Conference/Women

As part of the French presidency of the European Union that will start on July 1st the Robert Schuman Foundation and the association "Femmes, Débat et Société" are organising an international conference on 2nd July in Paris from 9am to 7pm under the high patronage of the President of the Republic, Nicolas Sarkozy with the support of the European Commission and under the banner of the French Presidency. It will be one of the first public events of the French presidency. The Foundation has created a special web page dedicated to the women of Europe.

Presidency

EU-Russia

On 26th and 27th June the 21st EU-Russia Summit took place in Khanty-Mansiisk the main aim of which was to open negotiations on the new "strategic agreement" in replacement of the partnership and co-operation agreement signed in 1997. Enhanced co-operation will enable both parties to create closer economic, political, cultural and historical links not to mention settling the energy issue. The problems of frozen conflicts in a shared neighbourhood, the peace process in the Middle East, the Iranian nuclear programme as well as the situation in Afghanistan were addressed. Whilst Commission President José Manuel Barroso stressed that Russia could "do more" to settle the conflict in Georgia, Russian President Dmitri Medvedev presented European leaders with his idea of the "security pact" in Europe.

Slovenia-France

1 January 1970

On 1st July France will succeed Slovenia in the revolving presidency of the Council of the European Union. It will ensure this role for six months until 31st December 2008. France has set four priorities: reviving European Defence, the creation of a European Immigration Pact, issues relating to the environment and energy and the reform of the common agricultural policy. A multilingual internet site (www.ue2008.fr) is dedicated to this presidency.

Oil

The 5th Meeting organised on 24th June as part of the discussions on energy between the EU the OPEC countries focussed on high oil prices. The request made by European Ministers of oil exporters to increase oil production to bring prices back down to a reasonable level was not accepted. The OPEC believes that there is enough oil on the market and is even planning to increase prices given geopolitical complications such as the conflict in Iraq, the increase in speculation and the fall of the dollar. Leaders did however come to agreement on a work programme to encompass the organisation of a round table on carbon and its storage as well as the launch of a feasibility study on the creation of a EU-OPEP energy technology centre. The drew up a report to submit to the 6th Ministerial meeting planned in June 2009 in Vienna.

Slovenia

On 24th June MEPs, who met in an extraordinary plenary session, debated the conclusions of the European Council of 19th and 20th June and the results of the Slovenian Presidency that will end on 30th June. Finding a solution to the results of the Irish referendum on the Lisbon Treaty emerges as a priority. Although they want to respect the referendum results most of them hope to continue the ratification process so that the opinions of the other Member States are respected. They stress that there is a gulf between the European institutions and the populations and add that this must be remedied. Finally they spoke very positively of the Slovenian Presidency but recall the need to find rapid answers to citizens' concerns such as the rise in oil and food prices.

ECB

1 January 1970

On 25th June the President of the European Central Bank (ECB) Jean-Claude Trichet spoke to MEPs of the Economic and Monetary Affairs Commission. He announced the possibility of a slight increase in the main interest rates on 3rd July in order to control inflationist trends. Indeed the ECB fears that high inflation levels may "may become entrenched in private inflation expectations and lead to second round effects in price and wage setting." Hence he called for moderation on the part of all of those who had a part in setting prices. In his opinion speculation was not the main cause of oil and foodstuffs price rises, but that this was rather due to high demand on the part of emerging markets as well as the restriction of the offer.

On 25th June the European Commission adopted the legislative package relative to the "Single European Sky II" which is based on four pillars: updates to existing legislation from 2004; the SESAR ATM (Single European Sky Air Traffic Management Research) Master Plan or 'technological pillar'; the 'safety pillar' and an airport capacity action plan.

Balkans/Transport

On 24th June the European Commission opened negotiations with regard to the creation of a Transport Community with the Western Balkans. This first meeting, held in Brussels with the region's Transport Ministers, will be followed in the autumn by technical meetings with a view to concluding the Transport Community Treaty in 2009. The treaty aims to establish an integrated market for infrastructure and land transport, maritime transport and inland waterways and to align the relevant legislation in the Balkans region with the EU legislation, so as to enable transport users and the general public to benefit sooner from the advantages of accession.

