Elections/Luxembourg

1 January 1970

The Christian Social Party (PCS/CVS) of Prime Minister Jean-Claude Juncker won the general elections that took place in Luxembourg on 7th June last, on the same day as the European election. He won 38.04% of the vote and 26 seats (+ 2 in comparison with the previous election on 13th June 2004). He came out ahead of his outgoing coalition partner, the Socialist Workers' Party (POSL/LSAP), that won 21.56% of the vote and 13 seats (- 1). The Democratic Party (PD/DP) won 14.98% of the votes and 9 seats (-1). Dei Geng-the Greens (G) remained stable and won 11.71% of the vote and 7 seats. Action for Democracy and Justice for Pensions (ADR) recorded a decrease: 8.13% of the vote and four seats (- 1). Its leader Roby Mehlen, an MP for 20 years, was not re-elected. Dei Lenk-the Left (L) won 3.29% of the vote and one seat (André Hoffmann in the South constituency). Finally the Communist Party (KPL/PCL), won 1.47% and the Citizens List (B), 0.81%.

European Elections

The right and the centre right won in 14 Member States and the left in 11 in the European elections in 2004. In 2009 the right and centre right were victorious in 20 Member States and the left in seven (Slovakia, Malta, Denmark, Romania, Sweden and Estonia). The continuous decline in turnout is worrying and should make political leaders think about how to define issues in these elections. The election also distinguishes itself because of the collapse of the social democratic parties that struggled to be a credible alternative in the crisis, there has been a relative stagnation of the extremists (the far right achieved a double figures in eight Member States: Belgium, Netherlands, Hungary, Finland, Austria, Denmark, Bulgaria and Italy) and a certain decline by the Euro-sceptics (except in Austria and the UK). Given the economic crisis Europeans mostly showed their confidence in the moderate forces that offered European answers to settle problems.

The Robert Schuman Foundation has published an interactive map on its site devoted to the European elections with the results from all 27 Member States. In line with the latest figures that are still provisional on the part of the European Parliament, it has also published the new composition of the European Parliament, the distribution of the seats by political group in each Member State, the turnout in each of the 27 Member States, as well as a table on the women elected to the European Parliament for the 7th legislature (2009-2014).

Column/Figaro

After the European elections in the 27 EU Member States Jean-Dominique Giuliani was guest on Figaro.fr to analyse the effects of the election. He believes that the European left failed in its "always more social" strategy. He also published a column in the Figaro entitled "Ce que permettra la nouvelle physionomie du Parlement de Strasbourg" (What the Strasbourg Parliament's new face will bring us), in which he anticipates the possible alliances within the European Parliament.

Financial Crisis

Austria

According to figures published by the Austrian Statistics Office imports declined by 18.8% in the first quarter of 2009 and exports dropped by 23.2% in comparison with the same period in 2008. The trade balance demonstrated a deficit of 1.15 billion euros in the first quarter. In EU trade Austrian imports declined by 20.4% and exports by 25.2% whilst with third countries they decreased by 14.4% and 17.8% respectively.

Sweden

1 January 1970

The European Central Bank announced on 10th June that it was to grant 3 billion euros to the Swedish National Bank, Sveriges Riksbank so that it could face the dangers of a crisis in the country's banking system. In addition to this Sweden's budgetary deficit forecast in 2009 and 2010 has been raised and is due to reach 198 billion Krona (18 billion euros)this year instead of 135 billion forecast in March, said the Stockholm National Debt Office on 12th June.

UK

According to figures published by the British Statistics Office production dropped by 3.2% in the first quarter of 2009 in comparison with the fourth quarter and by 12.6% in comparison with the first quarter of 2008. However between March and April and for the second time running industrial production increased by 0.3%. At the same time the UK's trade deficit increased sharply between March and April rising from 6.5 billion £ to 7 billion (over 8 billion euros).

Latvia

1 January 1970

On 10th June in Brussels Latvian Prime Minister, Valdis Dombrovskis met the European Commission President José Manuel Barroso. They discussed the Latvian economic situation and the progress made by the country in terms of budgetary reform. The government decided to reduce salaries in the public sector by 20% and retirement pensions by 10%. In a context in which devaluation of the national currency (the lat) "is unacceptable" according to the Commission these policies aim to allow the release of additonal aid to a total of 1.2 billion euros. Latvia has already benefited from a rescue plan of 7.5 billion euros led by the IMF with the participation of the European Commission.

