European Elections Monitor - Armenia

1 January 1970

With the support of outgoing President Robert Kotcharian and Prosperous Armenia (BHK) led by Gagik Tsarukian, the party of the presidential majority, outgoing Prime Minister Serzh Sarkisian (Republican Party HHK) won the presidential election that took place in Armenia on 19th February 2008, winning 53.17% of the vote and therefore the absolute majority in the first round. The former Armenian president (1991-1998), Levon Ter-Petrossian, came second with 21.63% of the vote. He was followed by Artur Baghdasarian, leader of the opposition party, Rule of Law, (OE), who won 16.76% and Vahan Hovhannisian (Revolutionary Federation-Dashnaktsutyun, HHD) 6.21%.

Schuman Report 2008

The "Schuman Report 2008 on the State of the Union" is now available in bookshops or on the Foundation's site. It has 18 articles including that of the President of the French Republic, Nicolas Sarkozy and Luxembourg Prime Minister, Jean-Claude Juncker. This publication summarizes the issues at stake in the European Union by means of unique maps and statistical data. It is a reference work for all of those who want to know everything about the European Union. The "Schuman Report 2008 on the State of the Union" will be presented on 27th February at the European Parliament in Brussels in the presence of Joseph Daul, chairman of the PPE-DE group.

Seminar/Market Access

European Elections Monitor - Russia

1 January 1970

On 2nd March next 107 million Russians are being called to ballot to elect the successor to the present President of the Federation, Vladimir Putin, who, as stipulated by the Constitution, cannot stand for a third consecutive term in office. There is not a great deal at play in this presidential election, since Vladimir Putin appointed Dmitri Medvedev - the present 1st Deputy Prime Minister (United Russia, ER), as his successor on 10th December last. It is highly likely that the latter will be easily elected as Head of State in the first round. The most recent poll by VTsIOM on 18th February reveals that 69.9% of voters are about to vote for Dmitri Medvedev. Gennady Zuganov is due to win 9.1% of the vote, Vladimir Jirinovski 7.8% and Andreï Bogdanov 0.9%.

European Elections Monitor - Cyprus

Demetris Christofias, Progressive Workers' Party (AKEL) was elected President of the Republic of Cyprus in the second round of the presidential election that took place on 24th February winning 53.37% of the vote against 46.63% for his rival, Ionnis Kasoulides (Democratic Assembly, DISY). Turn out was slightly higher than that recorded during the first round on 17th February, ie +1.42 points. It is obligatory to vote in Cyprus. The new Head of State, who is also Prime Minister, on the island will take office on 29th February.

The Governing Board of the European Police College (CEPOL) discussed and adopted the 2009 work programme and draft budget on 20th February. In 2009, CEPOL will carry out 84 training events (seminars, courses and conferences) in different areas of police work, particularly crime prevention and cross-border police cooperation in the field of organised crime and cyber crime investigation. Special attention will be dedicated to the evaluation of training and its influence on everyday policing, as well as to the introduction of common programmes into Member States' education processes and to e-learning.

On 21st and 22nd February the 27 Defence Ministers looked into the means to improve the availability of military equipment for future European operations. They also looked into the running of the Europen Defence Agency that aims to enhance inter-operability, Member States' reduce expenditure and improve the co-ordination of the European defence industry. They finally studied the strategic partnership between the European Union, NATO and the UN.

Kosovo

During a press conference on 18th February Slovenian Foreign Minister, Dimitrij Rupel, current chairman of the "General Affairs and External Relations" Council, explained the joint position adopted by the Council and stressed that the European Union had noted the independence of Kosovo as well as the measures of the resolution relative to the principles of democracy, citizens' equality and the protection of minorities. Member States will decide what their relations with Kosovo will be in line with their own national practices and international law. He recalled that the Council re-iterated its total support of the European perspective of the Western Balkans, which Javier Solana also confirmed during his visit to Kosovo on 19th February. He condemned the violence that had occurred in Serbia and stressed the importance of the deployment of a EULEX Kosovo mission. He said that Kosovo was a "sui generis" case that did not create any type of precedent with regard to other situations.

