Franco-German Conference

On 26th and 27th June the Franco-German Institute (Deutsch-Französisches Institut) is organising a conference on France in Europe in co-operation with the Robert Schuman Foundation and the Foundation for Policy Innovation. The Chairman of the Robert Schuman Foundation, Jean-Dominique Giuliani will speak on the challenges and priorities facing France's European policy.

Conference/Women

As part of the French Presidency of the European Union that will start on 1st July the Robert Schuman Foundation and the association "Femmes, Débat et Société" is organising an international conference "Women for Europe" on Wednesday 2nd July in Paris from 9am to 6:30pm under the high patronage of the President of the French Republic, Nicolas Sarkozy and with the support of the European Commisison and the label of the French Presidency. It will be one of the first public events of this presidency. Enrolment, which is obligatory, can only be undertaken over the internet. To support this project the Foundation has created a web page especially dedicated to the women of Europe.

European Council

Euro Zone/Slovakia

On 19th June the 27 Heads of State and Government gave the go-ahead to Slovakia's entry into the euro area on 1st January 2009. The latter will be the 16th country to adopt the single currency and the fourth amongst the new Member States who joined the EU in 2004. The 27 leaders confirmed the progress achieved by Slovakia in terms of respecting the convergence criteria relative to the adoption of the euro. They call on the ECOFIN Council (Economy/Finances) to finalise and adopt the appropriate regulations during their meeting on 8th July so that Slovakia can adopt the euro.

Lisbon Treaty

The 27 Heads of State and Government came to an agreement on a minimum compromise on the continuation of the ratification process of the Lisbon Treaty; they plan to discuss matters further on 15th October (the date of the next European Council) in an attempt to find a solution to the crisis that has arisen as a consequence of the rejection of the Lisbon Treaty in Ireland. They also acknowledge the problems experienced by the Czech Republic in terms of ratifying the treaty which is now linked to a decision to be taken by the country's Constitutional Court.

Price Rises

The 27 Heads of State and Government debated the potential solutions to rises in oil prices; major differences continue to exist in terms of opportunities in adopting fiscal measures. They therefore asked the European Commission in the form of a report for the next European Council(October), to look into the various ways put forward by Member States including France to put a ceiling on VAT. They repeated the need to reform the CAP in order to respond better to world market indicators. With regard to the food crisis they welcomed the Commission's proposal for a new support fund to agriculture in developing countries and expect conclusions in its report on food price monitoring in time for the European Council in December. The European Union promises to use its diplomatic influence to find solutions to issues within the UN and the Doha Round.

Western Balkans

The 27 Heads of State and Government re-iterated their total support of the Western Balkans' final accession to the European Union saying that it is vital for stability, reconciliation and the countries' future. The European Council hopes for progress on the part of Macedonia (FYRM) by the end of the year; it welcomed Albania's commitment to organising free, fair and democratic elections in 2009. With regard to Montenegro it welcomed the progress achieved and encourages it to continue on this path. The European Council says it is pleased with the Stabilisation and Association Agreements signed with Bosnia-Herzegovina and Serbia which will help these countries to move towards membership. Finally it re-iterated the EU's commitment to guaranteeing Kosovo's security by means of the Eulex Kosovo Mission and its participation in the international civil bureau.

Migrations

The expansion of the European Union as an area of freedom, security and justice was on the agenda of the European Council on 19th and 20th June. The 27 European leaders said the establishment of an overall European policy with regard to migration should continue - which means an integrated border management strategy and the enhancement of co-operation with third countries. On this point they called for progress to be made on the future common European asylum regime that is due to be established in 2010, as well as the development of the Frontex Agency. They re-iterated the need for a true return and re-admission policy which implies increased co-operation with third countries in terms of re-admission. As a result they insist on the need to come to re-admission agreements with all of the main origin and transit countries.

Croatia and Turkey

On 17th June the European Union opened two new pre-accession chapters with Croatia and Turkey. For Croatia the two chapters focus on the free movement of workers as well as social policy and employment. In all 20 of the 35 chapters have been opened with Croatia since the start of negotiations in October 2005. For Turkey the two chapters focus on the company law and intellectual property law. This brings the number of chapters opened since the start of talks in October 2005 to eight.

