On the occasion of the bicentenary of the French Court of Auditors and of the 30th anniversary of the European Court of Auditors the Robert Schuman Foundation has published a study entitled, "What controls exist for Europe's public funds?" This work will be presented at the Court of Auditors on Tuesday 27th November.

European Elections Monitor - Croatia

1 January 1970

According to non-final results the Democratic Union (HDZ) came out ahead in the general elections that took place in Croatia on 25th November winning 60 seats in the Hrvatski Sabor, the only house in Parliament (-6 in comparison with the previous election on 25th November 2003). Outgoing Prime Minister, Ivo Sanader's party leads over the Social Democrat Party (SDP) which won 57 seats (+23). These parties were followed by the alliance Peasants Party/ Social Liberal/Primorje-Goranska Union (HSS/HSLS/PGS) which won 8 seats, the People's Party (HNS) 7 seats, the Democratic Peasants Party (HDSS) and the Democratic Istrian Assembly (IDS), three seats each, the Party of Rights (HSP) and the Pensioners' Party (HSU), one MP each.

European Elections Monitor

Eleven parties are running in the general elections that will take place in Russia on 2nd December next. Not all are treated fairly though. It would appear that the President's party, United Russia has prerogatives that have been refused the other parties. Opponents to the regime have been arrested or imprisoned, like for example Garry Kasparov. This has occurred to such an extent that the poll undertaken by VTsIOM, published on 21st November indicates that only two parties, United Russia and the Communist Party are due to win the necessary 7% to be represented in the Duma, the lower house in Parliament. United Russia led by Putin is due to win 63.8% of the vote and the Communist Party 7.3%! All of this will happen without the usual monitoring by the OSCE.

Euromed/Migration

On 18th and 19th November during the first ministerial Euro-Med meeting on migration ministers addressed the relationship between development and migration, both legal and illegal. In their conclusions they recalled that good management of migration can help in optimising the social and economic benefits of this phenomenon brought to the countries of origin, transit and destination. Likewise they stressed the need to enhance the join management of migratory flows, the need to strengthen the joint management of migratory flows, in a spirit of partnership, shared responsibility, mutual benefit and solidarity. They believe it necessary to promote services and effective financial products to help make safe the transfer of money.

EU-ASEAN Summit

During the Summit on 22nd November in Singapore European Union and South-East Asian leaders agreed to increase work to come to an agreement whose objective is to create one of the biggest free exchange areas in the world. However the summit revealed differences of opinion with regard to the management of the military dictatorship in Burma.

European Economic Area

During the 28th meeting of the Council of the European Economic Area on 20th November ministers said they were pleased with the accession of Bulgaria and Romania. They spent time on reviewing the situations in Kosovo and in Darfur. They discussed the issue of the fight against global warming and the need for a long term plan to include energy efficiency and renewable energy forms. The Council welcomed the decision taken by the European Union to establish an integrated, coherent maritime strategy.

Juncker/Monetary Markets

On 20th November the Eurogroup chairman, Jean-Claude Juncker, told MEPs of his concerns with regard to inflation. He also warned against an attitude of "benevolent indifference" in the face of the rapid changes ongoing on the monetary markets.

On 20th November the Legal Affairs Committee at the European Parliament approved at first reading the(Rome I)regulation that aims to improve the recognition and enforcement in all Member States of court judgements with regard to civil and commercial disputes.

Schengen/Visas

1 January 1970

On 20th November the Civil Liberties Committee at the European Parliament approved a draft regulation that obliges Schengen Area Member States to take ten finger prints plus the photograph of those asking for visas and who are hoping to enter the European Union. MEPs did however adopt a number of exemptions for children and diplomats. They also spoke in favour of greater data protection.

On 21st November the Agriculture Committee at Parliament adopted a report after a proposal by the Commission which aims to reform the European wine sector and put forward a compromise on the most controversial measures, such as the destruction of vineyards, designations and labelling.

CAP

On 20th November the European Commission unveiled its blueprint for streamlining and further modernising the European Union's Common Agricultural Policy. The so-called 'Health Check' of the CAP will build on the approach which began with the 2003 reforms and make it fit for new challenges. The Commission puts forward three main questions: how to make the direct aid system more effective and simpler; how to make market support instruments, originally conceived for a Community of Six, relevant in the world we live in now; and how to confront new challenges, from climate change, to biofuels, water management and the protection of biodiversity. This document heralds the launch of a wide-ranging six-month consultation which is due to last until the spring 2008 and which should lead to an in-depth review of the CAP.

