The Future of the European Project

15 European Political Studies schools are holding their second Summer University for Democracy organised by the Council of Europe in Strasbourg between 2nd and 5th July. Over 600 participants are debating the future of the European project. The Foundation's chairman Jean-Dominique Giuliani will speak at a special round table on 5th July entitled "50 years after the Rome Treaties: where is the European Project?"

End of a Crisis

As Portugal took over the Presidency of the EU on 1st July Jean-Dominique Giuliani, Chairman of the Robert Schuman Foundation took stock of the results achieved by the German Presidency of the EU and says what he thinks of the agreement between the 27 EU Member States during the European Council on 21st and 22nd June.

Presidency

European Social Fund

1 January 1970

On 28th and 29th June of the European Social Fund celebrated its 50th Anniversary during a conference organised by the German Presidency. The ESF helps millions of Europeans to enter the employment market and progress professionally. The ESF programmes (2007-2013) will have a budget of 77 billion euros to support training projects, access to employment, the fight against discrimination and the improvement of public services.

Portuguese Presidency/Priorities

1 January 1970

On 28th June the Portuguese Secretary of State for European Affairs, Manuel Lobo Antunes presented the priorities of the Portuguese presidency of the EU until 31st October next: the future treaty, the modernisation of the economy and the strengthening of the EU's role in the world. Apart from the intergovernmental conference which will be responsible for writing the treaty work on which will commence on 23rd July, Portugal would like to improve EU-Africa relations, establish a privileged partnership with Brazil and adopt a "new approach" for the Mediterranean.

Home Affairs Policy

1 January 1970

On 29th June the German Interior Minister Wolfgang Schäuble reported on the positive results of the German presidency of the EU Council in the area of European Home Affairs policy: a new agreement with the USA for the use of data with regard to air passengers; an agreement on the mutual and automatic access to DNA analysis files, fingerprint data and vehicle registration files; a political agreement on Europol's mandate which has been extended to all forms of major cross border crime; strengthening of the European agency for border contorl FRONTEX, in the fight against illegal immigration; progress in a computerised visa system to prevent "visa shopping"; finally the institutionalisation of intercultural dialogue across Europe and the establishment of a group on the future development of the Home Affairs agenda as from 2010.

Turkey

1 January 1970

The 27 Member States gave the go-ahead on 26th June for the opening of two chapters (statistic and financial control) out of the 35 thematic chapters in the accession negotiations between the EU and Turkey. But contrary to original plans they did not vote for the opening of the "economic and monetary policy chapter" since the German Presidency of the EU decided to withdraw it from the agenda notably on France's request. Since the official launch of negotiations in October 2005 only two chapters ('science and research' and 'industrial and company policy') have already been opened.

European Institute of Technology

1 January 1970

During a Competitiveness Council on 25th June Research Ministers agreed on vital details with regard to the European Institute of Technology. The Communities of Knowledge and Projected Innovation are key to the European Institute of Technology. The Ministers agreed on the establishment of two phases and a funding framework of 309 million euros.

Customs

1 January 1970

During a Competitiveness Council meeting on 25th June Ministers came to an agreement to update the community customs code.In order to take on board the changes which have occurred in world trade this code will benefit from having simplified rules. Moreover it will meet requirements associated with the electronic environment and new tasks linked to customs activities thereby simplifying the work of administrations and companies.

Car Pollution

1 January 1970

The 27 ministers of the Environment Council agreed on 28th June to reduce CO2 emissions produced by cars to 120 grammes per kilometre by 2012 in comparison with the present 160. The simple improvement of engines should reduce emissions down to 130 grammes. Additional measures, notably to tyres, the use of fuels and even air conditioning should enable the achievement of an additional 10 grammes.

On 28th June the 27 Environment ministers adopted the 6th midterm community action programme for the environment, conclusions on "new impetus for the EU's environment policy." Whilst recalling that globalisation has revealed the need to use natural resources sparingly they re-iterated the programme's four priorities: fighting against climate change, halting the loss of biodiversity, reducing the damaging effects of pollution on health, promoting the sustainable use of natural resources and ensuring the sustainable management of waste. They welcomed the publication of the Commission's Green Paper on global warming on 29th June.