Immigration

The draft directive relative to common standards and procedures applicable to the return of illegal immigrants was adopted on 18th June, 369 votes in favour, 197 against and 106 abstentions. This directive aims to encourage the voluntary return home of illegal immigrants by harmonising the conditions of return. Member States will have to adopted minimal common standards relative to the treatment of illegal foreigners. A six-month detention period has been established in the directive and anyone who is expelled from the European Union will be prohibited from returning. Member States must however take the situation in the home country into account in virtue of the non-rejection principle. Free legal aid to illegal immigrants without resources is also planned for. A European fund to return home is to be established.

Hearings

Jacques Barrot and Antonio Tajani were questioned by the European Parliament on 16th June. Jacques Barrot, who has been Vice-President for Transport to date, will now take care of Justice, Freedom and Security. His appointment was approved 489 votes in favour, 52 against and 19 abstentions. He highlighted the fight against discrimination and the protection of data. He also intends to improve the mutual recognition of decisions taken by judges in Member States. Antonio Tajani, who has been an MEP until now will take over the Transport portfolio. He was questioned at length by his former colleagues who tested his capabilities. Above all he insisted on the need for investments in trans-European projects and the respect of air passenger rights. He was appointed 507 votes in favour, 53 against and 64 abstentions.

Water

On 17th June the European Parliament adopted a directive on the quality of water after coming to a compromise with the Council; this establishes environmental quality standards with regard to 33 pollutants (pesticides, heavy metals and others) present in the rivers, lakes and coastal waters. These pollutants are said to endanger the survival of ecosystems as well as human health via the food chain. Member States will therefore have to work towards respecting the water quality standards by 2018 in order to do away with emissions, discharges and losses of priority hazardous substances. In 2009 an inventory is also due to be established by Member States describing pollutant discharges and emissions for each hydrographic area.

Road Safety

Pedestrians and cyclists are extremely vulnerable and the report by Francesco Ferrari (ALDE, IT) which has enabled the adoption of a new regulation on first reading, was approved on 17th June by MEPs. This report takes up with the Commission's 2001 White Paper on transport policy and aims to reduce the number of road victims by highlighting vehicle safety standards. The report suggests the installation of brake assistance systems that enable a reduction in speed on impact. The car industry will have 24 months to equip vehicles with this system. The European Commission indicated that these measures will help to save up to 2000 lives per year.

Waste

The directive targeting the reduction of waste was adopted by the European Parliament on 17th June. According to an agreement with the Council the re-use and recycling of household waste as well as building and non-dangerous demolition waste, have both been increased to a minimum of 50% and 70% in weight by 2020. The European Commissioner for Environment, Stavros Dimas indicated that "if these objectives are not reached by 2020 the Commission might prosecute Member States for not falling into line with demands made by the directive." A five stage ranking of waste which aims to prevent and reduce the production of waste has also been established (prevention, preparation in view of re-use, recycling, other use and lastly safe elimination that respects the environment).

On 18th June the European Parliament adopted three reports on first reading with regard to the electricity market. MEPs approved 'ownership debundling' of production and supply activities. This should lead to the settlement of conflicts in interests between producers and managers of transmission networks. In addition to this emphasis was placed on consumer protection, the conception of national action plans to fight against energy poverty and to take on board climate change. With regard to consumer protection there will be a greater guarantee of flexibility to provide the consumer with more freedom. Finally the reports aim to strengthen the powers of the Energy Regulators Agencies. This should play a key role in defining "subjects of major importance" relative to the internal gas and electricity market.

On 17th June the Commission adopted a communication entitled "A Common immigration policy for Europe: principles, actions and tools" and a Policy Plan "Asylum – an integrated approach to protection across the EU". The Communication puts forward ten Common Principles on which to base the common immigration policy, grouped under the three main strands of EU policy: prosperity, solidarity and security. The Policy Plan on Asylum provides for the architecture of the second phase of the Common European Asylum System (CEAS). Both address the remaining elements on immigration and asylum of The Hague Programme. They should be endorsed by the European Council of 15th October 2008 and will, in the course of 2009, feed into a new five-year Programme in the Justice, Freedom and Security area.

On 18th June the European Commission said it was pleased with the progress achieved by numerous Member States on the way to respecting the objectives established by the Kyoto Protocol ie the reduction of their CO2 emissions in 2006. The emissions inventory compiled by the European Environment Agency for 2006, the latest year for which complete data is available, shows that EU-15 emissions dropped by 0.8% from 2005, taking emissions to 2.7% below their levels in the base year (1990 in most cases). The main reasons for the emissions fall - totaling 34.9 million tonnes of CO2 equivalent - were warmer weather, lower production of nitric acid, which causes emissions of the greenhouse gas nitrous oxide, and the introduction of new techniques for reducing nitrous oxide emissions from adipic acid production.

