European Council

Treaty

The 27 Heads of State and Government met on 13th December for the signature of the Lisbon Treaty with European Commission President, José Manuel Barroso and European Parliament President, Hans-Gert Pöttering in attendance. In order to be implemented the treaty has to be ratified by the 27 Member States before January 1st 2009. Only Ireland will ratify the treaty by referendum, the other countries will do so via parliament. So that readers may understand the treaty better the Robert Schuman Foundation has published 10 summary sheets as well as four annexes which focus notably on the articles now governed by the qualified majority and those governed by the ordinary legislative procedure.

Future of the EU

1 January 1970

The 27 European Heads of State and Government who met in Brussels on 14th December chose former Spanish Prime Minister Felipe Gonzalez to lead a committee responsible for looking into the future of the European Union in 2020-30. He will receive help from two vice-presidents, former Latvian president, Vaira Vike-Freiberga and former president of the Finnish company Nokia, Jorma Ollila. The idea of "a committee of Wise Men" was set in motion by French President Nicolas Sarkozy. This group comprising 12 members will address issues on the future of the European Union such as the enhancement of the European social model, the State of Law, sustainable development, international security, migration, the fight against global warming, energy, counter terrorism as well as the mobilisation of citizens. The final team will be finalised in 2008.

Kosovo

During a European Council in Brussels on 14th December the 27 European leaders debated the European Union's future commitment in the Western Balkans. In its conclusions the European Union maintains its desire to help Kosovo on the road to long term stability, notably by accelerating the preparatory work undertaken for the ESDP mission and the creation of an International Civilian Office as an element of international presence there.

External Affairs

The 27 Foreign Affairs Ministers who met on 10th December addressed the issue of the Economic Partnership Agreements with the ACP countries (Africa, Caribbean, Pacific). They reached a political agreement on a draft regulation on market access. They discussed the situation in the Middle East and recalled the European Union's determination to help in the peace process. Finally they maintained their support to the African Union in the settlement of the Darfur conflict and also recalled the upcoming deployment of a multinational, multidimensional force authorised by resolution 1778 of the UN Security Council.

Belarus

1 January 1970

On 10th December Javier Solana declared that the European Union was prepared to enter a negotiation process with Belarus with regard to facilitation agreements for the attribution of visas. He also said that the Union was ready to establish in depth relations but set out a list of preconditions necessary to the establishment of these relations. This would mean the settlement of the issues of political prisoners and of the repression of the opposition.

During an External Relations Council on 10th December the 27 Foreign Affairs Ministers exchanged views on the "Enlargement Strategy and the Main Challenges for 2007-2008" and on the progress reports on the Western Balkan countries published by the European Commission. They said they were pleased with the Commission's intention to present guidelines to promote progress in this region towards joining the Union.

Finances

1 January 1970

On 11th December the Council adopted a revision of the financial framework 2007-2013 in order to finance the Galileo project as well as the European Institute for Innovation and Technology. 1.6 billion euros were attributed to commitment appropriations for 2008-2013. Ajustments will be made to enable harmony between commitments and payments. The Council has acted so that the revision procedure respects transparency criteria and the good management of the European Union's budget.

Agriculture

Jan Mulder's report (ADLE, NL) on the common agricultural policy was adopted on 11th December by 625 votes in favour, 21 against and 13 abstentions. It stipulates that the system to determine the granting of European agricultural aid must be made more flexible and be simplified. Although MEPs support the Commission's work they plead for greater tolerance with regard to minor infractions, the abolition of excessive restrictions and advanced warning of certain inspections.

Maritime Strategy

On 11th December European Parliament adopted the directive on "a Strategy for the marine environment" which for the first time defines a policy to protect the marine environment which faces many threats such as the impoverishment or damage to biodiversity, the disappearance of habitats, contamination by dangerous substances along with the repercussions of global warming.

