It is a reference work for all of those who want to learn as much as possible on the European Union.

European Elections Monitor - Cyprus

1 January 1970

Outgoing President Tassos Papadopoulos (Democratic Party DIKO) came third in the first round of the presidential election in Cyprus on 17th February winning 31.7% of the vote. Therefore he will not be taking part in the second round on 24th February which will witness a confrontation between Ioannis Kasoulides (Democratic Assembly DISY), who won 33.51% of the vote and Demetris Christofias (Progressive Workers' Party AKEL) who won 33.29% of the vote. The other six candidates won under 1% of the votes each. The turn out rate in Cyprus, where it is obligatory to vote, rose to 89.42%. The way Tassos Papadopoulos supporters cast their vote will be the decisive element in the second round.

European Elections Monitor - Czech Republic

Outgoing President Vaclav Klaus was re-elected on 15th February 2008 as leader of the Czech Republic. With the support of the Civic Democratic Party (ODS) Mr Klaus won 141 votes during the third round of voting in the second presidential election; this was one more vote than the simple majority required in the third round. His rival Jan Svejnar, economics and public policy professor at the University of Michigan (USA), with the support of the Social Democratic Party (CSSD), the Greens (SZ), the Association of Independents-European Democrats (SNK-ED) and the Open Democracy Union (KOD) won 111 votes. The vote took the form of a show of hands.

Russia

On 13th February Slovenian Foreign Minister, Dimitrij Rupel chaired the troïka meeting between the European Union and Russia. He stressed the effort made in the negotiations towards an integral treaty that would replace the partnership and co-operation agreement and reassured Russia of support in its bid to join the WTO. With regard to the future elections he re-iterated his hope to see these undertaken in a free and transparent manner but regretted that no agreement had been found with regard to the OSCE's observation mission. The question of the political situation in the Western Balkans was also addressed.

Chad

1 January 1970

The Slovenian Presidency has thanked France for the evacuation of the European citizens from Chad. More than 1,400 citizens from Union Member States or third countries (60 nationalities in all) were evacuated. This was the first time the principle of the Pilot State was used after its adoption by the Council on 18th June 2007. This mechanism showed that it could provide full consular protection to Member State citizens in a crisis situation in a third country. Member States sent France all the necessary information with regard to their citizens in Chad and France undertook to co-ordinate operations.

Fundamental Rights

On 11th February the Civil Liberties Committee unanimously chose Dane, Morten Kjaerum as director of the European Fundamental Rights Agency. The Agency's Management Board still has to approve this decision for it to come into force. Morten Kjaerum has 23 years experience in the area of Human Rights and is at present the director of the Danish Institute for Human Rights. One of the Agency's priorities will be to come to a better understanding of national minorities and the conciliation between the fight against terrorism and the protection of fundamental rights.

Lisbon Strategy

The fourth interparliamentary meeting on the Lisbon Strategy took place on 12th February insisting on the free movement of knowledge. National and European MPs all believe that red tape has to be cut, investments have to be made in education and the labour market, help should be given to SME's so that the European Union can continue the modernisation of its economy, its commitment to the environment, the enhancement of enterprise spirit, the fostering of innovation and creation and yet protect the human being and his social position.

Fisheries

MEPs examined the results and limits of the 2003 reform of the fisheries policy, that was initially created in 1970. The European fishing industry is the second largest in the world and provides 7.3 million tonnes of fish per year. However, pollution, the lack of fish, weakened eco-systems and climate change are turning it into a crisis sector. "In the end after 20 years the European Fisheries Policy has proved beneficial to no-one," says Avril Doyle (PPE-DE, IE). The EU is putting forward measures to limit the environmental impact of fishing by protecting sensitive habitats. To implement these measures a European Fisheries Fund has been created to cover the period 2007-2013. With a budget of 3.8 billion euro it aims to develop sustainable fishing.

According to a study published by the Commission on 11th February only 22% of European Union inhabitants are able to identify 112 as the emergency call number valid in the 27 Member States. This number is vital to ensure the security of citizens in a uniform manner across the European Union. Member States have therefore been invited to make significant progress in informing their citizens about the 112 number.

