Franco-German

On 3rd and 4th April an international seminar was organised in Bruges by the College of Europe and the Franco-German Institute of Ludwigsburg (DFI) on the theme of "The tandem Franco-German role in reviving the EU". Pascale Joannin, Director General of the Robert Schuman Foundation took part in this event together with personalities from the political and academic world, who discussed the main details of the Franco-German partnership. They stressed the important transition that occurred on the election of Nicolas Sarkozy as President of France in May 2007; they also discussed topical issues such as institutional change, economic governance and co-operation opportunities in the area of security. The conclusions of this seminar have just been published both in French and English.

As part of the French Presidency of the Council of the European Union the Robert Schuman Foundation has established four partnerships to speak of Europe with its citizens; it has associated itself with L'express.fr, Autoroute FM, the newspaper of the Saône-et-Loire and Ouest France.

Defence

French Secretary of State for European Affairs, Jean-Pierre Jouyet presented the revitalisation of the European defence policy to NATO countries on 16th July. The European Security and Defence Policy (ESDP) has acquired undeniable legitimacy over the last ten years whilst providing itself with operational instruments. However European means are not equal to the crises and threats of the future. The aim of the French presidency is to create the conditions to enhance operational, military and civil capabilities. The work to be undertaken is part of a renewed political vision based on complementarity between European defence and NATO. France has therefore suggested an enhancement of dialogue between NATO and the EU via the creation of a high level group which will lead to better co-operation together when they are working in the same theatre of operations.

Media

French Culture and Communication Minister, Christine Albanel took part in a European seminar on 17th and 18th July on public service media in the digital age in Strasbourg at the European Parliament and also in the buildings of Arte. The aim of this meeting was to promote debate and to come to a consensus between Member States. The challenge for the European audiovisual model is to adapt to the diversity of national situations and to technological developments, services, broadcasting platforms and habits. The results will be used to provide information for an informal meeting between Audiovisual Ministers on 21st and 22nd July.

Competitiveness

The 27 European Ministers responsible for Research who met on 17th and 18th July worked on "a vision for 2020" for European Space Research (ESR) that will be put forward for adoption by the Competitiveness Council in December 2008. Working in thematic workshops they focussed their attention on the future of European research using four challenges as a base: the food crisis and its effects on agriculture and the management of ecosystems, climate change that make it necessary to use new energy forms, the transition over to the society of knowledge and the ageing European population.

French Presidency

On 15th, 16th, 17th July French Ministers presented the programme of the French Presidency of the Council of the European Union to nearly all of the committees of the European Parliament. Sixteen of the twenty parliamentary committees were involved. Generally they recalled that the French Presidency wanted to be modest and to listen to what the Euroepan Parliament had to say. They also mentioned the institutional crisis; French Foreign Minister, Bernard Kouchner said that it was up to Ireland to find a solution after the negative result of the referendum on the Lisbon Treaty. Jean-Pierre Jouyet, French Secretary of State for European Affairs insisted on the need for an effective communication policy in order to close the gap between citizens and the European institutions.

SMS

According to European Commission figures the cost of 2.5 billion SMS's sent or received from abroad with mobile phones in the EU is ten times higher than that of text messages transmitted as part of the national network. For example a Frenchman on holiday in Italy this summer will pay 0.30 cents per SMS but the same message will cost 0.42 cents to a Czech holiday maker. Belgians pay more, 0.80 cents on average per message from abroad. The Commission has therefore decided to set out measures designed to reduce SMS prices sent from abroad. It should present a proposal to the European Parliament and to the Council in the autumn.

EU/Mexico

In a Communication to the Council and the European Parliament adopted on 15th July, the European Commission has proposed a Strategic Partnership with Mexico. This partnership would establish a strong political framework thus enhancing dialogue and co-ordination between the EU and Mexico on global, regional and bilateral issues. The European Commission indicates that the main areas requiring closer co-operation are in the spheres of politics, security, environment and energy . The Commission is also proposing a Euro-Mexican Summit every two years. This proposal now has to be debated and adopted by the Member States before being discussed again with Mexico.

