Lisbon Strategy

On 27th September at 11.30am the Robert Schuman Foundation in partnership with the Strategic Analysis Center invites readers to attend the presentation of a new 'Note' entitled "The Lisbon Strategy: a European route to globalisation." The authors Yves Bertoncini and Vanessa Wisnia-Weill will present the issues at stake in the Lisbon Strategy and the results produced so far. Ms Pascale Joannin, General Director of the Foundation and Mr Philippe Mills, Deputy Director General of the Strategic Analysis Center will also attend.

European Elections Monitor-Ukraine

1 January 1970

On 30th September next 36.8 million Ukrainians are being called to ballot to renew the 450 members of the Verkhovna Rada (Supreme Council), the only chamber in Parliament. Four polls were published on 14th September last. All forecast that the Regions Party will win. It is due to win between 29% and 34.7% of the vote. The Yulia Timoshenko Bloc is due to come second (22%-25.7%) followed by Our Ukraine-Self-defence (11.9%-15.2%), then the Communist Party (2.7%-5.9%), the Litvine Bloc (3%-5.6%) and the Socialist Party (1.6%-3%). It remains to be seen whether a coalition between Yushenko and Timoshenko is possible in order to prevent these elections producing the same results as those on 26th March 2006.

Jean-Dominique Giuliani

The Chairman of the Robert Schuman Foundation, Jean-Dominique Giuliani has published an article in the latest edition of the Revue Géoéconomie dedicated to relations between Russia and Europe. The article is entitled "Union européenne-Russie: je t'aime moi non plus," in which Mr Giuliani analyses Moscow-Brussels relations which suffered a "cold wave" when the EU-Russia Summit failed in Samara on 18th May last.

European Elections Monitor-Poland

1 January 1970

After several months of political crisis Polish Parliament decide to dissolve on 7th September with 377 votes in favour, 54 against and 20 abstentions. The dissolution of the Diet automatically leadds to that of the Senate. Voeers are being called on 21st October to renew the 460 members of the Diet and the 100 members of the Senate. Since its election in September 2005 the government led by Jaroslaw Kaczynski has found it increasingly difficult to stay in power. There has been a series of disagreements and a great amount of tension between the various components of the government team. Half way through the government's original mandate 30 million Polish voters will have to decide and choose a new Parliament for the next four years.

In an article published in the press in several countries - 'Expresso', 'Le Figaro', 'El Pais', 'Corriere de la Sera' and 'Die Zeit' - the Justice Ministers of Portugal, Germany, France, Spain, Italy and Slovenia are demanding greater co-operation in the fight against international crime.

On 21st September Portuguese Foreign Minister, Luis Amado received his New Zealand counterpart, Winston Peters to look into EU/New Zealand relations. Major themes of the discussions were the international agenda, notably the Middle East, Afghanistan, Iran and Iraq.

Defence

During the 6th Congress on European Defence organised in Berlin by Karl von Wogau, Chairman of the "Security and Defence" sub-committee in the European Parliament debates focussed on the European Security and Defence Policy, trans-atlantic relations, international crisis management and the fight against terrorism. Amongst the speakers the EU Chief of Staff, Henri Bentégeat spoke of the success of the Artemis operation and of the decisive role played by the EU's Battle Groups in future operations.

On the agenda of the plenary session of the European Parliament on 24th-27th September next MEPs will be voting amongst other matters on the security of Chinese toys, the 3rd Legislative Rail Package, immigration and renewable energy sources.

The Chairman of the PPE-DE group in the European Parliament, Joseph Daul opened the Summer Conference of the European Ideas Network - it was entitled "The World in 2025". The event took place in Warsaw with the participation of the President of the European Commission, José Manuel Barroso and Lech Walesa.

Road Safety

On 18th September Spain, Portugal and the Czech Republic signed the protocol agreement on the pan-European 'eCall' system which is an emergency number to use in the case of a road accident. With the signature of this protocol these countries are making a major contribution towards improving road safety in Europe. Twelve Member States already participate in 'eCall' to which non-member states can also be added including Switzerland, Norway and Iceland.

UK/Treaty

In speech given in Brighton on 17th September José Manuel Barroso, President of the European Commission encouraged the UK to support the reform treaty. As the European Council of 18th and 19th October draws closer when the new text is due to be adopted he maintained that "Europe provides new opportunities and not a threat," for the British.

Galileo

1 January 1970

On 19th September the Commission presented concrete measures to accelerate the launch of Galileo. In a new document that modifies the regulations of programme funding the Commission is planning for total coverage of Galileo's deployment phase with the community budget being used to ensure the continuation of the project. The re-initiation of the programme entails a contribution of 2.4 billion euros over seven years (2007-2013) ie 400 million euros per year. The Commission is calling on Member States and the European Parliament to support its proposals from a political, financial and management point of view in order to guarantee a successful conclusion to the project within a time span which meets market requirements.

