European Elections Monitor - Georgia

1 January 1970

On 8th November last the President of the Republic Mikhail Saakachvili announced that early presidential elections would take place on 5th January next, slightly less than a year before the originally planned date. This decision came after a week of serious political crisis. The President of the Republic is elected by direct universal suffrage for a mandate of five years. To date 22 people are running for the post of president. Amongst them are Mikhail Saakachvili, Levan Gatchetchiladze (candidate of the opposition coalition), Davit Gamqrelidze, supported by the New Right, Industry will save Georgia and the National Democrat Party and Shalva Natelashvili, leader of the Labour Party (SLP). Mikhail Saakachvili, who was obliged by the Constitution to resign 45 days before the end of his mandate, quit office on 25th November last. The interim is being ensured by the President of Parliament, Nino Bourdjanadze.

The Heads of State and Government of the European Union and Africa met on 8th and 9th December in Lisbon for the second EU-Africa Summit - they adopted a text entitled the Lisbon Declaration, an action plan comprising eight priority partnerships to implement by the 3rd EU-Africa Summit planned for 2010. The eight points include EU-Africa partnerships for peace and security, for democratic governance and Human Rights, trade and regional integration, Millenium Goals for Development, energy, climate change, migration mobility and employment, sciences, information society and space.

Donald Tusk

On 4th December Donald Tusk, the Polish Prime Minister travelled to Brussels to the European Parliament. This visit, which is the second official visit by the Head of Government after Lithuania marks a turning point in Poland's European policy. During his discussions with European Parliament President, Hans-Gert Pöttering, the issue of the ratification of the Fundamental Rights Charter was a point of focus. Although his team has decided to maintain its opt-out with regard to the Charter this was above all to avoid bringing the ratification of the European Treaty by the Polish Parliament into question. He maintained that their priority was to "have the treaty ratified."

Slovakia

1 January 1970

On 3rd December, after having presented Slovakia's convergence plan to Joaquin Almunia, European Economic and Monetary Affairs Commissioner, Slovak Prime Minister Robert Fico declared to MEPs that Slovakia would fulfil the necessary criteria to join the Euro Area in 2009: budgetary deficit under control, low inflation rate, stable exchange rate, and low interest rates. In his opinion Slovakia's budgetary deficit should rise to around 2.5% of the GDP ie well below the 3% established by the European Union.

Intercultural Dialogue

"Together in diversity" is the motto for the 2008 European Year of Intercultural Dialogue. This initiative, launched on 4th December by the European Commission aims to promote the wealth of cultural diversity and at the same time foster the feeling of "belonging" to the Union. A package of 10 million euro has been allocated to support the information campaign, surveys and studies on intercultural dialogue, the co-financing of the seven flagship European projects and 27 national projects – one per member state - on intercultural dialogue across the EU.

Neighbourhood

Benita Ferrero-Waldner Commissioner for External Relations and European Neighbourhood Policy publisehd a new Communication on 5th December. It sets out what actions are needed by the Member States and the Commission, particularly in the fields of trade, mobility and tackling frozen conflicts in the EU's neighbourhood. A number of actions are foreseen in 2008 to reinforce sectoral reforms in the neighbourhood countries. A further communication next spring will address the performance of the neighbourhood partners, with progress reports on each.

Defence

On 5th December the European Commission presented its new Defence "package" which aims to create a real European Defence Market for military equipment. The proposed new legislation will contribute to creating a genuine European market in this sector without sacrificing Member State control over their essential defence and security interests.

Bosnia-Herzegovina

1 January 1970

Olli Rehn, European Enlargement Commissioner travelled on 4th December to Sarajevo to sign the stabilisation and association agreement (SAA). Bosnia-Herzegovina, the last Balkan country to conclude the pre-accession agreement with the European Union promised in return to take concrete steps to implement the political reforms which have been demanded. This agreement aims at three goals: stabilisation and rapid transition over to a market economy, promotion of regional co-operation, and the road to membership.

Bulgaria/Nuclear Power Plant

1 January 1970

On 7th December the Commission decided to give a favourable opinion to the initiative of Natsionalna Elektricheska Kompania (NEK) of Bulgaria to build a new nuclear power plant at the site of Belene, according to the requirements of articles 41 to 44 of the Euratom Treaty. Those requirements state that any new investment related to nuclear activities has to be communicated to the Commission which should, in return, send a report with its views to the Member State concerned.