Lobbying

On 23rd June the European Commission launched its on-line register of interest representatives. All interest representatives engaged in influencing the policy formulation and decision-making processes of the European institutions are invited to register. When registering, they will be asked to disclose some information to enhance the transparency of the relations between lobbies and the Commission. Organisations that sign up to the register will have to indicate who they are, what their objectives and missions are and what policy areas they are particularly interested in. Furthermore, they can describe their main activities of interest representation as well as their networking efforts. Registrants will also have to disclose financial information, so that the driving forces behind a lobbying effort become clear. Organisations lobbying on behalf of third parties will have to indicate the names of their clients.

SME

On 25th June the Commission presented its proposal for small companies. Although most jobs in the EU are provided for by Small and Medium Sized Enterprises (SMEs), they very often face enormous bureaucratic hurdles and obstacles. The Commission is proposing to acknowledge the central role played by SMEs in the EU's economy and is planning for a new general exemption regulation per category with regard to State aid to increase subsidies granted to SMEs. In addition a new status will enable the creation of a private European company (SPE) that will be run according to the same principles in all States. Ten principles will guide the implementation of these policies: these are notably granting a second chance to companies that fail and reducing administrative charges by 25% by 2012.

Discrimination

On 26th the Commission sent reasoned opinions to the Czech Republic, Greece and Poland for non-transposition of EU rules prohibiting discrimination in the access to and supply of goods and services. The EU rules ban sex discrimination outside the workplace and prohibit direct and indirect discrimination based on sex, as well as sexual harassment. The deadline to bring into force the laws, regulations and administrative provisions necessary to comply with the Directive expired in 21st December 2007. The Member States have two months to respond. If they fail to reply or if the response is unsatisfactory, the Commission can decide to bring the case to the European Court of Justice (ECJ).

Telephony

One European household in four has given up its landline and only uses mobile phones to make calls - a phenomenon that is particularly acute in Eastern Europe - and which is used by Brussels to justify its battle to reduce prices. An EU-wide survey of 27,000 households has revealed the emergence of new consumption patterns in telecoms services in Europe. Technological progress and competition have brought more choice to European consumers; 24% of households have given up their fixed telephone in favour of mobile phones while 22% of them are using their computer from home to make phone calls over the Internet. The landline is still the only means to make calls for 21% of households in Bulgaria, 20% of German households and 18% of French homes. But 64% have abandoned this means in Czech homes - the highest level in the EU followed by the Finnish (61%). Overall the new Member States have given up the landline more than the others - 39% in comparison with 20% on average in the 15 countries who were first Members of the EU.

On 23rd June the 27 Agriculture and Fisheries Ministers adopted a regulation with regard to the marketing of pesticides. From now on the use of carcinogenic, mutagenic and toxic products that affect reproduction will be absolutely prohibited. They adopted a regulation establishing a system to fight against illegal, undeclared and unreglemented fishing. This regulation enables the implementation of a system to deliver certificates on fishing products. Boats bearing an EU flag involved in illegal fishing will now be included on a "black list" and will have to undergo the severest, appropriate punishment. Finally they adopted two regulations relative to fishing licences and to the protection of marine ecosystems. The regulation allows fishing only in areas where fish are unlikely to suffer negative effects on the basis of the best scientific information available.

University Exchanges

The German Office for University Exchange (DAAD) presented a new action programme on 24th June to encourage students to study abroad. It aims to enhance the quality of higher education teaching in Germany over the next four years by means of internationalisation. The Chairman of the DAAD Stefan Hormuth pleaded in favour of more scholarships designed to attract students and young, highly qualified, foreign researchers and for the increase in value of the former, if Germany wants to remain the third destination for foreigner students. In addition to this the new action programme aims to encourage German students to travel abroad more. Finally the DAAd intends to work towards increasing significantly the share of German development aid dedicated to education.

Defence

Belgium intends to equip itself over the next few years with an army with less troops and less generals but which will also play a more active role in the peace support operations in the world the Belgian Defence Minister Pieter De Crem on 25th June. Defence has to "focus on its fundamental tasks" ie "the ability to deploy its armed forces", he explained presenting a "political guideline paper" for the period 2008-2011. "Belgian Defence has to take on its fair share of peace support operations," he said indicating that he was going to increase the number of men engaged in international operations by 35%; this will increase from 890 on average over the last five years to 1,200. "Belgium must become a reliable partner of NATO, the EU and the UN again," insisted the minister.

