European Elections Monitor-Russia

1 January 1970

United Russia (ER), the party of the President of the Federation of Russia, Vladimir Putin, won the general elections in Russia that took place on 2nd December. It won 62% of the vote and 315 seats of the 450 in the Duma. Three other parties will be represented in the Duma, the Lower House in Parliament. The Communist Party (KPRF) won 11.6%, the Liberal Democrat Party (LDPR) led by Vladimir Jirinovski, 8.2% and Fair Russia (SR), a leftwing party created on 28th October 2006 after the merger of Rodina and the Life Party (PJ) and the Pensioners' Party (PP), the leader of which is the present Chairman of the Council of the Federation, Serguey Mironov, 7.8%. Fair Russia and the Liberal Democrat Party are the two parties which support Vladimir Putin. It is necessary for a party to win a minimum of 7% of the votes cast to enter the Duma. Turn out rose to 59.29%, a higher result than the one registered during the general election on 7th December 2003.

On 3rd, 4th and 5th December the Bureau of European Political Advisers is organising a conference with regard to "Change, innovation and distribution : social, political and economic trends and threats". Jean-Dominique Giuliani, Chairman of the Robert Schuman Foundation will be the rapporteur of the round table on "Globalisation and Nation-States in the 21st Century."

Presidency

EU-China Summit

The 10th EU-China Summit on 27th and 28th November in Beijing looked into the results of Sino-European co-operation and addressed issues such as climate change, energy security, the trade deficit between the European Union and China, access to Chinese markets, the respect of intellectual property rights and the development of Africa. The European Investment bank granted a 500 million euro loan to China which will be used to support its work in attenuating climate change. The EU and China also exchanged opinions on the situation in Burma, on non-proliferation in North Korea and Iran and on the peace process in the Middle East.

EU-India Summit

During the 8th EU-India Summit in New Delhi on 30th November each side said it hoped to strengthen their strategic partnership by preparing the signature of a bilateral free trade agreement in 2008 (the Union is India's first trade partner and India is the EU's 9th most important partner) and by enhancing certain co-operation agreements (energy, environment, cultural, between civil and internparliamentary societies). They pointed to Indian progress with regard to the application of the Joint Action Plan.

Funding/European Parties

On 29th November MEPs adopted a report that will make it possible to improve the financial stability of European parties, the creation of European political foundations and the funding of the European electoral campaign in 2009 by European political parties. The legislation governing the funding of European political parties has to be reviewed in order to give value to the European nature of the Parliament elections. Parties will have more flexibility in the management of their funds and in the financing of their electoral activities.

Fundamental Rights Charter

1 January 1970

On 29th November MEPs adopted a resolution by a wide majority to provide a mandate to its President Hans-Gert Pöttering to proclaim solemnly the European Union's Charter of Fundamental Rights, before the signature of the treaty. He will do this together with the President of the European Council and the President of the European Commission.

Television

New rules governing advertising on TV are to be adopted by the end of 2007. "Audiovisual media services will now be considered as economic and cultural goods thanks to this directive. The pluralism of the media and cultural diversity are guaranteed just as the opportunity of developing new economic models," said rapporteur Ruth Hieronymi (PPE-DE, DE). The new law aims to update the directive governing TV without frontiers(1997) which has been renamed 'directive relative to audiovisual media services,' in order to adapt it to new developments in technology and audiovisual advertising.

The Chairman of the Court of Auditors, Hubert Weber presented the Court's annual report that takes an indepth look into the management of community funds over the financial year 2006. In its report the Court points to a number of errors with regard to the structural funds in particular. It reveals some improvements, notably in the area of agriculture expenditure, some errors which continue to affect the legality and regularity of most of community expenditure due to weaknesses in the internal auditing systems both at the Commission and amongst the Member States. In this respect the Robert Schuman Foundation has just published a study entitled "What controls exist for Europe's public funds" This work is available for purchase on the Foundation site either in paper form or PDF.