Fishing

After weeks of protest by fishermen against fuel price rises the Commission established an emergency aid plan on 17th June to relieve professionals in the sector and suggested to raise authorised public aid limits per company from 30,000 to 100,000 euros over three years, together with aid to fishermen who could not sail. However it has not given in to requests for compensation associated with fuel price rises, nor on the closure of blue-fin tuna fishing. With regard to this the position of the European Fisheries Commissioner Joe Borg is quite clear : "We cannot seriously expect the Commission to look into poorly founded requests from Member States (particularly France) to suspend the prohibition." He will present a report during the Fisheries Council on 24th June. The Commission intends to adopt a formal proposal in July.

Cohesion

The public consultation organised by the European Commission between September 2007 and February 2008 on the future of the European Cohesion policy revealed a consensus with regard to the need for a policy that will benefit all of the EU's regions after 2013. Those interviewed call for a concentration of investments in priority areas for Europe, such as innovation, the support of SME's as well as the establishment of Europe wide infrastructures. The second part of the report that focusses on the state of this policy indicates continued growth in the poorest areas. Indeed between 2000 and 2005 regions where the convergence objective applied (regions whose GDP per capita is lower than 75% of the community average) showed a GDP growth per capita 50% greater than in the rest of the Union. Unemployment in these areas had also decreased by 3%.

On 20th June the European Commission announced its intention to monitor internet trade by notably taking measures to fight fraud. According to an e-commerce and cross-border trade survey nearly 150 million Europeans (ie one in three) make purchases over the internet and nearly 30 million of them order beyond the EU borders. On-line trade suffers however from regulation and trade obstacles and a lack of credibility with regard to the protection of purchasers' private lives. Meglena Kuneva, European Commissioner for consumer protection has put forward a draft contract for purchases and sales in which rights and obligations are clearly laid out.

The 27 Foreign Ministers, who met on 16th June spoke of the consequences of the negative referendum in Ireland in view of the discussion between Heads of State and Government during the European Council on 19th and 20th June. They adopted a regulation modifying the regime applicable to merchandise, services and people crossing the Green Line in Cyprus - the line which separates the parts of the country which are under the control of the government of the Republic of Cyprus and those which are not. They approved the conclusion of a stabilisation and association agreement with Bosnia-Herzegovina was well as an interim agreement with regard to trade and support measures. They stressed that the EU is still resolutely attached to European future of the Western Balkans and encourage these countries to fulfil the required conditions.

In his "Berlin Speech" on 17th June the President of the Federal Republic of Germany, Horst Köhler focussed on three complementary themes: work, education and integration. He called for a new reform agenda for 2020 (Agenda 2020) and a review of democratic practise in Germany. The "Berlin Speech" by the German President inaugurated in 1997 by Roman Herzog provides a yearly opportunity to put forward new ideas on a major debate.

Energy/Climate

On 18th June the German government adopted the second part of its energy and climate plan that aims to encourage citizens and companies to manage energy in an intelligent and economic way. It plans to enforce more demanding energy norms as from 2009 during the construction of new housing; it establishes an increase of around 30% in energy efficiency and for the first time it plans for fines if the new rules are not respected. This plan also includes measures relative to heating, motor vehicles, transport as well as an improvement in the development of networks for the transmission of electricity.

Terrorism

On 20th June the German government presented the Bundestag with a law strengthening the powers enjoyed by the federal police in the fight against terrorism; this text notably allows the installation of cameras in the homes of suspects or the monitoring of their computers via the internet. This project, approved by the two parties in the "grand coalition" after long and difficult discussions, in country where the public is extremely attached to the defence of personal freedom, was under discussion after a final reading. The law clearly extends federal police prerogatives by enabling it to intervene, without the authorisation of the regional police, in the sphere of private lives or in homes in addition to the microphones they are already allowed to install. It enables the establishment of "on line searches" which will allow the remote monitoring of computers connected to the web.

Former French Minister and former President of the European Parliament, Simone Veil, received the European Charles V Prize from the King of Spain, Juan Carlos on 18th June in Caceres in the west of Spain - it was granted by the Yuste Foundation. This prize rewards a person for their contribution in the development of "scientific, historic and cultural values" in Europe and "to its unification process," said the Foundation of the European Academy Yuste.

