On 7th May the Chairman of the Robert Schuman Foundation, Jean-Dominique Giuliani is travelling to Riga to take part in a conference entitled "Belonging to Europe - History, Culture and Political Identity" notably together with former Latvian president Vaira Vike-Freiberga. Michel Foucher, member of the Foundation's Scientific Committee will also be taking part.

On the occasion of the launch of the official campaign for the European elections and Europe Day the Robert Schuman Foundation has published an article by Jean-Dominique Giuliani, Chairman of the Foundation entitled "Political Europe: what are the debates and what is at stake?" in its latest publication (the third edition of the "State of the Union 2009, Robert Schuman Foundation"). This work offers readers unique analyses, original maps and vital data to learn everything you need to know about Europe; it is being published by Lignes de Repères and is available in French in bookshops and from the Foundation's internet site.

Parity

As part of the project "Women in Europe-achieving parity" directed by the Robert Schuman Foundation and funded by the European Commission, a series of conferences on parity will take place in several European countries. On 5th May the Czech associations for Equal Opportunities and Ano Por Evopu are organising a conference on "Women in Czech Political Life" focusing on a speech by Vice-President of the Czech Senate - Alena Gajduskova. On 7th and 8th May the Spanish Foundation FAES is organising a conference-debate in Madrid entitled "Equality Days in the European Union". On 14th May the Ithaka Foundation is organising a debate in Bucharest on the presence of women in politics in Romania. The Karamanlis Institute will conclude this series on 25th May with "The role and influence of women in social life and politics in Greece," in Athens.

Warsaw

From 1st to 9th May Warsaw is host to the 16th Euro-Polish discussions organised on the initiative of the Polish Robert Schuman Foundation. This year the meeting will be an opportunity to celebrate Europe Day and also the fifth anniversary of Poland's accession to the EU. Apart from the popular Robert Schuman Parade that will take place on 9th May which the Robert Schuman Foundation participates in many conferences, debates and exhibitions are being organised.

Declaration

The Robert Schuman Foundation is providing readers with an opportunity to consult the declaration by French Foreign Minister, Robert Schuman, delivered on 9th May 1950 when he announced the creation of the European Community of Steel and Coal (ECSC). This text is said to herald the birth of the EU. The 9th May became Europe Day after a decision by the European Council in 1985. It is one of the Union's five symbols.

EPP

1 January 1970

On 29th and 30th April the European People's Party (EPP) rallied at a congress in view of the European elections. Its 74 members adopted the electoral manifesto for this election together with numerous Heads of State and Government in attendance. A slogan "Strong for the People" was also adopted. In addition to this on 28th and 29th April the party's parliamentary group held a working session. Several subjects such as the market economy and prosperity, demographic challenges, security and even the eastern partnership were addressed. The EPP officially announced that it supported a second mandate on the part of the present President of the Commission, José Manuel Barroso. The decision to re-elect him or not is due to be taken during the next European Council in June after the European elections.

As part of the partnership between the Robert Schuman Foundation and the Figaro, the Chairman of the Foundation, Jean-Dominique Giuliani has signed an article entitled "European Parliament: a major platform or a multinational democracy?" The Figaro's internet site is also putting on line a column on the specific nature of the European political parties and the political nature of the European Parliament debates.

Hungary

According to figures published on 29th April by the Hungarian Central Statistics Office industrial sales prices on the national market decreased by 0.7% in March 2009 in comparison with February and underwent an increase of 4.6% in comprison with March 2008, whilst industrial export sales prices increased by 1.7% in comparison with February and by 12.2% in comparison with March 2008. Industrial sales prices including those on the Hungarian domestic market and export prices increased by 0.7% in comparison with February 2009 and by 9.1% in comparison with data from last year.

Confidence

According to a press release published by the European Commission on 29th April the confidence of company managers and consumers rose in April for the first time in two years. In the euro area the Commission's economic confidence index rose from 64.7 points in March to 67.2 points in April ie a rise of 2.5 points. In the European Union the progression is 3.5 points reaching 63.9 points. The improvement in mood in industry and amongst consumers - that was three points in both cases - has contributed greatly to this improvement.