Asylum

On 26th November the Commission published its report evaluating the implementation by Member States of the Directive laying down minimum standards for the reception of asylum seekers. The results of the evaluation report, along with the conclusions of the consultation on the Green Paper on the future Common European Asylum System will, by 2010, form the basis of a more harmonised legislative framework relating to reception conditions.

Employment

On 26th November the Commission published the 2007 version of its report on "Employment in Europe" that indicates that four million jobs were created in 2006. This was the greatest rise since 2000. In order to continue improvements in the labour market Member States had to draw up more integrated policies with regard to employment and training so that the security of European Union workers could be enhanced in the face of a changing world economy.

Climate Change

According to an annual report published by the Commission on 27th November the European Union is moving closer to achieving its Kyoto Protocol targets for reducing emissions of greenhouse gases but additional initiatives need to be adopted and implemented swiftly to ensure success. The latest projections from Member States indicate that measures already taken, together with the purchase of emission credits from third countries and forestry activities that absorb carbon from the atmosphere, will cut European Union emissions in 2010 to 7.4% below levels in the chosen base year (1990 in most cases) - just short of the 8% reduction target for 2012.

Despite technological progress and enhanced competition, more than one in three Europeans are still excluded from fully benefiting from the digital society. Benefits of 35-85 billion euros over five years could be generated if society would be made more inclusive, websites more accessible and broadband Internet made available to all EU citizens. On 29th November, the Commission presented its e-Inclusion initiative, calling on Member States to support a number of key actions, including an awareness campaign for 2008 "e-Inclusion, be part of it!" e-Accessibility legislation, similar to that of the USA, is also under consideration.

The 27 Agriculture and Fisheries Ministers who met on 26th and 27th November gave their approval in principle to the project to reform the Common Agricultural Policy (CAP). This agreement is a follow-up to the CAP "Health Check" presented by the European Commission on 20th November. Ministers unanimously agreed on the issue of bluefin tuna. They adopted a regulation prohibiting the trade of dog and cat fur as well as the budget 2008 (second reading).

Transport

During the Transport, Telecommunications and Energy Council on 29th and 30th November the 27 ministers discussed how to strengthen the internal market for mobile TV. They invited Member States to adapt their legal framework to technological developments. They welcomed the Commission's initiative to strengthen information society based on new technologies. Finally they addressed the issue of freight transport, hoping to simplify administrative procedures. They call for an enhancement of intermodal communication networks.

Galileo

During the Transport, Telecommunications and Energy Council on 29th and 30th November the 27 European Transport Ministers agreed by qualified majority, firstly without Spain, which finally joined the project, to continue the satellite navigation programme, Galileo, a leading European technological project and competitor to the American GPS as from 2013. Galileo promises detailed navigation capabilities in comparison with GPS which is not so accurate. "We shall be able to launch Galileo by 2013 and offer Europeans many services," said Jacques Barrot, Vice-President of the Commission in charge of Transport.

This Forum comes after the publication of the Blue Paper "An integrated Maritime Policy for the European Union".

Growth

According to the final calculations made by the Federal Statistics Office German growth rose by 0.7% in the third quarter in spite of a rise in the exchange rate of the euro and the rise in price of raw materials. The rise in the GDP reached 2.5% in 2006. Household consumption and investments play a growing role as drivers of the economy whilst foreign trade is suffering due to the world's economic situation.

Budget

On 30th November the Bundestag, the lower house in German Parliament, adopted the 2008 budget. Chancellor Angela Merkel intends to continue work to increase growth, develop employment and complete the overhaul of public budgets. The 2008 Finance Law is based on the "balance, reform and invest" method that has proved its worth. Hence the Chancellor can pride herself on the revival of growth (2.4% planned for 2007), a reduction of public debt by half, a decline in unemployment, success in research and also on having almost reached her objectives with regard to the reduction of CO2 emissions established by the Kyoto Protocol.

Sustainable Development

On 28th November German Chancellor Angela Merkel re-iterated Germany's commitment with regard to sustainable development, the leitmotif of German policy. The goal is to achieve a balance worldwide between protecting the environment, profitability and social responsibility. Whilst the world's population is growing at a high rate it would appear appropriate to reduce the inequality that exists in access to resources which comprise a potential source of conflict. The Chancellor called on the countries of the European Union to keep their promises with regard to the reduction of CO2 emissions if they want to set an example and lead the way for other continents.

