Women

1 January 1970

0n the occasion of the International Women's Day on 8th March the Robert Schuman Foundation has published three tables on the representation of women in Europe: within the 27 Member States' governments, within the Parliaments of the 27 Member States and within the European Parliament. They show that although the States have achieved major progress over the last few years they still have a long way to go to establish true parity. Only two Member States have established this parity within their governments (Finland and Spain).

Financial Crisis

ECB

On 5th March the chairman of the European Central Bank (ECB), Jean-Claude Trichet presented the conclusions of the meeting of the Governors' Council. The ECB decided to reduce key ECB interest rates by a further 50 basis points rations. This decision brings the total reduction in the interest rate on the main refinancing operations of the Eurosystem since 8th October 2008 to 275 basis points. The ECB reduced its main rate to an historical level of 1.50% (instead of 2%).

Commission

1 January 1970

On 4th March the European Commission called on European leaders to increase coordinated action between Member States to fight against the economic crisis. In its communication to the European Council on 19th and 20th March it suggests the enhancement of support provided to the real economy and employment. This communication includes a project for a complete reform of the financial system based on the report by Jacques de Larosière. It shows how commitment to an ambitious programme, that is clear and in which the EU speaks as one, will help it to play a driving role on a world scale during the G20 summit in London on 2nd April.

Romania

1 January 1970

For the first time since the beginning of the financial crisis the Romanian authorities have admitted they are negotiating a loan with the IMF and the European Union. "We shall decide on the amount when we know what the conditions are," declared Gheorghe Pogea, the Romanian Finance Minister on 5th March when speaking of the possible IMF loan. "If we are not satisfied we might not go ahead," he added. The Romanian currency, the leu, lost nearly 20% of its value last year whilst unemployment that was almost inexistant one year ago is due to rise to 5% this year according to the government. Prime Minister Emil Boc called on 8th March for solidarity in order to counter the effects of the crisis.

UK

On 5th March the Bank of England lowered its main bank rate to 0.5% - a record level. In six months its main rate has dropped by 4.5 percentage points. It also announced that it was going to purchase assets for 75 billion pounds (84 billion euros) in view of supporting the British economy by increasing the monetary offer. The main part of these purchases will be British State funds of mid and long term maturity. This asset purchases should not change the Treasury's emissions programme.

Irish Prime Minister Brian Cowen announced on 5th March measures that aim to support companies. They notably include the establishment of county level contact structures, to improve responsiveness in relations between companies and local authorities and even to reduce some administrative charges and some payment times. According to Brian Cowen SME's comprised a major economic sector that had to be supported to maintain confidence in the future of Ireland.

Sweden

1 January 1970

The Swedish National Debt Office declared on 4th March that it expected that the country's budgetary deficit would reached 135 billion krona (11.7 billion euros) in 2009. This figures is nearly six times higher than announced by the government in November.

Denmark

On 5th March the Central Bank announced a reduction in its main interest rate of 0.75 points down to 2.25%. Denmark which is not part of the euro area is linked by a monetary agreement allowing the Danish Crown to fluctuate by 2.25% around the main rate in comparison with the euro - it follows ECB decisions almost to the letter.

During the Council of Ministers on 4th March the government revised its forecasts for the 2009 budget taking on board the effects of the crisis. The revised finance law includes a deficit of 103.8 billion euros ie 5.6% of the GDP in 2009 and 5.2% of the GDP in 2010 thereby plunging France into recession for the first time since 1993. Brussels pointed out that its deficit rose beyond the 3% GDP limit established by the Stability and Growth Pact.

In January Spain experienced a 20.2% decline in its industrial production over one year according to seasonally adjusted data - this is the heaviest decrease since statistics were first registered in 1992 said the National Statistics Institute on 5th March.

Since the start of the financial crisis the IMF has been working to define the indepth causes of the turmoil and to draw lessons from this to promote financial stability. On the request of the International Monetary and Financial Executive Board and the Group of 20 leaders, the IMF is preparing a document entitled "Initial Lessons of the Crisis" together with three additional documents providing more information on financial reglementation, macro-economic policies and the world economic architecture.