On 19th September the European Commission adopted a third package of legislative proposals to ensure a real and effective choice of supplier and benefits to every single EU citizen. The Commission's proposals put consumer choice, fairer prices, cleaner energy and security of supply at the centre of its approach. "An open and fair internal energy market is essential to ensure that the EU can rise to the challenges of climate change, increased import dependence and global competitiveness. This is about getting a better deal for consumers and business and making sure that third country companies respect our rules", explained European Commission President Barroso. France and Germany notably have already expressed their reticence with regard to these new measures.

Animal Health

On 19th September the European Commission adopted a Communication setting out the EU's animal health strategy for 2007-13. The Communication provides the framework for animal health measures over the next 6 years, taking into account extensive feedback from stakeholders and potential challenges in the future. The aim is to put greater focus on precautionary measures, disease surveillance, controls and research, in order to reduce the incidence of animal disease and minimise the impact of outbreaks when they occur. The Communication also stresses that all those with an interest in animal health with have clear responsibilities in ensuring that the goals of the new strategy are met, so that the EU's animal health policy is as robust, efficient and effective as possible in the years ahead. It also highlights the need for an integrated approach in animal health policy-making, inter-linking it with other Community policies.

Fishing/Bluefin Tuna

On 19th September the Commission decided to close the fishery for bluefin tuna in the Eastern Atlantic and the Mediterranean for 2007. On the basis of the catch returns received from the Member States to date, the EU 2007 quota for bluefin tuna of 16,779.5 tonnes has been exhausted. The Commission must therefore close the whole EU fishery. This closure concerns Cyprus, Greece, Malta, Portugal and Spain as the other two Member States involved, Italy and France, closed their own fisheries in July and August respectively.

Nuclear Energy

On 21st September the European Commission established a group of researchers and companies who will be responsible for drawing up a technological strategy for nuclear energy. The "technologicial platform for sustainable nuclear energy" aims to "prepare for the future and maintain the European lead in this area," explains the Commission. Indeed the world consumption of energy is due to double between 2000 and 2050. Europe has the largest nuclear sector in the world, since one third of its electricity is produced by nuclear power stations.

On 18th September EU Justice and Interior Ministers addressed the issue of the protection of the southern maritime border against illegal immigration notably referring to the Frontex report (Frontex, the agency responsible for protecting the Union's external borders).

Terrorism

The anti-terrorist co-ordinator for the EU is Gilles de Kerchove, an executive civil servant who until now has been responsible for European policies with regard to legal and police co-operation. Mr de Kerchove who is 50 years old is Belgian and will succeed Dutchman Gijs de Vries who resigned in March. According to a press release from Javier Solana, Gilles de Kerchove "will watch over the establishment of the anti-terrorist strategy in the Union," "he will co-ordinate work" undertaken by the 27 and will have "an overall view of the tools at the Union's disposal."

Justice and Internal Affairs

The Council approved a text which defines the security features and biometric identifiers that Member States have to use in a uniform format of residence permit for third country citizens. In addition to this the Council said it agreed on the scope of application of this draft framework decision and on the data protection regime for the transfer of data to third countries. Finally it adopted a regulation relative to public passenger transport services by rail and by road, approving all the amendments approved by Parliament on second reading.

Northern Dimension

The Regions Committee held a conference on 19th September bringing together Benita Ferrero-Waldner, European Commissioner for External Relations and Konstantin Trofimov, deputy head of the Russian mission with the EU. The question of co-operation on both a regional and local level between the EU and Russia with regard to a new nordic policy was the focus of discussion. This new policy that brings the EU together with Russia, Norway and Iceland concentrates on issues such as climate change and energy.

Human Rights

A conference on the role of the Supreme Courts in the application of the European Convention for Human Rights took place on 20th and 21st September in Belgrade. Representatives from 13 Supreme Courts took part in this conference organised by the Serb presidency of the Committee of Ministers. Philippe Boillat, Director General of the Directorate of Human Rights and Legal Affairs and Jean-Paul Costa, Chairman of the European Court of Human Rights delivered an inaugural speech. According to the latter the conference was a sign that Serbia believed "it a priority to improve and strengthen national mechanisms in the application of the European Convention for Human Rights."

