Towards a New Treaty

After the meeting between the Portuguese government and the European Commission on 3rd July which marked the start of the Portuguese Presidency of the EU, José Socrates, President in office of the Council and Prime Minister of Portugal along with José Manuel Barroso, President of the European Commission stressed the main objective of the Presidency: "the writing of a new Treaty on the basis of the mandate approved during the last European Council and the approval of the latter in order to avoid any danger of a re-opening and a re-negotiation of the mandate. José Socrates said that "in the mandate received by the presidency to approve the Treaty the possibility of revising the very same mandate was not included," and he said once more that "the Portuguese presidency wanted to reach a settlement of the issue as early as possible," by taking advantage of the "consensus dynamics of 23rd June.

Africa

1 January 1970

On 3rd July José Socrates, Prime Minister of Portugal and president in office of the Council took part in the African Union Summit. Together with the President of the European Commission, José Manuel Barroso, he held talks with African Heads of State and Government with the objective of preparing the Africa-EU Summit at the end of the year. "Our political relations need new impetus and new ambition (...) There is a wide consensus between Europe and Africa as far as mutual benefits and advantages of the process of regional integration are concerned - which are long and complicated but the added value of which goes without saying for our respective populations," he declared. Euro-African relations comprise one of the priorities of the Portuguese Presidency of the Union.

EU-Brazil

1 January 1970

The first EU-Brazil Summit was held on 4th July in Lisbon and opened the way to in-depth co-operation between the EU and the Economic Community of Countries of South America (MERCOSUR). Brazilian President Luis Inacio da Silva said he was ready to establish a partnership to meet the Union's growing needs with regard to ecofuels. According to experts Brazil is by far the greatest producer of fuels produced from plants and the country most apt to offer ecofuels at a reasonable price.

Bosnia-Herzegovina

1 January 1970

Slovak, Miroslav Lajcak, took office on 2nd July as the International Community's Special Representative in Bosnia-Herzegovina in replacement of Christian Schwarz-Schilling. His term in office will last until June 2008, the date when it is planned for this post to be abolished. Former Ambassador for Slovakia in Tokyo and in Belgrade, Miroslav Lacjak was also mediator and personal representative of the EU High Representative for the Common Foreign and Security Policy, Javier Solana, in Montenegro in 2006.

Darfur

A delegation of five MEPs travelled to Sudan on 30th June to meet with the authorities there and to visit refugee camps of Kindring II (West Darfur) and Koloma (Chad). They believe that UN and an African Union forces should be deployed as quickly as possible in order to put an end to the crisis. The Darfur crisis requires "a rapid and efficient deployment of a hybrid force armed with an adequate mandate as recently agreed with the Sudanese government," declared Josep Borrell (PSE, ES), President of Development Committee at the European Parliament. "Humanitarian operations cannot continue indefinitely," added Humanitarian Aid rapporteur, Thierry Cornillet (ADLE, FR).

Young European Journalists

270 young EU journalists met on 27th-30th June for the first "European Youth Media Days" organised by the European Parliamnet and the European Youth Press network. They debated with MEPs, Commission and Council representatives and assembled a set of media products ranging from radio programmes to TV internet and photographic reports. The President of the European Parliament, Hans-Gert Pöttering declared: "Young people do not feel they are being listened to," adding "We need your ideas to create our society." He asked young journalists to "maintain an open mind and to see beyond national perspectives," when they take part in debates over the future of the Union.

On 3rd July the Civil Liberties Committee organised a hearing "on the tragedies of migrants at sea" bringing together representatives of Mediterranean States and the European Agency for the Management of External Borders (FRONTEX). 120,000 illegal immigrants cross the Mediterranean Sea each year and at least 10,000 have died over the last ten years as they tried to reach the coasts of the EU. "All Member States must respect their international legal obligations with regard to security and rescue at sea, protection of human life independent of status or of country of origin," declared the President of the Civil Liberties Committee, Jean-Marie Cavada (ADLE, FR). However this responsibility must not only depend on the countries whose geographical position places them first; it is also the responsibility of all Member States which share the same external borders," he added.

CO2 Emissions

On 11th July the European Commission will hold a public hearing on the implementation of its new strategy to reduce carbon dioxide (CO2) emissions from new cars and vans sold in the European Union. The new strategy, proposed in February 2007, aims to reach the EU objective of 120 g/km average carbon dioxide (CO2) emissions from new cars by 2012 by means of an integrated approach. The public hearing seeks to gather views and ideas from all interested stakeholders on the possible options available for designing the various legislative components of the integrated approach. An internet based public consultation will continue to run until 15th July 2007.