Air Quality

1 January 1970

On 11th December MEPs adopted the future directive on the quality of air which notably introduces standards for fine particles that have not been regulated until now. It will replace five existing acts with regard to the assessment and management of the quality of air, the limits of other pollutants in the air (ozone, nitrogen oxide, lead, benzene and carbon monoxide), and the exchange of information and data on air pollution between Member States.

Charter of Fundamental Rights

The Charter of Fundamental Rights was signed on 12th December in Strasbourg by the three institutions of the European Union: Portuguese Prime Minister, José Socrates for the Council, President of the European Commission, José Manuel Barroso, and President of the European Parliament, Hans-Gert Pöttering. European citizens now have a real list of legally binding laws for the institutions, bodies and organisations of the Union as well as for the Member States when they implement Union law. In the Treaty of Lisbon an article refers to the text of the Charter and plans for it to be legally binding except for the UK and Poland who benefit from an opt-out clause.

Aviation Safety

1 January 1970

On 12th December the European Parliament adopted a recommendation authorising the European Aviation Safety Agency to inflict fines on companies and other players in the sector if they did not apply security standards correctly. The Agency which was created in 2002 helps to ensure a high and uniform level of security in the European aviation sector by setting out common norms; it makes sure that these are respected in the European Union and that they are promoted world wide.

Loans/Consumption

On 10th December the Internal Market Committee at the European Parliament voted on a project which aims to stimulate the European market in the area of consumer loans whilst guaranteeing consumer protection. It attempts to harmonise consumer loan contracts in several areas such as the information provided to the consumer before the signature of the contract and when it is finally concluded, the calculation of the total cost of the loan, the right to cancel and the right to pay off a loan early. One of the objectives is to help consumers avoid getting into too much debt.

Textiles

1 January 1970

European Parliament adopted a resolution on 13th December so that European companies can benefit from competition in the textile and clothing sector. This resolution comes as the agreement on export restrictions from China on 1st January 2008 comes to an end. This implies about ten categories of textile products. MEPs hope to protect European industry with this decision.

Lisbon Strategy

On 11th December the European Commission publisehd a report which demonstrates that the Lisbon Strategy is contributing to the recent much improved performance of the EU economy. However, Europe will need to press ahead with further economic reforms at both Community and national level in the next cycle of the Lisbon Strategy to help it weather the impacts of global financial turmoil and higher commodity prices. The report sets out a series of new policy initiatives to respond to this challenge and to reinforce Europe's efforts to shape and respond to globalization. It will be submitted to the Spring European Council in March 2008. Recently the Foundation published a "Note" on this subject; the paper written by Yves Bertoncini and Vanessa Wisnia Weill is called "The Lisbon Strategy: a European approach to globalisation." Advertising

1 January 1970

New European measures aiming to fight against misleading advertising and aggressive selling practices - including a ban on fake "free" offers and a ban on "pester power" advertising (direct exhortation) to children on the Internet - came into force across the European Union on 12th December. A detailed black list of prohibited practices has been drawn up. The Directive aims to boost consumer and business confidence in the Single Market so people can fully benefit from shopping cross border.

Milk Quotas

On 1st December the European Commission proposed a 2 percent increase in milk quotas beginning on 1st April 2008 to meet growing demand both within the European Union and on global markets. The increase, a total of 2.84 million tonnes, would apply on an equal basis to the 27 Member States. The proposal is accompanied by a report on the outlook for the European dairy sector. This shows that demand for milk has grown between 2003 and 2007 and is expected to continue growing between 2007 and 2014.

Budget 2008

In 2008 most of the European Union's budget - ie 45% of all expenditure - will be dedicated to measures aiming to boost economic growth and enhance cohesion between the 27 Member States. The choice of increasing expenditure in suppot of competitiveness shows that the European Union is determined to prosper in a constantly developing world economy whilst ensuring stable support of agriculture which will continue to receive over 40% of European funds.

Multimedia Yearbook

The European Commission has produced a multimedia yearbook presenting 10 of the European Union's achievements of 2007 ('Europe and you – a snapshot of EU achievements in 2007'). The topics range from measures to combat climate change to providing consumers with a wider choice of goods and services at lower prices. The aim of the multimedia approach is to reach out to a larger audience by using a mix of new and traditional ways of communicating, including the latest on the internet.