Intellectual/Industrial Property

On 16th July the European Commission adopted a proposal to align the copyright term for performers with that applicable to authors. This would rise from 50 years to 95 thereby bridging the income gap that performers face toward the end of their lives. The European Commission also adopted a Communication on new industrial property rights strategy for Europe. Apart from the urgent adoption of the proposals for a community patent and the creation of an integrated jurisdiction across the EU in terms of patents, the measures put forward aim to establish effective control in the field to fight against counterfeiting and piracy. The Commission hopes to establish effective collaboration between the Member States in the areas of information exchange on counterfeit merchandise and pirated goods.

Laundering

On 17th July the European Commission threatened 15 Member States with legal action for not transposing European measures over to their national law in the fight against terrorism. The countries involved are Germany, France, Luxembourg, Belgium, the Netherlands, Austria, Greece, Poland, Czech Republic, Latvia, Slovakia, Sweden, Spain, Greece and Malta. These countries have not respected the transposition deadlines established for 15th December 2007 for the third European directive on laundering which specifically targeted financial sources of terrorist networks. This directive plans notably for identity controls on accountants' or lawyers' clients and enhances the obligation to indicate any suspicion of terrorist funding.

Fraud/Mobile Phones

On 17th July the European Commission warned that it might prosecute European internet sites which sell mobile phone services (ring-tones, wallpapers). A survey undertaken in June revealed that an overwhelming majority of these sites infringed European laws deliberately deceiving consumers. Many sites do not mention certain obligatory details with regard to the suppliers' identity. Other problems related to the deceptive nature of information: important information appears in small print and is difficult to find on the site; the word "free" is used falsely to lead the consumer towards concluding a long-term contract. The value of ring-tone sales across Europe was estimated to a total of 691 million euros in 2007. Seven countries (Norway, Finland, Sweden, Latvia, Iceland, Romania and Greece) have published the names of the websites where irregularities have been witnessed.

Tobacco

On 16th July the European Commission presented a Report and a proposal for a Directive to amend the current EU excise duty legislation on tobacco. It aims to contribute to reducing tobacco consumption by 10% within the next 5 years, whilst smoking leads to 650,000 deaths per year in the EU. The draft Directive foresees a gradual increase in the EU minimum taxation levels on cigarettes and fine cut tobacco up to 2014. The current percentage of 57% will be increased to 63% of the weighted average price and the rate of €64 will rise to 90 euros for all cigarettes by 2014, under the new proposal. This rise would not apply to France, Germany, UK and Ireland where taxes are already very high. In addition to this the Commission suggests changing the means of calculating taxes to harmonise them and to avoid Europeans buying cigarettes in countries other than their own.

Agriculture

The rises in food prices in 2007 and 2008 have had a negative impact on many developing countries. The European Commission proposed on 18th July to establish a "facility for rapid response to soaring food prices in developing countries". The fund would be worth 1 billion euros and would operate for two years, 2008 and 2009. This money would be in addition to existing development funds and would be taken from unused money from the European Union's agricultural budget. It would be provided to developing countries which are most in need, based on a set of objective criteria. Amongst the positive results tabled for feature notably an increase in agricultural production and an improvement in food security in the countries receiving aid. The Commission hopes to use this took at the beginning of 2009.

France/Fisheries

The European Commission has refused to approve one of the main parts of the French government's aid plan for its fishermen that was presented at the beginning of the year; it planned for financial compensation due to high diesel price rises. European Commissioner for Fisheries, Joe Borg invited Paris to review its proposal on this key measure (N°9) to bring it in line with a vast European aid programme to restructure the fishing industry that was adopted last week. If the "ninth point is adapted to bring it in line with the European financial package, this might be the solution to achieving the Commission's approval and to completing the vital restructuring of some parts of the French fleet," said Joe Borg.

Budget

On 17th July the Economic and Financial Affairs Council unanimously adopted the general draft budget for the EU in 2009 on first reading. This project plans for a total of 133.9 billion euros in commitment appropriations (ie 469 million euro less than the Commission's preliminary draft) and 114.9 billion euro in payment appropriations (ie 1.77 billion euro less than the Commission's preliminary draft). The main items in the draft involve natural resource conservation and management (57.1 billion euros), cohesion (48.4 billion euros), competitiveness (11.1 billion) and external action to the EU (7.3 billion). This draft budget will be implemented on January 1st 2009.