IMF

1 January 1970

On 8th June the International Monetary Fund (IMF) published its end of mission declaration on the policies implemented in the euro area. The IMF encourages countries to establish more decisive measures especially in the financial sector. With regard to the future the IMF remarks that there are some signs of improvement but recalls that recovery will be long and uncertain, notably because of deflationist pressure. Finally the institution recommends a policy to maintain price stability and recalls the viability objective of public funding.

Lithuania

1 January 1970

The National Lithuanian Statistics Office has published the country's external trade results that have been seriously affected by the world economic crisis. In one year exports have fallen by 29.3% and imports by 43.8%. Over the January-April 2009 period, the main trading partners with Lithuania were Russia (12.5% of exports and 29.2% of imports), Latvia (10.2% of exports and 6.2% of imports) and Germany 9.3% of exports and 11.2% of imports). In addition to this the Statistics Office measured a 0.2% decline in inflation between April and May 2009.

World Bank

According to the most recent forecasts by the World Bank, the world's economy is due to decline by nearly 3% this year, much more than indicated in a previous estimate - 1.7%. Most of the economies in the developing countries are to contract this year and witness a further decline in their perspectives. "Although we are expecting growth to start again in 2010 the pace of recovery is uncertain and the poor populations in many developing countries will continue to suffer the effects of the crisis," said Robert Zoellick, President of the World Bank.

Spain

1 January 1970

The Spanish economy will remain in recession at least until the end of 2010 with a GDP contraction of 3.6% in 2009 and 0.3% the following year according to forecasts published on 12th June by the government. The return of growth is to start in 2011 with a rise in the GDP of 1.8% then 2.7% in 2012 said Economy Minister, Elean Salgado after a Council of Ministers meeting. The Spanish government is also forecasting a public deficit of 7.9% in 2010 and 5.2% in 2011 ie levels that are clearly higher than the 3% limit set in principle by the Stability and Growth Pact.

EIB

During the annual session of the EIB Council of Governors on 9th June EIB Chairman Philippe Maystadt reported on the Bank's activities in 2008, EIB action in response to the crisis and the future direction that is planned in support of economic recovery. In the face of rising demand for funding during the economic and financial crisis, the EIB intends to increase the total volume of its loans in the EU and in the so-called pre-accession countries, to bring the sum to 70 billion euros in 2009. Between October 2008 and the end of May 2009 loans signatures in the EU rose to 46.9 billion euros ie a rise of 63% in comparison with the same period a year ago. At the same time payments increased by 37% year on year to reach 35.8 billion euros.

Investments

1 January 1970

Direct foreign investments in Eastern Europe are due to decline by 50% this year due to the world economic crisis said the Viennese Institute for Comparative Economic Studies (WIIW). According to this reference institute their volume is due to drop to 20 billion euros in the 10 new EU Member States in comparison with 44.86 billion in 2008 which observed declines of between 20 and 80% in the first quarter. Direct foreign investments had already decreased by 9% in 2008 after having grown regularly over the previous years.

Belgium

1 January 1970

Belgium officially entered recession with a further contraction of its GDP by 1.7% in the first quarter of 2009, according to a second estimate by the National Bank of Belgium published on 10th June. In its first estimate at the end of April the bank showed that it was slightly less pessimistic forecasting a decline of 1.6% of the GDP. In the fourth quarter of 2008 the Belgian economy already contracted by 1.7%. The country is experiencing recession, defined by a decline in the GDP for at least two consecutive quarters. The bank is now forecasting a GDP contraction of 3.5% this year instead of a forecast of -1.9% in February. In 2008 the Belgian economy still demonstrated growth of 1%.

On 13th June G8 Finance Ministers welcomed the first signs of "stabilisation" in the world economy and started to talk of strategies to emerge from the crisis whilst highlighting that for the time being recovery work had to be maintained. After the meeting in Lecce, G8 Ministers (Germany, Canada, USA, France, UK, Italy, Russia, Japan) published a joint press release which was voluntarily cautious given the declarations that are growing about the end of the crisis.

After the decision by the World Health Organisation to bring the alert level up to grade 6 the Czech Presidency represented by the Czech Healthcare Minister, Dana Juraskva and the European Commission via the European Commissioner for Healthcare, Androulla Vassiliou agreed on 11th June on the application of national action plans within the EU.