Single Market

On 20th November the European Commission published a document revealing its vision of the modern single market for everyone. Among the most important policy actions set out in the single market package adopted by the Commission are initiatives to: help consumers to exercise their contractual rights and get redress across borders; provide better information for consumers and small businesses; respond to weaknesses in sectors where the single market should deliver more; propose a Small Business Act in 2008 to increase SME access to European programmes and to increase their share in public markets; and introduce a "researcher passport"; clarify how EU rules apply to services and social services of general interest; and promote the quality of social services across the EU.

Transport

On 21st November the European Commission tabled its proposals for funding TEN-T projects for the period 2007-2013. In selecting the projects, the Commission has given priority to cross-border projects and environmentally friendly modes such as inland waterways and rail. Following the publication of four calls for proposals, the Commission received 221 project proposals. The support requested (more than 11.5 billion euros) largely exceeded the available Community budget of 5.1 billion euros.

Product Security

On 22nd November the Commission defined a series of initiatives to strengthen the enforcement and implementation of product safety controls currently in place in the EU. Priority measures which will move forwards in the coming months include: an in-depth audit of business safety measures in the toy supply chain (completion first quarter 2008); a series of specific measures to reinforce risk based surveillance by national market surveillance and customs authorities - including a targeted measure by the Commission requiring appropriate warnings about the dangers of magnets in toys. Increasing co-operation with China and the US will remain a priority.

Nanotechnologies

Political decision makers, researchers and industry representatives met on 21st November to discuss the future of European research on nanotechnology. This conference took place at good time for European nanotechnology: public/private partnerships for nanoelectronics and embedded systems are about to become a reality. A public consultation has just come to an end. The Commission intends to make Europe a leader in this area and hopes to put forward an adequate political co-operation framework to guarantee the smooth development of research.

On 22nd November the European Commission put forward a Strategic Energy Technology Plan, a comprehensive plan to establish a new energy research agenda for Europe. The Commission believes that Europe should lower the costs of clean energy and put EU industry at the forefront of the rapidly growing low carbon technology sector. This Plan is to be accompanied by better use of and increases in resources, both financial and human, to accelerate the development and deployment of low-carbon technologies of the future.

General Affairs/External Relations

On 19th and 20th November the 27 Foreign Ministers and their Defence colleagues adopted the European Defence Agency's 2008 budget. They approved "a joint research and defence technology strategy" and also adopted two measures to improve European civil and military crisis management capabilities. They re-iterated their support for the troika and its activities in Kosovo and the work undertaken by the High Representative in the Middle East. Finally they insisted on strengthening restrictive measures against Burma.

Competitiveness

On 22nd and 23rd November the 27 Research ministers invited the Commission to boost the Lisbon Strategy with a view to a new cycle promoting the role of research and development. They came to an agreement on the creation of a European Innovation and Technology Institute and to form a simplified, coherent business environment for European companies notably for SME's.

Galileo

MEPs and European Budget Ministers agreed on 23rd November on the European Budget 2008 which will include vital funds for the future European satellite navigation system, Galileo. Following the exclusion of funding by private industry for the future fleet of 30 satellites in June the European Union now has to find 2.4 billion additional euros from public funds to complete the project that is designed to compete against the American GPS. MEPs who share budgetary authority with the Council of Budget Ministers received assurance that the Galileo project will be soley financed from community funds, including 1.6 billion from unused funds.

On 19th November on the occasion of the 60th anniversary of the Marshall Plan German Chancellor Angela Merkel spoke in support of closer co-operation between Europe and the USA. The two entities are not only linked by good economic relations but also by values and joint responsibilities. Within this context it would seem appropriate to pool capabilities in research areas to a greater degree.

Results

Two years after coming to office on 22nd November 2005, German Chancellor Angela Merkel concluded that her government's actions had led to positive results. Although the economy and the labour market had improved progress still had to be made with regard to family policy and research. Given the world economy and the increase in oil prices work towards reform must continue. Finally she indicated that she hoped to contribute to finding solutions to the crises which the international community is facing.

Treaty

The Lisbon Treaty was the focus of intense discussion at the Nationalrat, the lower house of the Austrian Parliament on 23rd November. The SPÖ (Social Democrat Party), the ÖVP (People's Party) and the Greens support the treaty and welcome the progress made to improve the running of the European Union thereby making it more democratic. However the FPÖ (far-right Liberal Party) has been extremely critical fearing for the sovereignty and neutrality of Austria.