Access to Markets

The report by Ignasi Guardans (ADLE, ES) on the European strategy with regard to companies' access to external markets was adopted on 19th February. This strategy will facilitate the opening of markets and the improvement of the European Union's role in the world together with its ability to protect and create jobs. The EU has to stand firm in terms of the respect of international agreements by third countries. To this effect MEPs are requesting third countries to dismantle all barriers, notably those not related to tariffs and "to apply measures to open up the market in the wake of bilateral, regional and multilateral negotiations." They say that the experience of reciprocity "aims specifically at developed and emerging economies." With regard to this the Robert Schuman Foundation is organising a working seminar on 4th March at the European Parliament on the theme of "Is Europe supporting its companies to export?" with Ignasi Guardans and David O'Sullivan, Director General for External Trade at the European Commission in attendance.

Lisbon Treaty

On 20th February MEPs adopted the report supporting the Lisbon Treaty by Richard Corbett (PSE, UK) and Inigo Mendez de Vigo (PPE-DE, ES) by 525 votes in favour, 115 against and 29 abstentions. They expressed their enthusiasm at the increase in democratic responsiblity and the extension of powers held by Parliament. In addition to this they said they were pleased that citizens' rights have been strengthened, notably by the Charter of Fundamental Rights, which is legally binding. Finally they said they hoped that all would be done within the European institutions and by national authorities "to inform citizens clearly and objectively of the content of the treaty."

Census

MEPs gave the go-ahead on 20th February to the regular collation of comparable European data on the population and housing in 2011. This census should meet demands in terms of data protection. The proposal, which came after an informal agreement with the Council opens the way to approval on first reading.

Cohesion

On 21st February MEPs adopted the reports by Ambroise Guellec (PPE-DE, FR) on economic and social cohesion since the enlargement of 2004-2007, and Gisela Kallenbach (Greens/ALE, DE) on follow-up to the Territorial Agenda and the Leipzig Charter "on the sustainable European town". The European cohesion policy remains vital since it plays a major role in the reduction of disparities and development deficits between European regions. It can play a driving role for the Lisbon Strategy by orienting public investment towards projects that foster the creation of a dynamic economic fabric capable of providing growth and innovation.

Free Movement

On 21st February MEPs adopted a legislative package to improve the running of the internal freight market. The aim is to remove obstacles that are preventing free movement whilst enhancing measures relative to control and the monitoring of the market notably with regard to consumer security. Any product which is placed on the market legally and which respects a country's standards should be able to be marketed freely in another Member State. However only 8% of European companies have been able to trade within the community most of them limiting their activities to national markets. Technical barriers established by Member States to prevent the entry of foreign goods onto their markets are to blame for this. The legislative package aims to limit these barriers and to facilitate access of goods made in another Member State to the markets of other Member States.

In Europe the average age lay at 39 in 2004 but this might rise to 49 by 2050; the working population would lie at 331 million in 2010 and decrease to 268 million by 2050; the number of over 80's which lay at 4.1% in 2005 is due to rise to 11.4% in 2050. MEPs therefore adopted the report by Françoise Castex (PSE, FR) on 21st February on the demographic future of the European Union. It emerges that it will be necessary to foster demographic revival as well as improved management of human resources in order to compensate for all types of imbalance. The report suggests several areas of reflection with regard to inter-generational solidarity and the use of immigration.

The joint report on employment that will be adopted by Ministers on 29th February says last year the growth rate in employment was impressive. Over the last two years nearly 6.5 million jobs were created and five million additional jobs were expected by 2009. Unemployment in the European Union is due to drop below the 7% mark in 2008, corresponding to the lowest level ever reached since the mid-1980's.

On 18th February the European Centre for the Development of Vocational Training presented its forecasts with regard to needs in terms of professional skills up to 2015. According to its forecasts in 2015 the primary sector should employ 10 million workers in the Union - down from 12 million in 2006 (and 15 million in 1996) - whilst the manufacturing industry is due to employ 34.5 million down from 35 million in 2006 and 38 million in 1996. Between 2006 and 2015 the Union will witness the creation of 12.5 million highly qualified jobs and 9.5 million in the intermediary level. However jobs for workers with few qualifications will drop to 8.5 million.

Growth/Inflation

According to forecasts by the Commission published on 21st February economic growth is expected to slow to 2.0% this year in the European Union (1.8% in the euro area). This is 0.4 percentage point less, for both areas, than forecast in November. Inflation this year is expected to average 2.9% in the European Union and 2.6% in the euro area following the strong rise in food and energy prices. This is ½ a percentage point more than compared to the previous forecast. But inflation is expected to return to more normal levels in the last quarter of 2008.