Ireland

1 January 1970

According to a spring report published by the Economic and Social Research Institute on 29th April, Ireland is due to experience severe recession. The GDP is due to fall by 11.6% between 2008 and 2010 and notably by 8.3% in 2009. This is the biggest contraction in an industrialised country's economy since the Great Depression. The consequences of this recession on employment are major since unemployment is due to rise to 13.2% in 2009 and to 16.8% in 2010. The budgetary deficit is due to reach 12% of the GDP in 2009 and 11.5% in 2010 (in comparison with the 3% allowed by the Maastricht criteria) and government debt will be 57.7% of the GDP in 2009 and 70.3% in 2010.

Germany

In its spring forecasts the German government plans for a 6% contraction in the GDP in 2009 and growth of 0.5% in 2010. This decline in the GDP is mainly due to the world economic crisis and three-quarters of this contraction are to be blamed on the poor performance of foreign trade, Germany's economic strong point. The government is however expecting a stabilisation in the economy. With its two recovery plans Germany has become a model in showing how measures can be taken nationally to palliate the crisis.

The UK published its finance law 2009 on 30th April. It implements a majority of the measures put forward by the Chancellor of the Exchequer during his speech on the budget on 22nd April - ie a series of targeted measures to support the British economy that is in an extremely difficult and sensitive situation.

Spain

1 January 1970

In a report published on 29th April the Bank of Spain announced that the Spanish GDP had contracted in the first quarter by 1.8% in comparison with the fourth quarter of 2008 and by 2.9% over one year. The country which is severely affected by the crisis entered recession at the end of 2008 after a fifteenth consecutive year of economic growth.

The Organisation for Economic Cooperation and Development (OECD) published a report on 28th April on France's economic situation in 2009. The OECD believes that public deficit will rise to 6.6% of the GDP this year and reach 8.3% in 2010. Once recovery is well underway the priority will be to implement a determined plan to reduce the deficit of public administrations. Since "tax pressure is already very high in France" efforts will have to be concentrated "mainly on the reduction of spending" advises the study. Long term "a significant rise in employment rates will facilitate stabilisation work to a great extent with regard to government accounts", continues the OECD.

Italy is forecasting a contraction of 4.2% in its GDP in 2009 before a slight recovery in 2010 (+0.3%) indicates an official report published on 2nd May on the Economy and Finance Ministry site.

Belgium

1 January 1970

Belgium officially entered recession in the first quarter of 2009 with a GDP contraction of 1.6% according to a first estimation by the National Bank of Belgium published on 29th April. In the fourth quarter of 2008 the Belgian economy experienced a contraction of 1.7%, its worst quarter since 1980, when the quarterly accounts were first published. The country therefore entered recession, defined as the contraction of the GDP for at least two consecutive quarters.

Romania

Romania has reviewed its economic growth forecast downwards in 2009, by 2.5% to -4% according to figures published on 30th April by the National Forecasting Committee. According to estimates industry will record a decline of 10%, agriculture 2.9% and services 2.2%. In 2010 the Committee forecasts economic growth of 0.1%, 2.4% in 2011 and 3.7% in 2012.

Albania

Less than one month after joining the Atlantic Alliance, Albania officially delivered its candidature to join the EU on 28th April in Prague. "Albania still has to undertake a great deal of work," declared Czech Prime Minister Mirek Topolanek, whose country is ensuring the six-monthly presidency of the EU after he received the official documents from his Albanian counterpart, Sali Berisha. The latter welcomed this "historic moment" that "heralds the return of his country into the European family of nations."

Working hours

The European Parliament, the Council and the European Commission did not come to an agreement on 27th April with regard to the revision of working hours which at present allows dispensation from the 48 hour working week - thereby closing a five year cycle of unfruitful negotiations. The European Parliament insisted on including a date marking the end of any dispensation to the 48 hour working week in the revised law which was rejected by the governments of the European Union.