Denmark

Euro

On 22nd November Danish Prime Minister Anders Fogh Rasmussen said that he would submit his country's accession to the euro area to the vote again. At present Denmark benefits from an opt out clause in this area after the rejection of the project by referendum in 1992. The Prime Minister did not mention a specific date for the organisation of this referendum. According to a Gallup poll undertaken in October 51% of the Danes would like to see the repeal of the exemption clause with regard to the single currency.

On 23rd November the new Danish government presented its working programme. Nearly 270 proposals have been put forward. These involve an increase in foreign aid, the reduction of income taxes and the holding of a referendum on the opt-out clauses which Denmark benefits from (euro, justice and internal affairs and defence). The government had to compromise to win the support of its allies, the People's Party and New Alliance. The Social-Democrat Party believes that some of the proposals are good but is expecting to see how they will be applied.

Estonian Economy Minister Juhan Parts and Prime Minister Andrus Ansip disagree with each other with regard to Estonia adopting the euro, which would only be possible in 2011. The Economy Minister is therefore endangering the government coalition.

On 23rd November the Cabinet Committee on European Union Affairs discussed the annual Commission Legislative and Work Programme which introduces the Commission's main political objectives, individual legislative initiatives and other key measures. The programme places special emphasis on growth and jobs, sustainable development, migration, citizens' well-being and the European Union's international role.

On 26th September last 69 French MPs formed a 'group of Europeans' which will aim to "rally MPs who want to commit themselves resolutely to a new Europe in the National Assembly - a new Europe which is both political and concrete, and closer to the citizen". On this occasion they wrote a founding text developing European values that they want to promote and the aims they have set themselves.

Mediterranean

During the 2nd session of the Mediterranean Parliamentary Assembly on 24th November MPs provided their support to the French initiative of a Mediterranean Union. The Mediterranean Parliamentary Assembly created in February 2005 rallies MPs from 22 countries, including 19 countries which lie on the shores of the Mediterranean and three assimilated countries (Jordan, Macedonia and Portugal). The inaugural session was held in September 2006 in Amman.

Poland

Swearing-In

The Diet, the lower house of Polish Parliament swore in the new government led by Donald Tusk during a vote of confidence on 24th November: 238 votes in favour, 204 against and 2 abstentions. In his inaugural speech he said how he intended to modernise Poland which was half as rich as the European Union average so that it could also reap the fruits of its "own economic miracle." Donald Tusk also promised to bring Poland to the heart of the European Union. He maintained that it was in Poland's interest to prepare itself for a more rapid entry into the euro area. However he said that he was giving up re-integrating the European Charter of Fundamental Rights included in the European Treaty which he is due to sign shortly.

Romania

European Elections

For the first time since their country joined the European Union in 2007 Romanians elected their MEPs on 25th November. According to still incomplete results relative to 95.5% of the votes, the Democrat Party (PD), close to President Traian Basescu came out ahead with 29.1% of the vote in an election that was marked by a particularly low turn out rate ie 28.38%. The Social Democrat Party (PSD) is due to come second with 22.15% of the vote whilst the National Liberal Party (PNL) led by Prime Minister Calin Tariceanu is due to come third with 13.36% of the vote. The Liberal Democrat Party is forecast to win 8.04% and the Democratic Union of Magyars (UMDR) 5.82%.

Balkans

Kosovo

According to statements made by European negotiator Wolfgang Ischinger on 23rd November the troika of mediators for Kosovo aims to reach agreement at least on future co-operation between the Serbs and Kosovars, if the issue of Kosovo's status still has not been settled on 10th December when a report is due to be delivered to the UN. On 20th November bilateral discussions between Serb and Kosovar representatives did not lead to agreement. Kosovo is about to proclaim its independence from Serbia which is rejected by the latter. Serbia is suggesting however to provide greater autonomy to the province, the majority of whose population is Albanian and which has been managed by the UN since 1999. Serbs and Kosovars started three days of talks on 26th November in Austria as part of a last bid to define the future status of the province.

The Social Democrat Party (SDP) and the Democratic Union (HDZ) led by outgoing Prime Minister Ivo Sanader are running neck and neck after the Croat elections on 25th November according to results that still have to be finalised. The HDZ is forecast to win 60 seats versus 57 for the SDP. Results cover around 95% of some 6,000 polling stations. The votes of Croats living abroad still have to be counted.