On 10th June the European Commission presented its community strategy for the Baltic Sea. The region is facing pressing challenges including the deteriorating state of the Baltic Sea, poor transport links, barriers to trade and energy supply concerns. These problems have been exacerbated by a lack of effective coordination. The Strategy, presented by Danuta Hübner, Commissioner for Regional Policy, above all aims to maximise the development potential of the Member States and regions in the Baltic Sea area, which is home to nearly 100 million people. The strategy takes the form of a communication and an action plan with a list of 80 flagship projects, some of which have already been launched. The four cornerstones of the strategy are to make this part of Europe: environmentally sustainable (process waste water); prosperous (promoting innovation in small and medium enterprises);accessible and attractive (improving transport links); safe and secure (better accident response).

On 10th June the European Commission advised on the establishment of a common entry visa for all EU countries to limit fraud and progressively to eliminate the number of countries on the "black list". "The Union has to plan for the creation of a joint European Schengen visa" said Jacques Barrot, Commissioner for Justice, Freedom and Security as he presented an action plan for the next five years. In the long run the measure aims to estblish EU consular offices and to impose common rules for the delivery of visas. An electronic control system of entries and departures would enhance the security process.

Canada

On 10th June the European Union and Canada started negotiations for the conclusion of an Economic and Global Trade Agreement that is due to be signed in two years time and which will benefit the economies of both partners to a total of 20 billion euros per year. European Commission for External Trade, Catherine Ashton and Canadian Trade minister Stockwell Day decided to start the first round of negotiations in October. Canada and the 27 Member States met at the beginning of May to launch talks in spite of Ottawa's discontent after the European Parliament banned the trade of seal products.

Bathing

1 January 1970

The annual report on bathing waters presented by the European Commission and the European Agency for the Environment on 11th June shows that in 2008 most bathing sites in the EU were in line with community hygiene standards. 96% of the bathing areas on the coasts and 92% of the sites on riverbanks and lakes meet with minimum standards. The report provides useful information on the quality of water used by millions of people who go to European beaches every summer.

Electrabel

1 January 1970

On 10th June the European Commission imposed a fine of 20 million euros on the Belgian energy group Electrabel, a branch of the French company GDF Suez, for not having respected certain European rules. Electrabel is accused of having taken over the Compagnie Nationale du Rhône (CNR), a French hydro-electric producer, before having received the go-ahead from Brussels. For the Competition Commission Neelie Kroes, "it is a clear sign that the Commission will tolerate no infringement of a fundamental rule of the European system to monitor mergers and acquisitions." Electrabel notified Brussels its intention to take over CNR on 26th March and received the green-light on 29th April.

The 27 European Finance and Economy Ministers, who met on 8th and 9th June notably looked at the reform of the European financial surveillance framework together with the recommendations put forward by "the Larosière" group and the communication published by the European Commission on 27th May last. These proposals will be presented for adoption during the European Council on 18th and 19th June next; they adopted the conclusions on the international financial aspects of the fight against climate change which are also being submitted to the European Council and on the promotion of good governance in the fiscal area to an international level.

Transport/Energy

On 11th and 12th the 27 Telecommunications Ministers discussed the enhancement of security and information networks as well as the future of the European networks information and security agency (ENISA). The European Union needs an effective tool to guarantee the security of networks and the stability of the internet. They spoke in favour of the extension of the ENISA mandate. The 27 Transport Ministers came to an agreement to make rail freight transport along the "international corridors" more reliable in Europe; so that they are better organised and limit rising lorry traffic. Finally the 27 Energy Ministers adopted a draft directive relative to emergency oil stocks that oblige Member States to have 1/3 of their stocks in the shape of oil products and defines the rules of stock availability in times of crisis.

Employment

The 27 Employment, Social Policy, Healthcare and Consumer Ministers adopted conclusions on flexicurity during the crisis on 8th and 9th June. They came to a political agreemeent on the guidelines for employment policies in the Member States in 2009. They adopted conclusions on equal opportunities for men and women (active and dignified ageing) and the inclusion of the Roms. The Ministers also adopted a regulation on the cost of roaming, continuing the reduction in charges and extending price ceilings where applicable - not only for calls but also for SMS and data services. They agreed on the presentation of a proposal to modify the Kyoto Protocol as a contribution to negotiations on an international agreement after 2012 on climate change.