Estonia

Treaty Ratified

On 19th June as European leaders met in Brussels to discuss the future of the European Union after the Irish "NO" Estonian President Toomas Hendrik Ilves signed the ratification act of the Lisbon Treaty approved by the Tiigikogu (Parliament) 91 votes in favour, one against on 11th June. The Robert Schuman Foundation maintains a regularly updated map detailing the ratification results per country on its internet site.

Finland

Economy

The Finnish Finance Minister published his new economic bulletin on 18th June. Although Finland is bearing up well in terms of the world economic situation it is however suffering a reduction in growth. This year the growth level is due to remain stable at 2.8% but it is due to fall to 2% next year. Employment remains high whilst an increase in inflation and a drop in competitiveness may damage the country's economic stability. The main challegnes in terms of economic policy involve the reduction of inflationary pressure and the maintenance of as evenly balanced public finances as possible.

On 17th June French President Nicolas Sarkozy, head of the armed forces, presented the main guidelines contained in the new White Paper on defence strategy and national security to 3,500 representatives of the armies, the domestic security services and civil security including 2,500 soldiers and civilians who work in the defence industry.

During a special session on 18th June the 27 Research Ministers unanimously decided to establish the HQ of the European Institute for Innovation and Technology in Budapest. This new organisation will bring together three elements in the "knowledge triangle" namely education, research and innovation. One of its main tasks will comprise stimulating European innovation and contributing to the achievement of innovative ideas, a vital factor to continue the development of the internal market and to rise to the challenges of globalisation. The EIT's activities will rely on a network of excellence, comprising higher education establishments, research institutes and companies whose co-ordination will be ensured by a governing board.

Lisbon Treaty

In a speech delivered to the Irish Parliament on 18th June Irish Prime Minister Brian Cowen indicated that "the people had spoken" and that the "government had to accept this verdict and manage the national and international situation that arose as a consequence of the "NO" to the referendum." He then recalled what the European Union had brought to Ireland and said that the country was now facing a major challenge. Brian Cowen took advantage of the European Council on 19th and 20th June to meet Commission President José Manuel Barroso and the President of the European Parliament Hans-Gert Pöttering, with whom he spoke of the consequences of the Irish "NO".

On 18th June the Italian government approved the guidelines of its budgetary programme for the next three years, together with additional taxation on oil company profits entitled 'Robin Hood'. Economy Minister, Giulio Tremonti confirmed that in 2008 public deficit would rise to 2.5% of the GDP instead of 2.4% originally planned, due to low growth forecast at +0.5%, against the initially planned +0.6%. The commitment made with regard to the European Commission to bring the budget to balance in 2011 is "not negotiable" stressed the minister during the press conference.

The Netherlands

Benelux

On 17th June Luxembourg Prime Minister Jean-Claude Juncker, Dutch Prime Minister Jan-Peter Balkenende and Belgian Prime Minister, Yves Leterme signed a new Benelux treaty in the Hague. This new treaty written under the Netherlands' Presidency is designed to replace the present treaty signed in 1960 and that will come to an end in 2010. It includes two main objectives: the Benelux countries want to protect their pioneering role in the EU and extend cross-border co-operation especially in areas of the internal market and economic union, sustainable development as well as justice and home affairs.

On 16th June in Gdansk German Chancellor Angela Merkel spoke of Europe's situation and the progress achieved in terms of Polish-German co-operation with Polish Prime Minister, Donald Tusk. After the Irish "NO" to the Lisbon Treaty they called for the continuation of the ratification process of the treaty and said that they see no alternative to this text. They rejected the idea of building a European "hard core" or of moving towards a "several tiered Europe" to enable European construction to move forwards. They said they were pleased with the present atmosphere that reigned over Polish-German relations and welcomed the numerous bilateral co-operation projects that are on-going such as the Polish-German Youth Office, the joint German-Polish history manual and co-operation in research.

Czech Republic

France

On 16th June French President Nicolas Sarkozy travelled to Prague on a bilateral visit as well as for a meeting with the member countries of the Visegrad Group (Czech Republic, Poland, Hungary, Slovakia). This meeting was notably the occasion to present the French Presidency of the European Union's priorities and to speak of the non-ratification of the Lisbon Treaty by Ireland. The French President met Czech Prime Minister, Mirek Topolanek. They signed a strategic partnership agreement. This partnership aims to provide new impetus to the Franco-Czech relationship by the implementation of in-depth co-operation in all types of areas : policy with regard to the succession of the presidencies of the Council of the Union; economic and commercial, energy, security and defence, cultural and linguistic.

