Elections observatory - Georgia

1 January 1970

On 23rd March the Georgian President Mikhail Saakachvili announced that general elections would be held on 21st May 2008. The Constitution obliges him to announce the holding of the parliamentary vote at least 60 days prior to the chosen date. On 4th March Parliament adopted several amendments by 168 votes to 2. The number of members of parliament has been reduced, from 255 down to 150. 75 will be elected by majority vote in the 75 circumscriptions whilst 75 will be appointed by proportional representation within a single circumscription. A month before the general elections, and according to a poll published by the newspaper Resonansi on 21st April, 21.37% of voters intend to vote for the party in power, 17% for the National Council for the United Opposition, 6.2% for the Republican Party, 4.62% for the Labour Party, 4.37% for the Christian-Democrat party, 1% for the Right Wing Alliance and for Our Georgia/Traditionalist Union/Women's Party and 0.5% for the Christian Democrat Alliance.

Conference / Belarus

On 6th May the Robert Schman Foundation is organising, in cooperation with the French Information Bureau at the European Parliament, a conference-debate with Alexandre Milinkievitch, leader of the democratic opposition in Belarus and winner of the European Parliament's Sakharov 2006 prize, on the situtation in Belarus. Registration is essential.

Presidency

EU/Japan

1 January 1970

At the 17th EU-Japan summit held in Tokyo on 23rd April, both parties agreed to reinforce their strategic partnership. Cooperation must specifically take place in the fields of science, technology and civil aviation. Moreover, a commitment was made, for the promotion of peace in Central Asia, to increase efforts in terms of the management of hydraulic resources, Human Rights and democracy. Finally both parties made a commitment to invest in the UN process for climate change. A global agreement should come into being between now and the end of 2009.

Danilo Türk

1 January 1970

On 23rd April the Slovenian President, Danilo Türk, paid an official visit to the European Parliament. This was the first time that a president from one of the States that joined the EU in 2004 had addressed MEPs. He underlined the driving role that the EU must play on the world stage, particularly on global warming and the protection of Human Rights. With regard to environmental issues, he call on member States to show proof of cohesion. In terms of Human Rights, Europe must both act as an example in terms of the protection of the human rights of migrants and asylum-seekers and show itself to be a model of sustainable economic development.

EU-Russia

1 January 1970

On 24th and 25th April the 8th meeting of the Permanent EU-Russia Partnership Council was held in Saint Petersburg. Ministers addressed the question of the combat against drugs produced in Afghanistan planning for future possibilities for cooperation and the exchange of information in this area between the two parties. With regard to the combat against clandestine immigration and for the continuation of the dialogue on visas, the Ministers debated reinforcing cooperation between the Frontex agency (European Agency for the Managemeznt of Operational Cooperation at external borders of EU Member States) and the Federal Department for the Surveillance of borders with the Federal Security Department of the Russian Federation, initiated in 2006. The presidency supports intensive cross-border cooperation between EU Member States and Russia, on which depends correct management of European Union borders.

1 January 1970

On 25th April, the Chinese authorities announced during the visit to Beijing of the president of the European Commission, José Manuel Barroso, their intention to establish contact with a representative of the Dalai Lama. The Slovenian presidency congratulated itself on this announcement and the Slovenian Prime Minister Mr Janez Jansa, declared himself to be well satisfied with strengthening confidence in China amongst the international community, a factor which, in his opinion, "will contribute to respect for human rights and to the successful preparation and staging of the Olympic Games in Beijing."

Crime

On 22nd April, MEPs voted by 529 for, 65 against and 24 abstaining, Barbara Dührkop's (PSE, ES) report to increase cross-border cooperation in order to better combat crime, terrorism and illegal immigration. The aim of this initiative is to integrate into European legislation the Prüm Treaty adopted in May 2005 by Belgium, Germany, Spain, France, Luxembourg, the Netherlands and Austria. This treaty plans for joint police operations and the exchange of DNA data and fingerprints between the countries concerned. Although they approved the text they insist that the transfer of personal data must take place with a high level of protection and comply with the advice of the European Controller on data protection. Finally, they want to see a ban on communication of the DNA data and fingerprints of innocent people.