Belgium

Long term crisis?

The winner of the general elections and candidate for the post of Prime Minister, Yves Leterme resigned on 1st December from his role of government-maker since he had failed to draw up a plan of reforms which satisfied both the Flemish and the Walloons. The French speakers who represent 40% of the population do not want the constitutional modifications tabled by Flanders. But Yves Leterme's party, the CDV and its loyal ally, New Flemish Alliance (NVA) are refusing to take part in a government as long as a reform granting more competence to Flanders has not been established. King Albert II accepted Mr Leterme's resignation and now has to find another "government-maker" without bringing the June results into question.

Emergency Government

Several Belgian media reported on 3rd December that outgoing Belgian Prime Minister, Guy Verhofstadt who has been managing "current affairs" since 10th June last is to lead an "emergency government" which will have increased competences in the wake of Yves Leterme's resignation on 1st December in his mission to form a new government after the general elections of June 2007. Belgian King Albert II met outgoing Prime Minister Guy Verhofstadt on 3rd December; he asked him "to find a way out of the dead end," in which Belgium has been plunged.

Denmark

Referendum

On 27th November during an initial speech to Parliament at the beginning of his third term in office Danish Prime Minister, Anders Fogh Rasmussen said that he would submit to referendum the opt-out clauses which Denmark enjoys within the European Union. In his opinion opt-out clauses relative to the euro and defence, justice and European citizenship are contrary to the country's interests. According to a survey in October the Danes favour the adoption of the euro (51%) and the suppression of the military opt-out clauses (50%). However they are against the removal of opt-outs in the area of European citizenship (73%) and justice.

On 26th September Danish Climate Minister, Connie Hedegaard announced that her new ministry was going to send five climate 'envoys' to the countries believed to be vital for the conclusion of an agreement designed to replace the Kyoto Protocol, during the UN conference on the climate which will take place in Copenhagen in 2009. Although the list of countries has not been decided upon it is due to include the USA, China and India. The envoys' work will contribute to the pressure put on companies by the government to oblige them to help in the fight against climate change.

Airspace

Finnish, Estonian and Russian air force specialists met on 28th November in Helsinki to discuss the use of airspace over the Gulf of Finland. This meeting aimed to increase dialogue in this area between the three States, to find the technical and operational means to avoid potential violations of airspace and to exchange experiences with regard to principles of implementing territorial surveillance. There are many commercial flights in this narrow international airspace and their number is forecast to increase greatly in the next few years.

Franco-Italian Summit

During work at the 26th France-Italy Summit on 30th November French President Nicolas Sarkozy and the President of the Italian Council, Romano Prodi strengthened co-operation between the two countries in terms of energy, defence and international issues. An agreement was signed between EDF and ENEL, the Italian leader in electricity which will enable it to take part in the third generation nuclear programme in France, EPR. Agreements between the electricity distribution networks, RTE and Terna and between Thales, DCNS and Finmeccanica for the construction of torpedos were signed. The two leaders spoke at length on the issue of immigration and the project for the Mediterranean Union. They also discussed the question of Kosovo and the situation in the Middle East.

Burma

In a column published in the International Herald Tribune on 30th November British Prime Minister, Gordon Brown, and French President, Nicolas Sarkozy exhorted the international community and the Association of South-Eastern Asian Nations to commit themselves and mobilise to bring about a positive change in Burma. Amongst other things they denounced "the denial" of Human Rights. Gordon Brown and Nicolas Sarkozy advised for pressure to be put on the Burmese junta so that the military regime starts talking with the oppositionagain. A combination of persuasion (carrot) and coercion (stick) might be applied according to the European Union's model whereby aid to the population is increased whilst toughening up on multilateral sanctions which target the rulers.