During a Franco-German meeting in Paris on 11th June German Chancellor Angela Merkel and French President Nicolas Sarkozy recalled their support of the new candidature of outgoing European Commission president José Manuel Barroso but the latter must present his programme first. Germany and France want to consult the new European Parliament whose term in office starts on 14th July before taking a decision. In addition to this Angela Merkel and Nicolas Sarkozy agreed to launch an ambitious programme for the new European Parliament's term in office that will notably focus on the long term reform of the financial markets and the fight against climate change. They also deplored the trial undertaken by the Burmese junta against Aung San Suu Kyi. Finally they agreed to allow a few months to pass before deciding on the future of the military transport airplane, Airbus A400M, which has been seriously delayed.

Naturalisation

94,500 foreigners acquired German nationality in 2008 ie 16% less than the previous year indicated the Federal Statistics Office on 12th June. This number has not been as low as this since reunification in 1990. The high point was reached in 2000 with 186,700 naturalisations after the introduction of a new access right to German nationality. Only 2.2% of those who were entitled to be granted German nationality have asked for it explained Destatis.

Twelve protected areas in eight countries in the Danube basin signed a cooperation agreement in Vienna on 9th June for the protection of their biospheres with the support of the EU. "We want to highlight that the Danube is the joint heritage of Europe," said the initiative's (entitled Danubeparks) spokesperson, Director of the Austrian National Park Donau-Auen, Carl Manzano. Each area is to employ a project manager who will coordinate cooperation with the partner parks, funded notably by European Funds, in the participating countries (Germany, Austria, Slovakia, Hungary, Croatia, Serbia, Bulgaria and Romania). Ecotourism is another area of cooperation planned for in the Danubeparks project. A budget of 2.8 million euros over three years has been released. Amongst the countries that lie on the river only Ukraine and Moldova are not participating in the programme.

A Council of eminent Europeans working with Bulgarian Prime Minister Serguey Stanishev (Paul Demaret, Rector of the College of Europe, Josep Piqué, former Spanish Foreign Minister, Aunus Salmi, former member of the European Auditors Court, Antonio Vitorino, former European Justice Commissioner, Casimir de Dalmau, Executive Director of Catalan executives and Dominique de Villepin, former French Prime Minister) observed on 9th June that the European integration of Bulgaria has raised some unprecedented problems which will serve as lessons during any other future enlargements of the EU, notably in the Western Balkans. In its report the council advises Brussels "to find a new strategic vision, a new partnership", with the EU candidate countries. The council notably proposes "a new progressive, open and flexible integration model - that is staggered and in which the EU's political and economic solidarity with regard to the candidate countries has to play an important role from the very start."

The head of the local government of Greenland, a semi-autonomous territory of Denmark, Kuupik Kleist (IA, Inuit Ataqatigiit) winner of the general elections on 2nd June, presented, on 10th June, his government that is responsible for settling the island's major economic and social problems. The government will have to initiate the status of extended autonomy adopted by 75% of the Greenlanders during a referendum in November last and which opens the way to independence on this strategic island in the Arctic. This government comprises 9 ministers, including 4 women.

Spain

South/Atlantic

Twelve countries of Europe, Africa and Latin America, which met on 12th and 13th June in the Canary Islands as part of the South Atlantic Initiative decided to enhance their cooperation notably in the areas of the fight against drugs trafficking and maritime piracy. The "Lanzarote Declaration" published after the meeting mentions the "added value of joint work in areas such as (...) the fight against drugs trafficking and other illegal trafficking as well as maritime piracy". On Spain and Portugal's initiative this was the first "open and informal" high level meeting in the "South Atlantic Initiative" which aims to promote trade and cooperation in this geographic sector.

Estonia

On 9th June Estonian Prime Minister Andrus Ansip met German Defence Minister Franz Joseph Jung in Tallinn. The discussion mainly focused on military cooperation between the two countries within NATO and the EU. Andrus Ansip recalled the importance of the strategic cooperation of his country with Germany which is part of the hard core of these two organisations. In addition to this the two men spoke of the launch of a Cyber-Defence Centre within NATO. This was created thanks to cooperation between Estonia and Germany. This subject is of particular importance to Estonia which claims to be the "all Internet" State and fears cyberwars which it might be particularly vulnerable to.