On the first signs of economic slowing and in preparation for the country's recovery from the crisis the government took a certain number of step recently; these were mainly designed to support consumer buying power. Working closely with social partners from the tripartite Coordination Committee and after consultation with the Chamber of Deputies via the "economic and financial crisis" committee, on 6th March the government decided on a certain number of significant measures in addition to the initial ones that were taken.

On 6th March on a visit to Brussels Hillary Clinton, American Secretary of State met Javier Solana, High Representative and Secretary General of the Council, Benita Ferrero-Waldner, European Commissioner for External Relations and Karel Schwarzenberg, Czech Foreign Minister. They met to prepare the EU/USA summit that is to take place on 5th April, relations with Russia, Afghanistan and Iran, the situation in the Middle East, the financial and economic crisis and climate change. The new American administration would like "to provide dynamism to the transatlantic relation" and provide "high level" co-operation, said Hillary Clinton adding "we intend to bring dynamism to transatlantic relations and to promote a strong European Union and more fundamentally a strong Europe."

A conference on world food security took place on 5th March in Prague. It was organised by the Prague Institute for World Policy, Glopolis and by the Heinrich Böll Foundation. UN representatives, MEPs, economists, NGO representatives and Czech Foreign and Agriculture Ministers believe that common policy in terms of agriculture and trade would be of use in setting up means to fight against food shortages.

The minimum taxes on tobacco products are due to be raised by 1.50€ per packet on cigarettes by 2014 said the Economic Affairs Committee at the European Parliament on March 3rd. MEPs did however support lower increases than those put forward by the European Commission. The aim of the suggested reglementation is to avoid distorsion in competition on the single market and to increase fiscal convergence. Together with the ban on advertising and information campaigns this measure should help to protect health according to a report by Zsolt Lazslo Becsey (EPP-ED, HU).

Hillary Clinton

American Secretary of State Hillary Clinton discussed American policy on 6th March with nearly 800 young people at the European Parliament, notably with regard to climate change, Russia and the Middle East. "You have offered an opportunity to rebuild American policy and to restore your country's influence," said Parliament President Hans-Gert Pöttering. Hillary Clinton said to what extent Europe "is seen as a miracle". She welcomed the "vision of those who created the idea (of the construction of Europe) which seemed totally unrealistic back then."

On 3rd March the European Commission called for the improvement of broadband internet connections with rural areas. According to Commission data 30% of the EU's rural population does not have access to broadband internet. Because of their low population density these rural areas are less profitable for service providers who are therefore less prepared to develop their networks there. The Commission wants to use some of the means available to it, notably structural funds or the European Funds for Rural Development (FEDER) to reduce "the broadband Internet gap" between urban and rural zones. It has called on Member States to follow the same path. "If we really want our countrysides to live and prosper then we must help everyone take best advantage of modern technology," commented European Commissioner for Agriculture, Mariann Fischer-Boel.

On 3rd March the European Commission signed a code of good conduct with five companies - Alcatel-Lucent, Imec, Orange-France Telecom Group, Microsoft and Motorola - to attract women towards the IT sector. Whilst a lack of qualified engineers will emerge in 2010 in the EU, less than one IT engineer in five is a woman. Viviane Reding, European Commissioner for IT society, indicates that this code aims to help motivate young women in the secondary cyle or in higher education to study high technology; it is also designed to keep women who already work in the sector and to promote their career.

Pay Gap

On 3rd March the European Commission launched a campaign to fight against the pay gap that exists between men and women; on average it rises beyond 17% in Europe. "Women are more exposed than men to the effects of economic slowing because they often have insecure employment," stressed the European executive in an analysis on equality between men and women which was published in view of International Women's Day on 8th March. Between January 2008 and January 2009 average unemployment rates in the EU rose from 6.3% to 7.5% for men and from 7.4% and 7.8% for women. The wage gap is under 10% in Italy and Poland where the proportion of women on the labour market is low. It rises beyond 20% in the Netherlands, Germany and the UK and even 25% in Austria where part time work in common amongst women. It rises to 15.8% in France and 17.6% in Spain.