Agriculture and Fisheries

On 15th July the 27 Agriculture and Fisheries Ministers came to agreement on the emergency measures to be taken to overcome the crisis. European fishermen will benefit from an aid plan to a total of 2 billion euros. According to these measures governments will be able to increase the aid limit for fishing boats to 100,000 euro over three years. At present this limit lies at around 30,000 euros. In addition to this the Council adopted a regulation reviewing fishing opportunities of certain types of fish (cod and bluefin tuna) for 2008. Finally the council debated the orientation of the "healthcheck" for the reformed CAP.

WTO

Before the WTO meeing on 21st July and during an extraordinary meeting of the General Affairs and External Relations Council on 18th July European Ministers addressed the problem of the obstacles preventing trade negotiations in the Doha Round. One of these involves the negotiations of customs tariffs on tropical products notably the banana which has brought the USA and Latin America into conflict with the EU. Pascal Lamy, WTO Director General made a compromise proposal that would commit WTO members to lowering their customs duties on bananas gradually until 2015. On 16th July the EU accepted this proposal thereby meeting the conditions set by the USA and Latin America. However developing countries such as in the ACP (Africa, Pacific, Caribbean) refuse this compromise since they have a preferential untaxed regime on bananas. They are threatening to block talks if the project is adopted.

Italy/VAT

On 16th July the Court of Justice of the European Communities gave a decision condemning the Italian fiscal amnesty on VAT planned for in the Italian legislation covering the years 1998-2001. These measures infringed obligations that were part of the sixth VAT directive.

Jean-Claude Trichet

In an interview in four European newspapers on 18th July, the Frankfurter Allgemeine Zeitung, the Irish Times, the Jornal de Negocios and the Figaro, Jean-Claude Trichet recalled that the main objective of the ECB was to maintain inflation at 2%. He said that the Council of Governors' decision to raise the main rate of the ECB from 4% to 4.25% will help to ensure price stability mid-term but he said that he did not want to say how these levels would develop in the future. He also spoke of the euro zone's economic future, lending conditions to companies and private parties and the euro exchange rate.

The President of the European Court of Auditors, Vitor Manuel da Silva Caldeira presented the annual activity report 2007 on 18th July. This court is the EU's external auditor responsible for helping to improve the financial management of the Union. It communicates information directly to the entities that have been audited (mainly the European Commission) and to Union decision makers (European Parliament and the Council of Ministers), helping them to take steps and to ensure that EU funds are deployed correctly. The annual activity report which is the next step in the process provides an insight into the court's activities, resources used and the achievements of 2007.

Germany

Ban Ki-Moon

UN Secretary General Ban Ki-Moon met German Chancellor Angela Merkel on 15th July in Berlin. Their meeting focussed on peacekeeping measures, development aid and the protection of the climate - themes on which Germany is working closely with the UN. Angela Merkel told Ban Ki-Moon that she intended to support the Millenium Development Goals during the next UN General Assembly on 25th September in order to send out a strong message to reduce poverty and hunger by half in the world by 2015. She also gave thanks to Mr Ki-Moon's involvement in settling international conflicts. They finally spoke of the situation in Darfur and Burma whilst the UN Secretary General recalled that "peace and justice went together" since peace without justice could not last.

Immigration

On 16th July the German government adopted an action programme aiming to show that work migration can guarantee the continued existence of specialised labour in Germany. Although the government wants to privilege domestic sources (older people, women and migrants already established in Germany) it does however want to take several steps with regard to universities of Member States in the EU and third countries; the transitional measures involve the new Member States and payment of highly qualified staff. In addition to this an analysis of the labour market will lead to an improved identification of needs mid and long term including the offer and demand of jobs.

Algeria

German Chancellor Angela Merkel travelled to Algeria on 16th July where she said she felt that both countries aspired to increase their relations adding that there was great potential for consolidation in economic relations and that this was part of a long tradition. She did however add that it was time to "provide new dynamism" and admitted that she was pathing the way for German companies. Simultaneously Angela Merkel thanked Algerian President Bouteflika for his commitment to creating the Union for the Mediterranean which is an integral part of the European Union and said that she has been convinced for a long time that only joint action on the part of all EU partners would enable a solution to the difficulties encountered by countries bordering the Mediterranean. She said that the countries of Northern Africa should start to involve themselves more in joint projects.