Ombudsman

The report by Anneli Jäätteenmäki (ADLE, FI) on the role of the European ombudsman was approved on 22nd April by Parliament with 620 votes in favour, 18 against and 18 abstaining. This report modifies the rules that define the Ombudsman's access to information held by EU bodies and evidence given by EU civil servants. By means of this report, MEPs are seeking to establish clearer rules and to boost citizens' confidence in the Ombudsman's work. They want every body and institution in the Union to be forced to provide information requested by the Ombudsman. The latter, together with his staff, will on the other hand be bound to comply with Community legislation in terms of the protection of personal data.

Galileo

On 23rd April, the European Parliament gave the green light to Galileo, the European satellite radio-navigation system by voting 607 in favour, 36 against and 8 abstaining, the regulation that lays down security requirements for Galileo and the European Geostationary Satellite Navigation Service (EGNOS). The deployment phase for Galileo, which will be completed in 2013 will be entirely financed by the European Union thanks to an investment of 3.4 billion euros. MEPs pointed out that technical requirements with regard to control of access to technologies guaranteeing the security of Galileo and EGNOS must be defined by the European Commission. These security standards will be controlled by the Galileo Surveillance Authority (GSA). Finally, Galileo will benefit from an inter-institutional framework (Council, Parliament, Commission).

EU/USA/Visas

On 23rd April a debate was held between the Council, the Commission and MEPs on the question of the visa waiving policy. This was further to authorisation given by the Council on 18th April to the Commission for the opening of negotiations with a view to concluding an agreement with the United States on certain conditions of access to their visa waiving programme. The Commission is to negotiate with the United States the question of exclusive Community jurisdiction, whereas Member States can negotiate bilaterally on other major issues. The question of visa applications by Internet was also raised. The vice president of the Commission, Jacques Barrot, with responsibilty for these matters, hopes to see rapid progress towards a free visa for Europeans.

Lithuania

The President of the European Parliament, Hans-Gert Pöttering, went to Vilnius on 24th and 25th April. During this visit he gave a speech to the Saeima (parliament) in which he pleaded strongly, in the name of the European Parliament, for ratification of the Treaty of Lisbon. He underlined the fact that ratification is an essential condition to ensure that the European Union can meet the challenges with which it will be confronted in the future. He also spoke with Belarusian students from the European Humanities Univeristy, exiled in Vilnius. Within the context of the European Year of intercultural dialogue, the President also met with representatives from the Polish minority.

Video games

On 22nd April, the Commission called for the video games industry to do more to prevent the sale to minors of products with violent content. The PEGI rating system, a self-regulation system used by the industry in Europe that provides information as to the degree of violence or use of bad language in video games adopted in 2003, is working well but "is unfortunately not sufficiently well known amongst the general public" said Viviane Reding, European Commissioner with responsibility for the information society and media. A survey undertaken by the Commission reveals that 23 of the 27 Member States of the European Union apply age-related rating systems, such as PEGI. On the other hand, four countries (Cyprus, Luxembourg, Romania and Slovenia), have not implemented any mechanisms of this type and only fifteen Member States have passed legislation regarding the sale to minors of video games with harmful content.

Audiovisual

Within the context of its communication strategy the Commission published on 24th April a proposal entitled "Communicating Europe through audiovisual media". The Commission thus aims to ensure greater coverage of EU affairs on TV and radio channels and multimedia platforms. It will encourage audiovisual media professionals to create and take part in European audiovisual networks. In particular, it will propose a network of TV stations to complement the network of radio stations already launched in April 2008. The Commission will also increase the amount of raw audiovisual material which it already provides free of charge to audiovisual media professionals and will increase its own production of videos to illustrate or explain EU policies.

