this directive will now enter a mediation phase.

On 18th December MEPs approved 556 votes in favour, 21 against and 3 abstentions Christian Ehler's report (EPP-ED, DE) that aims to ensure a better guarantee system with regard to savings. The measures put forward in the text aim to strengthen saver confidence. Hence MEPs are asking for citizens' savings to be guaranteed up to 100,000 euro for the end of the 2009 whilst the total is set at 20,000 euros. Moreover they are recommending that bank customers should have quicker access to their deposits, within a 3 day maximum time span, thanks to the establishment of an emergency fund. If the text is approved by the Council Member States will have to apply the new ruling before the end of June 2009.

Sakharov Prize

1 January 1970

The European Parliament's Sakharov Prize which pays tribute to people who fight for freedom of thought was awarded on 17th December to Chinese dissident Hu Jia. Known for his commitment to AIDs sufferers, for the protection of the environment and the defence of Human Rights, Hu Jia has been deprived of his freedom since April 2008. Altough an empty chair in the middle of the hemicycle symbolised his absence, his wife Zeng Jinyan spoke to MEPs thanks to a recorded message. She also said to the press that she had not been allowed to visit her husband due to the award of the Sakharov Prize.

Budget 2009

1 January 1970

On 18th December MEPs adopted the European Union's 2009 budget on second reading 539 votes in favour, 33 against and 27 abstentions. The budget plans for 133.8 billion euros in loan commitments, ie 1.03% of the community's GDP and 116.09 billion euros for expenditure. The amount of spending relative to European Parliament priorities such as employment, growth, cohesion and competitiveness, was increased. 45% of spending ie 52.5 billion will be allocated to the common agricultural policy, rural development and the environment. MEPs also succeeded in clinching the payment of nearly one billion euro in agricultural aid to developing countries. However the European Parliament's resolution stresses the need to review the measures employed to run the Structural Funds and the Cohesion Funds and deplore the very low level of payments.

Climate

On 17th December MEPs approved six proposals making it possible to achieve the goals set in the climate/energy package. They notably adopted the directive on the EU Emission Trading System. As from 2013 industrialists will be able to adapt to a auction and ceiling system with regard to emission quotas. MEPs also approved the national goals defined by the European Commission with regard to the reduction of CO2 from sectors that are not covered by the EU Emission Trading System. The third proposal concerns the equipment of energy centres to store CO2 below ground. In view of a CO2 reductions on the part of car manufacturers specific objectives were also approved. With regard to fuel suppliers they will have to reduce emissions by 10% by 2020. Finally MEPs supported strict national objectives with regard to the promotion of renewable energies.

Toys

On 18th December MEPs adopted 481 votes in favour, 73 against and 40 abstentions a new directive written by Marianne Thyssen (EPP-ED, BE) aiming to improve the safety of toys. One of the goals is to counter the appearance on the market of new types of toys using new manufacturing technologies. From now on a series of modifications to the previous directives means that the use of carcinogenic, mutagenic and toxic substances in toys will be banned - it will also be obligatory to have more visible warning labels. This new legislation will notably help prevent the danger of small children under three swallowing the toys contained in the famous surprise sweets.

On 16th December the Commission presented a "package" of measures to implement European Economic Recovery Plan and reinforce the Lisbon Growth and Jobs Strategy. The package includes two reports, one proposal and four communications. The Commission proposes to extend access opportunities to aid from the European Globalisation Adjustment Fund to workers who lose their work. A communication entitled "New skills for new jobs" assesses the necessary skills to develop in order to adapt to changes in the workplace by 2020. The other communication highlights the 347 billion euros of aid available from the cohesion policy to face the crisis. At the same time the European Commission adopted a temporary framework for State aid for companies facing the credit crunch thereby allowing for example direct aid of less than 500,000 euros - which does not have to be declared to the Commission.

Transport

On 16th December the European Commission took a major step towards the deployment and use of Intelligent Transport Systems (ITS) in road transport. ITS can significantly contribute to a cleaner, safer and more efficient transport system. The action plan aims to improve road user safety and make urban transport more ecological, notably by reducing CO2 emissions produced by traffic jams. The Commission has identified six priority actions and is suggesting a directive to improve the regulation framework relative to these technologies. Moreover the GALILEO and EGNOS systems will play an important role in this action plan.

