Faced with the disruptive brutality of the new American administration, Europe has only one choice, that of establishing a balance of power. According to Jean-Dominique Giuliani, any other attitude would lead to submission, notably to Putin and protectionism. He emphasises that 'we are no longer in the 19th century and its hackneyed recipes that have caused so many crises and fuelled so many conflicts.' Thus, Europe now embodies stability, but also reason and rights, and must be ready for a firm response.