Resignation

Georgian President Mikhail Saakachvili resigned on 25th November to start the campaign for the early presidential election that will take place on 5th January. Together the opposition, comprising about ten parties, appointed a single candidate, Levan Gatchechiladze, to run against Mr Saakachvili. The President of Parliament, Nino Bourdjanadze, will ensure the interim presidency.

Ukraine

Resignation

Ukrainian Prime Minister Viktor Yanukovich presented the resignation of his goverment on 23rd November during the first session of Parliament after the general elections which took place on 30th September last. All of the former cabinet ministers resigned from their functions just after MPs had taken oath in Parliament. Ministers will undertake their functions until a new government is formed by the ruling coalition.

Health

The 8th Conference of European Healthcare Ministers took place on 22nd and 23rd November under the auspices of the new Slovakian presidency of the Council of Europe which started on 1st November. Hence Ministers were able to discuss solutions to provide to the challenges of migration and other forms of mobility faced by healthcare systems. At the end of their meeting they adopted "the Bratislava Declaration on migration, healthcare and Human Rights."

Bosnia Herzegovina

On 21st November the UN Security Council unanimously adopted resolution 1785 which extended the mandate of the multinational stabilisation force in Bosnia-Herzegovina (EUFOR-Althea) for one more year; this force comprises around 2,500 soldiers (2,200 from the Union member states and 300 from non-member states) which took over from SFOR (NATO) in December 2004.

According to Eurostat figures published on 19th November seasonally adjusted production in the construction sector, remained stable in the euro area and rose by 0.1% in the European Union in September 2007, compared with the previous month. In August, production increased by 0.3% in the euro area and by 0.6% in the European Union. Compared with September 2006, output in September 2007 gained 1.5% in the euro area and 2.5% in the European Union. In August the annual growth was 2.6% in the euro area and 3.6% in the European Union.

According to figures published by Eurostat on 20th November between 2000 and 2006, the European Union exports of goods to the 10 ASEAN countries rose from 42 billion euro to 49 billion, while imports increased from 75 billion to 79 billion. The European Union deficit in trade with ASEAN fell from 34 billion in 2000 to 29 billion in 2006, accounting for 15% of the total European Union external trade deficit. ASEAN accounted for around 5% of the European Union's total external trade in goods in 2006.

Budget

In a joint publication by the Bertelsmann Foundation and the Centre for Applied Policy Research in Munich released on 19th November former Austrian Chancellor Wolfgang Schüssel calls for a revision of the present funding system of the European Union. Indeed he believes it that it is opaque, complex and unfair. So that the Union can enjoy more of its own resources he advises for a serious investigation into the introduction of a European tax, but which excludes however imposing an additional tax on citizens.

The Swedish Institute for European Policy Studies (SIEPS) has published a study on flexicurity. The author, Lars Calmfors, looks into the benefits of the concept and also the potential dangers it carries.

Drugs

The rise in the consumption of cocaine, the high death rate associated with drugs and the "threat" linked to the increasing production of opium "are shadowing" the excellent results achieved in the fight against cannabis in Europe. According to the European Monitoring Centre for Drugs and Drug Addiction in its annual report published on 22nd November around 4.5 million Europeans say they have used cocaine in the past year (in comparison with 3.5 million the previous year) and two million have used it in the last month which is more than double the estimates with regard to ecstasy. The annual report covers the 27 European Union Member States as well as Turkey and Norway.

On the fiftieth anniversary of the signing of the Rome Treaties the Museum of Europe in Brussels is running an exhibition entitled, "It's your History!" This exhibition reviews the major stages in the construction of Europe from the end of the Second World War to today.

Bremen/Painting

On the occasion of the 100th anniversary of her death the Kunsthalle in Bremen pays tribute to the expressionist painter Paula Modersohn-Becker (1876-1907, noting the influence of the great French painters of the start of the 20th century on this prolific German painter who is still largely unknown beyond German speaking countries. The exhibition runs until 24th February 2008.

Versailles/Exhibition

The Palace of Versailles is running an exhibition "When Versailles was furnished with silver," from 20th November 2007 to 9th March 2008. This exhibition illustrates the wealth of the Sun King's Court. 140 exhibits recreate the atmosphere of the evenings that the king offered three times a week at court.