Healthcare

The European Commission presented a communication and a proposed recommendation on 15th December on the part of the Council to improve patient safety in Europe. The Commission believes that around one patient in 20 contracts an infection whilst in hospital. Member States are being encouraged to establish prevention strategies and to fight against undesirable events and to share good practice. For its part the Commission will set out definitions and joint indexes relative to patient safety.

Energy

1 January 1970

On 17th December the European Commission adopted a regulation with regard to ecodesign aiming to reduce standby energy consumption of all household and office products. Energy efficiency requirements established by this regulation as from 2010 should lead to a 75% decrease in standby electricity consumption by 2020. This saving will be comparable to the annual electricity consumption of Denmark and is equivalent to some 14 Mt of avoided CO2 emissions.

On 16th and 17th December the 27 Health Ministers looked into the directive on the application of patients rights in terms of cross border healthcare and said they were pleased with the progress that had been made. All delegations wanted all the Court of Justice case-law on the application of the principle of free movement of goods and services in the field of health to be codified in the Directive. They also exchanged views on the proposed recommendation with regard to rare illnesses. Two texts were adopted on this subject. The first aims to improve European and international co-ordination to reduce the effect of sanitary crises on European citizens. The second establishes public healthcare strategies to fight neuro-degenerative diseases such as Alzheimer's Disease by improving research and exchanging good practice between Member States.

Agriculture/Fisheries

On 18th and 19th December the 27 Agriculture and Fisheries Ministers came to agreement on the fishing opportunities for community ships, by fishing zone and species. Hence they established the total admissible catch (TAC) and the technical measures relative to capture. The management of cod stocks in the various seas and that of herring in the west of Scotland was established as part of a multiannual plan. They also approved conclusions relative to the safety of imported agricultural and foodstuffs in the community. They adopted a regulation aiming to establish a fruit distribution system in schools. This intends to influence the diet of children in the fight against obesity.

Economy/Finance

The 27 Finance Ministers, Jean-Claude Trichet, Chairman of the ECB, Joaquin Almunia, European Commissioner, Dominique Strauss-Kahn, Director General of the IMF and Mario Draghi, Chairman of the Financial Stability Forum met informally on 18th December to start preparation work for the G20 Summit in the spring on international financial regulation. Work focussed on three main points: non-co-operative jurisdictions, the FMI's resources, and the setting up of an early warning system to prevent financial crises. Ministers exchanged views on the implementation of national recovery plans in Europe. According to Joaquin Almunia the measures taken will have a positive effect on growth the European GDP (0.85%) likewise the automatic stabilisers. After the meeting French Minister Christine Lagarde said that 6 Member States were looking into additional measures for 2009.

On 16th and 17th December the 27 Labour Ministers approved an agreement with regard to working conditions in the maritime sector. This agreement includes a great number of social steps forward for the Union's 300,000 sailors who will enjoy improvements in medical care, access to training and better housing. With regard to the co-ordination of social security systems a joint position was adopted. Ministers also adopted a text to improve the running of works committees to strengthen information systems and the transnational consultation of workers. Finally conclusions relative to the active inclusion of people excluded from the labour market were adopted. These comprised the guarantee of a minimum income, help into integrating the labour market and access to quality services.

France/Cattle

In a decsision taken on 18th December the Court of Justice of European Communities confirmed the fine(whilst reducing it) imposed by the European Commission on five French agricultural confederations from the cattle sector for agreements on prices. The European Commission accused them of having established minimal buying prices for certain types of cattle during the mad cow crisis in 2001 and of having suspended the import of beef into France in infringement of European law governing competition. The European Commission said it was pleased with this decision stressing that it had already reduced the fine significantly by 60% to take into account the context of the crisis.

Ryanair

1 January 1970

The Court of First Instance of the European Communities annulled the Commission's decision on 17th December with regard to advantages granted by the Wallonian region and by the airport of Charleroi to the airline Ryanair. The Commission believed that these advantages were State aid and this was incompatible with community law and that Ryanair had to reimburse the sums granted. The Commission notably refused to consider both agreements one signed by Ryanair and the Wallonian region, the other by Ryanair and the airport of Charleroi, property of the Wallonian region. The Court believes however that this refusal was an error in law since the Commission did not look into whether the Wallonian region had acted as a rational operator in a market economy.

European Competition Commissioner Neelie Kroes and Minister President Kurt Beck (Rhineland-Pfalz) and Günther Oettinger (Bad-Württemberg) welcomed the signature of Germany's 12th inter-State Treaty on broadcasting on 18th December. The signature will conclude the 16 Länders' endeavours to bring the activities of ARD and ZDF in line with the applicable Community rules while considering the interests of commercial operators. The treaty will enter into force on 1st June 2009 thereby closing a long standing discussion on the application of Community rules.