On 17th July Austria Foreign Minister, Ursula Plassnik met her French counterpart Bernard Kouchner. The two ministers discussed the future of the Lisbon Treaty and the Union for the Mediterranean as well as developments in the Balkans and the situation in the Middle-East. The French minister also met OSCE Secretary General, Marc Perrin de Brichambaut and presented the priorities of the French Presidency to the Permanent Council of the OSCE in Vienna, the former are linked to three aspects of security: politico-military (promoting a global approach to security), economic-environmental (support to the initiative launched by the Finnish Presidency of the OSCE) and human (60th anniversary of the Universal Declaration of Human Rights - for both Men and Women).

Belgium

End of the Crisis?

After three days of discussion the Belgian King Albert II refused the resignation of his Prime Minister Yves Leterme. Given the difficulties in settling the political crisis that have been ongoing in Belgium for over a year, Yves Leterme presented his resignation on 14th July. In order to settle the dispute the King has now appointed three royal emissaries who are to act as mediators during the crisis. Brussels citizen, François-Xavier de Donnea (MR), Walloon Raymond Langendries (CDH) and German-speaking Karl-Heintz Lambertz (PS), all of whom speak French, will be responsible for "looking into how guarantees can be given to start institutional dialogue in a credible manner" according to the King. After the organisation of intra-community dialogue they will have to report back to the King at the end of the month.

National Union

On 20th July, on the eve of the Belgian national day King Albert II called, "for union and tolerance" between the various communities of Belgium - since "this is the only means possible" for the country in crisis. "Our country is experiencing serious political problems," declared the king in his traditional speech on the eve of 21st July. "But I would like to say that difficulties and crises are also opportunities to make a comeback and to recover." "Division in mind is not a fatality, it is union and tolerance in the respect of the identity of each federate entity that represents the only possible means in our democratic society," insisted the king referring to the opposition between French and Flemish speakers that has been tearing the country apart for months. "We should invent new ways of living together in our country," declared Albert II referring to his brother King Baudouin, who was greatly respected by the Belgians in order to convince his countrymen.

Spain

Treaty Ratified

On 15th July Spain completed the parliamentary ratification process of the Lisbon Treaty thereby becoming the 23rd Member State to validate the text. The Senate approved the text by a wide majority (232 votes for, 6 against and 2 abstentions). The Spanish Congress of Deputies approved the treaty on 26th June, 322 votes in favour out of a possible 350. The treaty still has to be formally signed by King Juan Carlos for ratification to be complete. The Robert Schuman Foundation maintains an updated map on its internet site explaining the development of the ratifications per country.

Georgia

Georgian Foreign Minister Eka Tkeshelashvili travelled to France on 15th and 16th July where she met her French counterpart Bernard Kouchner and diplomatic advisor to the French President, Jean-David Levitte. Topical issues with regard to bilateral relations between Georgia and France as well as the situation in the Southern Caucasus were the focus of bilateral discussions; specific attention was given to the settlement of conflicts in Georgia and to Georgia's relations with Russia. Both parties spoke of steps taken by the international community to re-initiate the settlement process whilst France showed its support to the EU's active involvement in managing the conflict.

Defence

On 17th July French MP Yves Fromion delivered a report entitled "Vers une industrie européenne de la défense" (Working towards a European defence Industry) to Defence Minister, Hervé Morin. The report suggests ideas to consolidate the European defence industry. Consolidation of the latter is incomplete, notably in the naval and terrestrial areas. The report advises "the resolute support of the launch of arms programmes under the banner of the European Defence Agency" in order to harmonise European demand. Created in 2004 the EDA rallies all EU Member States except for Denmark and is placed under the authority of Javier Solana, High Representative for the CFSP. The report includes 14 recommendations inlcuding that of granting the EDA part of the space imagery system, the examination of two draft directives relative to armament and the creation of a Franco-German group to enhance co-operation between the two countries in terms of arms.

Greece

Turkey/Cyprus

On 20th July Greek Foreign Minister, Dora Bakoyannis called on Turkey to put an end to the "unacceptable" situation of the division of the island of Cyprus and to help to find a solution that respects UN Security Council resolutions and European principles. She stressed that "the Turkish leaders should not encourage intransigeant acts but show reserve and calm to reinitiate sound negotiations" between both parties on the island. Turkish Prime Minister, Recep Tayyip Erdogan's visit on 19th July to the north of the island, the Turkish Republic of Northern Cyprus (TRNC), acknowledged only by Ankara, was severely criticised by the Cypriot government who saw in this a provocative act that did not foster a climate of confidence vital for the continuation of the peace process. Cypriot President Demetris Christofias and TRNC leader Mehmet Ali Talat have planned to meet on 25th July.