Franco-German University

On 19th September the Franco-Germany University celebrated its 10th anniversary. Comprising 150 higher education establishments in Germany and France the university receives nearly 4,500 students ie nearly one third of Franco-German university exchanges. More than 140 integrated courses that lead to dual diplomas are on offer. In the area of research the University helps to set up Franco-German research projects. In 10 years the University, whose HQ is in Saarbrucken has become a leading light in Franco-German relations.

ECB

The European Central Bank (ECB) can count on Germany to defend it against any attack to its independence, said Chancellor Angela Merkel on 20th September whilst France continues assiduously to criticise the organisation. "Nothing allows us to doubt the evidence of the ECB's independence as stated in the Maastricht Treaty," she said in a dinner organised by the Bundesbank which is celebrating its 50th anniversary. The ECB's independence is a legacy of the 'Buba' and the ceremony was an opportunity to confirm the intangible nature of this status once again."The entire government and I are extremely attached to the ECB's independence, and we shall defend it against any attempts to challenge this," she warned. In her opinion this status is vital for the central bank's credibility in its fight against inflation.

On 18th September, 100 days after the general elections in June, the main Belgian political parties still have not succeeded in forming a new government coalition. Although the Flemish liberals and the Christian-Democrats won the election and have perfectly compatible programmes with regard to a socio-economic plan they cannot agree on institutional reforms.

Estonia

German/Russian Gas Pipeline

The Estonian government has just rejected for ecological reasons the request made by Nord Stream, a German-Russian consortium, which was due to build a gas pipeline between Russia and Germany. Nord Stream responded in the wake of Tallinn's refusal on 20th September announcing that it would probably revert back to its original project which would take it through Finnish waters. The Nord Stream project that would link Vyborg in Russia to Greifswald in Germany over 1,198 km, has been the source of indignation on the part of the three Baltic countries and Poland who fear for their own energy security. The head of Estonian diplomacy Urmas Paet has revealed a joint initiative on the part of Latvia, Lithuania, Estonia and Poland to request the European Commission to call a debate on the gas pipeline.

On 19th September French Secretary of State for European Affairs, Jean-Pierre Jouyet, presented a communication relative to the French Presidency of the Council of the European Union in the second half of 2008. The government believes that this presidency will present an opportunity to "confirm France's return to Europe and its ability to provide significant impetus to the European project." It will also be part of "Europe's return to France via the enhancement of the European spirit amongst our fellow countrymen." France intends to strengthen Union action with regard to immigration, energy, environment and defence.

Bertie Ahern

On 21st September Irish Prime Minister Bertie Ahern met with French President Nicolas Sarkozy. The two men talked about European and international issues. With regard to Europe they noted with "satisfaction the progress achieved by the Intergovernmental Conference" responsible for writing the new European treaty. They spoke again of their hope to see the rapid conclusion of work by the IGC." They also spoke of the Darfur crisis, the situation in Kosovo and in the Middle East.

After his victory in the early general elections on 16th September Greek Prime Minister Costa Caramanlis (New Democracy) announced the composition of his new government on 19th September. From the 17 ministries, 8 ministers have been reappointed including government spokesperson Theodor Roussopoulos. Amongst the most important, Dora Bakoyannis who was re-appointed Foreign Minister (she is also the only woman minister). Georges Alogoskoufis goes back to being Finance and Economy Minster, Evangelos Meimarakis, Defence Minister and Prokopis Pavlopoulos, Interior Minister.

The Netherlands

No to a Referendum

More than two years after the NO that was given to the draft Constitutional Treaty in the Netherlands and France plunging the European Union into crisis, the Dutch government said on 21st September that it was against a referendum on the new European treaty. It said that the new treaty would be discussed and voted on in Parliament.

Poland

Death Penalty

On 18th September the EU was obliged to abandon its "European Day against the Death Penalty" which was due to take place on 10th October because of the attitude adopted by Poland. The government led by Jaroslaw Kaczynski believed the organisation of this day was "pointless" except if it was widened to being "Defence of Life Day" to include the prohibition of euthanasia and abortion.

OSCE non grata

Poland has refused to allow observers from the OSCE to attend the next general elections on 21st October next. "The Polish government has informed the OSCE secretariat that it would not appreciate the arrival of foreign observers to monitor the elections on 21st October."

Slovakia

Border Controls

The UN Agency for Refugees (UNHCR) established an agreement on 18th September with the Slovakian police for foreigners and borders as well as with the League for Human Rights. The main aim of the agreement is to ensure that asylum seekers are granted better access to the EU and to limit illegal migration.

Bernard Kouchner

On 17th and 18th September the French and European Foreign Minister, Bernard Kouchner travelled to Moscow to talk with his Russian counterpart, Serguey Lavrov with regard to international issues: the Middle East, the Balkans and notably Kosovo, EU-Russian relations, security issues and the Iranian nuclear affair. He also met with members of Russian civil society and representatives of French NGO's active in Russia in the area of the State of Law.