During his first European visit - to Berlin - on 18th December the new French Secretary of State for European Affairs, Bruno Le Maire said he wanted to enhance Franco-German economic co-operation; Paris and Berlin had to draw up joint proposals to help their car industries together. European defence and culture should comprise other major axes in a strengthened bilateral relation. Bruno Le Maire acknowledged that the Franco-German relationship had "been subject to some misunderstandings" over the last few months, notably with regard to the management of the economic crisis, but he said he believed that the French President and the German Chancellor would know how to settle their differences.

Following the meeting of the Council of Ministers on 16th December Austrian Chancellor Werner Faymann indicated that all measures taken by the government would focus on fighting the economic crisis. An intense period of negotiations should begin in January to draw up proposals rapidly with regard to fiscal reform, improving buying power, reducing public spending and the privatisation of some companies - notably transport companies.

Resignation

On 19th December Belgian Prime Minister, Yves Leterme suggested the resignation of his government after accusations of pressurizing the legal system in the Fortis affair. Belgian King Albert II who still has not said whether he accepts this decisionhas been consulting the country's political leaders. A scenario that is being privileged is that of a transition government with the outgoing coalition parties before early elections in June 2009. A decision is to be taken quickly before the end of year speech by the King on 24th December at midday.

Bulgarian Prime Minister Serguey Stanishev met President of the European Commission José Manuel Barroso on 18th December. After their meeting Mr Barroso made a speech focussing on the problem of the freezing of European funds to Bulgaria in the wake of accusations of embezzlement. Stressing that the Commission was not harder with Bulgaria than with any other Member States he warned that he would not tolerate EU funds being used for "political games". Some Bulgarian political parties have been accused of redistributing funds and granting EU projects within their own circles of influence.

On 3rd December Touteleurope.fr launched an online survey in the 27 Member States. By taking part in the European consultations 2009 citizens will be able to debate together and with decision makers on the theme of ; "What can the EU do to shape our economic and social future in a globalised world?" Touteleurope.fr will host the on-line debate undertaken simultaneously in the 27 Member States. For three weekends in March 2009 1,500 citizens who are representative of the population will take part in national consultations. Participants will each set down 10 recommendations to improve economic and social performance in the EU. The recommendations that emerge from all of the Member States will then be submitted to a vote on the part of the 1,500 selected citizens. A final list of 15 recommendations will be presented to European decision makers in May 2009 during an event that will take place in Brussels.

French President Nicolas Sarkozy and Luxemburg Prime Minister Jean-Claude Juncker who were recently at odds on issues such as the Eurogroup, the economic government of Europe, and tax havens met on 19th December. They reviewed the French presidency, discussed future presidencies, economy and monetary policies and relations with other major players in the economy. The head of the Luxemburg government which chairs the Eurogroup also repeated to the press that it would be wise to bring the Eurogroup together if necessary at Head of State and Government level as Mr Sarkozy had done in October" during the financial crisis. "It was a good idea but it should not be repeated too often," he continued.

On 15th December Italy received 35 million euros in aid from the European Globalisation Adjustment Fund to help nearly 6000 workers from the textile industry who have been laid off. It is the highest amount ever given since the creation of the fund in 2006. The aim is to assist workers to find new jobs, to train or to create a company.

On 18th December Romanian Prime Minister Emil Bloc announced the composition of the future government of the coalition between the Liberal Democratic Party (PDL) and the Social Democratic Party (PSD). The PDL appointed Adrian Videanu as Economy Minister, Gheorghe Pogea as Finance Minister, Radu Berceanu will take care of Transport, Mihai Stanisoara, Defence. PDL members will be responsible for the Regional Development, Culture, Communications and the Youth and Sport Ministries. The PSD will be responsible for Employment, Education, Research and Innovation (Marian Sârbu), the Administration and Home Ministry has been given to Gabriel Oprea, Foreign Affairs to former Justice Minister, Cristian Diaconescu. The PSD won the position of Deputy Prime Minister - Dan Nica - and that of President of the Senate - Mircea Geoana, who is also chair of the PSD. The Justice Ministry, an area in which Romania is being monitored by the European Commission will be managed by an independent executive.