Employment

The Employment, Social Affairs, Health and Consumer Protection Council adopted common principles with regard to flexicurity on 5th and 6th December. These principles notably concern working hours and aim to protect workers whilst increasing company competitiveness. The directive recalls the need to negotiate with social partners in all dispensations involving working hours. Flexicurity must be a guarantee of protection for workers and the respect of social partners but at the same time employers must be able to adapt to economic changes.

Justice/Internal Affairs

On 6th and 7th December the Justice and Internal Affairs Council finally approved the entry of eight States of central Europe and Malta into the Schengen area on 21st December. The 27 ministers also debated the issue of migration, in association with employment and the Lisbon Strategy. They recalled the importance of fostering integration policies and fighting against illegal immigration. Counter-terrorism Co-ordinator Gilles de Kerchove said that sharing information, the funding of technical assistance for developing countries and the implementation of Europe-wide measures to counter terrorism effectively were primordial. Finally they made a declaration against cocaine trafficking.

During the ECOFIN Council on 4th December the 27 Economy and Finance Ministers adopted new measures for VAT on services. The new rules notably mean that as from 2010 in business-to-business services the supplier will no longer be taxed but rather the client. They also adopted an extension in their membership agreements of provisionally reduced VAT levels for the Czech Republic, Cyprus, Malta, Poland and Slovenia. Initially it was planned for the agreement on these levels to expire at the end of the year; they will now be maintained until 31st December 2010.

Men-Women Equality

In a decision dated 6th December the European Communities Court of Justice believed that the remuneration of overtime at a lower rate than normal hours could be a source of discrimination when based on gender. Indeed if part-time workers are less well paid than full-time workers for the same number of hours this is a violation of the principle of equal pay and affects women more since they are more likely to work part-time.

Fisheries

On 5th December the Auditors Court published a report on the collation of data, the control and implementation of regulations in the name of the Common Fishing Policy (CFP). It recalls the need for a vast reform of the auditing policy planned for in the CFP. The Court undertook an audit that not only focussed the Commission's own activities but also on the way the common policy's rules with regard to fisheries were implemented by the authorities in charge of the management of fisheries in the six member countries (Denmark, Spain, Italy, France, Netherlands, UK). According to its conclusions over fishing together with considerable weaknesses in the European management of fishing is threatening stocks in Europe.

On 6th December the Governing Council of the ECB decided that the minimum bid rate on the main refinancing operations and the interest rates on the marginal lending facility and the deposit facility will remain unchanged at 4.00%, 5.00% and 3.00% respectively.

Germany

Climate

On 5th December the German government launched the most ambitious of plans to reduce greenhouse gases. Fourteen laws and regulations aim to reduced German emissions by 40% by 2020 in comparison with 1990,ie 10% more than the European objective. The programme applies the guidelines adopted in August by the grand coalition. This also implies the application of decisions with regard to energy and the protection of the climte adopted in March during Germany's Presidency of the EU. By placing all its efforts on renewable energies and the enhancement of energy efficiency the programme should also enable Germany gradually to reduce its dependency on expensive fossil energies.

The Helmholtz Association of German Scientific Research and the French Commissariat for Atomic Energy (CEA), two major bodies in energy research have decided to increase their scientific co-operation together to develop new technologies. They signed a framework agreement on 3rd December in Berlin. This text offers a means to organise future co-operation in areas such as renewable energy sources, fuel cells, hydrogen technologies, the means to store energy, nuclear security, environment and climate. After the start of the first workshops in January the first bilateral partnership agreements will be signed in Paris on 29th February during the 3rd Franco-German Research Forum.

In 2007 Germany is set to remain the world's leading exporter of goods ahead of China. Provisional figures produced by the WTO published on 5th December by the German Minister for the Economy reveals that German exports have increased by 19% over the first nine months of the year. They rose to 659 billion euro, placing Germany in the lead of world exports for the 5th consecutive year. According to the WTO the last quarter will not change this ranking.

German Chancellor Angela Merkel concluded the Christian Democrat congress on 4th December in Hannover. She declared to a thousand delegates that the conservatives now occupied the centre of the political field and approved a new political programme that is more socially oriented.

Belgium

6 months!

The Belgian political crisis continues six months after the victory of the Flemish Christian Democrat Party in the general elections on 10th June last. The establishment of a new bi-community coalition (Orange-Blue) is proving difficult. Outgoing Prime Minister Guy Verhofstadt has been asked by the King to find a solution after the head of the Flemish Christian Democrat Party, Yves Leterme, gave up his government-making mission for the second time on 1st December.