Lorries

1 January 1970

A new European law obliging all EU lorries registered from 1st January 2000 to be equipped with blind-spot mirrors was finally adopted on 25th June in Luxembourg by the 27 ministers responsible for competitiveness. Owners will have to equip themselves by 31st March 2009 at the latest.

An Overview of the German Presidency

On 27th June the European Parliament received German Chancellor Angela Merkel who delivered a speech to conclude the German Presidency of the EU. MEPs expressed their satisfaction at the results achieved during the German Presidency and praised the Chancellor's excellent work. They thanked her for having defended the progress achieved by the Constitution in the compromise over the new treaty reached during the European Council on 21st and 22nd June and for having enabled Parliament's powers to be strengthened.

Roaming

1 January 1970

According to an agreement by the Council on 25th June the regulation of roaming tariffs with regard to mobile phones was signed on 27th June. It came into application on 30th June. From this summer on consumers travelling in Europe will enjoy a "eurotariff" that establishes a maximum limit on calls made and received (0.49 euros and 0.24 euros excluding tax respectively). Users will benefit from more reasonable prices when making calls abroad back home or towards any other EU Member State. They will also make significant savings when receiving calls. Although some operators are already offering lower tariffs the others will have to fall in line rapidly.

Competition

Competition Commissioner Neelie Kroes told MEPs on 27th June she was not worried by the decision by EU leaders to move the commitment to free and undistorted competition from the objectives of the draft constitution into a protocol to the newly proposed reform treaty. The protocol to the treaty is a legally binding confirmation that the system of undistorted competition is part of the internal market," she indicated adding that "Of course, competition is not an end in itself, but it is one of the best means to create conditions for growth and jobs. Putting it in a protocol on the internal market clarifies that one cannot exist without the other. That is a fact, and the competition rules which have served citizens so well over the last fifty years remain in force, and the Commission will continue to enforce them firmly and fairly."

Pesticides

On 26th June the Environment Committee endorsed the European Commission's for a ban on aerial spraying with pesticides as part of a wide-ranging strategy to cut down the use of these products, which are needed by farmers but can be highly damaging to human health and the environment. Current EU legislation on pesticides deals with two stages in their life: the "placing on the market" stage and the "end of life-cycle" stage (when pesticides turn into residue or waste). To "fill the gap", or deal with the period in between when pesticides are actually being used, the Commission in July 2006 put forward a Thematic Strategy on the Sustainable Use of Pesticides. The Environment Committee endorsed the first reading report by Christa Klass (PPE-DE, DE).

Serbia

1 January 1970

Carla del Ponte, the Prosecutor of the International Criminal Tribunal for former Yugoslavia, (ICTY) met the Foreign Affairs Committee on 26th June together with the Serb Foreign Minister, Vuk Jeremic. Carla Del Ponte explained that "EU conditionality is a crucial tool for encouraging co-operation with the ICTY. 90% of those in custody now are there as a direct result of EU conditionality"; but she also insisted on saying that the EU must not sign an agreement with Serbia as long as the four remaining fugitives have not been arrested and extradited.

France/Nitrates

On 27th June the Commission confirmed its decision to refer France to the European Court of Justice for a second time over persistently high nitrate pollution of surface water in Brittany. Following the end of an additional three month period, the Commission decided that too few farmers have undertaken volontary measures whilst the application of obligatory measures must be realised before 1st January 2008. The Commission is proposing to ask the Court of Justice to oblige France to pay a fixed sum of over 28 million euros and a daily fine of 117,882 euros for infringements to community regulations governing the quality of water used for drinking.

European Political Foundations

1 January 1970

In order to strengthen European democracy, political debate and the electorate's participation in the European Parliament elections, the Commission adopted a proposal on 27th June that aims to fund pan-European campaigns and to create European political foundations. The latter should be affiliated to a European political party whose activities they will be able to support and complement notably via analysis activities, contributions to debate and even the organisation of conferences. This proposal also includes several measures relative to improving the funding of political parties across Europe.

Bulgaria and Romania

On 27th June the Commission published reports on progress by Bulgaria and Romania in meeting the accompanying measures decided by the Commission when both countries joined the EU. The reports focus mainly on judicial reform and the fight against corruption and organised crime. Although the Commission indicates that great effort has been undertaken and progress achieved - since both governments have done a great deal of legislative work - it stresses however that "progress in dealing with massive corruption is insufficient." The Commission does believe however that it is still too early to apply sanctions against the two countries.