Afghanistan/Iraq

Britain's military budget for Afghanistan will rise by 50% in 2009. The cost of British operations in Afghanistan will rise from 1.5 billion pounds (1.69 billion euros) for the financial year 2007-2008 to 2.32 billion pounds (2.59 billion euros) in 2008-2009, ie a rise of 54% according to Finance Ministry figures released by the parliamenary commission on 15th December. In Iraq the budget will decrease from 1.46 billion pounds (1.63 billion euros), ie a decrease of 4.1%.

Czech Republic

British Foreign Minister, David Miliband met Czech Prime Minister, Mirek Topolanek on 18th December. Discussions focussed on the priorities of the Czech Presidency of the Council of the EU and notably on the EU's external relations together with developments in membership negotiations to the EU in the Western Balkans. Mirek Topolanek also met his British counterpart Gordon Brown. During a joint press conference Gordon Brown welcomed the Czech Presidency and said he wanted both countries to work closely together during this period stressing that the UK supported the Czech priorities: economy, energy security, climate change and relations with eastern neighbours. Mirek Topolanek said that his country would being ensuring the Council during a difficult period but that he was aware of the need for co-ordination in Europe, notably with regard to economic recovery plans.

Montenegro

Cadidature/EU

On 15th December Montenegro officially presented its candidature to join the EU. Montenegrin Prime Minister Milo Djukanovic delivered his country's request to Nicolas Sarkozy in his capacity of President of the Council of the EU. The latter congratulated Montenegro on its candidature. Montenegro which has been independent since 3rd June 2006, "is a potential candidate" for membership - a status granted to the Western Balkan countries by the European Council of Thessaloniki in 2003. A stabilisation and association agreement was signed between the EU and Montenegro on 15th October 2007. Following this request the Council now has to decide whether or not to start the accession procedure: if it does this the Commission will be invited to give an opinion before the Council provides the country with the title of official candidate. For the time being Croatia, Turkey and Macedonia (FYRoM)enjoy this title.

Ukraine

Imbroglio/continued

On 16th December the Ukrainian President Viktor Yushenko's party and that of Prime Minister Yulia Timoshenko and a small independent party signed a fragile coalition agreement in Parliament after three months of political crisis. Three days later disagreements were all the more evident. On 20th December Ms Timoshenko said she was now on the opposition benches asking the Court and an NGO to investigate into the devaluation of the national currency, accusing Mr Yushenko of being responsible for this. On 21st December Viktor Yushenko accused Ms Timoshenko of being "incapable" of fighting the economic crisis. "Undoubtedly the situation has escaped the Prime Minister's control for a long time," he said in a presidential press release accusing her of being responsible for the 22% inflation rate forecast in 2008.

In an interview in the Financial Times on 15th December ECB Chairman Jean-Claude Trichet re-iterated the importance of respecting the Stability and Growth Pact whilst using the appropriate room for manoeuvre it provides - this is the position Mr Trichet adopted during the informal Ecofin Council on 18th December. He also recalled that automatic stabilisers would play a greater role in Europe than in the US, due to the importance of the social protection systems here.

Votes

In preparation for Slovakia's entry into the euro area on 1st January 2008 the Council of Governors of the European Central Bank decided on 18th December to maintain the present voting regime and only to introduce a rotation system when there are 19 members. Indeed article 10.2 of the ECB's regulation limits the number of votes to 15 and plans for rotation between the governors of the central banks that comprise the Council. However with Slovenia the governors of the Central Banks in the euro area will total 16. However the same article says that with a two thirds majority the Council can delay the introduction of the rotation system until there are 19 members, the option chosen by the Council of Governors.

EIB

Loans

The Board of Directors of the European Investment Bank (EIB) approved the Bank's Corporate Operational Plan for 2009-2011. This plan aims to increase the EIBs lending activities. The total lending volume will increase by 30% (15 billion euros) which may generate additional investments of around 72 billion euros based on a historical leverage effect of five times the Bank's financing. The additional loans will notably benefit SMEs, car manufacturers as part of the "clean transport" tool and some Member States (as part of convergence). To enable the EIB to meet these increased lending targets, the Board of Directors agreed to propose to the Board of Governors that the Bank bring forward the capital increase previously envisaged for 2010. The EIB's subscribed capital will be increased by some EUR 67bn to EUR 232bn. As usual, the paid-in capital will be 5 percent of the subscribed capital. The increase in paid-in capital will be effected through a transfer from the EIB's additional reserves to its capital.

According to Eurostat figures published on 15th December the EU will host around half a billion inhabitants (499.7 million) on 1st January 2009 and the enlarged euro area (with Slovakia) 328.6 million. The population increased by 2.2 million in 2008, three quarters of this increase was due to immigration.