Telecoms

1 January 1970

The Czech Presidency of the EU came to an agreement on the "telecoms package" with regard to electronic communications market. A final agreement was reached with negotiators in the European Parliament on 28th April and the compromise was confirmed on 29th April by the Member States. It is now up to the European Parliament to give its approval during its plenary session on 6th May. The text will then be formally adopted by the Member States on the occasion of one of the next Council of Ministers. This text notably plans for the enhancement of consumer rights and the creation of a new Body of European Regulators for Electronic Communications, BEREC).

On 27th April the Civil Liberties Committee at the European Parliament approved an initial proposal supported by Antonio Masip Hidalgo's (PSE, ES)report, adopted 33 votes, one against and one abstention. This report aims to increase ayslum seekers' rights and improve reception facilities, defined by precise criteria in terms of lodgings, food, clothing, healthcare, financial allocations, freedom of movement and access to work. Specific measures are also planned for with regard to particularly vulnerable people (minors, unaccompanied minors, pregnant women, and victims of torture and violence). The four codecision reports are part of an "asylum package" and will be examined in plenary session in Strasbourg between 4th and 7th May.

On 27th April the Commission adopted a new EU strategy for youth policy for the coming decade. Entitled "Youth – Investing and Empowering", the new strategy acknowledges the fact that (1) young people are one of the most vulnerable groups in society, especially in the current economic and financial crisis, and (2) in our ageing society, young people are a precious resource. The new strategy is cross-sectoral, with both short and long-term actions, which involve key policy areas that affect Europe's young people, particularly youth education, employment, creativity and entrepreneurship, social inclusion, health and sport, civic participation, and volunteering. The new strategy also emphasises the importance of youth work and defines reinforced measures for a better implementation of youth policies at the EU level.

Fiscality

On 28th April the European Commission made new proposals to improve transparency and the exchange of fiscal information with regard to taxation and as a consequence to fight against fraud in the wake of the recent commitments made at the G20 meeting with regard to tax havens. The Commission is suggesting that the Union "be able to make specific agreements in the fiscal domain" to encourage transparency and information exchange with third countries. In real terms this means providing the Commission with a mandate to negotiate one agreement on behalf of the 27 Member States rather than allowing the Member States to negotiate agreements individually, which would take longer and be more complicated.

Budget 2010

On 29th April the Commission adopted a 139 billion euro preliminary draft budget for 2010. Economic recovery is at the heart of next year's spending and the proposal channels the biggest share of funds (45%) into growth and employment measures – a 3.2% rise on 2009 – to help restore competitiveness across the Union. Funds for major programmes linked to research and energy will increase by more than 12% and cash for cohesion policy will grow too, with the countries which joined between 2004-2007 set to receive 52% of cohesion and Structural Funds. All headings in the budget will see an increase, reaching a total of 138.6 billion euros in commitments (1.18% of GNI) and 122.3 billion euros in payments (1.04% of GNI).

Demography

Spending linked to the ageing population will clearly increase by 2060 when the European Union will have two people of working age for every one over 65, indicates a report by the European Commission published on 29th April. According to forecasts public spending associated with the elderly is due to increase by around 4.7% of the GDP on average by 2060 in the Union. The 65+ population is due to represent 30% of the total population by then in comparison with 17% in 2008. Hence instead of four people of working age per person over 65 at present the ratio will have been halved by that date. Considering this observation the Commission welcomes the progress made over the last decade to reform retirement and healthcare systems in Europe but it recommends to continue work on this.

Employment Market

Belgium and Denmark have decided to open fully their employment markets as from May to citizens from the countries which joined the EU in 2004 (Poland, Czech Republic, Slovakia, Slovenia, Hungary, Latvia, Lithuania and Estonia) said the European Commission on 29th April. Germany and Austria have however told Brussels that they intended to restrict access to their employment markets with regard to citizens from these eight countries until the end of April 2011. Denmark has also just decided to open its market to Bulgaria and Romania, countries which entered the EU in 2007. Restrictions have to be lifted on 30th April with regard to the eight countries which joined in 2004. The final deadline for Romania and Bulgaria is set for 31st December 2011.