On 5th March the European Commission published a report on social protection and inclusion that focuses on the contribution made by social policies in answer to the crisis and on new versions of strategies established by the Member States to achieve the social objectives they share within the EU. This report will be considered during the European Council on 19th and 20th March.

The 27 Environment Ministers, who met on 2nd March, welcomed the 'green' measures put forward as part of the plan to rescue the European economy. These measures aim to modernise European infrastructures, by privileging means of transport that respect the environment, water and waste management (including recycling), as well as renewable energies. They adopted conclusions defining the EU's position in view of the Copenhagen Conference on the Protection of the Climate. They finally rejected a Commission proposal aiming to force Hungary and Austria to repeal their prohibition of genetically modified corn production.

Competitiveness

The 27 European Ministers responsible for Competitiveness who met on 5th and 6th March discussed easier access to funding for the automotive industry, continuous investment, innovative, clean technologies, the professional qualification of labour, the definition of strategies that aim to facilitate restructuration of the sector in a socially responsible manner, the renewal of the car-fleet in Europe. Ministers also looked into the running of the single market given the economic slowing. In view of the European Council on 19th and 20th March next Ministers debated the Lisbon Strategy.

In a decision delivered on 5th March the Court of Justice clarified the conditions in which Member States can authorise dismissal by reason of retirement. The Court recalls that the 2000/781 directive prohibits discrimination based on age in the areas of employment and work. European Judges recalled that European legislation says "that some differences in treatment based on age are not classed as discrimination if it is a proportionate means to achieve a legitimate social policy objective related to employment policy, the labour market or vocational training."

Estonian President Toomas Hendrik Ilves signed a resolution establishing the rules for the European Parliament election. The voting method has changed (the preferential vote is no longer possible) and the elections have been officially set for 7th June.

Romania

1 January 1970

On 4th March the Romanian government established the date for the European Elections on 7th June. It also set the calendar for the main stages that are to take place before the elections. Hence a list of polling stations will be drawn up by 23rd March and all candidate lists will have to be registered by 8th April. The electoral campaign will start on 8th May and end on 6th June. On 7th June the polling stations will be open from 7am to 9pm.

French and German Finance Ministers, Peer Steinbrück and Christine Lagarde met on 3rd March in Paris with the governors of the Bank of France, Christian Noyer and the Bundesbank, Axel Weber for the 40th Franco-German Economic and Financial Council; they called for structural reform that aimed to improve surveillance rules of international financial markets. They all hope to witness a decision on the part of the G20 with regard to "tax havens and un-co-operative financial centres" and hope that these measures encourage the States involved to respect the criteria established by the Organisation for Co-operation and Economic Development (OCED) long term. As part of the preparation work for the European Council on 19th and 20th March Peer Steinbrück announced his support for a possible compromise with regard to the issue of reduced VAT rates, thereby making a decisive concession to France.

On 6th March the German parliament finally adopted a law allowing the State to prevent foreign investors acquiring over 25% of voting rights in the capital of a German company in some strategic economic sectors. The Economy Minister may set his veto to such operations if they present a threat to "public order and security", said the text adopted by the Bundesrat, the Upper Chamber in Parliament. The Lower Chamber, the Bundestag, already approved the law on 13th February. EU investors, as well as Iceland, Norway, Switzerland and Liechtenstein are not affected by this law.