Northern Cyprus

On 18th September the new president of the Republic of Turkey, Abdullah Gül re-iterated Ankara's support of Turkish Cypriots. The Turkish president was the guest of the President of the Turkish Republic of Northern Cyprus, a republic that has not been acknowledged by the international community. Since 1974, when the northern part of the island was invaded by Turkish soldiers, it has been divided into two parts. The Greek community living in the southern part of the island believes this visit was a provocation.

Ukraine

Chernobyl

An agreement was signed on 17th September in Kiev between Ukrainian President Viktor Yushenko, the managers of the nuclear power station, Chernobyl and the French consortium, Novarka. The latter rallies the groups Vinci and Bouygues for the construction of a new sarcophagus around the power station's reactor which exploded in 1986. The present structure is collapsing. Ukrainian President Viktor Yushenko and French Secretary of State for Companies and External Trade, Hervé Novelli attended the signature of the contract between the power station's administration and the two French groups.

According to an OECD report Poland must accelerate its reform of higher education if it wants to improve its social and economic situation. The report published on 19th September highlights the progress achieved notably with regard to the autonomy of the establishments and the principle of selective funding. However according to the authors the Polish university system must be modernised since study programmes are still far from the reality of the markets.

Energy

On 20th September the OECD published a report in which the organisation expresses its support for the European Commission's project to deregulate network industries in Europe and more particularly in the area of energy. According to the OECD energy markets have to become transnational and more open to competition in order to reduce prices and to strengthen the security of supply. It is therefore a priority to create integrated markets across the EU or its regions as the nordic countries have done.

The Doha Round

During a speech on 17th September in New York, Peter Mandelson, European Commissioner for External Trade said that the Doha Round negotiations "have moved forwards more than we might have realised." Negotiations have notably progressed thanks to the change of position adopted by the USA which recently showed it was ready to come to a consensus on agricultural policy. In his opinion the final success of the Doha Round would "make the opening of the world's economy a permanent matter" and that this would be "a guarantee against protectionism and recession" at a time when "our economies might be threatened by turbulence on the financial markets."

Eurobarometer

Medical and Sanitary Research

According to a Eurobarometer survey published on 17th September a large majority of European citizens are interested in medical and health research (71%), and they are more interested in health research than in European and international news (70%) and economic and social affairs (68%). The interest of citizens in medical and health research increases with age (76% of people aged 55 and over compared with 61% of those aged 15-24). The survey indicates also that citizens trust the scientific and medical professions above all others when it comes to information on science or health research, and that international institutions – including the European Union itself – are significantly more trusted than regional or national governmental sources.

A report on the effects of electro-magnetic fields produced by mobile phones and electric cables on human health has just been published. The European Agency for the Environment advises caution with regard to this.

Cross Border Work

According to a study by INSEE published on 17th September Lorraine is the most important region with regard to providing cross-border workers in the former EU15. 87,000 inhabitants from Lorrain travel to work in Europe daily, 60,000 of these travel to Luxembourg and 27,000 go to Germany. INSEE says that there has been an increase in the flow of labour because there has also been an increase in paid work in Luxembourg between 1999 and 2005 whilst in Lorraine itself there has only been a 1% rise in employment offers.

Public Services

According to a study published on 20th September by CapGemini for the European Commission the quantitative and qualitative development of on-line public services is continuing to improve in the EU. The share of accessible public services via the internet rose from 50% to 58% between 2006 and 2007. The study shows that on-line public services have become "more sophisticated in comparison with 2006." The most advanced country in this area is Austria which meets criteria 100% with regard to 20 services monitored. The study welcomes the progress made by Portugal, Malta, Estonia and Slovenia. The bad pupil is Bulgaria with 15% on-line public services.

On 27th September the first "Dictionnaire du Monde Germanique" written by Elisabeth Decultot, Michel Espagne and Jacques Le Rider will be available in bookshops. The 1100 pages published by Bayard Presse which includes contributions from over 300 European authors focuses on this geographic area from all historic, economic, political, legal, sociological, religious, artistic and scientific points of view.

RAMSES 2008

The French Institute for International Relations (IFRI) has published its 26th Annual World Report on the RAMSES economic system and strategies. The chapter on "Europe" notably includes an article by Thierry Chopin, research director for the Robert Schuman Foundation, on the reform treaty and an article by Michel Foucher, member of the Foundation's Scientific Committee on the European Union's borders.

N°43 of the review Géoéconomie, published in partnership with the Robert Schuman Foundation is dedicated to relations between Russia and Europe.