Enlargement

The results of a new study confirm the positive effects of the transfer of labour towards the EU from Member States in Central and Eastern Europe, notably with regard to economic growth in the EU as a whole. The study looks into the volume and structure of labour mobility east-west, both on a national and regional level, after the enlargements in 2004 and 2007 together with the impact this has had on employment markets, macro-economic data and public finance. It also looks into human capital related issues such as the brain-drain and the decline in competence of mobile workers.

On 27th and 28th April the 27 Foreign Ministers discussed Croatia's EU membership negotiations. They spoke about the maritime zones regime and access to the sea. They also discussed the European neighbourhood policy and illegal immigration in the Mediterranean as well as the peace process in the Middle East and the situation in Burma. Finally they also adopted a common declaration with the European Commission and the Parliament on the funding of the European economic recovery plan of 5 billion euros and launched procedures for excessive deficit against France, Spain, Ireland and Greece whose public finances have worsened over the last few months due to the crisis.

An extraordinary Council of Union Healthcare Ministers was held on 30th April in Luxembourg; on the agenda was the A/H1N1 virus. The Czech presidency believes that it is vital to coordinate response Europe-wide to the world epidemic. In its conclusions the Council advises Member States to act together with regard to public health protection measures, information sharing on the development of the virus and treatment research.

Cyprus

The Court of Justice of the European Communities delivered a decision on 28th April on Meletis Apostolides/David Charles Orams and Linda Elizabeth Orams (case C-420/07) with regard to the restitution of hundreds of abandonned properties to Cypriots in the northern part of the island after division and which were then sold off to foreigners. The Court of Justice believes that even though the Cypriot government does not control the northern part of the island judgements given by Cypriot justice should be applied by all Member States including therefore the UK.

Genetics

On 24th April the Bundestag concluded ten years of debate by adopting a law regulating the use of genetic analysis in Germany. The text aims to protect individuals against infringements in terms of genetic screening whether this be in the medical, professional areas or related to insurance or private life. It is prohibited for any employer or insurance company to demand that an employee or a client undergo a genetic screening test; they also cannot use a genetic test that has already been undertaken. The only exception to this involves the signature of an insurance contract to a total exceeding 300,000 euro. The new law provides genetic screening tests with a strict framework, together with major safeguards. For each person it establishes the "right to know" but also the "right not to knowe" and aims to prevent anyone be discriminated against or stigmatised because of genetic criteria.

German Environment Minister, Sigmar Gabriel called on the international community to foster cleaner growth in response to the economic and financial crisis. "The development of renewable energies and the transformation of our economic system to achieve greater energy efficiency and a more effective use of resources comprise a response to the world financial crisis and also to climatic crisis," adding that a change in attitude and measures taken by the American administration "provided courage". However the USA's commitment is vital to encourage emerging countries such as China to mobilise to reduce their emissions. It is now a question of coming to an ambitious global agreement on the reduction of greenhouse gas emissions during the Copenhagen summit at the end of the year.

Unemployment

According to April unemployment figures published on 30th April by the federal agency for employment, the gross unemployment figures, the reference indicator in public debate, has not changed since March - and lies at 8.6%. Nearly 3.6 million people were looking for a job in April. The number of people seeking work declined by 1,000 people in April in gross figures, but increased by 58,000 according to CVS figures (seasonally adjusted according to the time of the year) - these are the figres most monitored by economists. In addition to this the German government is to bring the time of compensation for part unemployment up from 18 to 24 months to avoid mass dismissals, said the Employment Ministry in a press release.

Hungarian Foreign Minister Peter Balasz travelled to Vienna on 28th April where he met his counterpart Michael Spindelegger. The two ministers discussed bilateral cooperation between the two countries which support the Balkans' accession to the EU, in order to extend the zone of peace and stability. They also discussed the enhancement of cooperation in the Danube region. For his part the Austrian Chancellor Werner Faymann welcomed the new Hungarian Prime Minister Gordon Bajnai who chose Austria as the first destination for his first official visit, thereby bearing witness to the strong links between the two countries. They discussed the economic and financial crisis and notably the support of the economies of Central and Eastern Europe. They also planned a joint council of Ministers next autumn.