Denmark

Ratification

According to a report by the Danish Justice Minister published on 5th December the Lisbon Treaty can be ratified by parliament. The use of a referendum is not obligatory except when the country's sovereignty is in question or if the Constitution has to be modified. Contrary to the People's Socialist Party, the Red-Green Alliance and the Danish People's Party the government and the Social Democrats had announced that they would wait for the publication of this report before saying whether a referendum would be organised on not. Debates are due to start on 10th December in the Folketing (Parliament).

SME's

On 6th December, former French Minister, Lionel Stoleru, delivered a report to French President Nicolas Sarkozy on SME access to public markets. In this report he puts forward around 15 proposals so that SME's can be guided to the international market. At present only 5% of SME's export in comparison with 12% of German SME's. The main proposal is the establishment of a European "small business act" which could be a "vital project for the French presidency in 2008."

Franco-German Dialogue

On the occasion of the 32nd informal Franco-German Summit on 6th December in Paris German Chancellor Angela Merkel said that Germany would provide its support to the French Presidency of the European Union in the second quarter of 2008, whose main task it would be to implement the Lisbon Treaty. The German Chancellor and the French President spoke in favour of enhancing European Union co-operation with the Mediterranean region. With regard to the Iranian nuclear threat, Nicolas Sarkozy and Angela Merkel said they were convinced that a policy of "firmness and dialogue" should continue. Boosting European Defence will be the theme of the next informal Franco-German Summit.

Latvia

Resignation

Latvian Prime Minister Aigars Kalvitis kept his promise and resigned on 5th December last. The four party government coalition has 56 MPs out of 100. The same coalition has to present candidates to the head of State to succeed Aigars Kalvitis and the decision of the Latvian President Zatlers is expected next week. Amongst the possible candidates from the People's Party are Oskars Spurdzins and Edgars Zalans, respectively Finance and Regional Development Ministers. One party in the coalition, Latvia's Way, might put forward Interior Minister, Ivars Godmanis. The investiture of the new government is expected before 21st December.

Presidential Election

The first round of the Czech presidential election will take place on 8th February next during a joint session of both houses of parliament said the head of the House of Representatives, Miloslav Vlcek on 7th December. Outgoing president, Vaclav Klaus, founder of the Liberal Party (ODS), Euro-sceptic is the only candidate running for the time being. The Social Democrats (CSSD) and the Greens (Coalition) have chosen Jan Svejnar, professor of economy at the University of Michigan (USA) to run against him but he is still not sure about delivering battle. According to the Constitution the Czech President is elected by indirect suffrage by both houses of Parliament by a majority vote of the 200 MPs and 81 Senators.

On 5th December Romanian Prime Minister Calin Popescu Tariceanu met his British counterpart Gordon Brown in London. The two heads of government spoke of the upcoming European Council which "will provide a good opportunity to respond to the challenges of globalisation and climate change." With regard to the issue of opening the labour market to Romanians the British leader maintained that restrictions would be extended until the end of 2008.

Romanian Justice Minister, Tudor Chuirariu officially announced his resignation on 9th December during a press conference. This is the response to the request made by Romanian President Traian Basescu, to replace two members of Government, Labour Minister, Paul Pacuraru and Justice Minister Tudor Chiuariu, both targeted by an anti-corruption investigation on the part of the Prosecutor's office.

New Deal

In a speech delivered on 5th December to the Anglo-Germanic Foundation in London, Jim Murphy, British Minister for Europe, said that he was in favour of a "New Deal" so that the construction of Europe could continue successfully. This new deal would open the European economy up to new opportunities for growth and employment; it would also enable the European Union to turn more to the rest of the world, face up to its responsibilities with regard to climate change and move towards an economy which produces less carbon. Some policies, notably the economic and environmental, should be reviewed as should the European budget.

On 6th and 7th December a conference was held under the patronage of the Council of Europe on services to help women victims of violence. In Europe between one fifth and one quarter of women are victims of physical violence at least once in their life and over one tenth of women are submitted to sexual violence. The Council of Europe has asked the European Union to establish common minimal standards in services to help women victims of violence. Although NGO activities in this area are high governments must also commit themselves along the same path.

On 4th December the European Court of Human Rights in Strasbourg condemned the UK on appeal for having refused a prisoner, Kirk Dickson and his wife Lorraine the right to artificial insemination. The UK had put forward the argument that "the loss of the possibility to conceive children results from imprisonment." However the Court concluded by twelve votes against fieve that London had violated the right to the respect of private and family life and obliged the UK to pay Mr Dickson 5,000 euro for moral damages and 21,000 in fees and expenses.

