European Elections Monitor - Georgia

1 January 1970

Mikhail Saakachvili was re-elected President of the Republic of Georgia on 5th January with 51.71% of the vote. His main rival Levan Gatchetchiladze who had the support of a coalition rallying nine opposition parties won 25.38% of the vote. The turn out rate rose to 56.70% which was above the obligatory 50% threshold in order to declare a victor after the first round of the election if someone won over 50% of the vote.

On the eve of the publication of the "Energy and Climate Package" by the European Commission the Robert Schuman Foundation is organising a debate on the theme of "the renewal of energy production: a European challenge - an environmental, industrial and political challenge" on 22nd January at 6pm in Brussels. Herbert Reul MEP,( PPE-DE, DE), Helmut Schmitt von Sydow (Chief Advisor - DG Energy) and Antoine Pellion (Civil Engineer and graduate of the 'Ecole des Mines' and author of the new 'Note' by the Foundation 'Renewing Energy Production in Europe: an environmental, industrial and political challenge") will attend this conference.

European Elections Monitor - Czech Republic

1 January 1970

On 8th February the 200 members of the House of Representatives and 81 members of the Senate will meet to elect the new President of the Republic. To date two people are standing: the present Head of State, Vaclav Klaus, and Jan Svejnar, a professor of economy. To be elected in the first round or second round a candidate must win the absolute majority of the votes within each of the two Houses ie 141. In the third round the simple majority is enough. The Czech President is elected for a five year period which is renewable once.

Elections Monitor - Serbia

1 January 1970

On 12th December last the president of the National Assembly, the only House in Parliament announced that the Serbs would be called to vote to elect the President of the Republic on 20th January next. The election initially planned for 2009 was made obligatory by the new Constitution approved unanimously by Parliament in September 2006 and adopted by 53.04% of the electorate on 28th and 29th October the same year. Six people are running for election to date: - Boris Tadic (Democrat Party, DS), Tomislav Nikolic, interim leader of the Radical Party (SRS), Cedomir Jovanovic, leader of the Liberal Democrat Party (LDP),Itsvan Pastor, candidate of the Hungarian minority supported by the Alliance of Vojvodina Hungarians, Milutin Mrkonjic, chairman of the Socialist Party (SPS) and Bogoljub Karic, leader of the Strength of Movement (PSS). If necessary a second round will be held on 3rd February.

Slovenian Preisdency

On 1st January last Slovenia took over the Council of the European Union for six months succeeding Portugal which ensured this post in the second semester of 2007. The successful completion of the ratification procedure of the Lisbon Treaty is the priority of this Presidency which will also place emphasis on the enlargement of the European Union to the Western Balkans, the energy policy of the European Union as well as its role in the fight against global warming. The Slovenian Presidency will lead negotiations on the new "energy and climate" package which will be presented by the European Commission on 23rd January. Finally Slovenia will defend the launch of the new stage in the Lisbon strategy so that new guidelines can be adopted wtih regard to growth and employment for the period 2008-2010.

Latin America

On 20th December the first ordinary plenary session of the Parliamentary Assembly Europe Latin America came to an end. The co-presidents José Salafranca (PPE-DE, ES) and Jorge Pizarro (Chile) said they were pleased with the adoption of three resolutions on relations between Europe and Latin America with regard to democratic governance; the challenges and opportunities of globalisation; sustainable development and global warming.

On 3rd January the European Commission has decided to give a new boost to Europe's online content sector. EU citizens should be able to enjoy easier and faster access to a rich variety of music, TV programmes, films or games via the Internet, mobile phones or other devices. These improvements should be made whilst ensuring a robust protection of intellectual property rights. According to Commission studies, a truly Single Market without borders for Creative Online Content could strengthen considerably the European Union's competitiveness. A public consultation has been launched with regard to this subject with the aim of preparing a Commission recommendation.

Chinese Textiles

The European Union's present system of imports of Chinese textiles based on restrictive quotas came to an end on 31st December 2007. It was replaced on 1st January by a monitoring system which will undertake a double check on eight of the ten textile categories. The new system is based on the granting of new export permits by the Chinese authorities for local manufacturers together with better monitoring in Europe. However European textile manufacturers fear that there will be a massive in-flow of low-priced Asian clothes on the European market.