VAT/Fraud

On 22nd February the European Commission adopted a Communication on possible far-reaching measures to combat VAT fraud. The measures in question are the introduction of taxation for intra-Community supplies and the introduction of a generalised reverse charge. Both systems have the potential to considerably reduce the phenomenon of 'missing trader' fraud. However, both also pose potential problems that would need to be examined further before either system could be agreed. The taxation of intra-Community supplies of goods could create competitive cash flow disadvantages for businesses trading in the internal market and would require the re-allocation of VAT revenues between Member States.

On 22nd February the Commission launched two technological initiatives : ENIAC and Artemis. Artemis, with budget of 2.5 billion euros, involves embedded computer systems that – while running almost unnoticed by users – improve the performance of all kinds of machines: from cars, planes and phones, to factories, washing machines and televisions. ENIAC, with a budget of 3 billion euros, is a new public-private partnership which targets nanoelectronics, the technology that enables increasingly high levels of miniaturisation in the myriad of applications and high-tech products which are emerging today. Both of these technological initiatives represent a decisive step forwards enabling research programmes to be implemented on a greater scale and more quickly - vital factors for Europe to remain at the forefront in a context of world competition.

The 27 Agriculture Ministers, who met on 18th February debated the orientation of the "health check" of the Common Agricultural Policy (CAP). They did not come to an agreement on the requests for approval of five new types of genetically modified organisms (GMO) (four types of corn and one variety of potato) whilst the European Food Safety Authority (EFSA) has given favourable opinions with regard to the five GMO's and concluded that it was improbable that these products would have undesirable effects on human or animal health or on the environment.

External Relations

On 18th February the 27 Foreign Ministers acknowledged the declaration of independence of Kosovo. However each Member State will take a decision in line with its own national practices and international law in terms of its relations with Kosovo. Ministers decided to give total support to the European perspective of the Western Balkans. The situations in Chad, Kenya and Burma were also discussed. In addition to this the 27 Ministers approved updated accession partnerships with Turkey and Macedonia (FRYM) as well as updates of similar partnerships with Albania, Bosnia-Herzegovina and Serbia. They finally approved the extension of the mandates of five special EU representatives in the Middle East, Afghanistan, Macedonia, Bosnia-Herzegovina and in the Southern Caucasus.

Luxembourg Prime Minister, Jean-Claude Juncker received the German Citizen's Prize on 19th February in reward for his "eminent merit with regard to European reunification." "From the euro to the new European Treaty together with sensitive matters in which he played a major role as an intermediary and mediator, Jean-Claude Juncker has helped make European construction an irreversible process," said German Chancellor Angela Merkel. In his speech Mr Juncker said that "Europe could be proud of what it has achieved over the last fifty years. Peace and stability are never obvious - these are conquests we should be glad of." The German Citizen's Prize has been given since 1995 by the Bad Harzburg Foundation to personalities who have provided eminent services to society.

According to figures published by the Federal Statistics Office, employment is rising in Germany and this trend is due to continue 2008. The number of employed beat a new record during the 4th quarter 2007 lying at 40.3 million, a level never been reached since reunification. 396,000 jobs (+1%) were created in the 4th quarter. The impetus behind this development are services (490,000 jobs created, ie 1.7% more people employed) and industry (123,000 jobs created, +1.6% more people employed). The construction industry has lost jobs (-3000 jobs ie 0.1% less jobs) for the first time in 18 months. In its latest study the Research Institute on Employment and Professions (IAB) is forecasting a reducation of nearly 350,000 in the number of unemployed this year.

On 19th February Austrian Home Minister, Günther Platter met French Immigration, Integration, National Identity and Co-Development Minister, Brice Hortefeux who had come to present the draft European Immigration Pact. After the meeting he said that both Austria and France "were on the same wavelength during discussions on the European Immigration Pact."