Strategy 2009

On 13th February the European Commission presented its annual policy strategy by defining its political priorities for 2009. This document lays out objectives in five areas: growth and employment, climate change, immigration, citizens and Europe as a world partner. On the basis of this strategy the Commission will start an exchange of views with Parliament and the Council on the policies to define for 2009 and on the way to implement these.

2007 Report

On 13th February the Commission delivered the General Report on the European Union's Activities for 2007 to Parliament. It reviews all of the work undertaken by the Union's institutions and bodies and aims to provide a panorama of striking events and key trends that have occurred in the Union in 2007 such as for example the signature of the Lisbon Treaty, the enlargement of the Union, the adoption of common objectives to fight against global warming and the adaptation to the challenges presented by globalisation.

External Borders

On 13th February the European Commission presented new tools to facilitate the crossing of external borders which also increase security. This comprise an additional step towards the joint management of borders. The Commission is proposing the establishment of a biometric data file to include citizens of third countries who want to enter and leave the European Union. The aim is to enable legal travellers to move easily within the EU whilst fighting against illegal immigration and the trafficking of humans.

Innovation

On 14th February the European Commission published the 2007 European Innovation Scoreboard (EIS). Five EU Member States - Denmark, Finland, Germany, Sweden and the United Kingdom – continue to have a very strong performance as world innovation leaders alongside the US and Japan. Meanwhile, the large majority of other Member States are catching up with the leaders, and three of the newer Member States - Estonia, the Czech Republic and Lithuania - are on track to reach the EU average innovation performance within a decade.

On 12th February the Economy and Finance Ministers approved some changes with regard to VAT that ensure that taxation takes place in the country where the product/service is consumed. These measures also include better co-operation between States to avoid fraud in the payment of VAT. In addition to this they examined the various stability and convergence programmes presented by Member States including that of France and the UK. Finally they redefined the partnership for accession by Croatia to the Union.

EUFOR/Chad

1 January 1970

The deployment of the European force (EUFOR) to Chad that was interrupted on 1st February because of the Chad rebel attack on N'Djamena started up again on 12th February with the dispatch of equipment by air. EUFOR, comprising 3,700 soldiers from 16 countries should initially have started in November. France, Ireland and Poland will provide the core of the three battalions that are to be dispatched. Sweden will provide 200 men. Ten other Member States have promised contributions. The UK is represented by two officers. finally a third country, Albania, said that it would send 50 men.

The 27 Education, Youth and Culture Ministers adopted a roadmap on 14th February with regard to the European Youth and Education Pact as the next European Council approaches on 13th and 14th March. They exchanged views on the role of youth as part of the work undertaken in the European year of intercultural dialogue.

Kosovo

1 January 1970

On 16th February the European Union gave the go-ahead for the dispatch of a police and justice mission, EULEX, which will be responsible for contributing towards Kosovo's independence. The aim of this European mission is to "guide and advise the Kosovar institutions in all areas linked to the State of law," to establish "independent and multi-ethnic justice" as well as a multi-ethnic police force. On 16th February the Union announced the appointment of Frenchman Yves de Kermabon, former commander of the NATO troops in Kosovo as head of EULEX and Dutchman, Pieter Feith as the EU's special representative for Kosovo, to advise and support "the political process in Kosovo" and to co-ordinate the EU's various actions. "These appointments again illustrate even more clearly the EU's commitment to the Balkans," said Javier Solana, the EU's High Representative for the CFSP.

The countries of the European Union decided on 15th February to look into the possibility of providing itself long term with a fleet of military transport planes to put an end to the obvious lack of means that delayed the dispatch of the European forces to Chad. "A team will be responsible for looking into the creation of a European air transport fleet based on the shared ownership of Airbus 1400 M which will be under the command of several governments," announced the European Defence Agency.

According to the monthly barometer of the Centre for European Economic Research (ZEW) published on 12th February German financial analysts are expecting a recovery in the economic situation mid-2008. They even improve their forecasts with regard to export prospects within the next six months. Finally the index to measure economic forecasts in the euro area has stabilised (+0.3 points). This study "should reduce concerns about the development of the German economic situation," believes the director of the ZEW.