In a communication by its transport and communications minister on 9th June Finland issued a warning to European transport ministers. The minister points to the Russian project to make it compulsory for any containers arriving in Russia to be transported by rail or sea. "I believe it is wise from a climatic and logistical point of view to transport as much as possible by rail but transferring the transport of containers over to rail cannot be undertaken because of a last minute administrative decision," declared Mr Vehviläinned, the Finish Minister in charge of the subject. The Finns fear that this Russian decision will paralyse trade along the Union's eastern border. In 2008 around 200,000 containers were taken from Finland to Russia, only 4% travelled by rail.

According to INSEE figures published on 11th June paid work declined by 1.2% in mainland France in the first quarter of 2009 in comparison with the 4th quarter of 2008, with 192,500 jobs lost mostly in the trading sectors. Nearly twice as many jobs were destroyed in the first quarter of 2009 than in 2008. Over one year paid work in the private sector revealed a contraction of 2.3% with 15,696,900 people working which corresponds to the destruction of 375,700 jobs since the end of the first quarter of 2008.

Internet

On 10th June the Constitutional Council censured a measure in the Hadopi law that allowed the administration to cut the internet connection of users accused of illegal downloading. It believes that only a judge can decide on the restriction of freedom together with the cut in access to the internet. In its opinion the freedom of communication as set down in the Declaration of Human Rights includes the possibility of accessing on-line services. The council acknowledges for the first time the fundamental right to internet access. The next day the European Commission welcomed "the clarification" of the situation in France thereby hoping that this will make it possible to continue the reform of the telecoms market in the EU.

The 48th international aeronautic and space exhibition from 15th to 21st June at the Bourget is celebrating its centenary this year: it was first held in 1909. For the 100th anniversary in 2009 emblematic planes from the past will fly during the days when the exhibition is open to the public on Saturday 20th and Sunday 21st June - these include Blériot XI, Douglas DC3, the Lockheed Constellation or the Mirage III. This airshow will be opened by the Patrouille de France, which has not been back to the Bourget since 1975.

Italy

Chrysler/Fiat

American Chrysler and the Italian Fiat car groups completed the agreement to enable the purchase of Fiat's assets by Chrysler, said the two companies on 10th June - the day after the green-light given by the Supreme Court of the USA. This company will be called Chrysler Group LLC, and will initially be controlled to a total of 20% by Fiat which is not providing money but its technology and new models. Its participation will rise gradually to a total of 35%.

A G8 meeting devoted to development, extended to six emerging countries opened on 11th June in Rome and looked into the impact of the economic crisis and sustainable development by granting greater importance to Africa. "The impact of the economic crisis on developing countries and on sustainable development are central themes" in this meeting said the Foreign Minister in a press release. With regard to sustainable development "the aim is to harmonise and provide greater coherence to cooperation in the various areas of development, education, environment, healthcare, food security - to optimise available resources.

On 9th June his Royal Highness the Grand Duke received Luxembourg Prime Minister Jean-Claude Juncker. After talks with the countries main political leaders the Grand Duke asked him to form a new government. The Prime Minister said after the talks that he was going to suggest to his party that negotiations start quickly with the Socialist Party (PSOL) to establish "a government that will continue work and which is responsible, which the country needs". After his appointment Jean-Claude Juncker received a PSOL delegation on 13th June for prior discussion in view of preparing negotiations that will lead to the formation of a new government.

On 8th June Dutch Justice Minister Hirsch Ballin suggested to take steps within the EU that aimed to make it easier for national authorities to deprive criminals of the gains of their misdeeds by simplifying the procedure to seize criminals assets. If these new legislative measures are approved by the other Member States they will be implemented rapidly across the entire Union. This project is part of the framework programme established in the Netherlands by the Justice Minister who aims to step up the fight against economic and financial crime. It also helps towards the new European programme in judicial cooperation that will be implemented by Stockholm at the end of 2009. The measures notably involve financial inquiries, the confiscation of property and bans on leaving the country.

Polish Prime Minister Donald Tusk met the President of the European Central Bank on 8th June. The roadmap for the adoption of the euro as well as the reform of finacial surveillance were the main subjects which the two men discussed. The Prime Minister believes that in the light of recent economic results Poland continues to believe it should remain moderately optimistic during the crisis. He stressed the government's will to continue the work started by the Council of Ministers and Finance Minister Jacek Rostowski just before economic slowing started. The aim of this is to maintain a relatively low budgetary deficit. He added that in spite of such requirements the country had always aimed to join the euro area as soon as possible.