UK

Treaty Ratified

The British House of Lords approved the ratification of the Lisbon Treaty by an undetailed oral vote on its third reading on 18th June. The text then received royal approval on 19th June thereby completing the ratification procedure. The House of Commons approved the Treaty on 11th March last. The UK is the 19th EU country to ratify the Treaty and the first to ratify after the Irish "NO" to the referendum. Croatia

On 18th June British Prime Minister Gordon Brown received his Croatian counterpart Ivo Sanader. The two men discussed membership perspectives of the European Union for Croatia and Gordon Brown said that he hoped that membership negotiations would be finalisd in 2009. They also signed a strategic partnership agreement to increase co-operation and foster closer relations between the two countries. They share the vision of a stable and prosperous south east Europe that is firmly established in the European Union and NATO.

Paris/Brussels

On the occasion of the European Council, British Prime Minister, Gordon Brown opened an internet site dedicated to the event. Before travelling to Brussels he went to Paris for a working lunch with French President Nicolas Sarkozy; the two men discussed the priorities of the French Presidency of the European Union as well as the rise in food and oil prices. They also addressed a joint letter to Aung San Suu Kyi, the democratic opposition leader in Burma who is under house arrest.

Treaty/Court

British Prime Minister Gordon Brown indicated on 20th June that there would not be any final ratification of the treaty in the UK as long as a ruling had not been issued by the High Court of London, that has just requested the postponement of the ratification. "The ratification will of course not take place until we have received the Court's decision," he declared during a press conference after the European Council. On 20th June a judge at the High Court in London asked the British government to postpone the ratification of the Lisbon Treaty until he had taken a decision with regard to a British citizen's appeal for the organisation of a referendum.

Sweden

On 16th June the General Affairs/External Relations council approved the work programme of the presidential troika comprising France, the Czech Republic and Sweden; nevertheless it recommended some minor modifications in order to take on board the Irish "NO". This work programme comprises a common strategic framework and a list of measures planned to cover the three presidencies. The five priorities are: climate, energy and the environment; employment, growth and competitiveness; a safer, more transparent Europe; the Baltic Sea area and relations with neighbouring countries; the EU as a world player and the continuation of enlargement. Sweden will establish the priorities of its presidency of the Council of the EU in the second semester of 2009 as from autumn 2008.

Security

The Riksdag adopted a controversial law on 18th June authorising tapping and surveillance of e-mails in the name of national security. The text that was adopted by 143 votes in favour, 138 against and 1 abstention gave rise to lively debate. This law that will come into force on 1st January 2009 will enable the Military Surveillance Agency, a civilian organisation in spite of its name, to intercept any e-mails and telephone calls coming into and going out of Sweden. At present the agency is only allowed to monitor communications via land connections.

In a decision signed by the President of Kosovo on 18th June the opening of the embassies in nine countries has been planned for - in Belgium, the USA, UK, France, Germany, Switzerland, Austria, Italy and Albania. Moreover heads of mission will be deployed until the appointment of ambassadors by the President of Kosovo Fatmir Sejdiu.

The party of Serb President Boris Tadic and the Socialist Party (SPS) came to an agreement of principle on 21st June in view of forming a government and are due to continue discussions. "A government may be formed shortly," declared President Tadic, head of the Democratic Party (DS).

The Finance Ministers of the G8 countries who met in Osaka on 13th and 14th June to prepare the G8 summit in Japan mid July asked the IMF and the International Energy Agency to analyse the real and financial factors which are at the source of the recent surge in oil prices and basic commodities - their volatility and the effects on the world economy. Dominique Strauss-Kahn, General Director of the IMF announced that this analysis would seek to assess more precisely the possible role played by financial speculation in the world economic crisis; it would be the subject of a report that will be presented at the next annual meeting of the IMF and the World Bank in Washington in October next. The G8 has asked the IMF to work towards strengthening the international financial system, to improve transparency of the oil market, the standards with regard to sovereign wealth funds, to look into the prices rises in commodities as well as fuel subsidies.

The Deputy Secretary General of the UN's Political Affairs, Lynn Pascoe said that he was optimistic about the possibility of seeing an agreement with regard to the reunification of Cyprus that has been divided for over 30 years. "I really do think that we are on our way to finding a means to achieve success this time," he said during a press conference on 18th June in Nicosia after his visit to the Mediterranean island. The day before the conference he met separately with the President of the Republic of Cyprus, Demetris Christofias and the leader of the northern part of the island, Mehmet Ali Talat, to discuss the state of reunification negotiations.