Turkey

During a speech delivered on 10th February in Cologne Turkish Prime Minister Recep Tayyip Erdogan qualified the assimilation of Turkish immigrants in Germany as a "crime against humanity" which he repeated on 12th February before the Turkish parliament. These declarations caused a scandal amongst the CDU and the CSU - reviving the debate about immigrants' integration in Germany. Maria Böhmer, delegate Minister for Migration, Refugees and Integration responded quickly to the intolerable words expressed by the Turkish Prime Minister saying that to talk of assimilation "was a dated debate" and that it would be more appropriate to talk of "integration", "which means taking equal part and also accepting our values."

Treaty/Ratification

The lower chamber of the Austrian parliament, the Nationalrat started the ratification procedure of the Lisbon Treaty on 5th February with the organisation of public audiences. Experts, MPs and government representatives evaluated the text positively. They spoke of the Common Foreign and Security Policy (CFSP), the enhancement of the social aspects of the European Union, fundamental rights and energy issues. Other audiences are planned for 27th February and 25th March, with the ratification by the Nationalrat in April. The parties (SPÖ), ÖVP and the Greens) welcome the progress provided by the treaty which will improve the running of the European Union and make it more democratic, whilst the FPÖ and the BZÖ consider that Austria's sovereignty will be threatened.

Presidential Election

Outgoing Cypriot President Tassos Papadopoulos was eliminated on 17th February in the first round of the presidential election winning 31.29% of the vote in comparison with 33.29% for Demetris Christofias, president of Parliament and 33.51% for Ioannis Kasoulides former Foreign Minister. The second round will take place on 24th February between Ioannis Kasoulides (right) and Demetris Christofias (communist).

Czech Republic

On 12th February the French Secretary of State for European Affairs, Jean-Pierre Jouyet received Czech Deputy Prime Minister responsible for European Affairs, Alexandr Vondra, to discuss European issues such as energy, climate change, defence and immigration with their successive presidencies of the Council of the European Union in view. They spoke of the preparation of the programme of the trio of presidencies comprising France, the Czech Republic and Sweden from 1st July 2008 to 31st December 2009.

Treaty/Ratification

On 14th February France officially ratified the European Treaty of Lisbon. the text was published in the Journal Officiel. Although France is the first founder country of the European Union to agree to the treaty it is the fifth European country to ratify it after Hungary, Slovenia, Malta and Romania.

French President Nicolas Sarkozy has given Alain Lamassoure, former Minister, MEP (PPE-DE, FR) the task of looking into the means of "improving the effective implementation of community law with regard to citizens."

Greece

Immigration

Greek Home Minister, Prokopis Pavlopoulos received French Immigration Minister, Brice Hortefeux on 12th February. The latter had come to put forward a European immigration pact as part of the French Presidency of the Council of the European Union. The Greek Minister showed a real interest in the French proposal but recalled Greece's caution with regard to the legalisation of illegal immigrants and showed the infrastructures Greece has at its disposal in terms of the fight against immigration.

Treaty

Irish European Affairs Minister, Dick Roche presented the brochure on the Lisbon Treaty published by the government on 13th February. This document presents the main points of progress achieved by the treaty notably the means employed to strengthen democratic control and its influence on the European institutions. It identifies new responsiblities granted to the Union and details the limits of its competencies. The brochure shows how the Union's external role will be enhanced and how Ireland's military neutrality and its fiscal regime will be protected. In December the government created an Internet site dedicated to the Lisbon Treaty.

British-Irish Council

The British-Irish Council that rallies the leaders of London, Belfast, Edinburgh, Jersey, Guernsey, the Isle of Man and Dublin met on 13th February in Dublin. The strengthening of co-operation in a many areas notably with regard to the fight against drugs was on the agenda just like the improvement in the running of the Council which was created by the Good Friday Agreements in 1998.

Appeal

During a speech at the University of Trent on 11th February the President of the Italian Republic Giorgio Napolitano said that Italy should ratify the Lisbon Treaty even if the country was in an electoral period. The Chambers were dissolved on 6th February after a serious political crisis; early general elections will take place on 13th and 14th April. Pier Vincenzo Poracchia, head of the Italian Parliament's press service believes that ratification might be envisaged even in this particular context since until the elections Parliament can settle urgent or on-going affairs. This possibility is to be discussed on 19th February next.