Financial Stability

On 12th December the European Central Bank published a report which assesses the stability of the euro area financial system both with regard to the role the system plays in facilitating economic processes and to its ability to prevent adverse shocks from having inordinately disruptive impacts. The report highlights an increase in uncertainty about the euro's financial stability perspectives which enhance its vulnerability with regard to existing risks. However economic forecasts are still positive.

Poland

Relations between Germany and Poland which had cooled during the Kaczynski government seemed to have taken a new turn after the visit to Berlin on 11th December by new Polish Prime Minister Donald Tusk. The latter was welcomed by German Chancellor Angela Merkel and President Horst Köhler. Angela Merkel and Donald Tusk showed that they were willing to work together by developing notably, the German-Polish Youth Programme and the German-Polish Science Foundation, and by discussing even the most sensitive issues such as the gas pipeline from the Baltic and the memorial dedicated to the victims of expulsion in Europe after the Second World War.

Schengen

The arrival of eight new Member States of Central Europe into the Schengen Area (without border control)on 21st December next will provide the opportunity to celebrate for three days at the various crossign points that are due to disappear. On Thursday 20th December Heads of Government from Austria, Alfred Gusenbauer, and Slovakia, Robert Fico, will saw through a wooden border crossing between Berg/Petrzalka, east of Vienna. This symbolic dismantling will be undertaken in the presence of Robert Weber, Mayor of the Luxembourg town of Schengen, where the first free movement agreement was signed between Germany, France, Belgium, Netherlands and Luxembourg in 1985.

Whilst the formation of a new Federal Belgian government has been floundering for the last 190 days, outgoing Prime Minister Guy Verhofstadt held meetings over the week-end to finalise the constitution of an interim government as requested by King Albert II.

Denmark

Ratification

The Danish government announced on 11th December that it would not organise a referendum to ratify the Treaty of Lisbon since this does not imply relinquishing sovereignty. The government agrees on this point with the Social Democrat and Social Liberal opposition which support a parliamentary ratification of the treaty that is due to take place at the Folketing in 2008.

Finland

OSCE

Organization for Security and Cooperation in Europe (OSCE) High Commissioner on National Minorities Knut Vollebaek visited Finland on 10th—12th December. The purpose of the visit was to discuss the priorities of the Finnish OSCE Chairmanship in 2008. Next year, High Commissioner on National Minorities Vollebaek has planned to prioritise in his work, for instance, Roma affairs and so-called kin states. The task of the OSCE High Commissioner on National Minorities is to provide "early warning" and "early action" when tension is building up between ethnic minorities in one of the OSCE participating states.

Local Elections

Non-French European Union citizens living in France can vote in the upcoming local elections that will take place between 9th and 16th March 2008 if they have registered on the electoral rolls. Union citizens living in a Member State of which they are not citizens can vote in that State and are eligible in both the town and European Parliament elections. In order to vote European Union citizens must register at the town hall on complementary lists. Registration has to be completed by 31st December 2007.

Ireland

Referendum

After the signature of the Treaty of Lisbon by the 27 Heads of State and Government on 13th December Irish European Affairs Minister, Dick Roche announced that the government would launch its information campaign on the Treaty of Lisbon so that the Irish could understand the importance of this text for the country. Ireland is the only European country to ratify the treaty by referendum.

Latvian President Valdis Zatlers appointed Ivars Godmanis Prime Minister on 14th December. The present Interior Minister who is 56 years old was the first non-communist head of government between 1990-1993. Ivars Godmanis whose appointment still has to be confirmed by parliament has been called on to succeed Aigars Kalvitis, 41, who resigned on 5th December.

Embargo

Poland and Russia agreed on 12th December to lift the Russian embargo on Polish meat which was impeding major economic negotiations between the European Union and Russia. In force since November 2005 the embargo was blocking negotiations in view of a new partnership and cooperation agreement between the European Union and Russia.