Belgium

EUFOR

On 19th February the Belgian government confirmed its participation in the European force EUFOR responsible for ensuring the protection of refugees in Darfur in Chad and Central Africa. Belgian soldiers will integrate the command structure and a transport plane pilot for a Hercules C-130 will be provided at the end of March until end of April. The Belgian contingent comprising 130 people in the initial phase and 70 once the operation has gathered full speed, will be placed under the control of EUFOR command. The duration of this commitment will be one year in line with the EUFOR mandate.

On 19th February French Prime Minister, François Fillon travelled to the European Parliament to present the priorties of the French Presidency of the Council of the European Union in the second semester of 2008 to MEPs in the PPE and PSE groups. Amongst the priorities laid out by the Head of Government featured an agreement on climatic change, a European immigration and asylum pact and the securing of energy supplies.

French President Nicolas Sarkozy inaugurated the 45th Agricultural Show in Paris on 23rd February with a promise to start the "reorganisation" of the Common Agricultural Policy as soon as the French presidency of the European Union starts on 1st July - he also showed his determination to hold firm in WTO negotiations. He repeated that he wanted to push for indepth discussions on the future of the common agricultural policy, which normally should take place in 2013 according to the European agenda. "I am convinced that the CAP has to be reformed and refounded," he said adding, "France will start true discussions with each of its European partners, with the dual objective of finding improved management of climatic,sanitary and economic threats."

On 19th February the Polish government approved the draft law for the ratification of the Lisbon Treaty that is to be submitted to both chambers in Parliament, (Sejm and Senate). During a press conference Polish Prime Minister, Donald Tusk, declared that he hoped for a rapid and smooth ratification process. The ratification of the Lisbon Treaty in Poland requires the majority of two thirds which, according to declarations on the part of the political parties, should be achieved easily.

Portugal

Franco-Portuguese Summit

Portuguese Prime Minister José Socrates received his French counterpart, François Fillon in Lisbon on 22nd February as part of the 3rd High Level Meeting. They said they "shared the same opinion" about the priorities France intends to adopt during its presidency of the European Union in the second semester of 2008. Both countries agree to adopt "a concerted strategy" in the face of threats caused by the American financial crisis on the European economy. They also called for a "new means of maritime governance" and the creation of "maritime highways" to lighten European road traffic. Finally they signed an agreement on the mutual acknowledgement of diplomas.

On 21st February Romanian President Traian Basescu received his Serb counterpart Boris Tadic in Bucharest. Boris Tadic confirmed his aim to protect Serbia's territorial integrity whilst rejecting the possibility of another war and diplomatic isolation. The Serb President believes that the solution is still his country's accession to the European Union.

European Brown

On his first official visit to Brussels on 21st February British Prime Minister, Gordon Brown said that his country will be 'at the centre of Europe.' Calling for an acceleration in reforms to strengthen the Union's competitiveness, he said he hoped to move debate over to vital issues such as the economy and the environment. During a press conference he said that the "European Union is vital for the UK's success and the UK is vital for the success of the European Union," and he denounced calls by eurosceptics in Britain for the UK to withdraw from the Union. "It is clear that at the present time of world uncertainty we should never bring the stability of our relationship with the European Union or our belonging to the European Union into doubt," he concluded.

Before the Swedish Presidency of the European Union in the second half of 2009 and as part of the debate on the future of Europe, Swedish Prime Minister, Fredrik Reinfeldt spoke to European Parliament on 19th February. He pleaded in favour of a "strong Europe" adding that "it is a weak Europe we should fear." He insisted on future challenges : climate change, the Lisbon Strategy, the budget, demography, terrorism, enlargement. He announced the ratification of the Lisbon Treaty by the Swedish Parliament in the autumn of 2008.

On 19th February Armenian Prime Minister Serzh Sarkisian was elected president of the republic in the first round of the election winning 53.17% of the vote, followed by Levon Ter-Petrossian, former president between 1991 to 1998, with 21.63%. Arthur Baghdasarian won 16.67%. Mr Sarkisian succeeded Robert Kotcharian who could not stand for a third term in office.

Acknowledgement

One week after the proclamation of independence by Kosovo the new State was officially acknowledged by 18 countries including 10 from the European Union: Germany, Austria, Denmark, Estonia, France, Italy, Latvia, Luxembourg, UK and Slovenia - as well as Albania, Afghanistan, Australia, USA, Senegal, Taiwan and Turkey. The countries firmly against acknowledgement are Cyprus, Spain, Romania, China, Georgia, Moldava, Russia, Serbia, Venezuela and Sri Lanka.