Terminology

1 January 1970

A database of community terminology was opened to the public on 28th June. This "interactive terminology for Europe" brings together terminology specific to each EU institution. It includes 8.7 million terms and is functions in the 23 official Union languages. Offering easy access to validated EU-related terminology, it ensures the consistency and reliability of terminology which is indispensable for producing the clear and unambiguous texts necessary for guaranteeing both the validity and transparency of the legislative process and effective communication with the citizens of the Union.

The Commission adopted a proposal on 27th June presenting the new guidelines which will be put forward as part of the future EU-Africa Strategy. These joint initiatives will be launched in Lisbon in December during the EU-Africa Summit. They will notably focus on energy, global warming, migration, mobility, employment, democratic governance and political and institutional architecture.

Flexicurity

In a communication published on 27th June the Commission proposed the establishment of eight common principles of flexicurity to promote more and better jobs by combining flexibility and security for workers and companies. Flexicurity strategies can help modernise European labour markets and better address the opportunities and challenges of globalisation. The Commission also sets out a number of typical pathways to help Member States draw up their own national strategies for flexicurity and learn from each other's experiences and best practices.

Migration

On 25th June the Commission launched a new co-operation programme with third countries in the area of migration and asylum which will enjoy a budget of 380 million euro between 2007-2013. This programme aims to help third countries to manage migratory flows better. Even though it is mostly focused on countries along migratory routes leading to the EU in the south and east other migratory routes are also included such as south-south migrations.

The European Commission launched its own thematic channel on the American video sharing site YouTube on 29th June - entitled EuTube it aims to inform citizens about EU activities.

Euro Zone

1 January 1970

Economic activity in the euro zone remained healthy in the second quarter with maintained confidence and a constantly decreasing unemployment rate. The results of two monthly confidence surveys by the European Commission published on 29th June are above forecasts made by economists. The economic confidence indicator which summarizes the opinion of company heads and consumers stabilised in June at a high level (111.7 points) and only decreased slightly after reaching a record height in May when it lay at its highest in six years. The Industrial Confidence Factor rose by 1.54 points not far from its historical record in April (1.60) showing that "economic activity is strong in the industrial sector."

Electricity and Gas

Since 1st July all European citizens have been able to choose freely their electricity and gas supplier, as this was the final date for the full opening of the electricity and gas markets in the EU. The opening of the public markets of electricity is already underway in about ten countries, with the UK starting in 1990, followed by Sweden, Finland, Austria, Denmark, Spain, the Netherlands, Ireland, the Czech Republic and Portugal. Since 1st July all electricity and gas markets in Europe have to accept new comers to their markets excpet for Portugal, Greece, Cyprus and Estonia who have been granted certain concessions. The European Commission is to announced new proposals to free the market even more in September.

European Auditors Court

Institutions' Expenditure on Buildings

On 26th June the European Auditors Court published a special report with regard to institutions' expenditure on buildings. The audit aimed to answer three questions: does planning guarantee the provision of adapted space? Are funding and costs managed economically? Do the institutions make best use of interinstitutional co-operation including the joint assessment of their buildings' policy? Given the results the Court has issued a certain number of recommendations with regard to the institutions' buildings' policy notably the establishment of a joint buildings' policy and improvement of interinstitutional co-operation together with increased planning co-ordination.

Germany

CO2 Emissions

On 28th June the Bundestag adopted the draft law with regard to the trade in CO2 emissions that should enable Germany to reach its objectives in terms of protecting the climate by 2012. The law aims to reduce CO2 emissions to 435 million tonnes per year between 2008 and 2012. Companies will receive allowances which will total this volume. As from next year and for the first time ever 10% of allowances ie 40 million certificates will no longer be given free of charge but they will be sold by auction. Those who rise beyond their allocated volumes will have to purchase certificates from those who have polluted less.

