The Robert Schuman Foundation is provding support to the seminar organised by the Robert Schuman House on 10th,11th, 12th October next on the theme of "Robert Schuman and the Fathers of Europe: political cultures and years of training." This event, under the patronage of the Chairmen of the European Parliament, the European Commission as well as the Secretary General of the Council of Europe aims to cast new light on the intellectual and political roots behind the construction of Europe via the role played by the Fathers of Europe.

Economic Growth

On 19th September from 8:30am to 10am the Robert Schuman Foundation is organising, together with the Chamber of Commerce and Industry of Paris, a breakfast/debate on the theme of "Perspectives économiques 2008 en France et en Europe." Jean-Paul Betbèze, leading economist at the Crédit Agricole, member of the Economic Analysis Council for the Prime Minsiter and the Scientific Committee of the Foundation, and Christian de Boissieu, delegate Chairman of the Economic Analysis Council for the Prime Minister and Economic Advisor to the Chairman of the CCIP, will lead the debate.

On 20th September the Robert Schuman Foundation is organising a conference together with the Franco-German Relations Programme of the DGAP (Germany Company for Foreign Policy) focussing on the perspectives of France's European policy under the presidency of Nicolas Sarkozy. The Chairman of the Foundation, Jean-Dominique Giuliani as well as Joachim Bitterlich, former ambassador and Executive Vice President for International Affairs for the Group Veolia Environnement in Paris, will speak at the event.

European Elections Monitor

1 January 1970

In spite of the fires Greek voters renewed their confidence in outgoing Prime Minister Costas Caramanlis. His party, New Democracy, won the early elections that took place on 16th September with 41.85% of the vote clinching 152 seats ie the absolute majority in the Vouli (Parliament). His main rival, the Panhellenic Socialist Movement (PASOK) won 38.11% of the vote and 102 seats. The Communist Party (KKE) led by Aleka Papariga won 8.14% of the vote and 22 seats, Radical Left Coalition(Syriza),won 5.03% and 14 seats; the far right Orthodox Popular Alarm (LAOS) led by Giorgos Karadzaferis which is making its debut in parliament won 3.79% and 10 seats.

Schuman Report 2007

Last March the Robert Schuman Foundation launched the first edition of a reference work on Europe. It offers an annual overall study of the main issues at stake in Europe. This year it includes an exclusive interview with Angela Merkel. This work, published by Lignes de Repères, is on sale in bookshops.

Presidency

EU-Ukraine Summit

1 January 1970

Portuguese Prime Minister, José Socrates, who is the president in office of the EU Council travelled to Kiev on 14th September for the EU-Ukraine Summit. He met Ukrainian President Viktor Yushenko to assess the progress made in negotiations on a new "enhanced agreement" in which Kiev would like to see hints of perspectives for accession, even though Member States are divided on this point. Another main focus was the country's domestic situation. Early general elections are to take place on 30th September and the Union hopes that the Ukraine will finally find political stability, which is vital for the successful development of relations.

Legal Immigration

1 January 1970

On 13th September in Lisbon Portuguese Prime Minister José Socrates presently at the head of the EU Presidency provided his support to Commissioner Franco Frattini on issues pertaining to immigration. The latter declared that the selection of qualified labour was vital to solve the demographic problems linked to an ageing European population. The aim of the meeting was to find a solution in regulating illegal immigration in Europe.

Jean-Claude Trichet

Jean-Claude Trichet, President of the European Central Bank (ECB) spoke to the Economic Affairs Committee at the Parliament on 11th September during an extraordinary session expressing his opinion on recent upheavals in the financial markets, notably due to the financial crisis linked to the sub-prime mortgage market in the USA. He insisted on the need to establish effective monitoring and regulation tools on financial markets, stressing the importance of transparency. He also said it was necessary to starting thinking about how to deal with hedge funds. Finally he said that he believed the dangers of inflation were not over mid term and that the ECB's vigilance would be maintained in this respect.