Barroso / China

1 January 1970

On 24th and 25th April the President of the European Commission, José Manuel Barroso, accompanied by 9 commissioners, opened in China top level economic discussions with the Chinese government. He wishes to achieve concrete results on the trade deficit. It was also agreed that the Union should help China to develop clean energies and reduce its emissions of pollutants, as well as signing at the forthcoming EU-China summit a financing agreement for a centre for clean energies to be founded in Beijing. On the Tibet question, José Manuel Barroso obtained from the Chinese authorities agreement to a dialogue with the Dalai Lama to settle current disputes.

Research

According to a report published by the European Commission, career and mobility, international cooperation, research infrastructures, joint planning and the sharing of knowledge are the main concerns of those involved in European research work. This report is based on numerous responses to the public consultation on the Green Paper entitled "European Research Space: new prospects" published in April 2007. These answers show that continuation of consolidation of the European Research Space through the implementation of new, more ambitious actions, at every level of the European Union - regional, national and transnational – enjoys widespread support.

Health

On 25th April the European Commission published the results of a survey of electronic services in the health treatment sector (eHealth, health on line) undertaken on European scale. 87% of European General Practitioners use a computer, with broadband access in 48% of cases. Many European doctors have recourse to archiving and the electronic dispatch of data relating to their patients. The use of health applications on line by doctors and medical services has already meant improvements in health care in Europe, particularly by making administration more efficient and shortening waiting times for patients. The results of the survey show in which fields doctors could optimise this usage in order to promote services such as tele-surveillance, electronic prescriptions or cross-border medical services.

Barrot / new responsibilities

1 January 1970

After the Italian general elections won by Silvio Berlusconi, the vice-president of the Commission with responsiblity for Justice, Franco Frattini, will resign from his position to enter the Italian government. The president of the European Commission, José Manuel Barroso, therefore announced on 22nd April that he would entrust the Justice portfolio to the vice-president for transport, Jacques Barrot, who has been replacing Frattini place for over a month. The new Commissioner designated by Italy will therefore be responsible for transport. He justifies this decision by the need to "ensure coherence and effectiveness in the complex work to be done in the field of Justice, Security and Freedom."

Belarus

Considering education as essential for laying the foundations of democracy, the European Commission decided on 25th April to increase its financial support for young Belarusian students. It is providing the European Humanities University (EHU), in exile in Vilnius, with one million euros, through a trust fund grouping financial aid from the Commission and from other donors, particulary contributions from Member States of the European Union.

Economy

According to the Commission's economic forecasts published on 28th April, growth in the European Union is expected to reach 2% in 2008 and 1.8% in 2009 compared with 2.8% in 2007 (1.7% and 1.5% respectively in the euro area compared to 2.6% in 2007). The moderation in growth results from the persisting turmoil in the financial markets, the marked slowdown in the United States and soaring commodity prices. The EU economy is holding up relatively well thanks to sound fundamentals and is expected to create 3 million new jobs in 2008-2009 on top of the 7.5 million created in 2006-2007. But consumer price inflation is expected to surge temporarily to 3.6% this year in the EU compared with 2.4% in 2007 due to soaring energy and food prices, before coming down to an expected 2.4% in 2009 (for the euro area forecasts are 3.2% and 2.2% repsectively, compared with 2.1% in 2007).

Croatia

At the 5th conference on EU accession for Croatia, held on 21st April, two new chapters of negotiation were opened on energy and transport. Croatia has therefore now opened 18 chapters of the 35 that must be completed in order to join the European Union.

Georgia

1 January 1970

On 16th April the Russian foreign minister announced his desire to strengthen cooperation, through a series of measures to help the population, with the Georgian separatist regions of Abkhazia and South Ossetia, without the consent of the Georgian government. The European Union said that it was worried by these unilateral decisions, which compromise the principles of sovereignity and territorial integrity. It also believes that this decision risks increasing tension and will have an adverse effect on efforts to achieve peace.