Macedonia

Name?

The Prime Minister of Macedonia (FYRM), Nikola Gruevski indicated on 20th February that a referendum on the country's official name may be organised. UN envoy, Matthew Nimetz has put forward a dual name for this state. He suggests that Macedonia should only retain its present constitutional name "Republic of Macedonia" within its own borders and in bilateral relations with countries that would like to do so. Simultaneously it would be granted an "official international name". The five proposals are: "Democratic Republic of Macedonia", "Constitutional Republic of Macedonia", "Independent Republic of Macedonia," "Republic of Upper Macedonia", and "Northern Republic of Macedonia". Greece, which is threatening to impede this country joining NATO in April, now accepts a composite name bearing the term "Macedonia" but is against any type of dual appellation.

Serbia

Violence

On the occasion of a massive demonstration in Belgrade on 21st February against Kosovo's independence Serb Prime Minister, Vojislav Kostunica recalled that Serbia would cancel any act taken by "an illegal, fictious State created by force within its territory," and as long as Serbia existed "it would not accept the creation of an entity that had emerged in violation of the principles on which the civilised world was founded," in accordance with the decision approved by the Serb parliament on 18th February. During this demonstration the US Embassy in Belgrade was set on fire. In all outbreaks of violence were observed in front of several other embassies in Belgrade causing injury to 90 people, including at least 32 policemen. The UN Security Council condemned the violence committed against the embassies and recalled the immunity principle with regard to diplomatic missions.

Ukrainian Prime Minister, Yulia Timoshenko and her Russian counterpart Viktor Zubkov said on 20th February that they had promised to implement the gas agreement in order to solve the crisis that has been growing between the two countries for the last few years.

Construction

According to Eurostat figures released on 19th February in the construction sector, seasonally adjusted production fell by 0.6% in the euro area and by 0.7% in the European Union in December 2007 compared with the previous month. In November, production decreased by 1.0% in the euro area and by 0.5% in the European Union. Production in the construction sector grew in eight Member States and decreased in four. The highest increases were recorded in Slovakia (+5.4%), Poland (+5.1%) and Sweden (+2.3%); the highest decreases were in the UK (-15.6%), Slovenia (-8.7%) and the Netherlands (-2.4%).

According to Eurostat figures published on 22nd February in December 2007 compared with November 2007, the euro area industrial new orders index fell by 3.6%. In the European Union new orders decreased by 1.2% in December. Excluding ships, railway and aerospace equipment industrial new orders lost 0.8% in the euro area and 0.5% in the European Union.

Bruegel has dedicated an issue to structural funds. This study entitled "Is Structural Spending on Solid Foundations?", looks into the effectiveness of funds invested into regions and on the results of redistribution. The report suggests that in the future there should be a distinction between the objective of redistribution which aims to achieve convergence between Member States and the objective of growth which invests in sectors that generate added value such as energy, research and trans-national networks.

As Franco-Colombian, Ingrid Betancourt entered her seventh year in captivity on 24th February Choiseul editions published a book by Pascal Drouhaud on the confessions of the former Farc guerilla, Esteban Avila (FARC, Confessions of a Guerilla). After spending thirty years in the jungle organising and taking part in armed combat, Esteban Avila talks freely of what goes behind the scenes of the FARC organisation, the reasons that made men and women join the movement. He describes the daily life of hostages, promiscuity, diseases, and the life Ingrid Betancourt has led over the last six years.

Frankfurt/Exhibition

The Frankfurt Museum of Art is holding an exhibition until June 1st on "Impressionist Women". The exhibition reviews women's contribution to the impressionist movement via a series of 140 paintings by artists such as Berthe Morisot, friend and model to Manet, who was very much liked by critics, the American artist Mary Cassatt, Eva Gonzales, Manet's student and Marie Bracquemond, wife of Félix Bracquemond.

London/Exhibition

The Tate Modern in London is holding an exhibition until 27th April of the Spanish artist, Juan Munoz (1953-2001). He was one of the first sculptors at the beginning of the 1980's to place the human figure in specific architectural environments and place narration at the heart of his work. This exhibition includes his most famous pieces such as "Many times" (1999), the Prompter (1988), Conversation Piece (1996).