The Wine Sector

The EU is still the main wine producer and exporter in the world but increasingly it is suffering competition from Australian, Californian, Chilian, Argentinian and South African wine producers. A year ago the Commission revealed a controversial project that promoted the massive destruction of vineyards amongst non-competitive producers. On 4th July the Commission put forward a revised proposal whose cornerstone comprises a better usage of budgets (1,3 billion euros). The proposal plans for the abolition of all inefficient market support measures (distillation aid, private storage and export refunds.)

Discrimination

On 4th July the European Commission launched an online consultation on combating discrimination in the Member States and at EU level. The public consultation will help the Commission plan new measures to tackle discrimination on the basis of gender, religion, belief, disability, age or sexual orientation in areas beyond the job market. It comes as the European Year of Equal Opportunities for All – which aims to raise people's awareness of their rights to equal treatment and promote a broad debate on the benefits of diversity to society – enters full swing. The Commission has announced that it will put forward new initiatives in 2008 to prevent and combat discrimination on the basis of results of the public consultation which will close on 15th October next.

Industrial Policy

Industry continues to be an important driver of the EU economy. It is central to innovation in Europe, performing 81% of private sector R&D expenditure. Innovative products significantly strengthen Europe's competitive advantage and represent 73% of the EU exports. In its mid-term review of industrial policy, published on 4th July, the European Commission identifies these and other key challenges. Taking stock of the achievements since its Communication of 2005 the Commission sets out an industrial policy agenda for the coming years. Although Europe is enjoying strong economic growth at present and a rise in productivity and employment most indicators of innovation and R&D show the EU still has a significant innovation gap with respect to the US and Japan, especially in business R&D. .

VAT

On 5th July the European Commission launched a political debate on the means to simplify present community legislation on reduced VAT rates and adopted a communication based on an economic study undertaken by an independent think-tank, 'Copenhagen Economics'. The main conclusion of this study is that the establishment of a single VAT rate (per Member State) is the best possible choice from an economic point of view. It would slightly improve consumer welfare in comparison with the current situation, reduce distortions in the functioning of the Internal Market, simplify the rules and thus reduce compliance costs for business.

EU-USA

Since 5th July the European Commission and the U.S. government will be able to exchange confidential information about the safety of cosmetics and medical devices. During a bilateral meeting in Brusselsthe European Commission and U.S. Food and Drug Administration agreed confidentiality arrangements, enabling better health protection and easier trade between EU and U.S. Closer economic co-operation is the main aim of the new Transatlantic Economic Council (TEC), launched last week in Berlin. The TEC's work programme covers co-operation initiatives to harmonize standards and improve trade in the areas of Regulatory Cooperation, Intellectual Property Rights, Secure Trade, Financial Markets, Innovation and Technology and Investment.

Energy Consumers

1 January 1970

An initiative that aims to reinforce the rights of energy consumers in the EU was launched on 5th July, as the European Commission put forward a proposal for an Energy Consumers' Charter. The Charter is expected to set out consumers' rights in the areas of electricity and gas supply, including contracts, information, prices, dispute settlement and protection against unfair commercial practices. It will be the first time that these rights are outlined in a single document. The Charter will help consumers make informed decisions in choosing suppliers when exercising their rights in electricity and gas markets opened up to competition - as will be the case in most EU Member States by 1st July 2007.

Community Legislation

The Publications Office of the EU is completing the consolidation of the secondary legislation, also known as the "acquis communautaire", in 19 of the 20 languages official prior to the 2007 enlargement. Making Community law both transparent and accessible is part of the European Commission's "Better Regulation" action plan. With this aim in mind the laws applicable in the EU have now been consolidated into fewer than 3000 acts. They are not legally binding, but give a continually updated picture of the EU legislation in force.

Air Transport

1 January 1970

On 6th July the high-level group on the future aviation regulatory framework delivered its long-awaited report to European Commission Vice-President Barrot. The group has come up with a list of ten recommendations and a roadmap with concrete measures on how to boost performance of the air traffic management system. An "Aviation System Coordinator" should promote actions in the field of capacity both in airspace and at airports. These recommendations are already preparing the revision of the single European sky legislation. They will also facilitate the success of SESAR, the programme aimed at modernizing Europe's air traffic management system.