Public Expenditure

Thanks to rigorous budgetary discipline Germany has reduced its public spending by three points in three years hence dropping to 45.6% of the GDP in 2006, the lowest level since the country's unfication in 1990. This decrease is due to continue to reach 42.9% in 2008, its lowest rate since 1973. This decrease is synonymous with an increase in efficiency; the country therefore becomes more attractive to investors thereby increasing its chances of greater growth, prosperity and employment.

Germany and Denmark have agreed to build a 19km long bridge over the Fehmarn Strait in the Baltic Sea thereby creating a road link between Hamburg and Copenhagen.

Franco-German Relations

On 28th June the French Prime Minister François Fillon went on his first visit to Germany since he took office. He praised the successes achieved by Angela Merkel as head of the EU. The two heads of government discussed "fundamental European subjects" and the future of the EADS airplane manufacturer, the head office of Airbus. "It is an opportunity for France and Germany to take the lead," in terms of European construction he said mentioning "the future of the European energy policy, the position of Europe on its borders, the future of the major European co-operation policies, the agricultural policy and the research policy."

River Co-operation

The Franco-German pump boat named Europa 1 was launched on 29th June in Kehl on the Rhine. German and French firemen on board the Europa 1 that will operate between Breisach and Karlsruhe will have to come to the aid of boats and teams in trouble, pump out fuel from boats after river accidents and put out fires. This joint action is part of the "crossborder concept to prevent danger on the Rhine."

On 28th June Gordon Brown announced who would be in his government which includes, according to a strict order of protocol, Alistair Darling, Chancellor of the Exchequer, David Miliband, Foreign Minister, Jack Straw, Justice Minister and Jacqui Smith, the first woman ever to be appointed Home Minister. The Secretary of State for Europe is Jim Murphy.

Tony Blair

1 January 1970

On 27th June Tony Blair was appointed emissary of the Quartet for the Middle East (comprising the UN, the EU, the USA and Russa). Although this appointment of the former British Prime Minister to this post was the source of reticence, notably on the part of Russia due to British commitment with the USA in Iraq, Palestinian President Mahmoud Abbas said he was ready to "work with Tony Blair to come to a peace agreement on the basis of two States, - Israeli and Palestinian. "A two-State solution is an absolute priority," declared Tony Blair to the House of Commons on 27th June during his final speech.

Gordon Brown

1 January 1970

Gordon Brown was officially appointed Prime Minister of the UK on 27th June by Queen Elizabeth II - he thereby became the 52nd British Prime Minister. He promised to be the Prime Minister of change, to meet "the all the hopes of the country to the best of his ability". He also promised to rally supporters "beyond close Party interests." "I shall build a government that uses all talents," he declared as he took office.

The Serb Republic of Bosnia

On 28th June the Serb government adopted a law on the agreement establishing specific parallel relations between Serbia and the Republika Srpska of Bosnia-Herzegovina. It also adopted a law confirming the adoption of the European Charter of Local Autonomy and the Convention of Police Co-operation for South-East Europe.

Parliamentary Session

The Session of the Parliamentary Assembly took place in Strasbourg between 25th and 29th June with cultural and interconfessional dialogue and the secret prisons in Europe at the centre of debate, on the basis of a report by Dick Marty. Austrian Chancellor Alfred Gusenbauer, the President of the European Parliament Hans-Gert Pöttering and the Chief Prosecutor of the ICTY, Carla Del Ponte took part in the debates.

Women's Image

On 26th June the Parliamentary Assembly adopted a resolution and a recommendation in order to put an end to the degrading representation of women in advertising. The new resolution taken by the Assembly aims to push through legal and educational measures whilst the recommendation plans for in depth investigative work on the image of men and women in advertising.

The fifth anniversary of the NATO-Russian Council, established in May 2002, was celebrated on 25th and 26th June in Saint Petersburg and Moscow. Jaap de Hoop Scheffer, NATO's Secretary General called on Russia to respect the CFE Treaty and to improve diplomatic dialogue between Russia and NATO.

Food Safety

According to the 2006 report of the community Rapid Alert System on Food and Feed published on 28th June by the European Commission 45% of notifications involved products from third countries, retained on the borders by EU control authorities following the detection of potential hazards. For the first time ever the number of notifications dropped (-5%) mainly thanks to the application of measures to settle the problem of prohibited dyes and new criteria for some forms of microbiological contamination. Fishing products comprised the category at the source of the most alerts (21%), followed by meat and other meat products (13%, cereals and baked produce (12%). The report presents planned future activities to promote security of foodstuffs across the world.