The French Group BNP Paribas came to a revised agreement with the Belgian State on 7th March which should allow it to save its project to purchase the country's leading bank, Fortis, thereby becoming the leader in the euro area in its sector. BNP Paribas is to purchase 75% of Fortis Bank from the Belgian State to a total of 14.5 billion euros; the latter will then become the leading shareholder in the French bank. BNP Paribas will also purchase 25% of the insurance activities in Belgium. Fortis Bank will assume any initial losses on risky assets running at 3.5 billion euros but the Belgian State will guarantee the following 1.5 billion. The State is ready to refloat the bank within the next three years to a maximum of 2 billion euros which may brings its participation to over the 25% mark. This agreement still has to be approved by shareholders.

2/3 of Cypriots believe that the reunification process that started over six months ago is destined to fail according to a survey published on 8th March in the newspaper Phileleftheros bearing witness to increasing scepticism on the Mediterranean island. 68% of those interviewed say that present dialogue will not lead to a solution. Only 27% believe the contrary. Cyprus, whose northern part is occupied by the Turkish army, has been divided since 1974. The new reunification negotiations started in September last between Cypriot President Demetris Christofias and the leader of the northern part of the island, only acknowledged by Ankara, Mehmet Ali Talat, have not made any significant progress. Their next meeting is planned for 11th March.

On 3rd March Spain announced a rise in unemployment in February, with 154, 058 more unemployed than in January ie a rise of 4.63% according to figures provided by the Public Services Employment Bureau. The total number of unemployed lies at 3,325,558.

The Spanish government approved a law on 6th March bringing together several measures designed to fight against the spectacular rise in unemployment - which has reached record heights in the EU. "There are six measures that have been analysed by the government and social partners designed to provide adequate cover to the unemployed, impede the destruction of jobs, foster the protection of present jobs and provide impetus for the creation of new work posts," said the report delivered by the Council of Ministers. The government's Vice-President Maria Teresa Fernandez de la Vega said that the cost of measures that are to be applied immediately totalled 1.57 billion euros.

The unemployment rate in France recorded a significant rise in the fourth quarter of 2008 and lies at 8.2% of the working population (7.8% in mainland France) according to figures published on 5th March by the INSEE based on quarterly results from the Employment Survey.

Croatian gas company Plinacro said that it had signed an agreement on 3rd March with the Hungarian company FGSz on the construction of a 298 km long pipeline to a total of 395 million euros. The pipeline will extend from Slobodnica (Croatia) to Varosfold (Hungary) and will be used to "connect the gas transport systems between Croatia and Hungary." Work is due to be finished at the end of 2010 and the new gas pipeline will have a 6.5 billion cubic metre/year capacity.

The Irish unemployment rate continued to rise in February reaching a 10.4% - peak which has not been seen since October 1997, after 9.6% in January according to seasonally adjusted data published on 4th March by the Irish Central Statistic Office (CSO). The number of unemployed registered rose to 352,800 last month, ie 26,700 more than in January and 165,000 more than a year earlier. This annual variation is the biggest ever recorded by the CSO since the start of calculations in 1967.

An envelope of 17.8 billion euros was released on 6th March for the construction of infrastructures in Italy. The Interministerial Committee for Economic Programming gave the greenlight for the release of the 17.8 billion: 8.510 billion in public funds and 8,090 in private contributions to which 1.2 billion can be added for schools and prisons. 1.3 billion euros will notably be used for the controversial building of a bridge over the Messina Strait to link Sicily with mainland Italy. The bridge, which is 3,69 km long and suspended 64 metres over the sea will cost 6 billion euros in all.

The coalition government of Latvia, a country facing a major economic crisis will comprise five political parties and will have a 63 seat majority out of 100 in parliament announced Prime Minister Valdas Dombrovskis on 4th March. It will have the vital majority to offer the necessary political support to the austerity measures that Latvia is obliged to implement. It still has to win the support of Parliament. Apart from the three outgoing government parties (the Union of Greens and Farmers, the People's Party and the Fatherland Party), New Era and the Civic Union will be part of the coalition.

On 8th March Luxembourg Treasury Minister Luc Frieden and his Swiss and Austrian counterparts, Hans-Rudolf Merz and Josef Pröll met in view of adopting a joint strategy before the G20 on 2nd April in London. They notably discussed the issue of banking secrecy which is increasingly being criticised during the financial crisis.