On 17th June NATO Secretary General Jaap de Hoop Scheffer promised in Kiev to work for a consensus between the 26 NATO member countries to achieve official candidate status for the Ukraine in December next in view of its accession to the Atlantic Alliance.

External Trade

According to Eurostat figures published on 17th June the first estimate for the euro area trade balance with the rest of the world in April 2008 gave a 2.3 bn euro surplus, compared with +2.0 bn in April 2007. The March 2008 balance was -1.5 bn, compared with +7.5 bn in March 2007. In April 2008 compared with March 2008, seasonally adjusted exports rose by 6.2% and imports by 3.6%.

According to figures published by Eurostat on 18th June in the construction sector, seasonally adjusted production fell by 0.8% in the euro area and by 0.4% in the European Union in April 2008, compared with the previous month. In March, production decreased by 2.8% and 2.7% respectively. Compared with April 2007, output in April 2008 dropped by 2.4% in the euro area and by 0.3% in the European Union. Among the Member States construction output rose in nine and fell in four. The most significant increases were registered in Portugal (+10.6%), Bulgaria (+6.9%) and Poland (+3.2%), and the largest decreases in Spain (-6.5%) and Germany (-2.9%).

According to a survey published by Eurostat on 19th June a third of household expenditure in the European Union in 2005 went on housing, including utilities and furniture (33.1%), and almost a fifth on food, beverages and tobacco (19.4%). The other half of the expenditure was mainly dedicated to transport (11.9%), recreation and culture (8.4%), clothing and footwear (5.7%), restaurants and hotels (5.3%), health (3.4%), communications (3.3%) and education (1.0%). Household expenditure on housing & furniture ranged from 19% of total household expenditure in 2005 in Romania and 20% in Malta to 38% in Bulgaria and 37% in Luxembourg. The shares for food, beverages & tobacco ranged from 11% in Luxembourg and 12% in the United Kingdom and Sweden to 50% in Romania and 37% in Lithuania.

The first results of a post-referendum survey in Ireland undertaken by Eurobarometer reveal that 52% of the Irish electorate who did not vote speak of a lack of understanding of the problems set by this referendum. 38% of them say that they did not have time to vote on that day and 37% say that they were not informed of the treaty's content. Amongst the reasons mentioned for voting positively, 32% say that it was in Ireland's interest, 19% for the advantages they have drawn from the Union and 9% for the economic development of Ireland. In addition to this 68% of the electorate say that the campaign for the "NO" was more convincing, 15% say the opposite. Finally 55% of the electorate took their decision in the last weeks of the campaign.

On 18th June the Network of European Consumer Centres(ECC-Net), published its Annual Report for 2007, helping more than 55.000 consumers with information and advice on cross border shopping, both in person and online, ensuring that they are aware of their rights, and providing support in handling complaints. Consumers increasingly turn to the ECCs for help, with an increase of 5000 contacts since 2006. In 2007, most complaints tackled by ECCs concerned contract terms (25%), product and service (22,4%), and delivery (20%). The sectors mostly concerned were air transport and car rental, internet scams and fake lotteries, and non delivery of audiovisual products. More than half of complaints concerned on-line transactions (55%).

After the Irish "NO" to the referendum organised on 12th June the German Bertelsmann Foundation has published a study entitled "What do we do now Europe? Four options after the Irish "NO"". Dominik Hierlemann analyses four possible solutions to overcome this obstacle: Ireland votes again, a new treaty is written, the Nice Treaty is maintained but with minor modifications, a supranational hard core Union is created.

French Senator Fabienne Keller (Bas-Rhin, UMP) presented a report on 18th June with regard to progress achieved in transposing community law into French law in the area of environment. In spite of clear progress in implementation France continues to lag behind and risks heavy financial sanctions, which led it to pumping in 376 million euros this year. The directive on nitrates dating back to 1975, the directive on urban waste water, 1991 and that on GMO's in 2001 are the three areas where delays have been the greatest - which might prove expensive to France financially ranging between 405 millin euros in the worst cases and several thousand euros in daily fines. Fabienne Keller has drawn up 11 proposals aiming to help the administration to improve their perception of the issues at stake in the writing of community legislation.

This exhibition that was designed for the 50th anniversary of the Rome Treaties and which is being shown under the high patronage of the Presidency of the Italian Republic is an opportunity to present the French public with the wealth of the oldest Italian photographic funds: Fratelli Alinari.