Economy

According to a report published on 21st April by the German Institute on the Economic Climate, IW, economic growth should continue (1.7% in 2008 and 1.4% in 2009). This is an extremely encouraging result at a time when economic conditions are deteriorating on world scale: increase in the price of raw materials and turbulence on the financial markets. 45% of companies questioned expect to see their production increase compared to 2007, one third expect to maintain it at the same level whilst only 12% believe that it will fall. The IW also forecasts a fall in unemployment by 300,000 individuals compared to 2007 and a return of the number of job-seekers to 3.3 million (i.e. 7.6% of the active population) in 2009, which should bring the number of workers up to a record figure of 40.15 million by next year. Finally, growth, the fall in unemployment, salary increases and a fall in inflation to less than 2% in 2009 should tend to boost consumer spending.

Treaty / Ratification

On 24th April the German Bundestag (lower house) ratified the Treaty of Lisbon by 514 in favour, 58 against and 1 abstaining. The Bundesrat, the upper house in Parliment, must now ratify this text, which should happen on 23rd May.

Austria

Treaty / Ratification

On 24th April, the Bundesrat, the upper house in the Austrian parliament, ratified the Treaty of Lisbon. Members of the SPÖ, the ÖVP and the Greens voted in favour (58 votes) whilst the FPÖ and the BZÖ voted against (4 votes). The ratification procedure will be fully completed after signature by the Austrian president.

Bulgaria

Reshuffle

On 22nd April, the Bulgarian government announced a major reshuffle to reinforce the combat against corruption and organised crime after a series of scandals that have worried Brussels and forced the Interior Minister Roumen Petkov to resign on 13th April. Four ministers have been replaced (Interior, Defence, Agriculture and Health) and the position of Deputy Prime Minister has been created with responsibility for European funds. This position will be held by the current Bulgarian Ambassador to Germany, Meglena Plougtchieva. Mihaïl Mikov is the new Interior Minister, Nikolay Tzonev the new Defence Minister, Evgueniy Jelev the new Public Health Minister and Valeri Tzvetanov the new Minister for Agriculture. The Bulgarian Parliament approved this reshuffle on 24th April.

Denmark

Treaty ratified

Denmark has become the tenth country to ratify the Treaty of Lisbon (after Hungary, Malta, Slovenia, Romania, France, Bulgaria, Slovakia, Poland and Portugal). The Folgetinget, the Danish Parliament, ratified the Treaty of Lisbon on 24th April by 90 votes in favour and 25 against. The Robert Schuman Foundation has an up-dated map on its Internet site showing details of results of ratifications by country.

Finland

Estonia

The new Finnish foreign minister, Alexander Stubb, met his Estonian counterpart, Urmas Paet, during his first official visit to Tallinn on 23rd April. The two ministers discussed bilateral relations between the two countries, the importance of cooperation in the Baltic Sea region and opportunities for promoting a Baltic Sea strategy. They also discussed the Lisbon Treaty, the EU energy and climate policy and security matters. Finally, they indicated that the Union should speak with one voice in its relations with Russia, which is a major economic partner.

On 23rd April the British Minister for Europe, Jim Murphy, announced that Spain and the United Kingdom are to strengthen cooperation in the fight against clandestine immigration from Africa. "The United Kingdom and Spain have agreed to reinforce their cooperation in terms of immigration from Sub-Saharan Africa, and in particular Ethiopia and Sengal", he declared, "Spain and the United Kingdom can work together to help the European Union deal efficiently with the human tragedy of clandestine immigration and we can encourage it to become a model for the promotion of economic and human development in the world", he added in the presence of his Spanish counterpart, Diego Lopez Garrido.