British Prime Minister Gordon Brown travelled to Washington on 3rd March. With American President Barack Obama they re-iterated their commitment to "a special relationship" between their two countries. During a joint press conference Gordon Brown said that he wanted to boost strong bilateral co-operation and face the economic and financial crisis together with the USA. Barack Obama said that those who said that the bilateral relationship has deteriorated should not be believed. Apart from economic issues the two leaders also discussed Afghanistan, Iraq and the situation in Palestine. On 4th March the British Prime Minister spoke to both chambers of Congress.

Bank

The British government announced on 7th March that it was going to guarantee the equivalent of 260 billion pounds in toxic assets of the Lloyds Banking Group (LBG) and it would then be the major shareholder in the group born of the merger between the HBOS and Lloyds TSB banks. By joining the Assets Protection Plan LBG ensured that 260 billion pounds (290 billion euros) in risky asstes were guaranteed by the government to a total of 90%, beyond the franchise of 25 billion pounds that will still be the bank's responsibility. In exchange the government is to bring its shares in LBG's capital up from 43% to 65%. By the inclusion of special shares this will rise beyond a theoretical 77% maximum; the government accepted not to beyond the 75% point to avoid the total nationalisation of LBG.

On 6th March British Prime Minister Gordon Brown called for a "global green new deal" as he launched his Low Carbon Industrial Strategy at the Royal Society. Gordon Brown was accompanied by his Trade and Energy Ministers Peter Mandelson and Ed Miliband. The aim of this meeting with industrialists was to establish the UK's priorities in order to take best of advantage of the new world economy based on low energy consumption.

Albania is to borrow 250 million euros from the Deutsche Bank and the Greek Alpha Bank to cover its budgetary deficit said the Finance Ministry spokeswomen Eva Simoni on 6th March. Deutsche Bank and Alpha Bank were selected after a call for tender that was launched at the beginning of January by the Albanian authorities to which seven other international banking institutions responded.

On 3rd March the IMF announced that it would grant a 540 million dollar loan (426 million euros) to Armenia that is sorely affected by the world economic and financial crisis. To face the crisis "the Armenian authorities have adopted a sound, credible economic programme to re-establish confidence in the currency and the financial system and to protect the poor," added the IMF in a press release. "I shall therefore recommend the directorate approve the request for 540 million dollars for a 28 month aid programme," declared IMF Director General Dominique Strauss Kahn.

Russian President Dmitri Medvedev travelled to Spain on 2nd and 3rd March. The Spanish and Russian governments signed a "protocol co-operation agreement on energy" on 3rd March with regard to oil, gas, coal as well as renewable and alternative energies announced the presidency of the Spanish government. Both countries plan "to establish the foundations of real co-operation" in terms of the prospection and drilling for fossil fuels, the development of "new clean technologies", together with the transport and distribution of natural gas. The agreement will also focus on the production of electricity using renewable, clean energies. After the meeting Dmitri Medvedev gave a press conference where he broached the subject of European security.

On 4th March Serb Secretary of State for Justice, Slobodan Homen announced that a Serb Justice Ministry delegation had received the draft agreement in the Hague that Serbia is to sign with the EU with regard to co-operation between the prosecutor's office, the police and justice of all EU Member States. He added that this agreement "is one of the most important stages on the road to European integration."

The World Bank granted a loan of 34.9 million euros to Serbia to support its budget indicated a representative of the Bank in Belgrade, Simon Gray on 6th March. The twenty-year loan with an extension period of eight years is mainly designed to support the Serb budget as well as the reforms set in motion by the government.

Ukrainian Prime Minister Yulya Timoshenko made a working visit to Paris on 4th march during which she spoke with French President Nicolas Sarkozy, French Prime Minister, François Fillon and Economy Minister Christine Lagarde. In a column published on the occasion of this visit Yulya Timoshenko called on France to help the Ukraine draw closer to the EU and said she hoped Russia, the Ukraine and EU Member States would come together during the present crisis rather than continue in their division. Whilst she was in France Ukrainian security commandos investigated Naftogaz to bring together documents as part of an inquiry into the recent gas agreements with Russia.