Inflation increased again in June in Belgium to reach its highest level in 24 years - 5.80%, after 5.41% in May announced the Economy Minister on 26th June. It was in July 1984 that inflation was the highest in Belgium reaching 6.33%.

Spain

Treaty/Ratification

On 26th June the Spanish MPs ratified the Lisbon Treaty, 322 votes in favour, 6 against and 2 abstentions. The Lisbon Treaty enjoyed the support of the Socialist Party which has a relative majority in parliament, together with that of the main opposition party, the Popular Party (PP). The main nationalist parties, the Catalans of the CIU (centre-right) and the Basques of the PNV were also in favour of ratification. The procedure will be completed after the vote by the Senate. The Robert Schuman Foundation maintains an updated table explaining the ratification procedure by country.

On 26th June French Prime Minister François Fillon met his Spanish counterpart José Luis Rodriguez Zapatero in Saragossa during an Franco-Hispanic meeting. France and Spain signed an agreement on doubling electric connections according to the principle adopted during the 20th Franco-Hispanic Simmit on 10th January last. However discussions faltered over the European immigration policy. The heads of government of both countries were confident about reaching agreement. But as the President of the Spanish Council said during a joint conference "there is still some way to go and many themes to discuss."

Estonia

Estonian Prime Minister Andrus Ansip travelled to Finland on 25th June on the invitation of his Finnish counterpart Matti Vanhanen. They discussed bilateral issues before going into European issues: the Lisbon Treaty, the climate and energy policy, the European strategy for the Baltic Sea and EU-Russia relations. They were also given a report on the development of relations between the two countries which identifies their ideas thereby enabling them, together with their Baltic neighbours, to face up to the challenges of globalisation whilst taking on board the goals set by the Lisbon Strategy . Co-operation seminars may be established in the areas of science, technology and innovation.

On 27th June MEP Alain Lamassoure (EPP-ED, FR) delivered a report to French President Nicolas Sarkozy with regard to the "citizen and the application of community law". In this report he analyses European leglislation and denounces potential errors and puts forward real proposals so that Europe will be better perceived by its citizens.

Globalisation

The internet site www.euromonde2015.eu, launched on 27th June is dedicated to the "European strategy for globalisation". Laurent Cohen-Tanugi was asked by Christine Lagarde, Economy, Industry and Employment Minister, and Xavier Bertrand, Labour, Social Relations, Family and Solidarity Minister to look into the European strategy launched in Lisbon in March 2000. In this report he analyses the new challenges and opportunities the European Union now faces and puts forward a wide ranging, more ambitious European strategy for globalisation post 2010. This report will be the focus of a publication in English in September 2008 and an internet site www.euroworld2015.eu as from July.

On 24th June Irish Foreign Minister, Michael Martin announced that the government has ordered a study into the referendum result on the Lisbon Treaty. The aim is to analyse the reasons behind the rejection of the treaty and the state of public opinion with regard to the European Union. The report will be presented during the next European Council in October. He also welcomed the results of the latest Eurobarometer survey which indicates that 82% of the Irish believe that their country has benefited from its membership of the European Union, a percentage unequalled in all other Member States.

EUFOR

Polish Defence Minister Bogdan Klich arrived in Chad on 28th June on a two-day visit to the country where Poland has deployed its forces as part of the EUFOR mission. The Polish contingent in Chad will comprise 400 men. The Polish soldiers are part of the European force EUFOR-CHAD-RCA. They are the second biggest contigent after the French, who will total 2,100.

Treaty Ratified

British Secretary of State for European Affairs, Jim Murphy welcomed the High Court's decision to reject the appeal by business man Stuart Wheeler, in a bid to force Gordon Brown to organise a referendum. The judges said that "the appeal lacked in content and had to be rejected"; they also confirmed the government's position saying that the Lisbon Treaty was different, in form and content, from the former Constitution for which the Labour Party had promised a referendum. The ratification procedure has therefore been completed.

On 26th June British Prime Minister, Gordon Brown revealed his investment project in renewable energies so that dependency on fossil energy will be reduced. The government plans to provide 100 billion pounds over the next twelve years to rise to the "overwhelming challege". The development of renewable energies should also improve energy security by diversifying energy suppliers. According to these proposals renewable energies should contribute to 30-35% of electricity production by 2020. This implies a modification in behaviour and ways of life as well as developing creativity, innovation, entrepreneurial spirit both in the economy and society.