Research

On 4th January the Commission announced that it will contribute 30 million euros to towards metrology and the ecosystem of the Baltic sea. These actions are being developed under the Seventh Framework Programme. A platform bringing together 32 national metrology institutions, will receive 21 million euros, with Member States contributing a further 42 million euros to carry out research into precise and reliable measurements. The European Commission will also allocate 9 million additional euros to BONUS+, a research programme to develop an ecosystem-based approach to management of the Baltic Sea, which will involve 8 Member States that border the Baltic, and Russia. The countries concerned will contribute a further 18.7 million euros. These programmes are part of a sustainable natural resources management procedure.

European Environment Ministers who met in Brussels on 20th December adopted a directive with regard to tax exemptions on goods brought by people from third countries into the European Union. Joint positions were also adopted. They focus on a draft directive for quality requirements with regard to the water policy; a draft directive on the wasting of resources and a draft regulation on the prohibition of the export of mercury and security measures with regard to its storage. Finally a political agreement was reached with regard to the inclusion of aviation in the trading of greenhouse gas emissions.

Wine

On 19th December, after three days of negotiations, the 27 Agriculture ministers adopted a reform package with regard to the European wine industry which moderates the major wave of modernisation planned for by the European Agriculture Commissioner, Mariann Fischer Boel. After pressure from Italy and France less vineyards will now be destroyed and surplus will continue to be distilled into alcohol.

Fisheries

1 January 1970

On 19th December the 27 European Fisheries Ministers came to an agreement on the distribution of fish and species capture quotas for 2008. The main issue at stake concerned the fishing of cod, of which the European Commission requested a 25% decrease in capture possibilities according to scientific opinion. They decided on a quota reduction ranging between 9% and 18% depending on the zones for this fish. With regard to anchovy fishing is still frozen for both French and Spanish fishermen.

On 20th December last the 27 European Health Ministers, who met in Brussels, called on the Commission to increase the integration of community health and environment policies. They insisted on the importance of the pilot biosurveillance project that includes the study of effects of pollutant substances on humans and notably on the blood. They encouraged the Commission to increase its information policy as well as the funding of research. Finally they called for specific care with regard to children and the elderly in the fight against the effects of pollution on health.

On 1st January last two new Member States, Cyprus and Malta entered the euro area. 15 Member States of the European Union now use the euro as the official currency ie over half of the 27 members of the Union.

Germany

Competitiveness

According to a survey published on 3rd January the German economy is extremely competitive and no other country has managed to enhance its competitiveness consistently to the same degree as Germany over 2007. 59% of company heads interviewed in six European countries believe that German competitiveness is good or very good. Germany is believed to be the leading economic power in Europe and it occupies second place with Switzerland on a world scale, behind China. Germany's image amongst the business community has continued to grow over the years.

Migration

The migration report 2006 published on 19th December indicates that most of the 8.8% of foreigners in Germany have been there for a number of years and have had a positive influence on the age pyramid in Germany. The Federal Government delegate for integration, Maria Böhmer stresses that more emphasis should be placed on education and training particularly amongst young migrants. In 2006 nearly 662,000 people arrived in Germany whilst 639,000 left. The migratory balance, ie the difference between arrivals and departures was therefore the lowest since 1984: +23,000. The report on migration published regularly by the Federal Interior Ministry includes full statistics on the migratory phenomenon.

Employment

In 2007 an average 39.7 million people had a job, ie the highest level since reunification. The number of unemployed has dropped by 1.1 million since 2005, 595,000 of whom (-1.7%) found employment in 2007 alone. In 2008 a 0.7% increase in salaries is expected (or 2.5% given an inflation rate of 1.8%). Economists expect between 200 and 300,000 new jobs to be created in 2008.

Government

On 23rd December after a six month period without a government Belgian MPs gave the new government led by Guy Verhofstadt its vote of confidence; the latter has the responsiblity of taking care of the country's affairs until March. The new team, which has rallied around the head of the outgoing government was approved 97 votes in favour and 46 against with one abstention only. The interim government has the task of preparing the upcoming negotiations between the Flemish and the Walloons on the future of Belgium.

Bulgaria

Taxes

On 1st January the new Bulgarian tax law came into force introducing a flat tax rate on income at 10%, the lowest in Europe and the world. The new tax rate is designed to fight the black economy which reaches 30 to 40% of the country's GDP.

Denmark

End of exemptions?

In his speech on 2nd January Danish Prime Minister, Anders Fogh Rasmussen spoke of his country's economy that is running "almost too smoothly": never before has the employment level been so high. He also spoke of the fight against climate change and of the battle against terrorism. Finally he called on the Danes to vote in favour of the suppression of the exemption clauses that the country enjoys with regard to the single currency, internal affairs, defence and citizenship. He believes that Denmark cannot just be content with being a model it also has to play a role in the European arena.