On 5th March the Foreign Ministers of NATO Member States decided to re-initiate the work of the NATO-Russia Council. American Secretary of State, Hillary Clinton called on NATO to "relax" relations with their Russian partner. The Atlantic Alliance suspended its formal relations with Russia seven months ago because of the Russian-Georgian war.

NATO Foreign Ministers who met on 5th March to prepare for the next NATO summit in Strasbourg and in Kehl on 3rd and 4th April discussed the Alliance's Security Declaration that is to be adopted during the summit. They exchanged views on the political and military situation in Afghanistan highlighting the next presidential election, the formation and development of national Afghan security forces and the enhancement of co-operation between donors and international organisations.

According to figures published by Eurostat on 5th March the GDP in the euro area and that of the EU declined by 1.5% in the fourth quarter of 2008 in comparison with the previous quarter. During the third quarter of 2008 the growth rate lay at -0.2% in the euro area and -0.3% in the EU. In comparison with the fourth quarter of 2007 the GDP declined by 1.3% both in the euro area and in the EU against +0.6% and +0.7% during the previous quarter respectively.

On the occasion of International Women's Day on 8th March the Statistics Office of the European Communities, Eurostat, published on 6th March figures on women in the EU. The number of women in the EU in 2008 lay at 250 million. 27% of them were aged under 25, more than half (54%) were aged between 25 and 64 and nearly one fifth (19%) were over 65. It is revealed that the proportion of women doctors is rising, together with the number of university teachers and executives. Finally women represent more than half of students at university.

On 4th March the Eurobarometer study on women and the European Parliament elections was published; it reveals that European women expect action on the part of the Parliament with regard to wage equality, against violence to women, as well as with regard to childcare structures and the inclusion of the years spent caring for children in the calculation of retirement pensions. "On the eve of International Women's Day and in view of the upcoming European elections this Eurobarometer and the accompanying socio-demographic analysis strengthen our work that aims to bring us closer to the European citizen," said Rodi Kratsa-Tsagaropoulou, Vice-President of the European Parliament.

On 3rd March Luc Van den Brande, Chairman of the Committee of Regions and Margot Wallström, Vice-President of the European Commission presented a Eurobarometer survey indicating a majority of European citizens believe that regional and local authorities comprise the level of governance in which they have most confidence and are better placed to explain the effects of community policy on daily life. Undertaken between October and November 2008 the survey reveals that regional and local government is thought to be the most credible type of governance in Europe. Whilst only one third of citizens would provide their national government with their confidence (34%), half of them say they are confident in their local and regional authorities (50%), a figure which is higher than the level of confidence in the EU (47%).

EU in 2008

On 4th March the Commission published the General Report on the Activities of the European Union. Amongst the most significant facts feature the international financial crisis and climate change. Several international conflicts were the focus of a rapid, effective European reaction, placing the Union on the forefront of the world political arena. The ratification process of the Lisbon Treaty that was held up after the victory of "no" vote in the Irish referendum in the spring and its revival during the European Council in December comprised the year's main institutional event. The 250 page report focuses on four strategic objectives defined by the Commission at the start of its term in office: prosperity, solidarity, security and the Union's role as a world partner. Three other chapters are dedicated to institutional life and organisations, the budget and financial activities together with the general political and economic framework of community activities.

Women

1 January 1970

On the occasion of International Women's Day a report by the Council of Europe published on 5th March revealed inadequate representation of women in politics in Europe. Only Sweden, Finland and the Netherlands have reached the minimum required percentage in their national parliaments, established at 40% in a recommendation dating back to 2003.