State Aid

Community rules governing State aid stipulates that not only must Member States notify the aid they want to provide to the Commission before doing so they also have to wait for the result of the examination undertaken by the Commission before applying the measures. If they do not respect either one or the other of these rules State aid is said to be "unlawful". The updating of the State Aid Scoreboard adopted by the Commission on 28th June concludes that unlawful State aid is more damaging to competition and trade than notified aid. 73% of unlawful aid has been detected in France, Germany, Italy, Spain and the UK in areas of industry and services. The scoreboard shows that the amount of incompatible aid recovered has increased over the last few years.

Competition

On 29th June the European Commission adopted its annual report 2006 on Competition Policy, which gives an overview of the main developments in competition policy in 2006. In 2006 the Commission adopted decisions against 7 cartels, fining 41 undertakings a total of 1,846 million euros. The number of mergers notified to the Commission in 2006 reached a record level of 356. The Report also discusses how the mix of competition policy and other instruments was used in selected priority sectors such as energy, financial services and telecommunications to improve the functioning of these markets which affect the daily lives of consumers across Europe.

Neighbourhood Policy

The presidency's report on the development of the European Neighbourhood Policy approved by the European Council on 21st and 22nd June draws up an initial overview of the results achieved and identifies the objectives and the measures needed to be undertaken in the future. Germany has started to apply concrete measures to promote democracy and the modernisation of the Union's neighbourhood. It has also included an regional element ie the development of an enhanced EU policy with regard to the Black Sea area.

Based on first preliminary estimates for 2006, Gross Domestic Product (GDP) per inhabitant expressed in Purchasing Power Standards (PPS), varied from 37% to 280% of the average across the EU27 Member States. GDP per inhabitant in Luxembourg was more than two-and-a-half times the EU27 average in 2006. Ireland, the Netherlands, Austria and Denmark were between 25% and 45% above this average, while Belgium, Sweden, the United Kingdom, Finland, Germany and France were between 10% and 25% above. Italy and Spain were slightly above the EU27 average. Cyprus, Greece and Slovenia were between 5% and 15% below average, while the Czech Republic, Malta and Portugal were between 20% and 25% below. Estonia, Hungary, Slovakia, Lithuania, Latvia and Poland were between 30% and 50% below the EU27 average, while the two new Member States, Romania and Bulgaria, were more than 60% below the average.

Taxation

According to figures published on 27th June by Eurostat in 2005, the overall tax ratio (i.e. the total amount of taxes and social security contributions) in the EU27 stood at 39.6% of GDP, up from 39.2% in 2004. The downtrend which had started in 1999 in most countries stopped in 2005. In 2005 the overall tax ratio in the euro area was 39.9%, up from 39.6% in 2004. Since 1995 taxes in the euro area have followed a similar trend to the EU27, although at a slightly higher level. EU tax levels remain generally high in comparison with the rest of the world, with the EU27 tax ratio exceeding those of the USA and of Japan by some 13 percentage points. However, the tax burden varies significantly between Member States, ranging in 2005 from less than 30% in Romania (28%), Lithuania (28.9%), Slovakia (29.3%) and Latvia (29.4%) to more than 50% in Sweden (51.3%) and Denmark (50.3%).

According to a flash estimation published by Eurostat on 29th June the annual inflation rate in the euro zone lay at 1.9% in June 2007. In May the rate lay at 1.9%.

Tourism

According to figures published by Eurostat on 29th June during the summer holiday season 2006 – from June to September – 710 million nights were spent in hotels and similar establishments1 in the EU27, 2.3% more than in the summer season of 2005. Amongst the Member States, the highest total numbers of nights spent in hotels in summer 2006 were recorded in Italy (131 mn), Spain (130 mn), Germany (86 mn), France (83 mn) and the United Kingdom (73 mn).Total nights spent in hotels in summer 2006 grew in most Member States. The highest increases were recorded in Latvia (+18%), Lithuania (+15%), the Netherlands (+9%) and Spain (+8%), and the largest decreases in Cyprus (-9%) and the United Kingdom (-8%).