Swedish Prime Minister Fredrik Reinfeldt presented a report of the European Council of 19th and 20th June to the European Affairs Committee of the Swedish Parliament on 24th June. Members of the committee asked about the Irish "no", the answers that the EU will provide to food and oil price rises, the decision to lift sanctions on Cuba and Sweden's refusal to adopt general rules applicable in the area of matrimonial law. Mr Reinfeldt indicated that discussions about what to do with the Lisbon Treaty had been postponed until October this year.

Belarus President, Aleksander Lukashenko has set the date for the general elections on 28th September. The opposition parties, except for the Christian Conservative Party and the banned opposition movement, the Youth Front, said that they would take part in the election of the 110 MPs in the lower chamber of parliament. "If the authorities allow our representatives into all of the electoral commissions and enrol our candidates then the opposition has every chance of success in the country's main towns," said one of the opposition leaders.

During an official visit to Germany between 23rd and 25th June Georgian President Mikhail Saakashvili held talks with German Chancellor Angela Merkel and German Foreign Minister, Franck-Walter Steinmeier. The situation of the separatist region of Abkhazia was the focus of discussions. Before his visit the Georgian President called on the European Union to act as mediator between Russia and Georgia, with Germany playing the major role in this action. Finally the rapprochement between Georgia and NATO and its co-operation with the EU were also discussed.

The new Group of Friends of Georgia created in 2005 (an informal group rallying countries that want to help Georgia succeed in completing its democratic transition, )brought together Foreign Ministers and diplomats from member countries in Warsaw. Representatives from the USA, Slovakia, the European Council and NATO were also present as observers. The group was chaired by the Polish Foreign Minister, Radosław Sikorski. Discussions focussed on relations between Georgia and the EU, which have improved thanks to negotiations on visa faciliation procedures; the country's future integration into NATO; its relations with Russia, the settlement of the conflicts in Abkhazia and Southern Ossetia and the establishment of democratic reforms in the country.

On 23rd June Macedonian President, Branko Crvenkovski asked outgoing Prime Minister Nikola Gruevski to form a new government after the conservative party's victory in the early general elections on 1st June. "I now have 20 days to consult with the parties and form a new government," declared Mr Gruevski indicating that the new government would have the difficult task of speeding up reforms to ensure the country's integration into the European Union.

Serbia

Prime Minister

On 23rd June the steering committee of the Serb Socialist Party (SPS) agreed to form a government with the Democratic Party (DS) led by Boris Tadic. This agreement puts an end to the four month political crisis that ended on 11th May in early general elections. With 102 seats out of a total of 250 the coalition led by the DS wont the election but not the absolute majority. The SPS won 20 seats. The DS and the SPS believe that Serbia has no alternative but to join the EU in the long run but are still firmly against the independence of Kosovo. The position of Prime Minister will taken by the Democratic Party led by President Tadic; the latter asked Mirko Cvetkovic, outgoing Finance Minister to form a new government on 27th June.

Parliamentary Assembly

The Parliamentary Assembly of the Council of Europe (PACE) which met on 23rd to 27th June in Strasbourg called on the Turkish institutions to work together in order to complete the necessary political reforms to create a modern, democratic Turkey. In a resolution approved after an emergency debate on the situation in Armenia it said it believed that real measures taken by the authorities to overcome the present political crisis were inadequate and invited the authorities to use judicial means to settle the situation. The Assembly welcomed the significant progress made by China from an economic point of view, with regard to the stability of its foreign policy and its success as a mediator. Finally it invited the Chinese authorities to promote greater parliamentary democracy, the State of Law and the respect of Human Rights.

Kosovo

UN Secretary General Ban Ki Moon confirmed his intention to adjust operational aspects of the international civilian presence in Kosovo and to reformulate the profile and structure of the UN Interim Administration Mission in Kosovo (UNMIK). The situation in the region has changed greatly since the creation of the UN mission nine years ago. The latter aimed to establish stability in Kosovo and international security around the entire Balkan region together with the protection and promotion of the interests of all communities living there. The restructured UNMIK will continue undertake dialogue with regard to the application of measures in terms of the police, justice, customs, transport and infrastructures. The Secretary General maintained the strict position of neutrality on the part of the UN with regard to the final status of Kosovo.