Banned Airlines

1 January 1970

On 4th July the Commission adopted the fourth update of the Community list of airlines banned in the European Union. This list includes an operating ban of all Indonesian airlines as well as of the Angolan flag carrier, TAAG Angolan airlines, and of Volare Aviation Enterprise from Ukraine. The restrictions previously imposed on Pakistan International Airlines are modified. In addition, airlines from Russia (10) Bulgaria (6) and Moldova (8) have to stop their operations in the European Union on the basis of new measures adopted by these States following consultations with the European Commission.

Albania

Presidential Election

On 5th July during the third round of the presidential election by parliament of a new president to replace Alfred Moisiu whose five year term in office comes to an end at the end of the month the centre-right coalition led by Prime Minister Sali Berisha was five votes short of the 84 necessary (out of 140 MPs) to elect the new head of State. The Albanian Constitution demands the dissolution of parliament and the organisation of new elections if MPs do not manage to appoint a new president after five rounds.

Germany

International Investment

Germany is still the favourite amongst international investors in Europe. According to a ranking published on 28th June by Ernst & Young, Germany is fourth behind China, the USA and India amongst the countries preferred by investors in the world. Above all the leaders of major companies interviewed appreciate the German infrastructure and the highly qualified labour force. Amongst Germany's weaknesses they quote the lack of flexibility in the labour law, the high cost of labour and high company tax. 55% of those interviewed quote Western Europe as one of the three main goals for future investments. This represents a reduction of 13% in comparison with 2006. However Western Europe is still ahead of China (48%). The number of investment projects in Germany increased by more than 57% in one year.

Taxation

On 6th July the Bundesrat, the upper house in Parliament, adopted the draft reform on company tax than plans to reduce the overall taxation rate from the present 39% to under 30% as from 2008. The Bundestag, the lower house in Parliament already voted in favour of the new law in May by a wide majority. Germany, that until now had the highest company taxation rate within the EU will lie in the European average as from next year. The government coalition thereby expects to support economic growth to make Germany more attractive for both German and foreign investors.

Alexander Milinkevich announced on 6th July in Strasbourg the launch of an information campaign in his country on the benefits of working in partnership with Europe. "Our supporters will distribute brochures to explain the advantages that Belarus might gain from having a partnership with the EU." He also said that he was sorry that the infringements against human rights in his country were no longer the focus of specific investigations on the part of the UN in line with the operation rules adopted on 18th June in Geneva by the UN's Council for Human Rights.

The head of the Spanish government, José Luiz Rodriguez Zapatero announced on 6th July a ministerial reshuffle which will involve the portfolios of the Civil Services, Culture, Housing and Healthcare - the decision comes just eight months before the general elections. This reshuffle aims "to prepare for changes and projects that we have for the next term in office." Elena Salgado, who was Healthcare Minister has become Minister for the Civil Services in replacement of Jordi Sevilla who has left the government. Ms Salgado is replaced by Bernat Soria, a stem cell research specialist. Cesar Antonio Molina, director of the Cervantes Institute has become Culture Minister in replacement of Carmen Calvo who has left the government. Carmen Chacon, Vice President of the Congress of Representatives and a rising figure in the Spanish Socialist Party (PSOE) has become Housing Minister in replacement of Maria Antonia Trujillo who has left the government.

Birth Rate

The head of Spanish government, José Luiz Rodriguez Zapatero would like to boost the low Spanish birth rate and announced on 3rd July that all families would receive 2,500 euros with each birth, a costly step, which is quite infrequent in Europe. "Every family living legally in Spain will receive 2,500 euros from now on for the each new child that is born in our country," he announced to Parliament. This bonus is new in Spain where until now measures to help families were somewhat weak, compared with some European states such as France. This measure aims to boost the low Spanish birth rate, one of the lowest in Europe.

Sarkozy/ Speech on Europe

French President Nicolas Sarkozy held a "public meeting on Europe" in Strasbourg on 2nd July to "explain to the French the simplified treaty and the perspectives this opens up for the renaissance of the European project." Saying how happy he was with the successful outcome of the European Council which enabled a "return to politics", he recalled the progress that had been made: "As from 2009 Europe will have new institutions: a stable presidency, a High Representative for Foreign Policy, legal acknowledgement of the Eurogroup, true control of national parliaments over the Commission's proposals for the respect of competence sharing between the Union and the Member States, the qualified majority vote extended to many areas instead of the unanimity rule which forcibly has a paralysing effect in a Europe with 27 members, the strengthening of the role of the European Parliament making Strasbourg the parliamentary capital of Europe, the double majority that will be applied as from 2014."