Redistribution of Seats

On 11th September Parliament's two rapporteurs - French EPP-ED member Alain Lamassoure and Romanian Socialist Adrian Severin - presented their draft report on the redistribution of seats to Parliament's Constitutional Affairs Committee. The difficulty lies in reducing the total number of seats that to 750 and yet guarantee the balance between representation of the population and the number of MEPs per country. This redistribution is based on the principle of "degressive proportionality" which is explained in the report. This project will be discussed in the plenary session of Parliament on 10th and 11th October next. The Robert Schuman Foundation has also made suggestions on how the seats should be redistributed.

Commission

Budget

On 12th September a consultation was launched with regard to the reform of the EU budget. After this the Commission will put forward a reform of the budget for 2008-2009. Subjects such as the Common Agricultural Policy and environmental and immigration issues are to be addressed. The aim of this review is to improve the effectiveness of the principle of good governance. The idea will also be to define the Union's priority policies long term.

Falling Economic Forecasts

1 January 1970

Based on an update for the seven largest Member States in the European Union published on 11th September, the Commission forecasts economic growth in 2007 at 2.8% in the EU and 2.5% in the euro area. This represents a downward revision of 0.1 percentage points compared with the spring forecast. On the inflation front, consumer prices in 2007 are expected to increase by 2.2% in the EU and 2.0% in the euro area (up by 0.1 pp. compared with the spring) as higher commodity prices take their toll. On 12th September the euro achieved a new record high of 1.3910 dollars.

CAP

On 13th September the European Commission proposed to set at 0% the obligatory set-aside rate for autumn 2007 and spring 2008 sowings, in response to the increasingly tight situation on the cereals market. This will also address the issue of how to retain the environmental benefits which set-aside has brought. Setting the rate at zero does not oblige farmers to cultivate all their land. They can continue with voluntary set-aside and apply environmental schemes. On 14th September European Commissioner for Agriculture, Mariann Fischer presented what the CAP might look like in the future.

Nanotechnologies

With 1.4 billion euros allocated to 550 projects in the field of nanosciences and nanotechnology, the EU's 6th Research Framework Programme accounts for one-third of total public funding for nanotechnology and is the world's largest single funding agency worldwide for this exciting field.

Research and Development

The European Commission decided on 13th September not to raise any objections under Community state aid rules regarding the financial aid to be provided by the French Industrial Innovation Agency to two research and development programmes, "NanoSmart" and "HOMES". The NanoSmart programme for the nanotechnology industries is designed to improve the performance of microelectronic and optoelectronic components. The HOMES programme, aimed at increasing energy efficiency in buildings, brings together Schneider Electric and 15 other enterprises and research centres. The state aid granted is 80 million euros for NanoSmart and 39 euros million for HOMES.

Mobility

The European Mobility Week that is taking place between 16th and 22nd September suggests new activities aiming to promote "sustainable" mobility. Over 1300 towns are taking part in the event. The aim of this week is to present citizens with alternatives to the car as modes of transport. The highlight of the week will be on 22nd September, the "town without my car" day.

On 14th September the 27 Economy and Finance Ministers revealed their optimism with regard to the euro zone's economic perspectives inspite of the disruption on the markets caused by the sub-prime mortgage market crisis in the USA. Eurogroup Chairman Jean-Claude Juncker, relativised the impact of the strong euro on growth and demanded a greater transparency of the markets. Eurogroup also criticised France for its lack of ambition with regard to reducing public debt. On this point French Economy Minister, Christine Lagarde confirmed her country's will to achieve the European objective of balancing public spending by 2010.

Court of Justice

Scolarity

In a decision published on 11th September the European Communities Court of Justice declared that German law on tax reductions on school fees for parents whose children went to schools that met certain criteria was contrary to community law. The German law introduces an element of discrimination in that only tax payers whose children go to school in Germany can enjoy this advantage. As a result it was decided that Germany could not exclude tax payers from this measure whose children went to school which met the same criteria but which were established in another Member State.