Belgium

Fortis

The French group BNP has received the greenlight to take over the biggest Belgian bank, Fortis Banque. Shareholders of Fortis Holding who met in a general assembly in Belgium and in the Netherlands on 28th and 29th April approved respectively by 73% and 78% the sale of 75% of the Fortis Banque to BNP Paribas. Believing that they had been robbed opponents of the purchase, notably in Belgium where they demonstrated their discontent violently. However the Belgian government and BNP Paribas showed their relief.

Employment

To avoid mass dismissals due to the economic crisis "as much as possible" the Belgian government would like to allow working time reduction measures to be applied in companies that are in difficulty said Employment Minister Joëlle Milquet on 30th April. These measures, the cost of which is estimated at around 100 million euros, will be applied from 1st July to 31st December 2009, and could be extended until 30th June 2010 if the crisis continues," declared the Minister after a council of ministers meeting.

Bulgaria

Elections

The general elections in Bulgaria will take place on 5th July less than one month after the European elections on 7th June according to a decision taken by President Gueorgui Parvanov that was published on 28th April. For the first time in the coutnry's history 31 of the 240 MPs will be elected by majority vote whilst the proportional system will remain the rule for the election of the others. For a party to be able to sit in the Bulgarian Parliament it has to win a miniumum of 4% of the vote. The outgoing Parliament also approved a rule establishing the minimum threshold for a party to be able to form a coalition - 8% - with another party within the assembly. This measure aims to prevent the present opposition from making alliances.

Spain

France

On 27th and 28th April French President Nicolas Sarkozy was received on a State visit to Spain by King Juan Carlos. On 28th April during the 21st Franco-Spanish summit the French president and Spanish head of government José luiz Zapatero signed a joint declaration on issues related to domestic security (terrorism, illegal immigration, drug trafficking) and to main community issues, both economic and diplomatic. In terms of the fight against terorrism and organised crime they announced the creation of a "Planning and Strategic Coordination Committe on Domestic Security" that will meet on a six-monthly basis. With regard to immigration issues, joint operations will be established and with regard to drug trafficking "joint anti-drug units" will be formed. On a European level the Spanish Prime Minister declared that real economic government would be one of the priorities of the Spanish Presidency of the EU in the first half of 2010.

Finland

Unemployment

The Finnish National Statistics Office published new unemployment figures in Finland on 28th April. In March the unemployment figure reached 8.3% of the working population ie a rise of 1.6 points in comparison with the month of February. Men are particularly affected by this trend since in one year their employment rate has decreased by 2.2 points against a 0.4 point decrease for women over the same period. Finland, whose economy depends greatly on exports, has fallen victim to an international trade contraction in the wake of the economic and financial crisis.

European Masters

The recruitment of candidates for the academic year 2009-2010 for the European Masters in Governance and Administration (MEGA) has now been launched. The deadline for applications is set for 15th June 2009. This Franco-German training programme in public administration is designed for young executives from the French and German administrations or other EU Member States or candidate countries; it is also open to executives from the European institutions or from the private sector. It is designed to provide a better understanding of administrative practices in France and Germany and to acquire the necessary tools for good governance and citizen administration from a nationally comparative, European and international point of view. This programme is the result of a partnership that rallies eleven universiies or ministerial institutions.

Fiat

The Italian and American car manufacturers Fiat and Chrysler signed a final alliance agreement on 30th April. Company managers, economists, politicians and Italian analysts welcomed this alliance between the two companies unanimously; by doing this Fiat has opened up new opportunities on the American market. After Chrysler, Fiat would like a rapprochement with Opel. In an interview in the Corriere della Sera on 3rd May Fiat Chairman Luca Cordero de Montezemolo said that taking on the struggling German branch of American General Motors would make it possible to complete the link after the agreement made last week with Chrysler.