Co-operation

The Heads of the Austrian and Hungarian governments, Alfred Gusenbauer and Ferenc Gyurcsany met on 29th November in Budapest to discuss cross-border and European co-operation, the extension of the Schengen area, the development of infrastructures, the Hungarian presidency of the European Union in 2011, economic policy and energy security. Bilateral treaties were signed to strengthen co-operation in areas of foreign policy, healthcare and the economy.

Latvia

Borders

On 29th November the Constitutional Court of Latvia acknowledged that the Russian-Latvian Treaty with regard to the border was in line with the Constitution. On 21st March last a group of Latvian MPs turned to the Court asking it to check to see whether the treaty between Riga and Moscow was in line with the Constitution. According to the MPs this document was an infraction of article 3 of the Constitution that addresses the country's territorial integrity. According to this treaty the Russian speaking area of Pytalovo of the region of Pskov, part of Latvia between 1920 and 1944 and which remained Russian after Latvia's independence in 1991, could no longer be claimed by Latvia.

European Elections

On 27th November the Central Electoral Bureau published the official and final results of the election that took place on 25th November to appoint 35 MEPs. The Democrat Party (PD), close to President Traian Basescu, won 28.81% of the vote and 13 seats. It came out ahead of the Social Democrats (PSD) which won 23.11% and 10 seats, the National Liberal Party (PNL) led by Prime Minister Calin Tariceanu, 13.44% and 6 seats, the Liberal Democrat Party (PLD), 7.78% and three seats and the Democratic Union of Magyars (UDMR), 5.52% and two seats. The reformed bishop, Laszlo Tokes, the only independent candidate won the last seat.

EU-Africa Summit

On 27th November British Prime Minister, Gordon Brown confirmed his decision not to take part in the 2nd EU-Africa Summit planned for 8th and 9th December in Lisbon because of the presence of Robert Mugabe, President of Zimbabwe. He believes that the dictator should assume responsibility for the collapse of the country's economy and organise "free, fair elections." British aid for massive reconstruction depends on the accomplishment of major democratic changes. The Zimbabwean President is banned from the European Union but he announced that he intended to attend the Summit - however he will require a dispensation in order to attend.

Slovakia

Nuclear Energy

On 26th November the first European forum dedicated to the revival of nuclear energy as an "alternative" energy source within a context of a reduction in natural resources and the fight against global warming, took place in Bratislava rallying around one hundred politicians, industrialists, producers and experts. "Nuclear energy is a promising alternative solution," and its "present revival is a positive sign to the world" said Slovak Prime Minister Robert Fico as the two day debate was inaugurated under the aegis of the European Commission.

On 28th November Igor Sencar, Ambassador of Slovenia at the European Union presented his country's priorities for the presidency of the European Union due to start on 1st January 2008. Slovenia will focus on the application of the revised Lisbon Strategy for growth and employment, climate change and energy as well as European Union relations with the Western Balkans.

Sweden

Convergence Programme

On 27th November Sweden delivered its 9th updated report on convergence to the European Commission and the Council of Ministers. It indicates that public finances are strong and sustainable in the long term. The convergence programme is based on the forecasts, estimates and proposals presented in the Government Budget Bill for 2008. General government net lending is estimated to show a surplus of 2.9 per cent of GDP in 2007 and 2.8 per cent in 2008. Consolidated gross debt in the general government sector, known as Maastricht debt, is estimated at 39.7 per cent of GDP this year and is forecast to fall to 24.5 per cent of GDP in 2010. GDP is estimated to increase by 3.2 per cent in both 2007 and 2008. The convergence programme is part of the Stability and Growth Pact. It has to be delivered every year whilst members of the Economic and Monetary Union communicate a stability programme.

Kosovo

According to a press release by the troïka on the status of Kosovo published on 28th November the latest negotiations between Serb and Kosovar representatives have failed. The troïka travelled to Pristina and Belgrade at the beginning of December to disucss the draft report that will be delivered to the UN Secretary General, Ban Ki-Moon on 10th December. However no proposals or conclusions will be put forward in the final report. Following the failure of negotiations Albanian representatives in Kosovo said they would declare unilateral independence at the start of 2008; as from 10th December they will try gain the support of the international community with regard to this. Serb leaders have warned against this unilateral declaration of independence which they consider a 'crime' and which will be annulled by the Serb authorities. The latter say they will only acknowledge a solution that has been found by the UN Security Council.