Microsoft

1 January 1970

In a decision taken on 17th September the Court of Justice upheld the European Commission's decision which said that the American company Microsoft held a dominant position on the PC systems markets, notably with regard to the sales of Windows Media Player. Given this abusive dominant position the court confirmed the amount of the fine at 497 million euros. It did however rule out certain details of the decision with regard to the appointment of an independent monitoring trustee which it considered not to have any legal basis in community law.

On 12th September the Eurosystem delivered its report under the "Eurosystem needs assessment programme to the benefit of the Central Bank of Bosnia and Herzegovina". This report identifies the areas in which progress has to be made if the bank is to join the European System of Central Banks.

Anti-Torture Committee

In its general report published on 14th September the Anti-Torture Committee of the Council of Europe denounced secret detentions, an illegal practice which has been used as part of the anti-terrorist campaign. Secret detention amounts in itself to ill-treatment and – due to the removal of fundamental safeguards which it entails - inevitably heightens the risk of resort to other forms of ill-treatment. The Anti-Torture Committee also highlights widespread problems of overcrowding in prisons, violence between prisoners and inadequate activities for prisoners.

Franco-German Summit

German Chancellor Angela Merkel and French President Nicolas Sarkozy met on 10th September for an informal summit. Discussions focussed on economic and financial issues. The meeting also opened the way for thought on the future of the European Union mid-term and to develop the idea of autonomous European sanctions against Iran in addition to those planned for by the UN. In addition to this Nicolas Sarkozy and Angela Merkel addressed a joint letter to the President of the Council of the EU asking for a strengthening of the Lisbon Strategy.

Budget

During a budgetary debate at the Bundestag on 12th September, Chancellor Angela Merkel emphasised that the government intended to strengthen the foundations of the economic recovery so that everyone could take advantage of the present economic situation. Germany's economic results show that the government's strategy according to the motto "Invest, restructure,reform," is bearing fruit. Thanks to the company tax reform and the draft reform on inheritance tax, the government is continuing its work to improve competitiveness and therefore German growth. In addition to that and in order to maintain present economic trends the government is planning to make major investments in areas that are important for the future, notably in training and education, whilst simultaneously consolidating the budget.

On 11th September in Berlin the Environment and Energy Ministers of the 20 countries which use the most energy in the world held a meeting. The conference which focused on the climate intended to provide a new mandate on post-Kyoto modalities at the start of 2013. The meeting led to a joint strategy for the UN conference on the climate which is due to take place in Bali in December next.

South East Europe

On 12th and 13th September the Foreign Ministers of the Member Countries of the South East Europe Co-operation Process met in Sofia for an informal meeting. This body rallies Albania, Bosnia-Herzegovina, Bulgaria, Croatia, Greece, Macedonia, Moldova, Montenegro, Romania, Serbia and Turkey. The meeting focussed on "Improving Regional Co-operation - progress towards Euro-Atlantic integration of SECP countries."

Finland

European School

On 13th September the Finnish government submitted its proposal to open a European school in Helsinki in August 2008. It would be a state school comprising a two-year pre-primary school, a five-year primary school and a seven-year secondary school. Helsinki is the seat of the European Chemicals Agency, as established as part of the REACH regulation. The agreement between the Finnish government the ECA plans for the establishment of a school that would follow the European schools programme. At present there are 14 European schools spread across seven Member States as well as accredited schools, managed by national authorities, in Parma, (Italy) Dunshauglin (Ireland) and Heraklion (Greece); towns which are also the seats of European agencies.

The French and Europe

A TNS survey undertaken for the Foreign and European Office in July 2007 confirmed that French views with regard to the European policy project were gaining in popularity. Those interviewed are more attached to the EU than in 2000 (+22 points between 2000 and 2007). 58% of those interviewed believe that the Reform Treaty is "a good thing in order to revive the construction of Europe." Since Nicolas Sarkozy took office as President of France most of the French (58%) believe that France is playing a leading role within the EU (+21 points between June 2006 and July 2007).