Energy security

On 21st April Claude Mandil delivered to French Prime Minister François Fillon the conclusions of his report entitled "Energy security and the European Union". After numerous consultations, Claude Mandil has identified several areas for reflection in order to improve European energy security. He suggests in particular the development of efforts in energy saving, the establishment of European emergency mechanisms in case of supply crisis, with a role for regulators, a policy of investment in energy infrastructures to release specifically EU dependency on imported gas, the establishment of energy solidarity between Member States, that goes hand in hand with the reponsibility of each State, the organisation, on new bases, of energy relations with supplier countries, particularly with Russia and countries in the Caspian region and improved energy dialogue at world level.

Franco-German school book

Xavier Darcos, French Minister for National Education and Klaus Wowereit, Mayor of Berlin, Plenipotentiary of the Federal Republic of Germany for cultural relations with France, presented on 23rd April in Paris the second volume in the Franco-German history school book. Published by Nathan and Klett, this schoolbook, unique of its kind, is the result of intensive Franco-German cooperation in the educational field. After the volume that was published in summer 2006 for 18 year old pupils (final year at high school), this second volume, for 17 year old pupils, gives a cross-over view of the History of Europe and the world, from the Congress of Vienna (1814) to the end of the Second World War. A third book is planned for 2009 for 16 years old: this should address the period from Antiquity through to the beginning of the 19th century.

Hungary

Withdrawal / Coalition

The liberals, minority party in the socialist-liberals coalition, decided on 27th April, during the meeting of the Council of elected members of their party to leave the government on 30th April. A massive majority (84%) of the liberal party (ZDSZ) chose to leave the coalition and went for the alternative of "an independent, liberal and constructive opposition" announced the president of the SZDSZ, Janos Koka. The dismissal at the end of March by the socialist Prime Minister Ferenc Gyurcsany of the liberal health minister, Agnès Horvath, caused the split in the coalition, already made fragile by differences regarding the rate at which public accounts should be set in order. As a result of this decision the political crisis within the socialist-liberal coalition should result in the formation of a minority socialist government.

Ireland

Guide / Treaty of Lisbon

The Irish foreign minister, Dermot Ahern, confirmed on 20th April that a guide to the Lisbon Treaty was currently being distributed to all Irish households. This guide, available in Irish and English, explains the main advances made by the treaty, which will improve the efficiency and democratic legitimacy of the European Union. In addition to this guide, the government has published a white paper that explains the details of the treaty. All these documents can be accessed from the government site devoted to the Lisbon Treaty. They are intended to inform Irish citizens, who are set to ratify the Lisbon Treaty by referendum on 12th June.

Luxembourg

Russia

On 24th April 2008, the Prime Minister of Luxembourg, Jean-Claude Juncker, accompanied by the Minister of Justice, Treasury and Budget Minister, Luc Frieden, made a working visit to Moscow. At the Kremlin, they met with the President of the Russian Federation, Vladimir Putin. The Luxembourg delegation also met with the current Deputy Prime Minister and President elect, Dimitri Medvedev, who will take up office on 7th May 2008. On the agenda for the meetings were bilateral relations, relations between the European Union and Russia, current European news topics and the NATO-Russia summit that was held in Bucarest on 4th April. After the meeting, the Russian President and the Prime Minister of Luxembourg expressed their wish to increase Russian investment in the Economic Union of Benelux, as well as Luxembourg investments in Russia, which already amount to 30 billion dollars.

Portugal

Treaty ratified

On 23rd April, Portugal became the ninth EU Member State to ratify the Treaty of Lisbon. The text was passed by the Assembleia da República (Parliament) by 208 in favour, 21 against. The Robert Schuman Foundation has an up-dated map on its Internet site, showing details of results of ratifications by country.

Romania

France

On 22nd and 23rd April the Romanian Prime Minister, Calin Popescu Tariceanu, made an official visit to France. He celebrated the fact that Romania and France were entering a new phase of cooperation. The French Prime Minister, François Fillon, stated that talks with his Romanian counterpart will result in a re-launch of bilateral relations, and noted that cooperation between the two countries is "solid, realistic and serious". Franco-Romanian cooperation will develop in numerous fields such as car manufacturing, the energy sector, agriculture, transport, the aeronautical industry, the civilian nuclear sector and infrastructure.