Bulgaria

1 January 1970

The air in Bulgaria is the most unbreathable in the EU with record quantities of dust particles according to a report presented by the Environment Ministry. The average level of particles in the air has risen over the last few years to 55 microgrammes per cubic metre in comparison with 30 microgrammes on average in the other EU Member States, whilst the maximum norm admitted is 40 microgrammes according to this study. The phenomenon can be explained by the fact that two years after the country's accession to the EU road traffic has increased, the cars in use are old, heating is coal fired and power stations and heavy industry still do not match EU standards.

Sweden

1 January 1970

Swedish arms and defense equipment exports rose sharply in 2008 by 32%, to 12.7 billion krona (1.1 billion euros), according to figures published on 3rd March by the Inspectorate of Strategic Products (ISP). Exports headed by major contracts such as the sale of Gripen fighter planes to South Africa or armoured cars to the Netherlands and Denmark were mainly undertaken within the EU (59%), then to countries "with established co-operation contracts (USA, Australia, Canada, Japan, Singapore, South Africa and New Zealand), - 28%. Finally 13% was exported to twenty other countries mainly Pakistan, India, South Korea, Chile and Saudi Arabia.

IMF

1 January 1970

The world financial crisis is seriously effecting the poor countries, including sub-Saharan Africa said Director General of the IMF, Dominique Strauss-Kahn on 3rd March. According to an IMF study over 20 countries are particularly vulnerable at present due to the effects of the crisis. The economic perspectives of low revenue countries have worsened significantly; the world crisis is weighing heavily on their exports as well as on direct foreign investment incomes. The IMF therefore said it was ready to help these countries to face their economic problems, notably thanks to an increase in financial aid, a technical and advisory assistance programme and the organisation of a major international conference on 10th and 11th March.

Humanism

On 4th March Joelle Milquet, Belgian Deputy Prime Minister and Employment and Equal Opportunities Minister published with the publishers Luc Pire a book entitled "Une nouvelle réponse politique à la crise: l'humanisme démocratique". During the present economic and financial crisis she explains how democratic humanism "the new utopia of the 21st century" which rises beyond Socialism, Liberalism and ecology comprises a political response to the present crisis.

Culture

Exhibition/Rostock

The Kulturhistorisches Museum Rostock is presenting an exhibition on 24th May "Masterpieces of Modernity". It reveals work that was saved by a collector at the end of the 1930's but until today remained hidden because there was no legal confirmation of who they belong to. Max Pechstein and Otto Dix are on show next to the stars of Bauhaus, Ernst Barlach and Willi Baumeister. All of this work have one point in common : they are direct witnesses of the darkest hours of Germany's past.

Exhibition/Madrid

1 January 1970

From 24th Februray to 31st May there will be an exhibition "Sleeping Beauty, Victorian Painting" at the Prado Museum in Madrid. This exhibition aims to palliate the lack of British paintings in the museum's collection by presenting 17 English 19th century works of art notably by Burne Jones, John E Millais, Dante Gabriel Rossetti, Thomas Seddon and William Holman Hunt.

Museum/Berlin

1 January 1970

Torn apart by Allied bombing at the end of the war the Neues Museum in Berlin opened its doors again on 5th March decades after being abandoned. It is soon to host the bust of Nefertiti. This rebirth after six years of work the "New Museum" completes the "Museum Island", a site that was listed as part of human heritage by the UNESCO ten years ago. British architect David Chipperfield deliberately chosen to leave visible traces of History, notably the impact of the bullets. The issue was whether to rebuild or repaint the building identical to the previous Prussian construction or to add to it with new modern materials.

Exhibition/Vienna

1 January 1970

Rembrandt and his 17th century Dutch contemporaries have the seat of honour until 21st June in an exhbition entitled "The Age of Rembrandt" at the Albertina Museum in Vienna. The exhibition, which is the work of Curator Marian Bisanz-Prakken, focusses above all on small pictures dedicated to flowers, animals and every day characters, together with landscapes and maritime scenes which the Dutch liked very much at that time to decorate the walls in their homes.