Immigration

According to the results of a survey published on 28th December a majority of Danes believes that the regulations relative to immigration ought to be adapted so that Denmark can attract more foreign workers. Over the last few years there has been a growing lack of specialists, researchers and carers. Half of those interviewed said they had worked with a foreigner and in over half of these cases the experience had been a positive one, versus 15% who thought it negative. Finally the survey shows that one third of Danes would be in favour of a simplification of the legislation with regard to the employment of foreign workers in Danish companies. 40% of those interviewed believe that the present legislation is adequate whilst 15% say they would support stricter rules.

On 20th December the head of the Spanish government José Luis Rodriguez Zapatero announced that general elections will take place on 9th March 2008. Consequently Parliament will be dissolved on 14th January, the electoral campaign will start on 22nd February and will last until 7th March.

Finland

OSCE

On 1st January Finland took over the presidency of the Organisation for Security and Co-operation in Europe (OSCE) thereby succeeding Spain. Finnish Foreign Minister, Ilkka Kanerva, who is the new president of the OSCE laid out the priorities of Finland's presidency which will officially be presented in Vienna on 10th January to the permanent Council of the OSCE. The status of Kosovo, unresolved conflicts and the future of the treaty on conventional arms are issues which are due to be the focus of this presidency.

Hungary

Treaty/Ratification

On 17th December just a few days after the signature of the Lisbon Treaty by the 27 Member States the Hungarian Parliament ratified the new European treaty which is to come into force in 2009. Hungarian Parliamentarians approved the text by 325 votes in favour, 5 against and 14 abstentions. The President of the European Commission, José Manuel Barroso lauded Hungary for being the first country in the European Union to approve the Lisbon Treaty and called on the other Member States to "follow the example."

On 3rd January last, Latvian Prime Minister Ivars Godmanis met Viktor Kalyuzhny, Ambassador of the Russian Federation in Latvia. They discussed bilateral relations between the two countries, borders issues, the need to develop fluvial traffic capacities and the enhancement of co-operation in various areas in the fight against organised crime.

United Kingdom

New Deal

On 2nd January British Prime Minister Gordon Brown welcomed the progress achieved by the New Deal programme for the unemployed, which celebrated its tenth anniversary. In all nearly 1.8 million people have found work including 300,000 single parents whilst long term unemployment amongst the young has practically been eradicated. A major conference will be organised at the end of January to discuss the next stages in the New Deal programme for the years to come.

Schengen

New Members

As of 21st December 2007, 9 Member States, (Estonia, the Czech Republic, Lithuania, Hungary, Latvia, Malta, Poland, Slovakia and Slovenia) became part of the Schengen area - the area of free movement for citizens without the presentation of passports of the 24 Member States involved (+ Iceland, Norway). This was immediately applicable to controls at internal land and sea borders between these countries. As far as air travel is concerned the rules will apply as from 30th March next. Only Ireland, UK and Cyprus (which entered the Union in 2004), and Bulgaria and Romania (which entered on 1st January 2007) are not members.

Norway

Men/Women Equality

Norwegian companies had until 31st December 2007 to apply a law approved by Parliament in 2003 which aimed to increase the number of women present on company boards. The aim of the law, the only one in Europe, was to reach the threshold of 40%. Companies on the Oslo stockmarket show the highest number of women on their boards: 37% mid-December (in comparison with 16% in 2004), ie twice as high as in Stockholm and nearly four times more than in Copenhagen.

Balkans

Serbia

On 27th December the Serb Parliament adopted by an overwhelming majority a resolution that calls on the government to reject any idea of independence for Kosovo. This resolution indicates that Serbia is due to review all diplomatic relations with the States that recognise Kosovo's independence. It also rejects the European Union's project to send a civilian mission to Kosovo to take over from the UN and maintains that it must previously be the subject of a decision on the part of the UN Security Council. And with the declaration of "Serbia's military neutrality", this resolution also delays any possible integration by the country into NATO to an indefinite future date. Finally it means that Serbia might be ready to abandon accession to Europe if the European Union recognises Kosovo's independence.