Georgia

Referendum

A double referendum is to be organised on 5th January 2008 on the country's membership of NATO and on the date of the next general elections; this will take place at the same time as the early presidential election. Georgians will have to choose whether the general elections are to take place between 1st October and 31st December 2008, according to the wishes of President Saakachvili or in the spring of 2008, as demanded by the opposition.

General Elections

The party 'United Russia' led by the Russian President Vladimir Putin won 64.1% of the vote during the general elections on 2nd December, followed by the Communist Party with 11.6%, the Liberal Democrat Party, 8.2% and Fair Russia 7.8% announced the Central Electoral Commission on 3rd December after the count of 97.9% of the voting slips. Four parties out of the eleven that were running rose above the 7% threshold to enter the Duma, the lower house in parliament.

Ukraine

Coalition

On 29th November the parliamentary groups of the Yulia Timoshenko Bloc and the party close to Ukrainian president Viktor Yushenko, Our Ukraine-Self-defence, came to an agreement two months after the general elections to form a government coalition that should take the leader of the Orange Revolution, Yulia Timoshenko to the position of Prime Minister. Both parties have a slight majority in Parliament, 228 seats out of 450. The appointment of the head of government that has to be approved by MPs may come on 4th December.

Bananas

On 29th November the World Trade Organisation which had received a complaint on the part of Ecuador esteemed that the banana import system applied by the European Union was contrary to international trade rules. Ecuador's complaint that was submitted in November 2006 to the WTO attacked the European import regime governing bananas that came into force on 1st January 2006. It imposes customs rights of 176 euros per tonne of bananas that do not come from the African-Caribbean-Pacific (ACP) zone.

Conference

On 29th November the 15th Ministerial Council of the Organisation for Co-operation and Security in Europe (OSCE) was officially inaugurated. 56 delegations from member countries were present. The organisation's role in the management of crises (notably in the Balkans, Caucasus), the electoral monitoring activities of the Office for Democratic Institutions and Human Rights and the future Treaty on Conventional Forces in Europe (CFE) were amongst the main issues discussed.

Russian Elections

During a press conference on 3rd December in Moscow, Luc van den Brande and Göran Lennmarker, heads of the delegations of the Parliamentary Assembly of the Council of Europe (PACE) and the Organisation for Security and Co-operation in Europe (OSCE) declared that the Russian elections on 2nd December had not met "the OSCE's criteria and obligations with regard to democratic elections." They stressed that the vote had taken place in an atmosphere "that seriously limited political competition" and that they were biased by "frequent abuse of administrative resources, a media coverage that was greatly in favour of the ruling party and an electoral code which combined together prevented political pluralism."

According to figures published by Eurostat on 26th November European Union trade in goods with China grew by more than 150% between 2000 and 2006, with exports increasing from 26 billion euro to 64 bn and imports from 75 bn to 195 bn. Among the European Union Member States, Germany (27 bn euro or 43% of the total) was by far the largest exporter to China in 2006, followed by France (8 bn or 13%) and Italy (6 bn or 9%). Between 2000 and 2006, European Union trade in goods with India grew by around 80%, with exports increasing from 14 bn euro to 25 bn and imports from 13 bn to 23 bn.

The 3ème version of "Consumers in Europe, facts and figures," published on 27th November by Eurostat and the Commission's Directorate General for Health and Consumer Protection focusses on network industries which supply services of general interest to European consumers. These services of public utility such as transport, energy, water and electricity supply, telecommunications, interet, post, banks play a fundamental role in citizens' economic and social life.

According to figures published by Eurostat on 29th November in 2006, European Union external trade in services recorded a surplus of 68.5 billion euro, an increase compared with 52.9 bn in 2005 and 46.4 bn in 2004. The increased surplus in 2006 was mainly due to an improved balance in insurance services, where the deficit of 2.2 bn recorded in 2005 turned into a surplus of 7.0 bn in 2006, to increased surpluses in financial services (+24.5 bn in 2006 compared with +20.8 bn in 2005) and computer and information services (+11.3 bn compared with +8.6 bn) and to a reduced deficit in travel (-14.0 bn compared with -18.4 bn), partially offset by the decreased surplus in transportation services (+13.6 bn compared with +16.8 bn).