Bosnia-Herzegovina

On 9th December 1.1 million Serbs of Bosnia were called to vote to elect a new President after the death in September of Milan Jelic, President of the Republika Srpska. According to the first results published by the Central Electoral Commission of Bosnia-Herzegovina, Rajko Kuzmanovic, the government coalition's main candidate supported by the Independet Social Democrat Alliance (SNSD) has been elected with 44.53% of the vote. He came out ahead of Ognjen Tadic, Chairman of the Serb Democrat Party, who won 33.28% of the vote. Turn out rose to 55.04%.

Prime Minister

On 6th December Ukrainian President Viktor Yushenko suggested the appointment of Yulia Timoshenko as Prime Minister. Parliament will exmaine this appointment on 11th December. Her candidature must win the approval of least 226 MPs out of the 450 present to be valid. On 29th December last the parliamentary groups, Yulia Timochenko Bloc and Our Ukraine-Self Defence concluded an agreement, two months after the general elections, to form a government coalition. Both parties have a small majority in Parliament 228 out of 450.

Kosovo

UN Secretary General Ban Ki-Moon received the final report by the contact group on the status of Kosovo (France, Germany, Italy, UK, Russia and the USA) on 7th December. The report was then delivered on 9th December to the Security Council. This report also reviews the negotiations undertaken by the troïka (EU, Russia and the USA) following the stalemate that arose after the proposal on the part of UN Special Envoy Martti Ahtisaari, which planned for the progressive independence of the province under the close supervision of the EU and other international organisations.

Annual Report

On 4th December the WTO published its annual report on the occasion of the 60th anniversary of the GATT and the WTO. This report looks into six decades of multilateralism in trade. It covers the organisation's origins, reviews its accomplishments, and concludes what the future challenges are, notably with regard to the agreement on the Doha Round. According to Director General Pascal Lamy "by coming to an ambitious agreement which is oriented towards development as part of the Doha Round we can strengthen a system that has done much in contributing towards a better world."

The Organisation for Economic Co-operation and Development (OECD) has published the results of its PISA study with regard to knowledge and competence of young 15 year olds. Some countries record a major improvement in pupils' results since 2000 (Korea, Poland, Mexico, Greece) but across the entire OECD countries results have remained constant, whilst education expenditure increased by 39% on average between 1995 and 2004. The survey reveals a feeling of pessimism shared mostly by those in secondary education with regard to environment problems as well as limited enthusiasm in terms of scientific careers.

Industrial Production

According to figures published by Eurostat on 14th December in October 2007 compared with September 2007, the industrial producer price index rose by 0.6% in the euro area and by 0.9% in the European Union. In September, prices increased by 0.4% and 0.5% respectively. In October 2007, compared with the previous month, prices in total industry excluding the energy sector rose by 0.4% in both the euro area and the European Union. Prices in the energy sector increased by 1.7% and 2.8% respectively. The highest increases were observed in Lithuania (+12.7%), Bulgaria (+11.3%) and the Netherlands (+6.9%), and the lowest in Germany and Finland (both +1.7%) and Slovakia (+1.8%).

Internet

According to a Eurostat study published on 3rd December on the internet competences of European citizens 5% made telephone calls via the internet in the first quarter of 2007 in comparison with 9% in the first quarter of 2006 and 7% in the first quarter of 2005. More and more Europeans chat on line: 24% in the first quarter of 2007 against 18% in the same period in 2006 and 2005. In all 54% of European households had access to the internet in the first quarter of 2007 in comparison with 49% a year before and 42% had a broad band connection, in comparison with 30% a year previously. There are major differences between Member States. Only 19% of Bulgarians had internet access in the first quarter of 2007, 22% of Romanians and 25% of Greeks whilst 83% of Dutch, 79% of the Swedes and 78% of the Danes had an internet connection.

According to figures published by Eurostat on 3rd December the euro area seasonally-adjusted unemployment rate stood at 7.2% in October 2007, compared with 7.3% in September. It was 8.0% in October 2006. The European Union unemployment rate was 7.0% in October 2007, the same as September. It was 7.8% in October 2006. In October 2007, the lowest rates were registered in Denmark (2.9%) and the Netherlands (3.1%), the highest in Slovakia (11.2%) and Poland (8.8%).