On 24th April the European Union Council was informed of the appointment by the Romanian government of Mihnea Motoc as permanent representative for Romania at the European Union. He took up his functions on 21st April.

Global Europe

On 21st April Minister for Europe Jim Murphy announced that the British Government would run a series of seminars, in the UK and around Europe, on "Delivering a Global Europe". These discussions will enable an exchange of ideas between governments and civil society on the future of Europe. The Prime Minister and the Foreign Secretary have outlined their vision of an "open, outward-looking, flexible, global Europe, competitive and prosperous because of its skills, its innovation and its creative talents" and a "model Europe" – reaching out to its southern and eastern neighbours, meeting its responsibilities in the world and leading the way on the environment and human rights.

The Swedish foreign minister, Cecilia Malmstrôm, went to Paris on 21st April where she spoke at the Paris Institute of Political Science with reference to the Swedish presidency of the European Union during the 2nd semester 2009, which is part of the tripartite presidency France-Czech Republic-Sweden. The five priorities of the Swedish presidency will be climate / the environment / energy / employment / growth / competition, immigration / asylum / combat against criminality / internal security, relations with neighbouring countries and finally the global role of the Union / enlargement policy. At the French Institute for International Relations (IFRI) she underlined the role of the Union's "soft power", the opportunity presented by globalisation and the importance of developing the European Security and Defence Policy (ESDP).

Georgia

Asylum

Former Georgian defence minister, Irakli Okrouachvili, in opposition and sentenced at the end of March in his country for passive corruption, was granted political asylum by France on 23rd April. Founder of the Movement for a United Georgia, at the end of September Irakli Okrouachvili accused the Georgian president, Mikhaïl Saakachvili, on Georgian television of "liquidating certain influential and important people." After these declarations, he was charged with negligence, abuse of power, money laundering and extorsion of funds. Freed on bail of 6.5 million dollars he was able to leave the country for Germany. When he failed to appear in court an international warrant for his arrest was issued by Tbilissi, demanding his extradition. He was arrested in Berlin on 27th November 2007. The German authorities then decided to extradite him to France on 9th January since his Schengen visa had been issued by the French embassy in Tbilissi.

On 25th April Prince Albert II welcomed the French president Nicolas Sarkozy. He informed him of the Principality of Monaco's will to join the Mediterranean Union process. The French president, together with French ministers Jean-Louis Borloo (Ecology), Jean-Pierre Jouyet (European Affairs) and Hubert Falco (Planning), participated in a round table discussion with scientists and environment experts on environmental matters and the repercussiosn of climate change at the poles and sustainable development in the Mediterranean region.

Kosovo

Membership / EU

On 23rd April the deputy Prime Minister of Kosovo, Hajredin Kuci,indicated that Kosovo's next priority was to join the European Union by 2015. Membership was seen as a guarantee of prosperity, democratisation and security. The Kosovan government expects a great deal from the meeting of foreign ministers on 28th & 29th April, hoping that it will put Kosovo on the route to European integration. Although the majority of EU Member States have recognised Kosovan independence some, like Cyprus and Romania, have said that they will never recognise it. A European police and justice mission, EULEX, has now been deployed to supervise reforms started by Kosovo in these areas.

Serbia

Elections / poll

Serbian pro-Europeans and ultranationalistic euro-sceptics are neck and neck less than three weeks before the general elections to be held on 11th May, which are seen as a referendum for or against the European Union (EU), according to an opinion poll published on 24th April. The Serbian Radical Party (SRS, ultranationalist) is credited with 36% of the vote ahead of the Democratic party (DS) led by President Boris Tadic, which would win 35% of the vote. The Democratic Party of Serbia (DSS) led by the nationalist Prime Minister Vojislav Kostunica comes in third with 12% ahead of the Liberal Democrat Party (LDP), the only political party in Serbia that accepts Kosovan independence, which is credited with 8%.