Kouchner/ Speech in Parliament

On 4th July Bernard Kouchner, Foreign and European Minister spoke to the National Assembly providing the results of the European Council. He welcomed the "rebirth of the great European spirit with a real text that will allow Europe to move forwards." The agreement "has saved years in terms of the construction of Europe (...) with this new treaty in hand we can now write the pages of the projects to come: new, audacious policies for growth and employment, for energy security and independence, for the protection of the environment, for a joint, balanced immigration policy, a stronger foreign policy that associates neighbouring countries on the Mediterranean and which bears witness to its solidarity with the African continent. This is our roadmap," he declared.

The Fight against Crime

The central banks of Albania, Bulgaria, Macedonia, Serbia, Romania, Greece and Cyprus announced on 6th July in Athens that they have laid the foundations of a co-operation agreement to facilitate exchange and fight more efficiently against the funding of organised crime. "This framework will improve our co-operation and enable the regulation authorities to work better with banking institutions which are becoming incredibly complicated," declared the governor of the Bank of Greece, Nicholas Garganas.

Latvia

President

52 year-old surgeon, Valdis Zatlers was sworn in on 7th July becoming the new Latvian president. Elected on 31st May by Parliament, the new head of State takes power in the midst of a scandal since he has admitted having received bribes on the part of his patients. It will be difficult for him to replace outgoing president Vaira Vike-Freiberga, who after eight years in power is highly reputed both abroad and in her country.

On 3rd July Romanian Deputy Prime Minister, Marko Bela resigned from government. Head of the Democratic Union of Magyars of Romania (UDMR) one of the parties in the ruling coalition, Mr Bela would now like to dedicate his time totally to the management of his party which is struggling to survive.

Switzerland

Americas Cup

The Swiss Alinghi team which won the Americas Cup in 2003 in New Zealand defended and retained its title on Tuesday 3rd July in Valencia, Spain, by winning against the New Zealand Emirates Team by 5 wins to 2 and by coming one second ahead in the last and final regatta. The Swiss are the first to have won the trophy and to have kept it in Europe. The next competition will take place again in Europe.

Turkey

Referendum

On 5th July the Turkish Constitutional Court supported the constitutional amendments put forward by Recep Tayyip Erdogan's government including one which plans for the election of the Head of State by direct universal suffrage. Ahmet Necdet Sezer, present President of the Republic is opposed to this amendment. Six of the eleven judges in the Court voted to reject the request for annulment. This decision opens the way to a referendum, the date of which still has to be established, on this amendment which would allow the President to be elected by universal suffrage with an election in two rounds, for a five year term in office that would be renewable once. The referendum is the last stage before the possible application of these amendments.

Summer University for Democracy

Over 600 participants from Council of Europe Schools of political studies in 15 European countries gathered in Strasbourg from 2nd to 6th July for the second Summer University for Democracy. Political Studies schools aim to train new generations of political, economic, social and cultural leaders in developing countries. Training takes the form of seminars and conferences focussing on themes such as European integration, democracy, Human Rights, the State of Law and globalisation; national and international experts participate in these events. The first school of political studies was created in Moscow in 1992. To date these schools are run in Russia, Georgia, Bulgaria, Moldava, Macedonia/FYROM, Serbia, Bosnia-Herzegovina, Croatia, Albania, Romania, Armenia, Ukraine, Azerbaijan, Montenegro and Kosovo. A project to create a school in Belarus is being developed at the moment.

Stability and Growth Pact

The European Central Bank expressed its concern on 5th July at signs of budgetary laxism in the euro zone, indirectly pointing to France which is threatening to go back on its commitments. "The board of governors notes with concern the pressure that has emerged in several countries in favour of a relaxation with regard to budgetary objectives," declared ECB president Jean-Claude Trichet. As euro zone Finance Ministers met on 9th July to discuss the subject the guardians of the euro recalled: "it is imperative for all governments to comply with the rules of the European Stability and Growth Pact" especially in the present time of strong economic growth. The warning came as French Prime Minister, François Fillon confirmed this week his government's intention to delay the return of budgetary balance until 2012 instead of 2010 as established by the Stability and Growth Pact.

Rodrigo Rato

To everyone's surprise Rodrigo Rato announced on 28th June that he would be leaving his position as Director General of the IMF in October, two years before the end of his term in office. His succession will be discussed at the beginning of the week during the Eurogroup meetings (Finance Ministers of the thirteen countries in the euro zone) and Ecofin (Economy and Finance Ministers of the EU). According to an unwritten rule, Europe appoints the leader of the IMF and the USA that of the World Bank.