According to Eurostat figures published on 6th December between 2000 and 2006, the European Union's export of goods to Africa rose from 66 billion euro to 92 bn, while imports increased from 85 bn to 126 bn. The European Union deficit in trade with Africa rose from 19 bn in 2000 to 35 bn in 2006, corresponding to 18% of the total European Union external trade deficit. Africa accounted for around 9% of the European Union's total external trade in goods in 2006. Among the European Union Member States, France (21 bn euro, or 23% of the total) was the largest exporter to Africa in 2006, followed by Germany (16 bn or 18%) and Italy (13 bn or 14%). Italy (31 bn or 25%) was the largest importer, followed by Spain (21 bn or 17%) and France (20 bn or 16%).

Eurobarometer

Intercultural Dialogue

Eurobarometer has published a study focussing on intercultural dialogue the theme of 2008. According to the study around 3/4 of the population believe that cultural diversity is a source of wealth for their country. A large majority of Europeans work daily with people of different cultures, religions and ethnic groups. 83% of those interviewed think that this situation is "beneficial" but many (55%)say it is also important not to lose one's personal cultural traditions. In addition to this 2/3 of those interviewed believe the idea of a year of intercultural dialogue 'interesting'; only 20% show any real interest in the events that will be organised on this occasion.

Scientific Research

Eurobarometer has published a survey undertaken in April and May last which focussed on scientific research in the media. According to the survey's conclusions the population is most open to information on scientific subjects in the original Member States; 62% of those interviewed said they were interested in scientific research. But this percentage rises only to 38% in the new Member States. Figures range from 80% in Sweden to 24% in Bulgaria. In addition to this TV is the most appreciated media (61%) and the one believed to be the weakest with regard to scientific research (47%), the traditional channels (47%) being preferred to the thematic ones (27%). Nearly one European in two (49%) reads scientific articles in the generalist daily papers and magazines. One European in three listens to radio programmes (26%) and consults information on the internet (28%) on this theme.

According to a study undertaken in September 2007 for the German Marshall Fund, a majority of Europeans (55%) and Americans (51%) continue to see a "threat" in the rise to economic power on the part of China. Amongst the Europeans the French speak most of a threat (64%), the Italians 60%, the Germans 57% and the Poles 59%. Only the British are mostly optimistic. 60% think that the economic rise of China is an "opportunity". The survey shows that most Americans (52%) and Europeans (53%) continue to see globalisation in a favourable light.

The Economic and Social Council has published a study on "The Western Balkans and the European Union" by Alain Terrenoire who raises the question of the future of Bosnia-Herzegovina and Kosovo. The study focusses on presenting the advantages and difficulties of the ongoing integration of the Western Balkans into the European Union.

Environment

The Centre for Global Development (CGD) has published a study on climatic risks for developing countries. According to its conclusions by 2060 all emissions by developing countries would rise beyond the 450 parts per million CO2 which the intergovernmental group of experts on climate change associates with irreversible climate change. According to the study director, David Wheeler "only focussing on CO2 emissions on the part of developed countries is a dangerous diversion." To avoid a global catastrophe rich countries must reduce their emissions and help developing countries move towards a carbon free future whilst taking on board their legitimate aspirations for a better life.

On 5th December the Centre for Applied Political Research in Munich (CAP) published a study that looks into options for manoeuvre in membership negotiations between the European Union and Turkey. These result from the new Lisbon Treaty, but also from the AKP's victory in the general elections in July last.

During the meeting participants looked into the complexity of present development and security challenges as well as the way they change. They looked into new approaches to face up this.

The review "Internationale Politik" has dedicated its latest issue to poverty in the world. Never before have the differences between the richest and poorest been so high, ranging from 1 to 50. This divide seems to be increasingly difficult to close. In spite of the aid provided to developing countries some are at present in a more serious situation than in the 1960's, when the industrialised countries started to provide them with help.

The Herakleidon Museum is presenting the exhibition "Toulouse-Lautrec and the Belle Epoque in Paris and Athens" until 4th May 2008. The exhibition comprising a collection of 70 original drawings on paper, which the organisers have tried to present within the historical, social, artistic and aesthetic context of the time, illustrates the influence the French "Belle Epoque" had on social and artistic life in Athens.

Until 17th February 2008 the Victoria and Albert Museum is running an exhibition of unusual modern art. The exhibition entitled "Out of the ordinary: spectacular craft" shows the work of eight artists (Olu Amoda, Catherine Bertola, Annie Cattrell, Susan Collis, Naomi Filmer, Lu Shengzhong, Yoshihiro Suda and Anne Wilson) who "all have the same concerns, that is to transform something ordinary into something extraordinary, transform something familiar into something unexpected." The artists use a wide range of technologies, from the most traditional to the most modern and also a wide variety of materials - paper, dust, nails - to make a curious series of works.