Galileo

Giove-B, the second test satellite for Galileo, was launched and went successfully into orbit on 27th April, marking an important step in the future European positioning system. Giove-B, a 500kg cube built by Astrium (EADS) and Thales Alenia Space, will take over from the first test satellite Galileo-Giove A, launched in December 2005. The two Giove are used to test a certain number of important technical elements in flight. Giove-B contains the most precise atomic clock ever sent into space, with loss of less than one nano-second per day. Precision is important for a positioning system, based on the calculation of time passing between emission and receipt of a signal. Galileo promises positioning exact to one metre, compared with sometimes ten metres for the current American GPS. Placing of Giove-B into orbit will also enable Europe to retain access to a frequency reserved for Galileo with the International Telecommunications Union.

Civil justice

A survey undertaken by Eurobarometer shows that almost three quarters of Europeans think that new measures should be taken to faclitate citizen access to civil justice in other Member States. Citizens believe that it would be preferable if these new measures were adopted at European Union level by means of common rules. More than 8 people in 10 think that the European Union should intervene in the execution of decisions taken by the civil courts in a Member States, leading to payment in another Member State.

According to figures published by Eurostat on 22nd April, the EU external current account recorded a deficit of 2.8 billion euro in the fourth quarter of 2007, compared with a deficit of 13.4 bn in the fourth quarter of 2006 and a deficit of 21.2 bn in the third quarter of 2007. In the fourth quarter of 2007, compared with the fourth quarter of 2006, a higher deficit was recorded in the goods account (-40.7 bn euro compared with -31.0 bn), while the surplus of the services account increased (+21.4 bn compared with +17.7 bn). In the fourth quarter of 2007, the EU external current account recorded a surplus with the USA (+33.6 bn euro), Switzerland (+9.2 bn), Canada (+4.9 bn), Hong Kong and India (both +2.2 bn), and a deficit with China (-38.6 bn), Russia (-8.7 bn) and Japan (-6.2 bn).

According to figures published by Eurostat on 23rd April, industrial new orders were up by 0.6% in the euro zone in February compared to January. In the European Union they remained stable in February after a fall of 1.0% in January. Moreover, new orders in industry increased by 9.9% in the euro zone and by 9.2% in the EU in February. The textile and clothing industry grew by 1.7% in February and the Chemical industry was up by 1.1% in February in the euro zone and by 1.3% in the EU. Transport equipment was down by 0.2% in the euro zone but increased by 2.1% in the EU. With regard to the manufacturing industry, the largest increases were recorded in Latvia (+20.4%) and in Denmark (+17.7%) and the largest falls in Sweden (-3.4%) and in the Czech Republic (-1.2%).

The Centre for Political Studies (CPS) has published a study on the European Security strategy. The author, Antonio Missiroli, shows that the text adopted four years ago at the Council of Europe is still relevant but that certain adjustments must be added in order to guarantee better implementation of the strategy. He underlines that a growing presence of the European Union in the world should result in an increased capacity for influence.

This study contains several articles by representatives of the defence industry and experts from both sides of the Atlantic. They analyse the challenges that both sides must face.

The Centre for European Reform has published a document entitled "The European Union, Israel and Hamas". Its author, Clara Marina O'Donnell, suggests that the European Union should contribute to freeing up the current situation and improving prospects for peace. The Union should also be working further to improve the economic crisis in the Palestinian territories and to lift Israeli suspicion.

Exhibition / Slovenia

Since 23rd April,the National Gallery of Ljubljana has hosted an exhibition on Slovenian impressionist painting (1890-1920). The exhibition is being held within the context of the Slovenian presidency of the EU Council and the 90th anniversary of the National Gallery. This exhibition presents original works by the four master Slovenian impressionists - Jakopič, Jama, Grohar and Sternen. The show also seeks to attract attention to master works of sculpture, photography and architecture dating from the time when Ljubljana was creating its new face, after the earthquake.