Agriculture

On 11th September during the Rennes Agricultural Show, French President Nicolas Sarkozy indicated that he wanted the Common Agricultural Policy that is due to come to an end in 2013 to be modernised. In his opinion the CAP must meet four objectives: it must "ensure the independence and security of foodstuffs in Europe," "contribute to the equilibrium of the world's food production," "safeguard balance in rural areas," "participate in the fight against global warming and the improvement of the environment." He declared that reforms were to be undertaken under the French Presidency of the EU in the second semester of 2008.

Defence

The debate on France re-joining NATO's integrated military structures was tabled again at the 5th Summer Defence Conference 11th-12th September in Toulouse. On 30th July the President of the French Republic convened a Committee whose responsibility it will be to write a White Paper on national defence and security. It will be chaired by Jean-Claude Nallet, State Counsellor. The White Paper, whose publication is planned for March 2008, will settle the debate just a few weeks before the Atlantic Alliance Summit planned for the spring of 2008 in Bucharest. Apart from the reform of defence the themes of dissuasion, prevention, protection and projections for the armed forces of 2025 were addressed.

General Elections

Greek Prime Minister Costas Caramanlis won the early general elections on 16th September. His party, New Democracy came out ahead of the elections with 41.85% of the vote, taking the lead over PASOK which won 38.11% and KKE with 8.15%. With 152 seats out of 300 he won the absolute majority in the Vouli (Parliament), PASOK won 102 and KKE, 22.

Hungary

Nicolas Sarkozy

The French President Nicolas Sarkozy travelled to Hungary on 14th September to "form new links with the countries of Central Europe". It is the first trip taken by a French president to Hungary since the country entered the EU on May 1st 2004. In a speech to the Hungarian parliament he explained that he had chosen Budapest as the first leg of his tour to "do away with a misunderstanding": "For France there is no such thing as an old and a new Europe." Nicolas Sarkozy spoke with President Laszlo Solyom, Prime Minister Ferenc Gyurcsany and Viktor Orban, chairman of the main opposition party, Fidesz.

Sanitary Embargo

On 12th September the European Commission established an embargo on all meat and milk product exports from the UK after the discovery of a new outbreak of foot and mouth disease in Surrey (south-east). The UK will be considered a danger zone until 15th Ocotber 2007 and until new assessments can be made.

Work Schedule

Slovenian Secretary of State for European Affairs, Janez Lenarcic announced that he wanted to see the EU take a unanimous decision on the status of Kosovo. Kosovo and the Western Balkans together with the accession process for Croatia and Turkey will be the focus of the Slovenian programme during their presidency of the EU as from January 1st 2008.

On 12th September Swedish Prime Minister Fredrik Reinfeldt decided to appoint Ewa Björling as Foreign Trade Minister. A member of the Riksdag (Parliament) since 2002 she is also a member of the Foreign Affairs Commission. Out of 23 members the Swedish government now has ten women ministers.

Serbia

EU Relations

On 13th September Serb Deputy Prime Minister Bozidar Djelic announced that Serbia has finished negotiations on the Stabilisation and Association Agreement with the EU which is due to start as from mid-October. Negotiations started in October 2005 but were interrupted for a thirteen month period because of Serbia's non-co-operation with the ICCY in The Hague. Serbia must however continue its reforms rapidly before the publication of the European Commission's annual report on Serbia's progress towards integrating Europe, which is due out in November.

Kosovo

On 12th and 13th September the Serb President Boris Tadic and his government successively called on the Serbs of Kosovo to boycott the general elections planned for 17th November since they believe them to be "counter productive". Serb Prime Minister Vojislav Kostunica clearly said that he would not accept a solution for Kosovo if it was not found by the UN.