Bosnia-Herzegovina

On 28th September Bosnia's caretaker Prime Minister, Nikola Spiric, was confirmed in office by his country's parliament two months after he resigned in a row with the international community after his opposition to a measure imposed by the High Representative of the International Community in Bosnia-Herzegovina, Miroslav Lajcak. He announced he would form a government by mid-January. He will focus on continuing the accession procedure to the European Union, with the signature of a Stabilisation and Association Agreement becomign his main priority. This Agreement was started at the beginning of December 2007 but has still not been signed. He has also promised to improve relations between the government and parliament.

Simplified Visas

Visa Facilitation and Readmission Agreements between the EU and five countries of the Western Balkans entered into force on 1st January last. Citizens of Albania, Bosnia and Herzegovina, Montenegro, Serbia and the former Yugoslav Republic of Macedonia will continue to benefit from a reduced visa handling fee (35 euros instead of 60 euros). Many categories of applicants may also now obtain visas free of charge. In the majority of cases, visa procedures have been simplified. In addition, with the recent enlargement of the Schengen area, applicants from the above-mentioned countries will now be able to apply for a single Schengen visa only.

Serbia/Kosovo

The Kosovo parliament that emerged after the elections on 17th November and which may soon proclaim the province's independence, met on 4th January for a constituent session in Pristina. The meeting was convened on the last day of the deadline set one month after the official publication of the legislative results - 4th December - which is part of the constituional framework of the province administered by the UN since June 1999. The president will be elected in the next session on 9th January. PDK chairman Hashim Thaci, appointed Prime Minister, announced that his party will start the first stage in negotiations with the other parties to form a coalition.

Presidential Election

Outgoing Georgian President Mikhail Saakachvili was re-elected President of the Republic of Georgia on 5th January with 51.71% of the vote. The opposition which mobilised between 5,000 and 10,000 supporters on that afternoon in Tbilisi to denounce the way the election had taken place, demanded a second round. The election results were validated by the Organisation for Security and Co-operation in Europe (OSCE). His main rival Levan Gatchetchiladze, candidate of the unified opposition won 25.38% of the vote.

The Ukrainian parliament approved the appointment of Yulia Timoshenko as Prime Minister on 18th December, 226 votes in favour, ie the absolute majority of the 450 seats in Parliament. The 24 ministers of her government coalition, which includes one woman only, were also appointed during a parliamentary vote on the same day.

European Public Opinion

The most recent Eurobarometer survey reveals that citizens' general attitudes towards the European Union and its insitutions are still very positive. The two main indicators relative to the population's general attitude towards the European Union (support of belonging to the European Union 58% +1) and the perception of the advantages of belonging to the European Union (58% -1) have remained stable since the spring 2007). However Union citizens are increasingly concerned about the economic situation of their country and particularly by inflation (26% +8). Europeans are also worried about unemployment (27%). Finally according to the survey results Union citizens believe that to strengthen the European Union in the future its institutions should place greater emphasis on fighting crime (36%), environmental issues (33%) and immigration (33%).

"Non lieu" publishers released a work in January entitled "Le Piège du Kosovo" prefaced by Marek-Antoni Nowicki. The author, Jean-Arnault Dérens presents Kosovo's history, reviews the war and the international protectorate and forecasts perspectives for the region's future.

Slovenian Presidency

"Notre Europe" has published an analysis of the Slovenian presidency of the Council of the European Union in the first semester 2008 exploring its political, organisational facets as well as its political priorities. The analysis explains how the Presidency of the European Union is a powerful tool in the continued "Europeanisation" of Slovenia, notably with regard to the adoption of European practices, standards and values as well as the promotion of its political interests Europe-wide.

Paris-Exhibition

The Centre Pompidou is presenting, in collaboration with the Alberto and Annette Giacometti Foundation in Paris, an original retrospective of Alberto Giacometti's works (1901–1966) until 11th February 2008. For the first time, all the facets of the artist's creations will be presented in reference to the area where he created, his studio, and illustrated by rare works, that the general public do not often see, like painted plaster casts or fragments of the walls of his three main studios in Paris, Stampa and Maloja (Switzerland).

Germany - Exhibition

The Saarland Modern Art Museum (Germany) is presenting an exhibition until 24th February 2008 which reviews the work by Pablo Picasso in the 1950's. These years heralded a transitory pahse in the artist's work. The work achieved at this time has become synonymous with "modern art" and has influenced how modern art has been usued in some areas of daily life (design,advertising, fashion etc ...) to the present day. It is from this point of view and for the first time ever that the exhibition takes an indepth look into major work that emerged from this creative period. The exhibition has the patronage of the Minister President of the Saarland, Peter Müller.