According to Eurostat figures published on 25th June in April 2008 compared with March 2008, the euro area industrial new orders index rose by 2.5%. In the EU new orders grew by 3.6% in April 2008 after declining by 1.0% in March. Manufacturing of machinery and equipment gained 2.6% in the euro area and 4.0% in the EU. Electrical and electronic equipment rose by 2.2% and 4.4% respectively. The highest increases were recorded in Greece (+13.5%), Lithuania (+12.9%) and Estonia (+8.7%), and the largest decreases in Ireland (-13.8%) and Romania (-3.5%).

According to Eurostat and the Commission's Directorate General for Taxation and Customs Union figures published on 26th June the weighted tax-to-GDP ratio (i.e. the total amount of taxes and social security contributions) in the EU increased to 39.9% in 2006 from 39.3% in 2005. In 2006, the overall tax ratio in the euro area was 40.5%, up from 39.8% in 2005. However, the tax burden varies significantly between Member States, ranging in 2006 from less than 30% in Romania (28.6%), Slovakia (29.3%) and Lithuania (29.7%), to almost 50% in Denmark (49.1%) and Sweden (48.9%).

The economic sentiment index of the euro area that summarizes the opinion of company heads and consumers declined radically in June, to its lowest level since May 2005 in an inflationary context marked by the surge in energy prices. The index declined by 2.7 points to 94.9 points according to an enquiry published on 27th June by the European Commission.

European Opinion

The Eurobarometer survey on public opinion on the European Union published on 25th June and undertaken between March and May 2008 reveals a significant decrease in European citizen confidence in their national economy. 46% of them (+20) think that the state of their national economy will worsen in the next twelve months; only 16% (-8) believe that it will improve whilst 33% (-11) expect no change. With regard to the European Union 48% have a positive image in mind (-1),35% a neutral image (+1) and 15% a negative image (+1). The highest share of positive opinions, 67% (-1) and 65%(-4) were collated respectively in Romania and Ireland.

The Polish Institute for Public Affairs published a report entitled "Eastern Partnership - does it open up a new chapter in Poland's eastern policy and the European Neighbourhood Policy?" Author Agnieszka K Cianciara presents the context and perspectives of the recent Polish-Swedish proposals for an eastern partnership. This proposal was revealed during the last European Council.

The Centre for European Reform (CER) has published a study on the new European Union policy with regard to Russia ("The EU's new Russia policy starts at home"). The Union hopes that the EU/Russia Summit will enable the settlement of energy and trade conflicts and provide new impetus. However Katinka Barysch thinks that it would be preferable for the Europeans to take their time and believes that discussions will only be productive when Russia has joined the WTO and when Europeans have a more coherent energy policy.

Environment

The European Environment Agency has published a report showing CO2 emissions on the part of the EU between 1990 and 2006 by Member States and by economic sector. According to the report Member States have made progress with regard to emissions reductions and are on the way to achieving their Kyoto objectives. Indeed emissions have dropped by 7.7% in comparison with 1990 data. According to the Commission the main reasons for this reduction are global warming, the drop in the production of nitric acid, the reduction in the production of chemical products in France and Hungary and the household use of gas and liquid. The Commission is still concerned though about the rise in emissions in the new Member States.

The publishing house L'Harmattan has published a book entitled "L'Europe prochaine, regards franco-allemands sur l'avenir de l'Union européenne" (Future Europe, Franco-German Views of the future of the European Union) directed by Martin Koopmann and Stephan Martens. A review is made of the construction of Europe. It has been published in German by Nomos.

The Franco-German Institute (DFI) of Ludwigsburg has published a paper "Points de vue France-Allemagne, un regard comparé" (Points of view France-Germany, a comparative vision) with the publishing house NDV, Doumic. The authors (Frank Baasner, Bérénice Manac'h and Alexandra von Schumann) suggest that the exemplary reconciliation between the German and French populations does not prevent misunderstandings - they paint a picture of the reality in each country and provide a guide to all of those who work on Franco-German projects.

European Cultural Season

The European Cultural Season is being organised on the occasion of the French Presidency of the European Union. It will take place from July 1st to 31st December 2008 across all of France and will allow each of the 27 Union member countries to get to know the wealth and diversity of their cultures and what really brings European populations together. There will be a series of 27 books, 27 films, 27 shows, 27 concerts and 27 exhibitions to provide exceptional visibility of European productions.