Russia

Viktor Zubkov

On 12th September Russian Prime Minister Mikhaïl Fradkov, in office since 5th March 2004 along with the entire government resigned. Russian President Vladimir Putin appointed Viktor Zubkov, former director of the Federal Financial Control Service. The latter also said that he might stand in the presidential election of March 2008 in which Vladimir Putin cannot run since he has already completed two terms in office. He is not the only potential pretender. Vladimir Putin has intimated that he might stand in 2012.

Eurostat

Current Accounts

According to Eurostat figures published on 11th September the EU27 external current account recorded a deficit of 18.7 billion euro in the second quarter of 2007, as compared with a deficit of 10.8 bn in the second quarter of 2006 and a deficit of 32.0 bn in the first quarter of 2007. In the second quarter of 2007, the EU27 external balance of trade in services recorded a surplus of 21.0 bn euro, as compared with a surplus of 19.5 bn in the second quarter of 2006 and a surplus of 15.2 bn in the first quarter of 2007.

Industrial Production

According to figures published by Eurostat on 12th September in July 2007 compared with June 2007, seasonally adjusted industrial production increased by 0.6% in the euro area and by 0.4% in the EU27. In June production remained stable in the euro area and grew by 0.1% in the EU27. In July 2007 compared with July 2006, industrial production grew by 3.7% in the euro area and by 3.5% in the EU27.

According to Eurostat figures published on 12th September the total hourly labour costs in the euro area rose at an annual rate of 2.5% in nominal terms up to the second quarter of 2007, compared with 2.3% for the previous quarter. In the EU27, the annual rise was 3.2% up to the second quarter of 2007, compared with 3.6% for the previous quarter. The smallest annual increases in hourly labour costs were observed in Germany (1.2%), Sweden (2.3%) and Finland (2.6%). The highest annual rises were registered in Latvia (31.7%), Romania (23.4%), Lithuania (21.6%) and Estonia (18.7%).

Employment

According to Eurostat figures published on 13th September the seasonally adjusted number of people employed in the euro area rose by 0.5% (776 000 people) during the second quarter of 2007, according to provisional national accounts. During the same period, the number of persons employed in the EU27 grew also by 0.5% (1 010 000 people). In the first quarter of 2007, growth rates were +0.6% in the euro area and +0.4% in the EU27. Eurostat estimates that, in the second quarter of 2007, 222.1 million men and women were employed in the EU27, of which 142.9 million were in the euro area.

Biofuel

In a report entitled "Biofuels: is the cure worse than the disease?" written for the World Forum for Sustainable Development which took place between 10th and 11th September in Paris, the OECD advised that subsidies for biofuels should be stopped. The latter may very well raise the price of food and lead to the destruction of natural habitats. According to the authors of the report the present trend to develop the use of biofuels may even destabilise markets whilst their contribution in terms of reducing CO2 emissions was negligeable.

Development of NATO

In an information report by the Foreign Affairs Commission at the Senate on the development of NATO and the issues at stake, Senators Jean-François Poncet (UMP), Jean-Guy Branger (UMP) and André Rouvière (PS) question the pertinence of France's unique status within the Atlantic Alliance. France is a member of the political bodies at present but has not been part of the military organisations since French President Charles de Gaulle withdrew the French forces from the integrated NATO military structures in 1966.

On 12th September the European Commission presented its third annual report on migration and integration. The report analyses the measures taken nationally and on a community level in terms of admission and integration of third country migrants. It finally provides a general overview of the development of policies and helps to assess and strengthen integration measures.

Defence Industry

The Foundation for Strategic Research has published a study called 'Development Perspectives for the Defence Industry in Europe' in which the authors Hélène Masson and Cédric Paulin establish an overview of the European industries (aerospace, naval and land), looking into the industrial policies of the main European manufacturers (Germany, Spain, France, UK, Italy and Sweden), and presenting the EU's action tools with regard to defence co-operation. In conclusion they put forward some recommendations.

On the 100th anniversary of the birth of Pierre Pflimlin editors Coprur have published a book on the most fervent supporters of the construction of Europe, "Pierre Pflimlin, Alsatian and European."