Late Signature

Whilst all the Heads of State and Government met on 13th December in Lisbon to sign the new European treaty together British Prime Minister Gordon Brown only arrived after the official ceremony. This absence was particularly noticed by the media due to British hostility to this treaty. Whilst a referendum on the European Constitution had been promised by the Labour Party this will not take place with regard to the treaty which has been challenged by the Conservative opposition.

On 12th December members of the Lower and Upper Houses of the Swiss Parliament did not re-elect Christoph Blocher, outgoing Justice Minister, as member of the Federal Council preferring another UDC member, Eveline Widmer-Schlumpf, whose candidature was put forward at the last minute. The latter announced on 13th December that she accepted her appointment to the Federal Council hence confirming the departure of Christoph Blocher. The following will be elected to the Federal Council: Moritz Leuenberger (PS), Pascal Couchepin (PRD), Samuel Schmid (UDC), Micheline Calmy-Rey (PS), Eveline Widmer-Schlumpf (UDC), Hans-Rudolf Merz (PRD) and Doris Leuthard (PDC).

Croat President Stipe Mesic appointed Ivo Sanader, head of the outgoing government, Prime Minister on 15th December. It will be his task to lead the country into the European Union during his term in office over the next four years. "I asked Ivo Sanader to form the government since he convinced me that he had the support of over 77 MPs in Parliament out of the 153 elected," he declared.

Georgia

IMEDI TV

The TV channel IMEDi, the main opposition media in Georgia which was closed on 7th November after demonstrations re-opened for broadcast on 12th December. The channel, whose closure was criticised by the Georgian opposition and by the West, started broadcasting again, showing the last minutes of airtime before closure five weeks ago.

Serbia

Presidential Election

The first round of the Serb presidential election will take place on 20th January 2008; the second round will take place on 3rd February. The end of Boris Tadic's term in office is planned for 11th July 2009 but a new election is obligatory since a new Constitution was adopted last year. Boris Tadic, head of the Democrat Party announced that he would run likewise Tomislav Nikolic from the Radical Party (SRS). The Democratic Party of Serbia (DSS) led by Prime Minister Vojislav Kostunica has still not announced what it intends to do.

EU Membership

Whilst the 27 Heads of State and Government of the European Union met on 14th December in Brussels, Serb President Boris Tadic spoke in the daily Politika. He believes that Serbia is determined to continue its road to joining the European Union whatever the position of the 27 EU Member States on the status of Kosovo. European leaders admit that it is important to establish a "common European framework" for the independence of Kosovo. They are also in favour of speeding up the membership process for Serbia, the first stage of which will be the signature of the Stabilisation and Association Agreement (SAA), which is still waiting to be negotiated.

Timoshenko?

On 11th December the Ukrainian Parliament did not agree on the appointment of Yulia Timoshenko as Prime Minister since one majority vote was missing. Only 225 MPs supported her whilst a minimum of 226 votes were required - the government coalition has 227 MPs. Yulia Timoshenko was put forward by Ukrainian President Viktor Yushenko who after this vote again put forward her candidature to Parliament.

Candidature

On 10th December Russian President Vladimir Putin appointed the candidate he will support in the Russian Presidential election on 2nd March 2008, Mr Dmitri Anatolievich Medvedec, present deputy Prime Minister. Dmitri Medvedev has the support of four parties: United Russia (Putin's party), Fair Russia, the Agrarian Party and Citizens' Strength.

Putin for Prime Minister?

On 11th December present Russian Prime Minister, Dmitri Medvedev, the candidate chosen and supported by Vladimir Putin in the Russian Presidential Election on 2nd March next, asked Vladimir Putin to become his future Prime Minister if he wins on 2nd March.

Internet

According to figures published by Eurostat on 10th December 94% of enterprises had access to the internet in January 2007 in the European Union, compared with 92% in 2006, and 77% had a broadband connection, compared with 73% in 2006. In 2007 in the European Union the highest proportions of enterprises with internet access were recorded in Finland (99%), Slovakia (98%), Belgium, Denmark, Austria (all 97%) and the Netherlands (97% in 2006). The percentage was less than 90% in only six Member States: Romania (58% in 2006), Bulgaria (75%), Latvia and Hungary (both 86%), Cyprus (88%) and Lithuania (89%). Nearly half of enterprises in the European Union (44%) used external suppliers to fully or partly perform ICT functions during 2006.