On 10th June British Prime Minister Gordon Brown revealed his view of the reform of Parliament to British parliamentarians, stressing that everyone had to help to win back cititzens' confidence. In his opinion the procedures relative to MPs expenses need to be changed, also with regard to the freedom to access information and the modernisation of the House of Commons. The regulations of both chambers may now be defined by an independent agency.

Kosovo

France

On 8th June Kosovar Prime Minister Hashim Thaçis was on an official visit to Paris where he met French President Nicolas Sarkozy. Both leaders spoke of the bilateral relations between their two countries and the possibility of deepening these. Nicolas Sarkozy guaranteed the young Kosovar State that he would continue to support it on its road to consolidating democracy and prosperity. He also said that he supported Kosovo's integration of the EU and of NATO.

Outgoing Montnegrin Prime Minister Milo Djukanovic was re-elected on 11th June as head of the new pro-European government. His coalition "European Montenegro" won 48 seats out of the 81 in the Montenegrin Parliament. During a speech delivered on 9th June to MPs he confirmed Montenegro's desire to enter the EU and NATO.

Guantanamo

On 1st and 2nd June after a visit to the USA Human Rights Commissioner Thomas Hammarberg called on all Member States of the Council of Europe to receive former prisoners who have been cleared and who require international protection. He also asked the USA to offer "cleared" prisoners domicile in the country. During his visit to Washington he met the special envoy for the closure of the detention centre of Guantanamo as well as representatives of the Department of State, the National Security Council, the Whitehouse and the Defence Department.

Bosnia-Herzegovina

On 11th June the Advisory Committee on the Framework Convention for the Protection of National Minorities (FCNM) published an opinion on Bosnia-Herzegovina together with some government comments. The committee adopted this opinion after undertaking a visit to the country in March 2008. The main conclusions establish that legislation for the protection of minorities was correctly set up but they reveal serious lacuna with regard to its implementation. Ethnic segregation is still at large in Bosnia-Herzegovina, notably with regard to the Roms, in spite of several action plans for Rom housing, employment and healthcare.

Fisheries

On 8th June Pascal Lamy, Director General of the WTO called for a Doha agreement on sustainable fishing. Concerned about over fishing and the exhaustion of fish stocks which is bad for the diversity of species but above all for the 43.5 million fishermen in the world, he recalled that WTO members were at present holding talks to help the fishing sector become more viable. "If an agreement was concluded now as part of the WTO this would guarantee richer oceans for future generations," he declared.

The delegates of 183 countries met in Bonn, Germany to negotiate a text that will replace the first phase of the Kyoto protocol which will end in 2012. Talks on climate change ended on 12th June with progress having been achieved even though there is still "great room to manoeuvre" according to the UN Framework Convention on Climate Change. Yvo de Boer, executive secretary of the Framework Convention said he was pleased to see that governments had pinpointed areas they wanted to address in the final press release in Copenhagen, even though negotiations are still far from the emissions reductions advised by scientists.

Defence Ministers of the NATO countries met in Brussels on 11th and 12th June for the first time since the Strasbourg/Kehl summit. They thought the security situation in Kosovo positive and decided to reduce NATO forces there. A Euro-Atlantic Partnership Council (EAPC)meeting also took place looking into the enhancement of interoperability between NATO members and EAPC partners. Ministers also spoke of NATO's reaction force's (NRF)future mission. On 12th June the North Atlantic Council was devoted to the transformation of the defence sector. The last session brought together allied ministers and their partners from non-NATO member countries, such as the Afghan Defence Minister, Mr Wardak, and representatives of international organisations present in Afghanistan to look into the training mission in Afghanistan (NTM-A) and the anti-drugs fight undertaken in the country.

According to figures published by Eurostat on 11th June the EU's current operations account recorded a deficit of 50.8 billion euros in the first quarter of 2009 in comparison with -46.2 billion in the first quarter of 2008 and -57.3 billion in the fourth quarter of 2008. However the balance of services demonstrated a surplus of 15.3 billion in comparison with 18.5 billion in the first quarter of 2008 and +17.1 billion in the fourth quarter of 2008.