Lithuania

Nuclear Power Plant

The European Commission gave the green light on 14th February for a 170 million euro (248 million dollars) grant to build a power plant in Lithuania that will replace the Ignalina plant that is to close at the end of 2009. The subsidy will be granted by the IIDSF, an international support fund responsible for closing down the nuclear power plant, Ignalina. It will cover 70% of the cost of a new combined plant (gas and steam) of 400 megawatts. The remainder will be provided by the State AB Lietuvos Elektrine company that will run the site.

Czech Republic

Presidential Election

On 15th February the second presidential election took place in the Czech Republic since parliament did not manage to elect a new president on 8th February last. Outgoing President Vaclav Klaus (ODS) was re-elected in the 3rd round against Jan Svejnar, a Czech-American economist - 141 votes against 111. Vaclav Klaus was re-elected for a second five-year term in office as head of the Czech Republic.

Prince Charles

On 14th February in his first speech to the European Parliament Prince Charles welcomed the European Commission's proposals with regard to the climate and energy. He did however call on the European Union to do more to fight against global warming, saying that "the hour of the last Judgement" was drawing closer. He believes that "we are simply not acting fast enough," to face the challenge of climate change and that if the world did not gauge the coming challenges correctly "the result will be a catastrophe for everyone." In addition to this he called for a closer association between the private sector, authorities and NGO's in the fight against global warming. He invited the EU to increase its work to convince the USA and the major emerging countries to make greater efforts towards finding solutions to the climate problem.

Sweden

Foreign Policy

On 13th February Foreign Minister Carl Bildt presented the annual foreign policy declaration to his government before the Riksdag. Sweden intends to play an active role in the promotion of the European Union as a global player, notably in terms of security and peace. It will continue to encourage the European integration of countries which respect the Copenhagen crieria, notably the countries of the Western Balkans and is expecting a clear decision from the UN to clarify the future of Kosovo.

The Parliament of Kosovo voted on 17th February the proclamation of the independence of the province that lies in the south of Serbia and which is mainly Albanian speaking. "From now on Kosovo has changed its political position, we are now an independent, free and sovereign State," declared the President of Parliament Jakup Krasniqi. During an extraordinary plenary session the flag of independent Kosovo was presented - it shows the outline of Kosovo in yellow on a dark blue background together with six stars.

Serbia will never acknowledge Kosovo's independence declared Serb president Boris Tadic on 17th February whilst the Kosovar Parliament voted the proclamation of independence of this province south of Serbia. "Serbia will never acknowledge Kosovo's independence. Serbia reacted and will react by all possible means - peaceful, diplomatic and legal - to annul this act committed by the institutions of Kosovo," indicated the Serb president.

On 12th February in Moscow Russian President Vladimir Putin and his Ukrainian counterpart Viktor Yushenko only just came to an agreement enabling the Ukraine to gradually settle its debts with regard to gas on condition that the number of middle-men is reduced. Gazprom threatened to cut gas supplies to the Ukraine if an agreement was not signed.

Putin, Prime Minister?

During his most recent press conference as president on 14th February Vladimir Putin reviewed his two terms in office. He said that he was ready to undertake the role of Prime Minister with the prerogatives that this implied if Dimitri Medvedev (Edinaia Rossia ER) won the presidential election on 2nd March next.

Latvia/Discrimination

According to a report published on 12th February by the European Commission against Racism and Intolerance (ECRI) - an independent body that monitors the area of Human Rights and which is part of the Council of Europe, there are continuing problems of discrimination in Latvia. This commission has observed that in Latvia the number of racist type attacks against visible minorities has increased. In addition to this the use of racist ideas in some media and by some political leaders is still a problem. It recommends the Latvian authorities take additional steps in a number of areas to fight against racist violence notably by applying the pertinent penal measures.

Kosovo

On 17th February the UN Security Council met for an emergency session in New York on the request of Russia and Serbia after the proclamation of independence on the part of Kosovo. There is still disagreement between Russia, which is against independence and the western countries which are ready to acknowledge Kosovo as an independent State. "No country supported Russia's request to cancel Kosovo's proclamation of independence," declared British Ambassador John Sawers.