According to Eurostat figures published on 11th December European Union external current account recorded a deficit of 16.3 billion euro in the third quarter of 2007, as compared with a deficit of 24.6 bn in the third quarter of 2006 and a deficit of 14.6 bn in the second quarter of 2007. In the third quarter of 2007, the European Union external balance of trade in services recorded a surplus of 24.2 bn euro, as compared with a surplus of 16.7 bn in the third quarter of 2006 and a surplus of 23.6 bn in the second quarter of 2007.

Employment

According to Eurostat figures published on 12th December the seasonally adjusted number of persons employed in the euro area rose by 0.3% (407 000 persons) during the third quarter of 2007. During the same period, the number of persons employed in the European Union grew also by 0.3% (668 000 persons). In the second quarter of 2007, growth rates were +0.6% in the euro area and +0.5% in the European Union. Compared with the same quarter of the previous year, employment grew by 1.9% in the euro area and by 1.7% in the European Union in the third quarter of 2007, after +1.8% and +1.6% respectively in the second quarter of 2007.

Inflation

Inflation was again higher than forecast in November in the Euro Area reaching 3.1% in a year according to figures published by Eurostat on 14th December. The annual inflation rate in the Euro Area lay at 3.1% in November 2007 in comparison with 2.6% in October. A year earlier the rate lay at 1.9%. The monthly inflation rate lay at 0.5% in November 2007.

The UN has published a 250 page report that assesses the dangers of conflicts caused by climate change. This report draws up a table of the influence of climate change on world geopolitics over the next few years.

Global Warming

During the 13th conference on the UN framework convention on climate change and the 3rd meeting on the Kyoto protocol in Bali between 3rd and 14th December representatives of 187 countries came to an agreement on the measures to take in terms of fighting against global warming. The compromise does not however include any definite objective as desired by the European Union. With this conference a two year procedure was inaugurated at the end of which in 2009 international measures are to be defined with regard to climte change. This procedure will enable an assessment of action initiated via the Kyoto Protocol which expires in 2012. The European Union hopes to serve as an example since it has already promised to reduce CO2 emissions by 20% by 2012.

ICTY

At the end of her term in office the Prosecutor of the International Criminial Tribunal for former Yugoslavia, Carla del Ponte said she hoped that the principle fugitives, Ratko Mladic and Radovan Karadzic would soon be in The Hague."I believe that Karadzic and Mladic will come here and I hope that it is soon with the help of the European Union," she said with regard to the ICTY's main suspects - who are being prosecuted for genocide in 1995. They have been on the run since.

Sciences Po has published a paper under the management of Jacques Rupnik on "Les Banlieues de l'Europe - les politiques de voisinage de l'Union européenne." This paper looks into the issue of the geographical, institutional and political limits of enlargement.

Jean Luc Sauron has just written "Comprendre le traité de Lisbon" published by Gualino. In the first part the author reviews the history of this text since the French and Dutch "NO". In a second part he provides readers with the necessary tools to understand the Lisbon Treaty. The last part offers consolidated versions of the Treaty on European Union and the Treaty on the Functioning of the European Union, as well as the Charter of Fundamental Rights.

The museum of modern art in London, the Tate, is presenting a temporary exhibition until 20th January on work by the famous French sculptor : Louise Bourgois. The exhibition displays over 200 works which explore the artist's favourite themes: femininity, sexuality and isolation.

On 15th December 10 Danish museums launched exhibitions by the sculptor Ingvar Cronhammar, a real personality in recent Danish art, on the occasion of his 60th birthday. The ten exhibitions open until 27th April 2008 pay tribute to his work which are distinctive due to their size, the choice of materials and their extraordinary power of expression.