According to figures published by Eurostat on 12th June industrial production declined by 1.9% in the euro area and by 0.9% in the EU in April 2009 in comparison with March 2009. In March production decreased by 1.4% and 1.3% respectively. In April 2009 in comparison with April 2008 industrial production declined by 21.6% in the euro area and by 19.4% in the EU.

In a study by the DGAP entitled "Energiebeziehungen zwischen Russland und der EU in der Krise" (Energy Relations between Russia and the EU during the Crisis), Stefan Meister believes that the gas conflict between Ukraine and Russia at the beginning of 2009 damaged long term the relationship of trust between Russia and the EU. Whilst the Russians believe that Brussels does not put enough pressure on Kiev and that Gazprom is just as responsible as Kiev for the escalation in the conflict, EU critics feel that their warnings against excessive dependency on Russia with regard to energy are confirmed. Both the Russian proposal to draw up a new framework contract in the energy area as well as the EU's idea to establish a Eurasian energy forum have found little response.

The Swedish Institute of European Studies (SIEPS) has just published a study on the Czech Presidency of the Council of the European Union. This analysis looks into the priorities of the Swedish Presidency and the European agenda, as well as the influence of Czech domestic policy and external events on this presidency. Apart from a serious internal political crisis the Czech Presidency has had to face the gas crisis between Ukraine and Russia, the declining situation in the Gaza Strip and the worst economic and financial crisis since the Depression of the 1930's.

On 9th June the Centre for European Policy Studies published a work entitled "Policy-Making in the EU: Achievements, Challenges and Proposals for Reform". In their study the authors, who are also researchers, political decision makers and businessmen analyse the decision making process within the European institutions, the reglementation of European law and its implementation; they provide advice which may stimulate reform both in the short and mid-term.

The Bruegel Institute has published a study by Nicolas Véron and Adam Posen entitled "A solution for Europe's banking problem". The economists plead in favour of a "sorting" and identification process of under captialised banks Europe-wide, with the creation of a supranational authority responsible for its supervision.

World military spending reached record heights last year, swollen by the war in Iraq, the return of Russia to the market and the rise of China, according to an annual report by the International Research Institute for the Peace in Stockholm (Sipri) published on 8th June. In 2008 spending reached 1,464 billion dollars, an increase of 45% over ten years, representing 2.4% of the world's wealth and 217 dollars per capita on the planet according to a Sipri report, the reference in arms and conflict in the world. In comparison with 2007 the increase totals 4% at constant prices.

Publibook has released work by Andre Danzin, Jean-Loup Felz and Jacques Masurel entitled "Une Europe nouvelle pour un monde nouveau" (A new Europe for a new World). Given the world crisis the authors who are specialised with regard to European issues try to provide renewed confidence in a strong, constructive Europe that is fully aware of the world's future problems. This work is prefaced by Robert Schuman Foundation Chairman Jean-Dominique Giuliani.

Anne Frank

On 12th June Anne Frank would have been 80 years old. For more than two years she lived with her parents, her sister and four other Jews in a specially equipped annex of an Amsterdam building. The writing of her famous "Diary" helped her put up with the confined space of their hiding place and the permanent fear of the family being discovered. Denounced on 4th August 1944 Anne Frank and her family were deported a short time afterwards to the concentration camp of Bergen-Belsen from which only her father escaped death. Anne Frank died in March 1945 only a few weeks before the liberation of the camp. Translated into more than 65 languages her Diary has been read by millions of people.

Giacometti/Basel

This summer the Beyeler Foundation is devoting an exhibition to Swiss artist (1901-1966) who became one of the most influential representatives of modern art in Paris. His fragile looking sculptures reduce the human being to a minimum, his paintings and his drawings still move us. This exhibition presents 150 major works of art that represent all periods of the artist's life; they belong to his family or to well known collections the world over. They are completed by some works of art by his father Giovanni (1868-1933), his brother Diego (1902-1985) and his uncle, Augusto (1877-1947). Alberto Giacometti's mother Annetta as well as his wife Annette, whose portrait he painted, are also presented in the exhibition.

The Granet Museum in Aix-en-Provence is devoting an exhibition to Picasso and Cézanne. This exhibition is on until 27th September and aims to highlight the major influence that Cézanne had over Picasso by revealing an intimate part of the artist's work which succeeded in developing, rising beyond and transcending the work of Cézanne.