According to Eurostat figures published on 16th December the number of employed decreased by 0.1% (80,000 people) in the third quarter of 2008 in comparison with the previous quarter in the euro area whilst the figure remained stable in the EU. In comparison with the third quarter of 2007 the number of employed people rose by 0.8% and 1% respectively in the euro area and the EU.

According to Eurostat figures for the month of November 2008 the monthly inflation rate lay at 0.5% in the euro area and -0.4% in the EU; the annual inflation rate was respectively 2.1% and 2.8% - down in comparison with 3.2% and 3.7% in October.

Mediterranean

As part of the MEDSTAT II programme for the exchange of statistics between the EU and Mediterranean partners countries Eurostat has published three statistical papers. The first reveals the rise in the exchange of services and investments between the EU and Mediterranean countries. The second paper describes "tourist trends in Europe and the Mediterranean partner countries, 200-2006." The last paper highlights that "half of fishing catches in the Mediterranean are undertaken by the Mediterranean partner countries."

According to Eurostat figures published on 19th December the euro area's external trade balance recorded a surplus of 0.9 billion euros in October 2008 whilst the EU's external trade balance lay in deficit of 17.1 billion euros.

Eurobarometer

European Opinion

The results of the Eurobarometer Standard survey N°70 of Autumn 2008 published on 18th December show that the assessment of the economic situation is increasingly pessimistic. 49% of Europeans believe that things have taken a turn for the worse in their country, opinion is rather more divided with regard to the EU: 35% believe that the EU is going in the right direction, 34% the wrong one. In spite of the negative mood support for the EU (53%), the perception of the advantages of belonging to the EU (56%) and confidence in the European institutions remain stable, even though the EU's image has suffered slightly (-3). However this survey reveals a trend to trust the EU more with regard to its support of Europeans during the economic crisis: 54% of Europeans want the EU to take decisions with regard to inflation and 51% with regard to the economy, although 57% of Europeans believe that the fight against unemployment should be undertaken on a national level.

Czech Presidency

The TransEuropean Policy Study Association has published a paper entitled "Priorities and Challenges for the Czech Presidency". The TEPSA notably recommends teamwork between the three Presidencies (France/Czech Republic/Sweden) to complete the ratification of the Lisbon Treaty and to rise to challenges. TEPSA stresses that presidency projects can be disturbed by external factors and that flexibility is a vital quality to overcome challenges.

Turkey

The International Crisis Group published a report on 15th December entitled "Turkey and Europe: the Decisive Year Ahead". The report, which describes the present state of reforms in Turkey highlights the negative consequences of the slowing in the membership process both with regard to Turkey and the EU's foreign policy. The report suggests that the pace of membership negotiations should be accelerated in 2009 which will be a critical year for Turkey's accession to the EU.

The European Council of Foreign Relations has published a report entitled "Is the European Union promoting democracy in its neighbourhood?". Richard Young offers readers an assessment of the EU's policy to promote democracy followed by six case studies on Azerbaijan, Belarus, Ukraine, Jordan, the Lebanon and Morocco.

Gallup Europe has published data and the report "Balkan Monitor", an opinion study amongst citizens from Albania, Bosnia-Herzegovina, Croatia, Macedonia, Serbia, Kosovo and Montenegro. The report highlights how strongly the population supports EU membership and its increasing dissatisfaction with regard to development in their countries.

François Roth has published a biography of Robert Schuman (1886-1963) with Fayard - "a visionary of post-war Franco-German reconciliation". The author notably explains how "frontier Lorraine" was the source of the birth of the European Community of Coal and Steel in 1950, that was the forerunner of the present European Union.

Nomos publishing has just released the 28th edition of the European Integration Book (Jahrbuch der Europäischen Integration 2008), under the guidance of Werner Weidenfeld and Wolfgang Wessels. Nearly 80 writers have contributed to this work that reviews the main European events in 2007/2008 and mentions the work undertaken by the European institutions, the development of various European policies, Europe's role in the world as well as European policy in the Member States and in the candidate countries. The main themes of this edition are the Lisbon Treaty and the debates on the future of the European Union.

Sciences Po Press has published a book by Jean-Louis Quermonne entitled "L'Union européenne dans le temps long." The author shows the need to complete the political union of Europe, whilst stressing that political union can only occur "long term" in the sense suggested by Fernand Braudel with regard to the Mediterranean.