Retail Trade

According to the first estimates in May 2007, compared to May 2006, the volume of retail trade grew by 0.4% in the euro area and by 1.8% in the EU27. Compared to April 2007 the retail sales index fell by 0.5% and 0.1% respectively. The largest increases over a year were observed in Latvia (+24.3%), Lithuania (+16.5%), Estonia (+15.2%) and Slovakia (+9.9%), and the highest decreases in Luxembourg (-9.9%), Denmark (-2.2%) and Germany (-1.9%). In terms of monthly variations the largest increases were observed in Lithuania (+3.6%), Estonia and Slovakia (both +2.7%) and Latvia (+2.6%), and the highest decreases in Luxembourg (-10.6%), Austria (-2.4%) and Denmark (-2.3%).

According to figures published by Eurostat on 3rd July in May 2007 compared with April 2007, the industrial producer price index rose by 0.3% in the euro area and by 0.2% in the EU27. In April prices increased by 0.4% in the euro area and by 0.1% in the EU27. In May 2007 compared with May 2006, industrial producer prices gained 2.3% in the euro area and 2.1% in the EU27.

Unemployment Decreasing

Seasonally-adjusted unemployment in the euro zone stood at 7.0% in May 2007, compared with 7.1% in April. It was 7.9% in May 2006. In May 2007, the lowest rates were registered in the Netherlands (3.2%), Denmark (3.3%), Ireland (4.1%) and Cyprus (4.2%). Unemployment rates were highest in Slovakia (10.8%) and Poland (10.5%). Twenty-two Member States recorded a fall in their unemployment rate over a year, four an increase while the unemployment rate was stable in Romania. The largest relative falls were observed in Poland (14.2% to 10.5%), Denmark (4.2% to 3.3%) and Bulgaria (9.2% to 7.2%). The highest relative increases were registered in Hungary (7.3% to 7.7%) and Luxembourg (4.6% to 4.8%).

Communication with the Citizens

On 6th July the Commission published two surveys on communication between the EU and its citizens. One was undertaken amongst the public and the second amongst decision makers. 82% of European citizens believe that it is important to be informed on European issues, 62% of them believe that information in the national media is inadequate - this figure rises to 72% amongst decision makers. Three quarters of European citizens believe that their government must provide more and better information on European affairs. With regard to information sources the TV and written press share the first place ahead of the Internet and the radio. Amongst leading European decision makers 54% believe that the Union is omnipresent in their professional life and 73% think that the information they receive is useful. 48% of them use other sources than the media to gain information.

Euro Zone Growth

The euro area started 2007 on a healthy footing, finds the Quarterly Report on the Euro Area published on 3rd July. Economic growth in the first quarter reached 3% in annualised terms spurred by domestic demand, particularly investment. Consumption contracted slightly but is expected to recover quickly as consumer confidence approaches an all-time high. Export growth decelerated, but this reflects mainly statistical effects and, possibly, a cooling off of the international environment rather than the appreciation of the euro. The focus section of the report shows that financial integration clearly has positive effects on economic growth and is also important for the smooth functioning of EMU. Therefore, euro-area Member States have even more to gain from financial integration than other EU Member States.

Liberty, Security, Justice

On 4th July the European Commission adopted the second annual report on the implementation of the Hague Programme. The report ('The Scoreboard') covers 2006 and the overall assessment is mixed. Progress was not consistent in all policy areas and transposition of instruments by Member States is not satisfactory. Progress was recorded in 'First Pillar' areas such as fundamental rights, citizenship, civil justice the European strategy on drugs, asylum and migration, visa and border policies, as well as in the fight against global terrorism. But Justice, Freedom and Security policy is currently divided and there were delays in the areas covered by the 'Third Pillar' (police and judicial co-operation in criminal matters). Here recurrent difficulties and blockages held back progress. The findings support the need to end EU-Pillar structure in this area and the necessity of an Intergovernmental conference to end the uncertainty over the European Union's Treaty reform.

Internal Market

According to the European Commission's latest Internal Market Scoreboard published on 2nd July, on average 1.6% of Internal Market Directives for which the implementation deadline has passed are not currently written into national law, up from the best-ever result of 1.2% in January 2007. This means that the average deficit remains above the new 1% interim target agreed by Heads of State in March 2007. Nevertheless the Commission sees reasons for optimism as to the next overall result in January 2008, with most Member States appearing to be on the right track and nine Member States having already reached the new 1% target. However, Member States too often fail to apply Internal Market rules correctly: only four Member States (Greece, Italy, the Netherlands, Spain) have managed to reduce the number of infringement proceedings against them.