Nicolas Sarkozy

French President Nicolas Sarkozy travelled on 21st July in his capacity as President of the Council of the European Union to Ireland to "listen and to understand" why Irish voters rejected the Lisbon Treaty by referendum, he said in an interview with the Irish Times published on 19th July. "I need to understand the message the Irish wanted to communicate by voting no to a treaty signed by the representatives of 27 countries," he said adding "I was one of the first European leaders to publicly declare that the democratic decision of the Irish people had to be respected." The president's visit to Ireland comes as the tension between Paris and Dublin grows in the wake of President Sarkozy's declaration "that the Irish should be made to vote again", whilst voters rejected the treaty by 53% last month.

Security

On 16th July the Italian government achieved a confidence vote on the part of MPs 322 votes in favour, 267 against and 8 abstentions on a law transforming a controversial decision/law adopted in May with regard to emergency measures in terms of security. This notably toughens up sanctions against illegal immigrants. The text has been denounced by the opposition which delivered 1200 amendments, together with Catholic and human rights defence associations; it has also been criticised by the European authorities. It notably includes the creation of the crime "illegal immigration" punishable by a six-month to a four year prison sentence; expulsions will also be able to be undertaken more easily, and the time of detention has been increased. The draft law also includes tougher measures to fight against crime since the right won the elections in May promising a harder security policy

Bronislaw Geremek

Bronislaw Geremek was buried on 21st July at the cemetery of Stare Powązki. A national funeral was undertaken according to a military ceremony punctuated by cannon shot. A mess was celebrated in the cathedral of Saint John. Many personalities took part in the ceremonies; Polish President Lech Kaczynski, Polish Prime Minister, Donald Tusk, who delivered a long funerary speech, former President Lech Wałęsa and former Prime Minister Tadeusz Mazowiecki, the archbishop of Warsaw Kazimierz Nycz, European Parliament President Hans-Gert Pöttering and Madeleine Albright, former Secretary State of the USA.

UK

Lisbon Treaty

On 16th July the UK completed the ratification of the Lisbon Treaty by delivering the "instrument of ratification" in Rome where the European Economic Community was founded in 1957. On 19th June Queen Elizabeth gave her royal consent to the text that had been previously approved by the House of Commons and the House of Lords. The last obstacle on the path to ratification of the treaty was removed when the British courts rejected the appeal made by Stuart Wheeler, a businessman who wanted to force British Prime Minister, Gordon Brown to organise a referendum.

Europeanisation

On 16th July Serb Foreign Minister, Vuk Jeremic met his French counterpart Bernard Kouchner in Paris. He again said that Serbia would not acknowledge the independence of Kosovo but hopes that his country will join the EU. Serbia is also planning to adopt 32 new laws by the end of September to fall in line with European legislation.

Italy

On 16th July Italian President Giorgio Napolitano was received at the Kremlin by his Russian counterpart Dmitri Medvedev. The two presidents spoke of economic and trade relations between the two countries as well as their international co-operation, notably within the G8 which Italy is to chair next year, as well as the UN and the EU-Russia partnership. The issue of security in Europe and the main regional problems (Afghanistan, Middle-East, Kosovo, the Iranian nuclear programme) were also addressed. The two heads of State finally discussed preparation work for the 100th anniversary of the operation by the Russian navy to save the inhabitants of the town of Messina affected by an earthquake in December 1908.

World Trade

The World Trade Organisation (WTO) has published a report entitled "Trade in a Globalizing World" on 15th July. This report looks into the winners and losers of globalisation as well as the economic sectors that are prospering such as manufactured goods and services. It also highlights the concerns of the populations with regard to globalization that are not always considerred by political leaders. Finally the report analyses the sources of trade benefits, production locations, trade distribution, as well as the social effects of the opening up of markets. This report concludes with a positive vision of world integration and international co-operation which may palliate some bad side effects of globalization.

Italy/Roms

Three experts on racism, minority rights and migrants sent by the UN to Italy expressed their concern on 15th July about the draft law on Roms drawn up by the Italian government. The Italian Home Office is proposing to take finger prints of all the Roms, including the children in order to identify people who are living illegally in Italy. "By exclusively targeting the Rom minority this proposal is clearly discriminatory," maintained the UN experts. They also deplored the behaviour of some Italian politicians who explicitly associate Roms with crime and call for the destruction of Rom camps in the country. The UN experts have called on Italy to respect international law.