Lithuania

The Prime Ministers of the Baltic countries that met in Vilnius on 27th April (Estonia, Latvia and Lithuania) and signed a common declaration on the principles of the creation of a Common Baltic Energy Market and the implementation of some main energy projects. This involves the liberalisation of the energy market in the three countries by providing consumers with the choice of supplier. Estonian Prime Minister Andrus Ansip insisted on the strategic dimension of this project that will lead to a strengthening in energy security in a region where this issue is of vital importance.

Austrian Justice Minister, Claudia Bandion-Ortner undertook a working visit on 28th and 29th April to Luxembourg. Discussions with the Luxembourg Justice Minister Luc Frieden focused on the future of the European judicial area and more particularly on the preparation of the next EU action plan in this area (Stockholm programme).

Treaty/Appeal

On 29th April in Warsaw the chairs of the German, French, Hungarian, Italian and Polish Parliaments, Norbert Lammert, Bernard Accoyer, Katalin Szili, Gianfranco Fini and Bronislaw Komorowski called on parliamentarians of the member countries to accelerate the ratification process of the Lisbon Treaty to provide a strong sign on the eve of the European elections and so that the Treaty can be applied by the end of the year. The Lisbon Treaty still has to be ratified in the Czech Republic (planned for on 6th May) and in Ireland. Ireland that rejected the text is to organise another referendum in the autumn. The Robert Schuman Foundation has published an interactive map explaining the ratification situation per country.

Poland

During a joint press conference in Warsaw on 28th April the British Prime Minister Gordon Brown and his Polish counterpart Donald Tusk accepted the enhancement of their cooperation in the domain of international security. They notably discussed the issue of nuclear disarmament and the situation in Afghanistan. Poland accepted the dispatch of 400 additional troops to strengthen NATO forces in Afghanistan. Finally the two heads of government discussed the economic and financial crisis and the upcoming Copenhagen summit on climate change. Donald Tusk told Gordon Brown of his projects that aim to protect the former concentration camp of Auschwitz-Birkenau as a permanent memorial.

The head of the Turkish government Recep Tayyip Erdogan announced on May 1st that there would be a ministerial reshuffle; this notably saw the arrival of his influential diplomatic advisor, Ahmet Davutoglu at the Foreign Affairs Ministry. Ali Babacan, previously the head of diplomacy has become Economy Minister. Former Chair of Parliament, Bülent Arinc has become one of the three Deputy Prime Ministers. Eight ministers including the Justice, Education, Finance and Energy Ministers have lost their positions.

Council of Europe

60 years

On May 5th the Council of Europe will be celebrating its 60th anniversary. Sixty years ago the leaders of 10 European states including Robert Schuman, met in London and promised to work closely together to defend human rights, to enhance democracy and the rule of law in their respective countries. At present the Council of Europe has 47 Member States on the European continent, extending from Iceland to Russia, from Norway to Malta via the Balkans and the Southern Caucasus. On the occasion of its 60th anniversary many events are being organised in Strasbourg and other major European cities.

Re-Appointment

On 29th April as part of the appointment procedure of the WTO Director General, present Director General Pascal Lamy provided the General Council with his vision of the WTO's work over the next four years. On 30th April the General Council decided to re-appoint Pascal Lamy for a second four year term in office as from 1st September 2009.

Solidarity

According to a Eurobarometer survey on inter-generational solidarity published on 28th April, 69% of those interviewed believe that young and old people find it hard to agree on what is best for society. 14% of those interviewed believe that old people are a burden whilst 85% do not share this opinion. As many people ask for an increase in pensions and better care for the elderly. On the other hand 46% deplore the fact that governments neglect young people and the education sector in favour of an ageing population. An overwhelming majority of those interviewed appreciate that the elderly susidise young adults, work voluntarily in associations and take care of their family.

According to figures published by Eurostat on 28th April in the EU the proportion of the population having completed higher education, i.e. tertiary level education of at least two years, has increased steadily through the generations. In 2007, 30% of those aged 25-34 had graduated from tertiary education, compared with 25% of those aged 35-44 and 19% of those aged 45-64. The proportion of tertiary education graduates was in 2007 higher in the youngest age group (25-34 years) than in the oldest (45-64 years) in all Member States, except Germany. The proportion of tertiary education graduates in the EU has increased more for women than for men through the generations.