Eurobarometer

Euro/Cyprus/Companies

Eurobarometer has published a survey undertaken in September 2007 the aim of which was to see how prepared Cypriot companies were for the introduction of the euro. Although the change in currency is seen as a challenge, above all companies are expecting profits. In addition to this 97% of companies have started preparations for the introduction of the currency in comparison with 39% in January 2007. 65% of companies have started to bring their computer systems up to speed to adapt to this change. Companies generally feel they have enough information and are confident in information sources whether this means the European Union or the national authorities. The euro will be introduced into Cyprus on January 1st 2008.

According to Eurobarometer 45% of inhabitants in the new European Union member states are in favour of the introduction of the euro in their country against 35% who are not in favour. 53% believe that the introduction of the euro would be positive against 33% who think the contrary. The euro will make it easy to travel (89%) and to purchase things (84%) in the euro area; it will be possible to compare prices (80%) and it will do away with exchange charges (74%). 44% of those interviewed believe that the euro will protect against the effects of international crises but 69% fear that the change in currency will lead to fraud and price increases. 41% only believe they know enough about the euro and are more confident in the national, central banks (81%), in European institutions (74%) and in trade banks (55%) for their information. 79% have already seen euro notes, 50% have used them; knowledge about coins is not as extensive.

Chatham House has published a report "Changing Climates: Interdependencies on Energy and Climate Security for China and Europe". Because of this interdependency China and the European Union must fight together against global warming by adopting commonn standards in terms of energy consumption. This report draws up a list of proposals to improve co-operation between the EU and China which represent 30% of the world's energy consumption and generate 30% of the world's CO2 emissions.

Employment/Senior Citizens

According to a "Comparative Study of European Countries with high employment levels of Senior Citizens" undertaken by experts at the Observatoire français des conjonctures économiques 'OFCE', the UK and Scandinavian countries have succeeded in maintaining the over 50's in the world of work by focussing on life-long training, part-time work and low retirement pensions. The employment level of senior citizens reaches 69.5% in Sweden, 59.8% in Denmark, 56.8% in the UK and 52.7% in Finland. With an employment level of 40.6% for the 55-64 year olds, France lies very much below the European average (42.5%) and far below the target of 50% established for 2010 on a Community level.

'European integration in 2007', published by the Institute for European Policy in Berlin (Jahrbuch der Europaïschen Integration), managed by Werner Weidenfeld and Wolfgang Wessels, has just been released by the publishing house Nomos. This work looks into the results of European integration since 1980. Nearly 80 authors present the main events and progress achieved in the construction of Europe 2006-2007. Special chapters are dedicated to the German presidency and to debates on the Reform Treaty.

Valencia/Exhibition

The Centro Cultural Bancaja in Valencia is running an exhibition on the artist, Joaquin Sorolla (1863-1923) until March 31st 2008. 'Visions of Spain' brings together a series of large paintings accomplished by the artist between 1912 and 1919 on the request of Archer Milton Huntington for the library of the Hispanic community in New York. The exhibition includes studies, sketches, and plans in gouache and oils that show how the artist saw Spain at the start of the 20th century.

Helsinki/Opera

The National Opera of Finland in Helsinki is playing "Carmen" until 22nd January 2008. French director Arnaud Bernard has rearranged George Bizet's drama and it now takes place in Spain of the 1930's to a backdrop of civil war.

Cinema/European Prize

1 January 1970

The film, "Four months, three weeks and two days," by Romanian Cristian Mungiu won the European Film Prize 2007 on 1st December in Berlin - awarded by the European Film Academy this is the equivalent of an Oscar. It is a tragic film which provides a harsh and powerful account of abortion, prohibited in Romania during the Communist era. It already won the Palme d'Or in the last Cannes Festival.