According to figures published by Eurostat on 17th July in the construction sector, seasonally adjusted production increased by 0.2% in the euro area and by 0.3% in the EU in May 2008, compared to the previous month. In April, production decreased by 0.6% and 0.5% respectively. The most significant increases were registered in the United Kingdom (+3.4%), Spain and Romania (both +2.9%). The largest decreases were recorded in Portugal (-9.0%), Slovakia (-5.1%) and the Netherlands (-1.9%). Also building construction remained stable in the euro area and increased by 0.2% in the EU.

External Trade

According to figures published by Eurostat on 18th July euro area trade balance with the rest of the world in May 2008 gave a 4.6 bn euro deficit, compared with +1.4 bn in May 2007. In May 2008 compared with April 2008, seasonally adjusted exports fell by 3.4% and imports by 1.3%. In addition to this the first estimate for the May 2008 extra-EU trade balance was a deficit of 21.5 bn euro, compared with -14.7 bn in May 2007. More specifically the EU27 energy deficit increased (-118.7 bn euro in January-April 2008 compared with -81.0 bn in January-April 2007), while the surplus for machinery and vehicles rose (+48.3 bn compared with +33.9 bn).

Inflation

According to figures published by Eurostat on 16th July the annual inflation rate in the euro area lay at 4% in June 2008 in comparison with 3.7% in May. This is a new record since the creation of the zone in 1999. Annual inflation levels in the EU lay at 4.3% in June 2008 in comparison with 4% in May. In June 2008 the lowest levels were seen in the Netherlands (2.3%), Germany and Portugal (3.4% each); the highest were in Latvia (17.5%), Bulgaria (14.7%) and Lithuania (12.7%).

In a study by the German Society for Foreign Policy (DGAP) entitled "Widersprüchliche Signale. Französische Europa-Politik zu Beginn der Pariser EU-Ratspräsidentschaft" (Contradictory messages. France's European Policy at the start of the French Presidency of the Council of the European Union), Martin Koopmann believes that the "break" planned for by French President Nicolas during his election in May 2007 has not been achieved and there is no coherent strategy in terms of European policy. Only two goals are being sought: re-establishing France's legitimacy in playing a leading role in the Union and to enhance the programme to implement internal reforms. This is leading to confused messages for his European partners. Germany will therefore have to play the role of mediator during the French presidency whilst helping France to progress on issues such as energy and immigration.

Universities

The Bruegel Institute has published a report assessing the performance and competitiveness of European universities. A study undertaken by the University of Shanghai at the start of 2000 which established a ranking between the various universities in the world showed that Europe had lost its reputation and its excellence in terms its universities. This report provides some explanations to the decline of European establishments and puts forward several reforms.

Denmark/Foreign Policy

The Danish Foreign Policy Yearbook 2008 was published on 14th July last. This 12th issue looks into the Danish foreign policy and Denmark's position internationally and transnationally. This work includes articles dedicated notably to relations between Denmark and NATO as well as Danish euro-scepticism from a Nordic and European point of view. The articles are summarised in English and Danish.

Treaty/Presidency

The July/September issue of the review "Confrontations Europe" has just been published. It is dedicated to the French Presidency and the Lisbon Treaty. It notably includes an article by the Chairman of the Robert Schuman Foundation, Jean-Dominique Giuliani, entitled "Un nouvel élan pour l'Europe de la défense." (A new start for European Defence?)

Culture

Festival/Bayreuth

The Festival of Bayreuth (Germany) is taking place between 15th July and 28th August. This opera festival founded in 1876 by Richard Wagner and dedicated to the performance of his ten main operas takes place each summer at the Festival Palace, a theatre designed by Wagner. The operas played this year are Tristan and Iseult, the Master Singers of Nuremberg, the Ring of the Nibelung, the Rhinegold, the Valkyrie, Siegfried, the Twilight of the Gods and Parsifal.

Exhibition/Bordeaux

The Architectural Centre of Bordeaux "arc en rêve" is offering an exhibition as part of the French Presidency of the Council of the European Union on the new forms of collective housing in Europe. The exhibition explores architectural creations across Europe in terms of collective housing. Domestic and external life takes form via the work of artist-photographers.