Financial Crisis

IMF Director General, Dominique Strauss-Kahn declared on 13th February that the macro-economic effects of the world financial crisis would be serious and that no region would emerge totally unscathed. In his opinion the world economy has entered a difficult period with the spread of the financial crisis into the real economy. He believes that authorities should respond to a possible slowing in the economy, via a mix of budgetary and monetary measures to support domestic demand.

According to Eurostat figures published on 13th February in December 2007 compared with November 2007, seasonally adjusted industrial production fell by 0.2% in both the euro area and the European Union. The production of energy increased by 0.5% in the euro area and by 0.2% in the European Union. Intermediate goods grew by 0.3% and 0.2% respectively. Durable consumer goods remained stable in both zones. Non-durable consumer goods fell by 0.1% in the euro area and by 0.4% in the European Union. Capital goods decreased by 1.0% and 0.8% respectively.

According to Eurostat figures published on 14th February GDP grew by 0.4% in the euro area and by 0.5% in the European Union during the fourth quarter of 2007. In the third quarter of 2007, growth rates were +0.8% in both the euro area and the European Union. During the fourth quarter of 2007, US GDP increased by 0.2% compared with the previous quarter, after +1.2% in the third quarter. In Japan, GDP grew by 0.9% in the fourth quarter, after +0.3% in the third quarter.

According to Eurostat figures published on 15th February the euro area recorded an external trade surplus of 28.3 billion euro in 2007 in comparison with -9.3 billion in 2006. However the European Union recorded a deficit of 185.7 billion euro in 2007, in comparison with -192.1 billion in 2006.

Eurobarometer

Citizenship

Eurobarometer has published a study on citizenship which reveals that 75% of those interviewed say they know about European citizenship. Only 41% know what that means and 31% feel they are really informed about their rights as citizens. Although 90% are aware that they are both national and European citizens, 18% think they have to ask for European citizenship to achieve it. In addition to this the level of citizens' knowledge with regard to their voting rights if they live in another Member State is low, notably amongst the uneducated populations. Finally knowledge of the Fundamental Rights Charter is still inadequately disseminated, even though it has increased since 2002.

In a DGAP analysis (German Society for Foreign Policy) entitled "Der gebremste Europäer - Gordon Browns Europa-Politik (Paralysed Europe - Gordon Brown's European Policy), Jan Techau looks into the role that the UK will play in the ratification of the Lisbon Treaty on the basis of the UK's present European policy, its domestic policy, the government programme and Gordon Brown's philosophy.

The Swedish Institute for European Studies (SIEPS) has just published an analysis on the future of the common European asylum system. After the publication in June 2007 of a Green Paper on the subject by the European Commission, Eiko Thielemann believes that responsibility sharing has to be redefined.

The UK which is divided after years of multi-culturalism is vulnerable to Islamic terrorist attack maintains a report by the Royal United Services Institute (RUSI) published on 15th February. Handicapped through a lack of confidence in its own values and a "misplaced deference" towards multi-culturalism, the UK is a "potential target" in a world that is in a phase of "remission" between the 11/9 attacks and possible attacks in the future say authors Gwyn Prins, professor at the London School of Economics and Robert Salisbury, member of the Privy Council.

Dedicated to the ESDP-CSDP, it includes, amongst others, articles by Jean-Pierre Jouyet (French Secretary of State for European Affairs) on the "Les Nouveaux Défis de la PESD", Alain Lamassoure (former Minister, MEP) that focusses on "the European foreign policy" and Jean-Dominique Giuliani (Chairman of the Robert Schuman Foundation) on "Comment Relancer l'Europe de la Défense."

Madrid/Theatre

On 28th February next the Häagen-Dazs Theatre of Madrid (the former Calderon Theatre) will open its curtain on the first Spanish musical inspired by The Diary of Anne Frank. The theme of the girl's life who hid from the Nazis in Amsterdam during the war and who died in 1945 in the Bergen-Belsen camp is approached in a light manner which typifies the Diary at times. This musical can be seen until 28th August.

On 22nd February the Charles-de-Gaulle museum will be inaugurated. The museum comprises 2,500m2 and lies under the Invalides. This tribute to the General de Gaulle focusses on pictures, whether these are photographs or archive films. Visitors walk through three sections: the Appeal, Liberation and the Constitution with some 400 documents from the National Audiovisual Institution and over 20 hours of commentary.