According to figures published by Eurostat on 29th April between 2000 and 2008, EU exports of goods to Japan fell in value, from 45 billion euro to 42 billion, while EU imports from Japan decreased by nearly a fifth, from 92 billion to 75 billion. As a result, the EU deficit in trade with Japan was reduced from 47 billion in 2000 to 32 billion in 2008. The share of Japan in the EU's total external trade in goods has fallen significantly between 2000 and 2008. In 2008, Japan accounted for 3% of EU exports and 5% of EU imports, and was the EU's sixth most important trading partner. Germany, Netherlands and United Kingdom largest EU traders with Japan.

Unemployment

According to Eurostat figures published on 30th April, in the euro area the unemployment rate lay at 8.9% in March 2009, corresponding to 14.2 million unemployed men and women. In February 2009 it rose to 8.7% and in March 2008 to 7.2%. In the EU the unemployment rate rose to 8.3% ie 20.2 million unemployed. It lay at 8.1% in February 2009 and 6.7% in March 2008. Amongst the Member States, the Netherlands (2.8%) recorded the lowest rate, whilst Spain (17.4%), Latvia (16.1%) and Lithuania (15.5%) had the highest rates.

According to figures published by Eurostat on 30th April in the fourth quarter of 2008 the savings rate stood at 12.2% in the EU in comparison with 10.8% in the third quarter of the same year. In the Euro area it stood at 15.1% in the fourth quarter of 2008 and at 14.1% in the previous quarter.

According to figures published by Eurostat on 30th April the inflation rate in the euro area remained unchanged in April 2009 to stand at 0.6% in comparison with March. This is the lowest level since the creation of the euro area in 1999.

Pensions

On 28th April the Centre for European Policy Studies (CEPS) published a report entitled "Towards sustainable but still adequate pensions in the EU : Theory, trends and simulations". The authors provide a statistical description of pensioners' material and social situation, a calculation of Member States' financial requirements to ensure pensions long term as well as a ranking of the various retirement systems in the EU. They reach the conclusion that the pensions of future generations are threatened everywhere in Europe, but there are promising opportunties for reform.

The Center for Transatlantic Relations (Johns Hopkins University) has just published a study entitled "The Transatlantic Economy 2009. Annual Survey of Jobs, Trade and Investment between the United States and Europe", with the Brookings Institution Press. Daniel S Hamilton looks into the change in nature of the transatlantic economy in globalisation and looks into jobs, trade links and investments associated with European companies in each of the 50 American States and vice-versa in all the EU Member States - and beyond. A chapter is specifically devoted to the effect of the world financial crisis on the transatlantic economy. This work is prefaced by Joseph P Quinlan.

According to a study published on 28th April by the Soros Institute in Sofia the ten new Member States of Central and Eastern Europe support reform of the main European policies but do not have enough influence to undertake them. The study entitled "Not your Grandfather's Eastern Bloc" analyses the positions of the 10 new Member States in Central and Eastern Europe in seven key areas including energy, foreign policy and economy. The report reveals the changes Europe would undergo if these countries decided what was to be done in Europe.

From 17th April to 30th August the Kunst und Ausstellungshalle in Bonn is putting on an exhibition on Amedeo Modigliani. 40 paintings, 70 drawings and some sculptures follow the artists artistic development. The last major exhibition on Modigliani in Germany took place 17 years ago.

On the occasion of the 60th anniversary of the Federal Republic of Germany the Martin-Gropius-Bau is organising an exhibition of 60 works of art dating 1949 to 2009. Paintings, sculptures, photos and other works of art will be on show from May 1st to 14th June. The exhibition "Sixty years. Sixty works of art" reviews these decades and tells the Republic's sotry in the light of aesthetic developments that have occurred in art. A chronological line of the major political and social events over the last sixty years guide the visitor through the exhibition.
